the attack started when a car was driven over westminster bridge hitting and injuring a member of the public also including three police officers on their way back from a commendation ceremony. the car then crashed near the parliament and at least one man armed with a knife continued the attack and tried to enter parliament. sadly i can confirm that now four people have died. that includes the police officer who was in parliament, and one man we believed to be an attacker shot by an officer. at least 20 people have been injured. it is long established and well rehearsed friends, parliament has been locked down. that response included uniformed and specialist firearm officers. we now of course have an ongoing operation. what we currently believe, there was only one attacker. i'm sure the public will understand they are taking every precaution in locking down and searching the area as thoroughly and exhaustively as possible. i know the officials working in parliament, i thank them for their patience and their support. this investigation has the full weight and expertise of the terrorism team behind it. if there are people who saw it that haven't spoken to us, do get in touch. the crime scene will remain in place in the affected areas of westminster and we will carry out a painstaking investigation to recover all the possible evidence. looking forward throughout the rest of the day, including when people are commuting home and in the days that follow, they will see officers on the streets. this includes working longer hours and extra shifts alongside colleagues in the city of london. and, of course, as you are aware we will call forces of military if we need to at a future point. we are asking the bureau to help people worried about friends and family who may have been caught in the attack. we are reaching out to community leaders across london to reassure them the strength of the city is to stand together in these terrible times. if anyone sees anything suspicious or that causes concern, please do contact us. don't hesitate. my thoughts are with all those that have been affected by today's attack and as a service, we lost one of our own as he protected the public and our colleagues. this is the day we plan for and hope it never happens. sadly it is a reality. we will do all we can to protect the people of london. i'll take a couple of questions. >> we briefly lost our signal from london, but we have just heard so far the most complete accounting of the chain of events that we are now told caused four deaths and 20 injuries today in london. it began with what they believe is a lone attacker on the westminster bridge driving a vehicle into pedestrians and people who are walking along the bridge, then proceeded to parliament, which is at the end of the bridge essentially, tried to storm the grounds, and attacked a police officer who was killed. the attacker himself was also killed -- wounded by police. in all, four people have died, 20 injured. they believe, as i said, it was a lone attacker, but as we heard note in that news conference, they will act on the assumption it is broader than this and they will take the precaution of searching the area for any other signs of a threat. there you have it, four have died, 20 people injured in this attack in london today. nbc's kelly is standing by. kelly, what is the scene like in london right now? >> reporter: the streets are fairly quiet in this very central part of london. as you can see behind me, this is white hall here. down over my shoulder is big ben, the houses of parliament in the central area where all of this happened. this area has all been sort of core donned off. the people are gathered around the edges. but you rarely see central london looking like this. absolutely empty streets and obviously a vast police operation underway right now. as you heard from scotland yard, lester, this is an ongoing investigation now. they say they believe there is only one attacker, but as a precaution they are searching for any other possible suspect involved in this. this went down more than three hours ago now. that car going down westminster bridge, running into people, crowds of people on this bridge in the center of london that leads to the houses of parliament. 20 injured, there are some reports some of those injuries are catastrophic. four people killed including, it appears, the police officer who was stabbed at the houses of parliament. lester, this is ongoing and will be for some hours, perhaps days here in central london. >> kelly, thank you. let me quickly bring in jeremy bash, nbc news security expert. jeremy, as you heard, they believe it is one attacker. we apparently lost jeremy bash. let's leave it there. the headline right now from the latest news conference likely one attacker who drove across the bridge, mowed down a number of people before the deadly confrontation with the police officer at parliament, four dead, 20 injured. we will have sam brock. >> and i'm kris sanchez. we will continue to following that for you on the national/international scale. but we also want to talk about what the local impact might be. we may see ripple effects of what people are calling that terror incident here in the bay area. this is the golden gate bridge and we have reached out to officials at that iconic span and they say they are always on high alert to keep it safe from threats and that they aren't at liberty to discuss any changes. >> kris, in the meantime officials at sfo tell us travelers will see increased patrols