far. 12 homes and 16 builds destroyed. the rain helping the firefight. a classic dose of fall today. clouds, rain and a little sunshine. we have seen sprinkles on and off throughout the bay area. this was san francisco this morning. refreshing to see some umbrellas there. tonight this is a live look from our live cam at the golden gate bridge. the rain has stopped but the sky is still a little gloomy. let's bring in our chief meteorologist, jeff ranieri, tracking the conditions. >> you can see, raj, the cloud cover also extends all the way down to the south bay, and this is really the main reason why those firefighters were able to get such a big handle on the loma fire instead of upper 80s for temperatures, a cool 60 degrees and that increased humidity of 59%. the rainfall totals, .oh 05 of an inch. what's happening on that doppler radar right now. we still have a few areas of some light mist and also drizzle, and the main zone where we could see this continue even into tomorrow morning is here from fairfax to san francisco across the bay to concord to san ramon. we're tracking the morning forecast for tuesday, and much hotter temperatures. that's in about 15 minutes. >> okay, jeff. see you shortly. so rain in the bay area means snow in the sierra. ski resorts near lake tahoe getting a light dusting. ski season is just right armed the corner. our coverage of the sierra snow continues on our website right on our front page. great viewer photos on n nbcbayarea.c nbcbayarea.com. veteran detectives call it one of the worst child pornography cases they have seen. the sheriff investigators say this man is behind it. accused of possessing and distributing some 10,000 salacious pictures of children. nbc bay area's robert handa broke the story on twitter and joins us from the sheriff's department. robert, we are talking about very, very young children. >> reporter: well, that's right. and this arrest did culminate a lengthy investigation, but the search is still on for more possible suspects and victims. law enforcement sources gave me this picture of the actual home computer seized in today's raid, which investigators say along with media drives contained 1,000 images and videos of graphic infanlt, toddler pornography and led to the arrest of 61-year-old dennis cruz for possession and distribution of about 10,000 images of child pornography through the internet. >> i'm calling him a predator, just because he's looking at the most vile child pornography that our detectives have seen. >> reporter: the arrest made by the sheriff's so-called s.a.f.e. unit, sexual, assault, felony enforcement and the internet task force and fbi. the activity startled neighbors on oakwood avenue. >> should be a lot safer now. there's a bunch of kids, always, every day, running around, my kids, too. so, yeah, i guess it's good he got caught. >> the sheriff says the next step is to find out if cruz's alleged activity equities tended beyond images. >> make sure that we don't have live victims. we'll always search to see if there is anybody out that he's had contact with, kids, if there are any victims. and that's the real tragic part of a case like this. >> reporter: and again, the sheriff says the search is on for whoever cruz may have been exchanging images with, as well as any information on his work computer. we're told cruz moved back home to take care of his mother but the only woman we saw at the house told us she was the maid and offered no comment. live in san jose, robert handa, nbc bay area news. >> robert, thank you. a violent 72 hours in san francisco. five homicides throughout the city. the tenderloin, soma, among them. here's a map showing the locations of the deaths. police have made only one arrest in one of the homicides. one of those deadly shootings happened at a well-known nightclub with a history of crime. this is the second homicide at the endup club on sixth and harrison. mark matthews joins us from the hall of justice. among the primary concerns here, are these crimes linked? >> reporter: those are the questions being asked tonight. we're at the hall of justice where just last week two men, with gang connections, were released. the district attorney dropping murder charges against them. they had been accused of killing a 19-year-old man at a nightclub just about a block from where we're standing. the shooting on june 5th here at the endup nightclub took the life of a 19-year-old san francisco man. prosecutors say the two suspects had gang ties. >> that case did have gang overtones. >> reporter: the police chief says both suspects were released last week because surveillance video from the club show that the victim was shot with his own gun. a gun he brought into the club, cocked and stuck in his waistband. >> we became wear this was a case of self defense. >> reporter: the district attorney says his office dropped the charges during a preliminary hearing last week, just two days later a fight inside the same club spilled out on to the street and a stockton man was shot dead. two others wounded. do you think it was retaliation? >> we don't know at this point. all we know is three people were shot and one passed away. >> reporter: there are not a lot of neighbors around the endup. chris santana lives a few blocks down the street and describes it as a popular spot with some problems, a . >> a lot of drugs going around sometimes, alcohol. a lot of duis, people getting pulled over. >> reporter: a homicide detectives are looking into possible connections between the two shootings that came from the endup nightclub. the one sunday morning right there at 6th and bryant. just about a block from the endup. apparently the fight inside the club spilled out into the street. the shooting took place just a half a block from the hall of justice. reporting from san francisco, mark matthews, nbc bay area news. it turning now to decision 2016. donald trump still unseen tax returns dominated the campaign today. the "new york times" reported trump's billion-dollar loss could have exempted him from paying federal income tax for two decades. today in colorado, trump embraced the news, insisting he is the best person to change the