Yesterday mayor ed lee came out and San Francisco would not be backing down from threats from the federal government, and specifically an executive order from donald trump citing that federal funding would be taken away for socalled sanctuary cities. Ed lee said there is roughly a billion dollars a year that San Francisco receives from the federal government across all different areas of government. So, there is some question right now about specifically how much money would be taken away. Even if trump has the constitutional right to do it Via Executive order, but that is certainly front and center for todays state of the city address. And folks will be watching that because San Francisco is not the only sanctuary city in the bay area. We will bring you a full wrap after its over. All right. Also happening right now a republican re treat is going on in philadelphia amidst protests in that city. It is also a sanctuary city. President trump finished speaking about 125 5 or 20 minu ago. Dismantling obamacare and making health care more affordable, boosting investment and infrastructure, and of course building a wall on our southern border with mexico. Speaking of which, just in, mexican president pena nieto has canceled next weeks meeting with President Trump. This coming after the president signed an executive order yesterday to Start Building that wall with existing money. Today trump taunted pena nieto on twitter telling the mexican president not to come if hes not planning on paying for the wall. Heres the full series of tweets. Quote, the u. S. Has a 60 billion trade deficit with mexico. Its been a onesided deal from the beginning of nafta with massive numbers of jobs and companies lost. If mexico is unwilling to pay for the badly needed wall, then it would be better to cancel the upcoming meeting. Again, the mexican president has been adamant from the beginning that mexico will not be footing the bill for the 12 to 15 billion the wall is expected to cost. Trump and pena nieto were scheduled to meet next tuesday. Bob, what are we hearing from students, what are we hearing from the University System . Reporter good morning to you, kris. We just spoke with the ufrlt of California Police and they tell us theyve been expecting around 200 people to protest this mornings public uc regents meeting that is taking place behind me here at the ucsf mission bay campus. You can see out front there is security. Those are officers along who are checking ids for people who come out here and there is even more officers inside. But so far none of those people, those protesters, have shown up. This is not like what weve seen in years past when protesters have disrupted the regents meeting when they were about to vote for tuition hikes. The protesters beef has been with administrators in their eyes make too much money, that students shouldnt have to pay more. This morning the regents are set to vote on raising the tuition for instate students by 336. That would bring the tuition for uc students in state to 12,630 plus fees and about a third of this proposed increase would go towards financial aid. The rest to improve student services. Now, if approved, this would be the first tuition hike for uc students in about seven years as i you mentioned, since 2011. Incidentally, the california state University System is also considering a tuition hike of around 270. That would be a nearly 5 increase for students attending the csu. For the second time in a week, a car plunged into the Alameda Creek on niles canyon road, but this time the driver inside was able to make it out and get to shore amid rushing waters. This is a story we first brought to you as breaking news this morning on today. These are pictures taken earlier showing the vehicle stuck precariously in the rushing waters. You sigh one end of it sticking up. Authorities say it could take days to get the car out of the creek. Were told what happened is that the man fell asleep early this morning behind the wheel and that his car veered off the road and went into the creek. Then that man broke the windshield and swam to shore despite the quick current. He was taken to Washington Hospital in fremont for care. Of course this comes only days after an 18yearold woman presumably drowned after a car accident which sent her honda veering off into the same creek. Her car was found in the same area as todays incident until it was finally removed on tuesday. Another story that were foelg right now, the latest drought map showing a major change here in california. Heres a live look at the lake at napa. And looking at the drought monitor, all of Northern California has been removed from the drought, but we are still seeing some pretty bad Drought Conditions for parts of Southern California where they havent had as much. But yes, the update this morning removes all of the bay area from the drought and still some abnormally dry conditions from gilroy and off towards the south and east. Kari, thank you very much. We are following breaking news this morning that we just got information on within the last 15 or 20 minutes. A bank robbery in Scotts Valley led to a chase on southbound 17 where shots were fired on the highway in the red wood he states area. Southbound 17 has been shut down as part of this investigation. Our Garvin Thomas is actually stuck in traffic right now on 17. Hes been giving us some details. We are told the shots were fired at Scotts Valley p. D. Officers, not at the chp. Our nbc chopper right now is heading to the scene. Were going to get new images for you and bring you updated information as soon as it come into the newsroom. New details now, pg e is expected to finally be sentenced today for its role in the deadly san bruno pipeline explosion that happened way back in 2010. Jurors convicted the utility of six felonies including violating safety rules and obstructing investigators. The judge is expected to issue the maximum 3 million fine. The judge may also order a Court Appointed monitor to over see pg es operations. Earlier this week he delayed sentencing indicating details still had to be worked out. Last year the cpuc find pg e 1. 