Folks in weed say theyll pull through this. You can see that this house is smoldering. Thats what firefighters are afraid of. They say it wopt take much for the wind to whip up an ember and perhaps ignite another fire. They say it will likely take days for them to put out all of the hot spots. Again the devastation out here is quite amazinamazing. So far, firefighters do not know how this fire started. A developing story now out of baja, california, the mexican military is airlifting tens of thousands of tourists out of the resort town. Hurricane odile pounded that vacation destination damaging hotels and flooding homes. Odile has been downgraded to a tropical storm. But it is still dumping heavy rain that could cause flash floods and mudslides. So far, no serious injuries or deaths have been reported. It is quite an ordeal, a pilot survives a hard landing in the sierra, nevada mountains. He left the airport monday morning on his way to death valley. That was the last he was heard from. Searchers found his plane today near fresno. Nbc bay areas Michelle Roberts joins us from the Reed Hillview airport with the details. We know the pilot keeps his plane here when hes not traveling. He took off yesterday morning from san jose when his wife didnt hear from him, he was supposed to land in death valley, she called 911. Searchers went out last night and again this morning with a very happy ending. They did find him with only minor injuries. Take a look at the picture that emergency crews took from the sky looking down on this plane once they found him. The plane is registered to timothy cassel. He was airlifted to a hospital with only minor injuries. The single engine piper took off yesterday heading for lone pine. It went down about 80 miles away from fresno. Civil air patrol pilots followed the emergency trans mitter to find the plane. It appeared to be intact and the pilot was Walking Around when they found him. Pilots say they train for emergency landings and are always looking for a flat area to land which they say that it appears that this pilot was able to do. You land with the shiny side up. As long as the place, the cockpit is up, generally you walk away. Its usually no problem. Many times the aircraft is damaged. But more often than not, people walk away and its really not as exciting as it seems. Very happy ending. We did reach out to the pilot and his familiarly to hear what led up to this emergency landing. We havent heard back. The ntsb is investigating this emergency landing. Growth, tonight the city council, the town council is meeting to figure out what to do with more than 40 acres of undeveloped land. Now the parcel of land is the last of its kipd. Right now the plan is for more than 300 homes and commercial space. But some locals question if that will erode the small town charm. Nbc bay areas Marianne Favro joins us outside council chambers. Protesters are already out there. You can see the Council Members are holding shirts and Holding Signs that say town not city. Theyre concerned about traffic and school overcrowding. And these people are hoping tonight the town council does not approve a plan for high density housing and Retail Stores in the north end of town. A heated debate is brewing over what to do with this orchard. The town is now coming up with a north 40 pacific plan outlying how to develop the 44 acres. The plan would allow up to 364 homes to be built on this property. Along with 580,000 square feet of commercial retail space. Slightly less than santana row. But some say that would change the look and feel of the town. What about the Environmental Impact . You know, why are we putting Tall Buildings in this area . Why are we adding this retail . We have a wonderful downtown with 250,000 square feet of beautiful shops. Were going to add double that to santana road type complex . The Union School District predicts the development could add another 180 new students. That means overcrowded classrooms for her three kids. Im concerned when i look at a middle school that already has i think over 1200 kids, maybe 1300 kids, where are these kids going to go . There has to be some sort of a plan. Shes also worried the development will increase the troubling traffic in the area. But a developer for this land says the north 40 plan will improve the area by serving seniors and young adults. We think that theres a need for Affordable Housing in the area. We understand that there needs to be some mitigations related to schools and traffic and downtown and we think the towns specific plan is balance the those needs. Tonight as the town Council Addresses the issues, hundreds of residents hope they will still be able to maintain its small town feel. Patrick is the director the earthquake safety. He says more than 6,000 buildings housing 60,000 people and 2,000 businesses were identified more than a year ago. These owners have had an entire year to hire design professionally the license engineer to go through a questionnaire. Deadline was last night. Now this monday around 600 buildings with owners who failed to respond to the city about their buildings condition will get these notices posted for all to see. Reading earthquake warning. Letting everyone know the building is in violation. I look at it as the city putting their money where their mouth s were making it clear that there are real penalties for not complying. Drivers have to allow a three foot safety zone between them and cyclists. The new law is getting mixed reaction. Biking in San Francisco especially on Market Street tends to be pretty dangerous. So anything to give bikes more space and more safety i think is a good thing. I dont think that bikes can compete with the trucks and the muni railway and all cars. I mean there is way too much traffic and too dangerous. Also under the new law, cyclists cause a backup, they must pull over and allow traffic to pass. Were looking into whether this mornings massive fire was descental. It broke out at the power recycling near 101 and 880. A camera at a body shop next door should help firefighters find out what caused that fire. They do believe it is electrical. The fire damaged 20 vehicles in the body shop next door number reports of any injuries. Two dry to measure. The Water District says for the first time this drought, a reservoir is nearly bone dry. The reservoir near morgan heel is within days of being below minimum level. Nbc bay areas robert honda joins us with how other reservoirs compare to this one. Reporter the Water District says the only good thing that can come out of these water lefltz dropping so low is that people will embrace conservation and they say the reservoir images should drive the message home. At this reservoir, the pictures tell storty and so do the numbers. The south county reservoir is supposed to hold 170,000 acre feet. Right now its at around 90. So low from now on, the level cant be measured by the Water District gauges. Its scary. There are no answers i can give for it. I just get scared. Groundwater levels will fall because as you pump out and were not able to recharge the water back in, groundwater levels drop. Reporter the Water District says there are a number of reservoirs hitting krcritically low levels. At the current rate of release, were looking like it may reach dead pool somewhere around the end of the year. Reporter and if current conservation standards arent met we may see more strict restrictions. Could be more Outdoor Watering restrictions, all kinds of restrictions. The use of water, were going to be limited to it. Its going to be ugly. Im getting chills thinking about it. It scares me. Reporter the Water District says the most Immediate Impact will be that fish and other living organisms living in the connecting creeks will die. And they also say that the drought has killed off most of the habitats before the fish could have been relocated. Robert honda, nbc bay area news. The last hurdle is cleared. Governor brown signing into law new regulations for groundwater pumping. This is the first time the state ever had such rules. Local Water Districts will be required to manage their wells. The regulations will be similar to ones now in place for californias rivers and reservoirs. The new law takes effect in javenlt. Lets turn over to jeff ranieri and talk about our forecast. We may be getting rain to ease that dryness. Yeah. It is looking more and more like it as we head through the next two day period. Well get showers moving in across the bay area. The core of that storm at least the bulk of the moisture is going to head way off to the north. But as the bottom edge of it gets here again, well see the increasing chance of showers.