at the airport, some parts of the bay area still seeing some lingering rain around this morning, but things really starting to clear up after pockets of downpours earlier. >> it was a sloppy morning commute. let's look at the radar now. looks like the rain as moved out to the east. we are looking live at the bay bridge on the top of your screen, orinda earlier this morning where there was some flood damage there. meteorologist kari hall is tracking the storm all morning long. another one is on the way. >> we are expecting some more rain to move in on friday with some more widespread and some heavy rain, but we are getting a chance to dry out now after some very heavy rain earlier this morning. looking at san jose and then over toward tiburon, you see the breaks in the cloud as temperatures start to rebound. we are now at 59 degrees there and a beautiful shot here at point reyes after we get clearing across the north bay where the rain was lighter. across the peninsula, south bay and east bay, now moving into the central valley, a couple of spotty showers still linger behind and as we go into the rest of the day, we may have some brief downpours, but overall looking at the more widespread rain moving out. we once again will have another system moving in on friday so details on that is coming up in the microclimate forecast. >> all right, kari, thank you very much. trying to build back up after historic floods, some much needed aid is headed to businesses and residents in san jose. about an hour ago the small business administration's disaster loan outreach center opened up. it's going to help people whose livelihood was hit hard by flood waters. nbc bay area's bob redell is live right now in san jose city hall. bob, no doubt a jolt to folks who really need the help. good morning. >> reporter: good morning to you, sam. the small business administration opened up this assistance center on the 12th floor of the san jose city hall behind me. the doors opened at 10:00 a.m. and there were already a number of people here seeking assistance. now, even though the small business administration is the agency administering these loans, you don't have to be a small business to qualify. these low-interest loans are available to homeowners and renters as well who are affected by the floods in the santa clara county area, specifically between the dates of february 1st through the 25th of this year. any damage before or after that time frame does not qualify. if you do fall in with that time frame, the sba is here to help you walk through the loan application process. if approved you could have money lent to you within 10 to 14 business days. here's one landlord seeking hundreds of thousands of dollars to repair her apartment units damaged in the hard hit rock springs neighborhood. >> my big concern is having -- helping the tenants. they are really very vulnerable and they're living with relatives or trying to rent and they're just, you know, that wears off after this. we need help for them. that's my biggest concern. >> it is frustrating because it's putting us into debt for sometime possibly. i don't know. but you got to do what you have to do to take care of the house. >> reporter: if you were affected by the flood you might want to look at your tv screen. we have some important information for you. if you're a homeowner ore renter, the sba is offering loans up to 30 years at 1.875%, up to $200,000 for people who had damage to their homes, up to $40,000 for personal property that was lost or damaged. the deadline to apply is may 19th of this year. if you're a small business owner, someone who lost money because your business had to close or was flooded out because employees couldn't get to work, any sort of economic injury due to the flood, the sba is offering loans again up to 30 years at 3.15%, up to $2 million. the deadline is december 20th of this year. all loans qualify for a five-month payment deferral. you can also apply online at the able to get their hands on a pricey diamond. >> plus we continue to closely follow breaking news out of london. police investigating a possible terror attack at westminster bridge and house of parliament. we'll have the very latest from europe after the break. cle..hopg tlanhigh- pingobs a lot of stujts go to college hoping to land higher paying jobs. now that higher education could come also with a higher price tag. the cal state trustees are considering a 5% tuition hike and that has a lot of students feeling angry about the affordability or lack thereof of college. nbc bay area's pete suratos is live at cal state east bay in hayward. pete, how are students responding? do we know what the vote is at this point? >> reporter: good morning to you, kris. well, it is spring break here in cal state east bay. actually at a number of campuses as we speak. not many students here, but we did speak to one. we'll get to that in a moment. but they are streaming this meeting with the board of trustees on their website. i just watched it right now. we know that the finance committee just took a vote and they are in favor of this 5% increase, but it is going to go to a vote with the full board later today. here's some of the video from that meeting that was streaming. let's explain exactly what this increase would mean. if there is a 5% increase, that means undergraduate tuition would increase just under $300 a year. if you're a graduate student it would increase about $430 a year. tuition increase proposal had to do with the fact that california