We can improve the perimeter as well as increase the surveillance for security overall at our airport. Reporter she says the fee has not been increased since the year 2000. From july 2012 till june 30, 2013, the pfc provided 17. 3 million for improvements here at San Jose International. And while many passengers dont like the idea of shelling out even more for their flights, airport leaders say it is funding that is badly needed to make sure our airports are safe and secure. As we arrived here on the scene there were several vehicles stopped right in the middle of the center of the road. They stopped to help police. They also stopped to call 911 to report that road rage which the Highway Patrol tracks and says happens thousands of times a year. This could be a road rage situation. Reporter San Jose Police say a near collision set the stage for what became a shooting. The driver of this silver compact car is in the hospital tonight shot several times by the passenger in another car. San jose police say it happened as the two cars nearly collided as the suspect vehicle pulled out of the coyote creek mobile home park. The victim got out of the car and engaged the suspects in some type of dialog. A passenger in the suspect vehicle pulled out a firearm. Reporter witnesses gave police descriptions of the suspect and their vehicle. They said the randomness of this crime makes them afraid to broadcast their names and faces on tv. While we dont keep statistics, the chp does. More than 3200 people called 911 reporting road rage incidents from brake checking and being run off the road to people brandishing guns and even shooting. The lieutenant says if you find yourself in a situation with an aggressive driver, dont engage. Safe thing to do would be to stay in your car and pull to the shoulder of the road to let the person pass you. Reporter sometimes its hard not to get frustrated as you are on the roadway, but bear in mind, if anyone is convicted of road rage in addition to the conviction related to any assault with a deadly weapon, if the vehicle is the deadly weapon, there is also a penalty for that road rage, and you can lose your license for at least six months. We investigate some san jose airport workers going from the sidewalk to the terminal in just seconds, bypassing all security with a single badge swipe. San jose airport is certainly in the spotlight again. And the question being asked over and over is how secure is sjc. Tonight we expose more security weaknesses at that airport. Jenna joins us with her undercover investigation. We all know when we fly we have to go through security. Its just part of the process. But we found some airport workers have somewhat of a shortcut. 20 seconds from the sidewalk to the gate, bypassing security. We found missmarked doors the airport didnt know about until we investigated. Here comes two ladies from earlier. Reporter two airport workers enter these doors just off a busy sidewalk. And seconds later enter the airport term that will. This man in a mini van heads in the doors. And then hes at the gate. Or this guy, sprinting to get through them too. And goes in. Reporter all these people with a single swipe of a badge, just bypassed all Airport Security at San Jose International airport. And its allowed. Im not really comfortable when it comes to Airport Security. Reporter its exactly why the Blue Ribbon Task force was created back in 2002. To find technologydriven solutions that would make airports safer. It found weak control of the airport workforce due to inconsistent standards, uneven oversight and poor enforcement that could potentially allow for unauthorized individuals to get in. Some people go back and fort from public areas to security areas, so they dont always go through security. They simply swipe a badge. They pass biometrics. And those coupled with a badge make it more secure. San jose does not have this. The technology is there. And it can be utilized. Reporter this congressman spearheaded that task force. It has been 12 years, and it doesnt appear that were any better off now than we were before. Yes, i believe that we should accept the recommendations. It was meant for everybody. Because we utilized the idea that all airports should be following the same recommendations. We did test some biometrics here, but that was not an area that we established standards for at this point. Reporter she is the director here at san jose. Do you think it would enhance security to have biometrics . There are Different Things that you can do. And certainly, the tsa doesnt require it. There are things that you do above and beyond the basic standards. Reporter we watched these doors for a week as passengers and anyone else who wants to, walk by. Anyone who gets a badge that opens these doors can go from the sidewalk to inside the terminal in seconds. From what we saw, its a swipe of the badge and think can be in the terminal within 20 seconds, and theres nobody checking them. Certainly what you see is kind of like an iceberg. You have the tip of the iceberg. Theres a lot of things that go on behind the scenes to prepare that employee for what he or she is required and allowed to do. Reporter at another set of doors just feet away we watched as one worker swipes a badge and two others follow him in. Only one badge was swiped with three employees. Reporter the sign on it reads all personnel must swipe their badge. Is that permitted . Yes, that sh permitted. Reporter a spokesperson later sent this email saying they checked the door and found it is signed incorrectly and that group access is permitted. Sjc plans to change the sign. What about those doors we showed you earlier that lied directly to the terminal . Whos using them . Remember these ladies . We found them stocking items at starbucks. And this man who hours earlier was unloading supplies from his mini van also swiped a badge. And moments later enters the terminal. That badge potentially could be passed on to somebody else. So the badge itself has different coding levels on it. And theres also checks and doublechecks that you may not be sighing. Reporter so you now for sure that the person using that badge does own the badge . Well, thats certainly the goal of the program. Security doesnt come free. Reporter ravi rahn is an International Security expert. He helped improve security at Logan Airport after 9 11. Biome needed. Year very confident in our program. And we feel that we met and exceeded the requirements in many places. I dont think we can rely on much moving forward. Reporter the airport has different badges with multiple levels of clearance.
