The city of palo alto tells us it will do what it takes to make sure it doesnt happenicide a major el nino event occur this winter. Theyre preparing for rain in palo alto. The city says it plans to launch a cleanup effort in a couple weeks here, removing debris and trimming back dead branches. It will also launch a new website at the end of october to warn locals using sensors placed along the creek. Taking advantage of new technology, new hardware thats in the creek and upstream of the creek, looking at rain. We are giving people and Emergency Responders more advanced notice of when we believe flooding will occur. This creek flooded back in 2012 and in 1998. The county says it hopes preemptive measures will keep businesses and homes as dry as possible. We go through streams throughout the county to cleanup trash, maintain vegetation, maintain the banks, for erosion, and do what we can so that when the winter rains do come, the streams are flowing. Here, the creek is already flowing a little. They expect a lot more water to flow soon. The groups we spoke to say they will have many more detail s about what they plan to do and how residents and businesses can stay safe. They plan to release it all in midoctober. A heartbreaking morning as the family of an artist shot and killed as he worked on a mural visited the scene in oakland today. More than 100 people gathered to honor antonio ramos. Jodi hernandez is live at the Oakland Police department, and you actually spoke to someone who saw it unfold. I did, jessica. Oakland police still arent saying much here about the shocking killing of a Community Muralist, but we are learning more about what happened just before the gunman opened fire from another artist who witnessed it. I saw antonio dying. You know, its really hard for me to not get off my mind. This muralist is struggling with what he witnessed happen to his colleague and friend, antonio ramos. He was on a scaffolding painting a Community Mural yesterday morning when ramos, who was on the sidewalk painting beside him, was shot and killed by a man walking by. He did something. I havent seen what he did, the assassin. And antonio was saying why you did that . Thats all i heard. Thats all that happened. And the guy just turned around and killed him. Shocked and terrified, the man says he called 911. He says the shooter stayed calm. He says he didnt even run. Just walks away. With no remorse, no nothing. Just walked away. This morning, ramos parents and loved ones visited the site where the shooting took place. Artists say theyve made a promise to the family. The family has requested we finish the mural. Were going to honor that, and were going to dedicate the mural to antonio and his life. Artists tell me they will resume their work on that mural on monday. They also tell me the middle School Children who were scheduled to go out there and work on the mural today instead will be out there painting next wednesday. Police found the body about 6 30 this morning lying next to a roadway off skyline boulevard. Investigators say the man was just outside the entrance to Joaquin Miller park. Theyre not saying if the victim was killed there or if his body was dumped. Now, to a followup two San Jose Police officers will not be charged for chikilled an armed. They say the shooting was laufrl. Phillip watkins called 911 saying an intruder was in his house, but he was actually at the home of his exfiancee. Police say he told his exfiance rr he wanted to die that day. When police arrived, he charged at them with a knife forcing officers to fire. Today, crews are searching through the rubble of the valley fire looking for signs of danger. The Environmental Protection agency is on the ground in middletown, one of the hardest hit areas, checking for hazardous material. Theyre setting up for the big fundraiser that will begin at 6 00 tonight. This winery has joined forces and the nappy valley Wine Festival to raise money for the fire victims. The victims have a long road ahead, and for some, that road began with epa crews coming in today to remove hazardous debris. Epa crews walked slowly through the charred remains of several homes in middletown today. First, using a Radiation Detector to check the air. Then, combing through the debris. There are a few oil tanks that may still have some of their pay load in them. We really dont know, so the plan is to remove all of the containers. So that we can make it safe, the heavy equipment to come in and remove the ash and the metal and the building pads. At this home, crews collected several propane tanks, paint cans and other possible hazards. This is just the beginning. In the next month, epa crews expect to search more than 1200 homes destroyed by the valley fire. Sharon dawson lost her home of 28 years in the fire. She welcomes this process because she sees it as one of the first steps toward rebuilding. Its dangerous. I mean, you have to live through Something Like this to really understand. The video shows two people getting out of that car, the red suv, Walking Around the house, you see them going through the gate, and entering through the garage. Police say the window was spashed. If you recognize them, youre asked to call San Jose Police. Get ready for yellow alerts on local highway signs. The idea is similar to amber alerts used to track down kidnappers. The yellow alerts will target hit and run suspects. Governor brown signed the bill into law. It used the electronic freeway signs to broadcast suspect vehicle information. It will only be used in the area where the crime happened and only if the hit and run led to serious injury or death. Lawmakers say the system costs next to nothing. Thats the beauty of the bill. The signs are already there. Its literally a matter of turning on a few switches and typing a few things on a keyboard. Along with a steady influx of sick sea lions, 80 fur seals have washed ashore along the pacific coast. Eight times the number at any previous year. Only half of them, barely alive. Most brought to marin countys Marine Mammal center. Researchers say they cant find enough food. All up and down the entire california coast and even further north up into washington and oregon. Researchers say warmer Ocean Temperatures driven away the first seals main source of food, anchovies, sardines, and squid. We had to hold them still for safety, get a tube into their stomach and perform in the food and any medication from the vets. They responded pretty well. Most of them, but unfortunately, some of them by the time they arriv arrived, they were beyond help. Only 11 of the fur seals recovered and were released after being tagged with satellite trackers to see where they go. After birth, far off the baja, california, coast, they spend most of their lives at sea. Researchers fear el ninos rainy but warm winter cycle may only make conditions worse for fur seals. And for sea lions as well. Many here that weave their heads back and forth as a symptom of neurotoxins from the explosion of algae in the pacific. More than 1600 Marine Mammals have been brought here to this center this year alone. Marine Mammal Center is on pace to experience its busiest year in its 40year history. Our story incorrectly suggested the state was also warning that Public Adjusters may be involved in scamming fire victims. That is not accurate. Public adjusters arelysined by the department of insurance to negotiate claims with Insurance Companies on behalf of homeowners. For that service, their generally charge the homeowner a percentage of the final insurance claim. Today, the Alum Rock School district broke ground on a Brandnew Community center that includes an indoor gym for middle schoolers, build on the site of a middle school. You can see right now, very impressive stream of subtropical moisture that stretches some 740 miles out in the pacific, and its that long reach of subtropical moisture that will continue to keep some of this energy going, we think into thursdays forecast. So i want to take you right now to the scanning doppler radar. Theres not too much left tonight. I think the radar is underdoing it a little bit. We have a lot of low level moisture. Even areas of drizzle will continue throughout the peninsula and the north bay. When it comes to accumulating rainfall right now, its very light in nature, but its primarily here through contra costa and alameda county, also sunol and livermore and the 580 corridor, and right over toward san ramon, dublin, and getting close to danville and alamo. Spotty showers continuing tonight, and then once again, well see another wave here of activity for tomorrow morning. So as we take you into the morning forecast for thursday, you can see all areas will begin off cool. With 54 in the north bay. San francisco at 60. Peninsula, 57. And once again, possibly some drops down to the south bay and 59 degrees. The main driver behind this change in the forecast is this trough of low pressure weve been tracking for the past four days. It still looks like its going to head to the south, but the counter clockwise motion likely will spin up more moisture again, mainly for tomorrow morning with a cloudy and cool start. Then eventually, we will have sunshine by the afternoon on thursday. So how much rain could we be in for . It really is anywhere between. 05 inch and. 1 inch. Forecast models notoriously have a tough time with subtropical moisture. Best bet would be from arinda to san jose. 05 inch to. 1 inch. Once you go north of the golden gate bridge, lesser amounts.