governor jerry brown's proposed budget in january for the cal state system was about half of what cal state officials expected. now, it is spring break for students here at cal state east bay, but we were able to find one student and i asked him what he thought about the possibility of a tuition increase. >> with the cost of living already this high, that increase in tuition is going to be kind of -- it will cause some students some hardship. it's okay for me just because i do get -- i get my tuition paid by the va, but for a lot of my friends i don't know if they can afford that extra couple hundred dollars sometimes. >> reporter: according to members of the board, the funds from the tuition increase would be used to hire more faculty and offer more courses to students and they mentioned financial aid will be available to students to cover any increases. if the board approves this increase later this afternoon, it would mark the first increase for the csu state system since 2011. we're live in hayward, pete suratos, nbc bay area news. >> all right, pete suratos breaking that all down for us. we feel like we have been dodging storm systems left and right and that's going to continue. >> that's right. we saw pete earlier today with his hood on. he's getting rained on now. it looks mild. kari, the rain isn't over completely. >> it's not completely over. we could see lingering showers and we're drying out as we head into the afternoon. and then we are going to see another round of rain right before the weekend. here's a live shot looking at emeryville this morning and that slow approach to the bay bridge. but at least we are getting a chance to dry out right here. it's 59 degrees in oakland, 55 degrees in palo alto, and san francisco at 56 degrees. so, it's still fairly cool out there. it will be a cool day back behind the system and some cold air dropping in from the north, a cold front actually passing as we speak. so, it's breezy, too, in the seven-day forecast coming up at the bottom of the screen. we're not going to see any really warm days in the forecast until all of this gets out of here. we'll start to see those temperatures rebound, but we are looking at how much of that heavy rain we had and over the past 24 hours, most of the bay area had at least a quarter of an inch of rain. there were some spots getting over an inch and over 2 inches in the santa cruz mountains. well, now we are looking at a lot of that heavy rain moving off towards the east, over parts of the south bay right now, and still some lingering showers as we head through morgan hill and gilroy and san martin. that's where we've seen some of the heaviest rain moving through this morning. this is a look at the forecast for friday morning. we start out early with that rain in the north bay. it will be moving to the south as we go through that morning commute, early afternoon, still some rounds of rain moving in and some pockets of some heavy downpours. and that will be moving on out, heading into late friday night and early saturday morning with the potential of getting another one to 2 inches of rain. this is what one computer model is showing. we start out with how much rain we've had right now and earlier this morning. and then going to see the potential of getting another inch and a half over the santa cruz mountains. and for the north bay also just about that much. as we get a live look outside right now at kirk wood, if you're heading to the sierra, there is still a winter weather advisory and chain controls are up. and we can see why. it's snowing and there will be more snow in the forecast heading into the weekend. high temperatures in the lower 30s. as we get a look at the forecast for yosemite this weekend, it will be in the lower 30s, some off and on snow showers and for the bay area we'll see more rain. we'll talk about that rain once again in the time line coming up a little bit later, kris and sam. >> all right, thank you, kari. new at 11:00, 1 million salmon were released. they came from the hatchery when the spillway began to crumble: the salmon are being released and they are spring one chinook. wildlife say the hatchery still has 3 million fall run chinook remaining. population has declined considerably during the drought. >> it has been not a great last couple of days for the stock markets. right now as wall street digesting what's happening on capitol hill with the health care bill, the dow jones dropping again today, down 41 points so far, 20,626. right now we are learning new details about a lawsuit being filed by the city of richmond against the federal government. that lawsuit is challenging president trump's executive order that holds back federal funding from sanctuary cities. the suit alleges the president doesn't have the authority under the constitution to restrict federal funds based on such an order. lawsuit is calling for that order to be declared unconstitutional by the courts. we are expecting to hear more on the case from richmond's mayor during a press conference this not of afternoon. >> governor jerry brown, san francisco congressman nancy pelosi also joined former vice-president joe biden on the steps of the capital this morning to fight for obamacare. it was seven years ago today that president obama signed that affordable care act into law. this morning's rally was not only to celebrate obamacare, the milestone here, but democrats also used the opportunity to send a message to president trump to not support the republicans' pending health care