Reporter please dont touch me. We have been trying to talk to you. We met him and some of his friends outside of a warriors game asking questions investors want to know what happened to their money. What do you say to the people who want to know where their money is . Can you say where the money is . Reporter he avoided our questions and for more than two years he avoided the law. Finally we are seeing justice. Reporter vincent guan invested more than a half Million Dollars in his business. He is a criminal. He deserves to be in jail. I thought he was going to get away with reporter george sures lost 70,000. It had to be intentional. He meets the requirements of a con man. Reporter they are two of 20 investors. They lost their money and temporarily lost confidence in the justice system. In the months that followed our original investigation in november of 2012 cameras regularly spotted him at warriors games. That is him in the second row. He is enjoying the nba while investigators from Santa Clara County reviewed the investors accusations. Did you expect to see him in handcuffs and a jail suit . There was a time that i would say that i lost hope. I thought he might get away with it. Reporter in january the bay area car dealer traded in his courtside seat for a seat behind bars in the county jail, arrested for nine felony counts of securities fraud and theft. This is a massive scheme to the order of 1. 3 million that investors have invested in this ponzi scheme and lost it. Reporter nine felony counts that started with an advertisement, a promise for a 10 return for investing in one of his dealerships. I think the investors want to know where did the money go . Do we know . We dont know. A lot of money. It is a lot of money. Reporter the criminal charges accuse him of failing to tell investors he owed the federal government 600,000 and the state of california 1. 7 million in unpaid taxes, information that might have changed investors decisions to hand over their money. He failed to disclose those things and misrepresented facts about where their money was going to be used. Reporter ultimately leaving the former member of the sheriffs Advisory Board in handcuffs, charged with an aggravated white collar crime, fraud, embezzlement and a pattern of felony conduct. I said finally we are seeing justice. Is there satisfaction knowing he is behind bars . Yes. It would be nicer to have money back with him in jail, but at least he will be in jail. He is wearing jail clothing. He is in handcuffs. You say he took your money. What does that image mean to you . It means justice is served. The d. A. Has always charged his former accountant. They will represent an inspection scoring system coming to Santa Clara County for the first time. It is the countys way of changing after our investigation exposed problems more than a year ago. Investigative reporter has our story. Reporter when you walk up to a restaurant in Silicon Valley you will soon see a placard that looks like this. Green means it passed inspection. Yellow, a conditional pass. Inspectors found two or more major violations or red means it is closed after failing an inspection. We believe this new Rating System is going to give our existing customers and new customers the added confidence to continue eating with us. I have been doing this almost 20 years and it is shocking it is just happening now. I proposed 14 years ago. Reporter county supervisor knows the feeling. He pushed for a grading system in 2000 before serving as a state senator. It has been a long time coming. I think it gives consumers the information they need when they make a choice about where they are going to eat and gives restauranteurs an incentive. Can we check out your inspection report. Reporter last year we exposed Santa Clara Countys flawed Inspection System when a customer walked into the restaurant there was no way to know if it was cited for major violations that could make you sick. State law does require employees show you the latest inspection report if you ask for it. But our hidden camera investigation revealed 90 of the restaurants we asked refused to show it. That passes unanimously. Reporter now more than a year later restaurant accountability is finally here. You will get more details online, violations are listed and each restaurant is scored 1 to 100 based on the violations found. This is public information. This is information consumers ought to have. If they want to go to a place that scores 98 instead of 62 more power to them but they have to have the information. It didnt come without a fight. Pushing for a pass fail system meaning if a restaurant is open it passed. If it is closed it failed. The letter reads this idea is thorough and easy to understand and that red, yellow, green is, quote, far more confusing. I think this is pretty straightforward. When you walk through the door it is green they have done good enough. If it is red the place is closed and there is no choice. If it is yellow you might want to ask yourself what is going on here. We are excited the board approved the program and will be excited to start it. After our story first aired the board created an Advisory Group of Restaurant Owners and Business Leaders that met 17 times during the past year. Nearly 21 hours later two bicyclists found who everyone was searching for, little ida. They saw a little girl and heard her screaming for her mom. She kept walking. In the south bay today the owners of a health store have their health threatened when a car came crashing through the front wall. The owners say it was a typical business day until this happened. Go get a cup of water and i hear a crash. It was very quick. The car broke all of the glass. The husband trapped in the car and was taken to the hospital and was not seriously hurt. The people in the car were not hurt either and the driver reportedly mistook the gas pedal for the brake. Heavy flames and smoke after two minivans collided. Officers say neither driver was speeding when the minivans crashed. According to firefighters drivers were exchanging Contact Information when the fire started. It took firefighters about 20 minutes to put it out. No injuries reported. It is a deal governor jerry brown and sacramento lawmakers hammered out an agreement on the state budget. More than 1,000 demonstrateers marched across the Brooklyn Bridge today demanding stronger gun control laws. Not one more many who took part were directly affected by the mass shooting at Sandy Hook Elementary School in 2012. The former new york mayor has become one of the most visible gun control advocates. Volunteers in connecticut are working together this weekend to build a playground in honor of one of the victims of the Sandy Hook School shooting. The group broke ground on this playground, the 23rd they built. They plan to build 26, one in honor of each victim. This one is in memory of 6yearold sherman bacon. Many of the volunteers have worked on several of the play grounds. I think it is very important to be a part of this great cause and a way of remembering all of these kids and the teachers and the principal for their sacrifice.