nation's complicated tax laws. >> i have brilliantly used those laws to pay as little tax as legally possible. and i must tell you, i hate the way they spend our tax dollars. >> i think we need a law that says if you become the nominee of the major party, you have to release your tax returns. >> mrs. clinton campaigned today in the swing state of ohio, where polls show her trailing trump by five points. also today, new york's attorney general ordered the trump foundation to immediately stop fund-raising. the investigation is looking into whether the charity spending actually benefited donald trump personally. election coverage continues on "nbc nightly news" with lester holt. the "new york times" reporter explains how she got ahold of that 1995 document. and how the paper was able to make sure it was legitimate. that's coming up in about 20 minutes. >> reporter: 33 years after a richmond mother of four was stobd to years after this richmond mother of four was brutally murdered, a suspect is finally behind bars. the woman's four little boys even discovered her body. one of them hiding you saunder d during the attack. jodi hernandez is live with what finally, after all these years, led to a break in that case, jodi. >> reporter: jessica, a determined richmond investigator took a fresh look at this case. she reinterviewed people and reexamined the evidence. and tonight a plaster county man has been named the suspect. >> our neighborhood itself is a really quiet neighborhood. >> reporter: but folks in this quiet richmond neighborhood have never forgotten the tragedy that took place here nearly 33 years ago. richmond police say marsha carter, a single mother of four, was stabbed to death inside her bedroom, while her four boys, ages 10 months to 11 years old, were home. one hiding under the bed. >> the case went into mom's room, and they don't find mom there. all they find is blood on mom's bed. >> reporter: carter's body was found in the trunk of her car in a west sacramento parking lot a week and a half later. but a suspect was never identified. until now. police took another look at the case and finally got what they needed to arrest 54-year-old cheryl smuther's, carter's former boyfriend. >> it's a long time. but, you know, better late than never, i guess. >> reporter: the man who now owns the house where the brutal attack happened says one of carter's sons came by the home several years ago. he had just produced a rap album called "who killed my mama." >> her son was here, and i talk to him and gave him a big hug, and i said, "well, you know, i hope -- i wish you well. i hope they catch whoever did this." and it's a heart breaking story. >> reporter: now we tried to reach the victim's rap artist son, but he did not respond. but we are told that the victim's family is incredibly grateful. tonight the suspect is out of custody after posting a $1 million bail. a trial date has not yet been set. reporting live in richmond, i'm jodi hernandez. new details tonight on the deadly hit and run in the south bay. police have someone in custody. it is this man, arrested yesterday on suspicion of felony hit and run. the crash happened around 1:30 sunday morning. investigators say 28-year-old michael varilla was found dead. this is the 30th deadly crash in san jose just this year. not quite as bad as l.a., but traffic here in the bay area is getting worse. here's a live look now from one of our live cams in oakland. you can see right near the coliseum, both sides of 880 sluggish as usual. again, that's near the coliseum. but not just in oakland. a new report reveals the worst of the worst. we have highlighted in blue the most congested spots around the bay area, along the east bay, in the south bay, and up into the silicon valley. nbc bay area's marianne favro joins us from 101 in san jose. we know the problem. what's the solution? we can see all of the traffic right behind you. >> reporter: some politicians believe that measure on the november ballot will be the biggest solution to this problem. as you can see here, this stretch of highway 101 off oakland road in san jose was named the fourth-most congested spot in the entire bay area. santa clara county supervisor dave cortez says a spike in new jobs in silicon valley is at least partially to blame for the growing congestion. southbound i-680 near south jackson avenue in san jose named the third most congested region. a bottleneck drivers dread. >> a lot worse. the last few years it's been red includes. >> reporter: number four on the list is also in san jose. this part of highway 101 off oakland road. in each case, the majority may be a victim of its own success. >> the challenge with that is when you grow jobs as fast as jobs are grown here in silicon valley, sometimes 10 or 15,000 in a month, it's very difficult to build freeway lanes that fast. very difficult to build housing that fast and we're paying the price for that right now. >> what's the most congested zone in the bay area in according to a new study by the metropolitan transportation commission, it's this section of highway 101 north heading on to the bay bridge. today local lawmakers talked about ways to help commuters spend less time stuck in their cars. they believe measure b is the answer. a sales tax measure that would generate more than $6 billion. >> in addition to all of the improvements that measure b offers for b.a.r.t. extension, caltrain expansion, fixing potholes, it focuses about $1.5 billion on expanding those critical choke points, the interchanges on freeways like 280 and 101, where we know we've got horrible congestion now. >> reporter: but some drivers are skeptical, measure b is the right medicine to unclog these arteries. lawmakers believe that extending b.a.r.t.'s line here to the station will help alleviate some of the traffic here. reporting live in san jose, marianne favro, nbc bay area news. speaking of traffic, here's an idea. connecting b.a.r.t. to the central valley. alameda county supervisor wants to see it happen. even if b.a.r.t. isn't on board. supervisor scott haggerty says he wants to extend b.a.r.t. to livermore and connect it to the ace train that runs to stockton. b.a.r.t. has