plan. >> mr. trump, come down from trump tower and talk to the american people. we care. we ask you, do what you said. cover every american with real health care. >> we're talking about eliminating close to a trillion dollars in benefits that go to people and we're transferring all of that to the wealthy. >> a report from the congressional budget office points out that millions of people, as many as 24 million people, would lose their coverage under the republicans health care plan. meantime, a new report finds it will cost california 6 billion in new costs yearly, by 2020, and that would grow to 24 billion yearly by 2027. this come shopping for a ring were less interested in romance and more interested in robbery, according to san jose police. there you see them in the surveillance video taking off, making a run for it with the diamond as the clerk tries to snatch the rock back. now investigators are searching for that man and that woman they say is behind the jewelry heist at valley fair mall back in december. police just released the video to us now. they are asking that if you know the man and the woman, that you give them a ring, but on the phone. >> a different kind of ring. >> coming up next in san francisco, educators in hot water this morning under investigation after he talks on tape about assaulting students. the reason that recording may not hold weight in court. >> but first, happening right now, the investigation into the attack on the westminster bridge and also the british parliament building continues as nbc news is working with our sources in london to get the latest information. we did find out about ten or 15 minutes ago in a special report four people have died. that includes the attacker and that 20 are injured. we're going to continue to bring you who took a leave to work for the teachers union in san francisco was reportedly recorded talking about how he assaulted students and got away with it. >> and you mentioned it was recorded without his recognition. now, nbc bay area's jean elle reports from san francisco with where that video came from and the educator's future in the classroom. >> of course i was pointing at the kids and the kids -- the kid went down. >> reporter: secretly recorded video of the treasurer of united educators of san francisco appears to show antonio mantini admitting to assaulting students. the union official isn't working as a teacher now, but his link in page says he taught at james liquidity middle school from 2007 to 2014. >> reporter: a controversial group called project veritas posted the 2015 video on youtube tonight. in it mankini also tells the person who is posing as a teacher how to get away with assaulting a student. they say they are trying to expose wrongdoing. san francisco unified isn't commenting on camera, but district officials say they are investigating. union leaders say mankini is now on leave while it looks into the video. releasing a statement that says, the deceptive video clips that o'keefe has posted are troubling and we are committed to a swift, full and fair investigation so that all appropriate actions can be taken. uesf has taken action to investigate this matter and has placed the videotaped individual on administrative leave while that investigation is underway. >> that was jean elle reporting there and she adds that neither the party who took the video nor the party investigating mankini have reported him directly to the police. by the way, it is illegal to record people without their consent in the state of california. >> coming up, we have following the latest out of london, an attack on the westminster bridge and at the house of parliament while it was in session. the latest details as officials say that terrorism is a likely motive. let's take you back to that breaking news out of london where night fall has come. looking live right now, that investigation is still in full swing. here's what we know so far. in the last hour, scotland yard and british security service mi 5 confirmed a number of things. first, that the violence started when a driver in a four-wheel drive vehicle plowed into several people on the westminster bridge. that same driver then crashed that vehicle into the gates of parliament where he got out and stabbed a british police officer. within moments, other officers swarmed the scene and shot that suspect outside the parliament building. at least three other people in addition to the gunman are now dead. that includes the attacker and a police officer. >> and again, kris, the picture we're looking at there was from the westminster bridge. here's a map kind of showing the layout of everything. those attacks happening very close together. we just saw the westminster bridge. that's walking distance to the palace of westminster where the u.k. parliament was in session at the time. firsthand accounts indicate that parliament members were told to take cover as all of this was unfolding. there were also scores of students, citizens and tourists nearby drawn to the river temz, the big ben, london eye and all the historic sites right there. nbc's ally bring us more. there is still a heavy law enforcement presence and lock down still in place. >> reporter: two incidents have taken place today outside british parliament, the heart of british politics here where a man was driving a car over westminster bridge which over looks british parliament where he mowed down several people on the bridge. we're hearing reports from four and 12 people were injured on the bridge. after that they're saying he drove his car to the gates of parliament, crashed into some railing there, got out of the car, and then attacked a british police man in uniform outside the gates of parliament. there was a may lay there, the reports of the police man was stabbed and another police man quickly rushed to get help. policemen were on the scene within seconds and shot the assailant outside parliament. there were question time where m.p.s are allowed to ask the prime minister questions. we are hearing reports prime minister was rushed out of parliament in plain clothes, bundled in the car taken to 10 downing street where she's safe. this is a very crowded part of london. some of the most important members of parliament, poll testing -- politicians, lawmakers reside here. they are currently in lock looking at dozens of republican defections on this bill. >> reporter: yes, sam, kris. sam, you're absolutely right. that is a big issue right now. busy and pivotal day for president trump and his administration. as you both describe, and many inside the republican party, the president's own party say the controversial gop health measure is the prognosis, not good right now. >> the american health care act of 2017 -- >> reporter: this morning republicans continue fine tuning their health care plan, a measure on life support. >> i don't see how they get to the 216 to pass this tomorrow night. >> reporter: right now more than two dozen republicans are opposed or leaning against the plan. former vice-president joe biden joined democrats this morning on capitol hill trying to save the affordable care act. >> elimination of this, the costs are enormous. >> reporter: president trump, though, continues his hard sell to try and replace it. >> it really is a crucial vote for the republican party and for the people of our country. >> reporter: this it is the big challenge the president faces this month. an associated press report released today alleges former trump campaign manager paul manafort worked with a russian billionaire more than ten years ago to promote the agenda of russian president vladimir putin and help expand russia's global influence. the white house distancing itself from the controversy says it would be inappropriate for us to comment on someone who is not a white house employee. desperate for a win, the administration is celebrating supreme court nominee neil gorsuch's performance during his confirmation hearing. >> i can't promise you how i'd rule in a particular case. >> reporter: questions continue for a second day on capitol hill. yeah, so, we saw vice-president, former vice-president joe biden on the hill today. he's part of an all-out effort by the democrats to try and stifle this republican health plan. it includes counting votes this afternoon as well as flooding social media looking for public support. a lot going on here. sam, kris, back to you. >> jay, excellent reporting there. of course, if it does clear the house, it still has to get through the senate. we'll be watching this very closely this week. all right. a live look right now from oakland. that is 880, but not too far away city council chambers. city council voted late last night to not do business with companies helping to build president trump's border wall. in the meantime, san francisco supervisors are also considering a similar measure. a committee hearing is going to be held next month and the construction of the wall is expected to cost billions of dollars. >> all debris from the oakland warehouse fire must be preserved. that is the order of a judge based on the likelihood of future legal action. the east bay times reports right now that four months after the ghost ship fire, that debris is being stored at two locations. one is an airport hangar. the other is a temporary covered dump site near san leandro bay. water regulators had asked for that location to be cleared, but the judge ruled yesterday that it must remain protected because of the possibility that that debris might be used as evidence. >> it is a bizarre kidnapping story out of the east bay where police say a 75 year old lafayette man tangled with a 26-year-old who tricked his way into that man's home and demanded money. what happens next is harder to believe. survivor richard russell told nbc bay area that the suspect knocked on his door yesterday afternoon, and ultimately gained his trust by posing as a construction worker. so, he let him in and then things went south as the two got into a scuffle. showing you the cuts on his hands. they both fell to the floor. russell told us at that point the suspect demanded more money than he had, pointed russell's own rifle at him and forced him to drive to a bank and withdraw money. russell describes his attacker as a novice. >> you're going to go in the bank and you're not going to tell -- you're not going to tell him to call the police. oh, no. i think it was his first rodeo. >> i guess he has a sense of humor about it now. russell did, in fact, ask the teller at the bank to call police and the suspect manuel bustes of pittsburgh was eventually arrested. he is now facing kidnapping and robbery charges. >> headed to the bay area, we're shaking off the umbrella but not putting it away yet, kari. >> no, don't put it away. there will be more rain moving in and it may be heavier than the rain we've already had. we'll talk about what to expect before the weekend. it's coming up in the microclimate forecast. >> i didn't know what i was get ing into honestly, i don't some