spent 10 years and $12 million on an eir, environmental impact plan, with no real progress. haggerty is considering taking the issue to the joint powers authority of the county if necessary. >> we have formed a working group with san joaquin county. we have supervises and mayors from that county, and from alameda county. along with business groups. we hope to move that project along. >> we've reached out to b.a.r.t. for a comment, but have not yet received a response. all right. check this out. it's video from nasa of hurricane matthew seen from space. and look. it's big. living up to the description of monster storm. matthew packing 140-mile-an-hour winds, and could drop up to 3 feet of rain on the east coast. potentially causing catastrophic damage. hurricane matthew is a category 4 storm headed right toward the caribbean. the water knee-deep in jamaica already and more rain on the way. haiti and aruba also bracing for the worst. eastern cuba likely next. more than half a million residents are boarding up their windows and trying to store emergency supplies and bracing. it's not on track to the east coast yet. but florida's governor wants the state to be ready. >> if matthew directly impacted florida, it could be catastrophic. we haven't had something like this on the east coast in a long time. >> reporter: the hurricane alert is in effect in parts of cuba and 13,000 people have been evacuated from parts of the dominican republic. matthew had been downgraded because it was for a little bit a category 5, much like andrew, which was the last massive hurricane to hit south florida. >> yeah, and it's still -- even though it's been downgraded, looks to stay a strong category 3 storm, moving parallel to florida. thursday is the day it's really going to get south to south florida so if you have family and friends, again, by thursday, that is the day to watch very closely with that large storm. as we get you back here across the bay area, we have that cloud cover here across our north bay camera. even a few rain drops in san rafael and a cold 61 degrees. temps dropping to the 50s as we hit 8:00 tonight. a huge contrast from those 90s and 100s we have seen off and on the past couple weeks. so finally, feeling like fall. in fact, i did the math earlier today, and it's been about 145 days since we have accumulated anything in terms of the rainfall we had today. wasn't much, .005 to.10. spotty showers into the north bay, and this is really the zone through tonight from fairfax to san francisco, back into concord, down to san ramon. we'll see the best chance of some spotty drizzle and also mist that's going to extend into your morning forecast, as well. so let's go ahead and take you to that. and you can see, as we mentioned, the drizzle expected for tomorrow morning in the north bay and san francisco. but note the cold temperatures. down to 49 in the north bay. 51 for the peninsula and cool 52 in the south bay. i do think eventually as we head throughout our tuesday forecast, we'll have some sunshine build and you will see that on our microclimate forecast through tuesday. partly sunny to partly cloudy sky and temperatures staying comfortable. warming up by 2 to 4 degrees. san jose at 71 degrees for the peninsula, anywhere from 60 at half moon bay to 69 in palo alto. san francisco as chilly as 62 in the marina and 65 for the financial district. north bay, east bay and also for the tri valley, we'll stay about 10 to 12 degrees below average, with just 69 degrees in pleasant pleasanton. east bay, 67 in oakland and 72 in walnut creek and cloud cover here in napa with 69 degrees. we will start to undergo some changes, and that's what i want to bring your attention to next. this colder trough of low pressure, we have been dealing is now starting to push off towards the east. that's going to make way for hotter area of high pressure. that's going to jump temperatures up by 20 degrees on friday's forecast. the key reason why, some drier off shore winds building throughout the bay area. that's going to be good enough to increase our fire draining and bring us much hotter weather. so let's break it down on that extended forecast. 60s through thursday. and then friday and saturday, 70s return. so a little bit milder with that drier offshore wind. and for the inland valleys, we'll go from that average of 72 tomorrow to 88 degrees by saturday. no 100s, but a big contrast from what we have seen. still looks like maybe by the 15th of this month we could get a decent sized storm. >> we're still keeping our shorts out is what he's saying. >> yeah. >> all right. >> i am lot of concern on the stanford campus. a rape in a dorm room. stanford police say the assault happened friday morning on the east side of campus. a female student told a campus security guard that a male student who she did not know raped her inside of his dorm room. officers aren't revealing much about the investigation. >> the university does not tolerate the act of sexual violence, sexual assault. however, we have to respect the victim's right to have -- to be confidential. and process whether she wants to come forward and provide additional information. >> this latest incident comes about a month after former stanford student, brock turner, was released from jail after being convicted of an on-campus sexual assault. two raiders fans are out on bail tonight, accused of critically injuring a baltimore ravens' fan during yesterday's game in baltimore. police arrested andrew nappi and scott smith, both from new york. charged with aggravated assault. but that could change. investigators say the men struck the victim in the head from behind. he fell forward, striking his head on the ground. the victim's sister says her brother is on life support and it is unclear it at this point if he'll survive. a lot happening this week. fleet week officially under way in san francisco. today the u.s. navy performed a live evacuation exercise to show how officers evacuate the ship. and how military ships could deliver supplies after an er earthquake. the coast guard also took flight in helicopters to preview the air show. the blue angels will join the festivities midweek.