animal babies. you can't judge a cat while it's in a cage. that simple idea is behind a characterably successful nonprofit in oakland. >> there are many people who worked in the field of animal rescue but few who can point to the ones you are about to hear. nbc bay area's garvin thomas is here with their story and their secret. >> reporter: ann dunne has a background in social work helping in the field of public housing to be exact. perhaps that has more than a little to do with the success she's found in her second career. still finding homes, just not for humans. >> her coming back here, i think she's just really a different cat now. >> reporter: ann dunne will be the first to tell you shiez the last one you'd expect to run a cat rescue, partly if you knew her in college. >> my closest friends were all doing cat rescue and i could not have cared less. i could not have cared less. >> reporter: all that changed, however, one day when ann crossed paths with a single stray kitten. >> there's this little orange tabby. i would say my heart grew three sizes that day. i was like, oh, i'll keep him. >> reporter: that rescue led to another, and eventually ann began volunteering at the oakland animal shelter. it was there ann saw firsthand that the cats who could handle the caged and noisy shelter environment were easily adopted. but those who couldn't, those who withdrew or became aggressive because of it were considered unadoptable and most likely killed. ann and other volunteers were determined to help them. >> can we see that these cats are imminently adoptable. they just need to be in the right environment. somebody needs to give them a chance and get them out of a small cage surrounded by barking dogs. >> reporter: at first cat town focused on fostering in homes. but ann knew exposure was a barrier to adoption as well. so, two years ago they opened the country's first cat cafe, a store front no cage adoption showcase, and coffee. the success has been staggering. thanks in part to cat town and ann's team of more than 200 volunteers, oakland animal shelter's euthanasia rate has dropped from 42 to 14%. >> the thing that i'm most excited about is we have some really small spaces and we have some larger spaces. >> reporter: things are going so well, cat town is expanding. giving more people, ann hopes, a chance to judge a cat, not in a cage, but with a cup of coffee. another secret to cat town success is how well they work with oakland animal services. shelters and rescue groups don't always see eye to eye on the best way to help animals, but these two work together so well, they've been able to help 1500 cats in just six years. garvin thomas, nbc bay area news. >> yeah, wouldn't you like to be pet instead of like caged if someone was picking you out? >> even training in her environment, it's all about nurture versus nature. speaking of nature we have a lot going on. >> it was raining cats and dogs earlier. you were waiting for that one. across san jose, look at these green hills. love to see this and it's all thanks to the rain we've had recently as we get a view of sunol and the clouds that are moving out in the background. look at the castro, it's 56 degrees, still fairly chilly out there. it's because of what we had earlier this morning was out ahead of a cold front. so, now the cooler air is settling in and this is not really that cold, but when you throw in a breeze and the fact that we should be in the mid to upper 60s this time of year, we're not going to get there. only 63 degrees in east san jose. 61 in milpitas and as we head through the east bay danville today at 60 degrees and the seven-day forecast at the bottom of the screen shows that temperatures won't get much warmer than this. up to 59 today in belmont, 50 in the mission district and 61 dpe grizzlies degrees in novato. snow showers happening in parts . sierra. and for us we are still looking at spotty light rain. that is about all we'll see throughout early afternoon. and you still want to keep the umbrella handy just in case. then we'll have some more widespread rain on friday. it starts early in the morning in the north bay and starts to move farther to the south as we go through the afternoon even into the evening. still some rain coming down. this one looks like it could bring in at least an inch or two across much of the bay area, some of the valleys, though, will see some slightly lower amounts. but from north to south, we'll see a lot of rain, but it does clear out in time for the weekend. looking at the potential of getting another inch or two, once again, this is what one computer model is predicting, showing close to an inch of rain in palo alto and three quarters of an inch in walnut creek and concord and over an inch in the santa cruz mountains. so, looking at that weekend forecast, as you make some plans, the skies will start to clear on saturday morning and by noon we'll have partly cloudy skies, still some cool temperatures and a light jacket needed. on sunday it looks fairly cloudy, some peaks of sunshine and then that chance of rain sunday night into monday. i'll keep you up to date on all of this. our weather changing a lot as we look at the seven-day forecast reaching into the upper 50s for san francisco. on saturday, a chance of late evening showers on sunday and early morning, and clearing out again on tuesday. more of the same for the inland areas, but temperatures will not be that warm until about early next week once that rain clears, kris and sam. >> we are squeezing every