6 billion in connection with the san bruno explosion. A suspect nearly dragged an officer trying to arrest him, dragged him in his car. This happened in the parking lot of a 24hour fitness on the border with sunnyvale this morning. Thats where officers approached the subject, a white man in his mid 30s as he was sitting inside of a silver sedan. When Police Officers ran that mans id they found out he was a convicted felon with two outstanding misdemeanors. The officers were going to arrest him on the spot, except that he refused to get out of the car and that is when things went south. When the officers grabbed, reached in the vehicle and grabbed the suspect tried to get him out of the vehicle, at that point the suspect started the car engine and put it in drive and took off. The officers were holding onto him running along with the vehicle didnt let go to avoid getting dragged. And the suspect fled the scene. A scary sequence of events there. The good news is the officer was not seriously injured. Santa clara police know who the suspect is. They think they can track him down without the publics help. But if that changes and they release his debt it, well be sure to report that to you. An overnight crash involving an emt worker, this happened after midnight at the off ramp on 237 in san jose. Officers say that emt was in uniform driving a supervisors vehicle when that happened. The victim was transported to a nearby hospital and is expected to be okay. All right. Up next at 11 00, more than a week after an avalanche buried an italian resort hotel the death toll is still rising. We know a rescue was delayed by hours. The index gives stocks with higher prices more weight. So, ive got these here. Goldman sachs and apple, for instance, theyre both measured on the dow. Apple is a way more important company. Sorry, goldman sachs. Apple employs more people, but goldmans share is higher. One of the ways they calculate this dow index weve been talking about the last couple of days, goldman gets more influence on the dow compared to apple. It is a very strange calculation. Look at 555 california, thats one of the tallest buildings in california, owned by goldman sachs, partially owned by the trump organization. This morning trump hotels thinking about expanding into San Francisco as well. Maybe we are going to get more trump buildings in San Francisco. Other news, you probably have a cable box, that thing that hooks up to your tv and you pay the Cable Company ten bucks a month to lease it. There had been an effort by the fcc for competition to buy that cable box from somebody and pay the Cable Company, but not for the box. Well, the fcc is under new leadership and reports say that plan to open up the cable box is dead. The fcc is going to work on other things instead. That sparked some speculation that he was interested in running for public office. Elon musk is going high, now hes going low. The spacex tweeted he pledged to begin digging a tunnel. The statements have launched speculation about another transportation idea from must being. He tweeted about his frustration with the traffic in los angeles where he would be the only person, but there is speculation must being is thinking about building a city wide tunnel for cars down in l. A. From cars now to trains, how happy are you with satisfaction of b. A. R. T. . Right now Consumer Satisfaction is riding at an alltime low. The agency just released its Customer Satisfaction survey. This marks 20 years since b. A. R. T. First conducted the survey. 69 of riders now say theyre satisfied, but before this year those numbers had never been lower than 74 . Dissatisfied riders say they are most bothered by the delays, the breakdowns and fewer seats due to more crowded trains. New details now on the deadly avalanche that buried that hotel in central italy. The italian Prime Minister now is acknowledging delays and, quote, malfunctionings in the initial rescue efforts. Two people who escaped from the avalanche right after it happened called emergency crews for help, but the Emergency Office initially brushed them off thinking it was a joke. Rescue operation then did not start until a couple hours after that. It took crews some eight hours to reach the site because the roads were covered in snow and debris. The italian Prime Minister says an investigation is now underway. The final death toll from that avalanche now stands at 29. Kris, the damage along the cliffs in pacifica is so bad following these relentless storms the last week, the federal dollars are now going to start to pour in to assist that coastal city. Yesterday city and state leaders announced pacifica is going to be receiving a Million Dollars of Disaster Assistance and 2 million from insurance. Several homes and apartment buildings are along those crumbling cliffs in some cases teetering right on the edge. No kidding. Here is more proof you just cant get in the way of nature. Erosion and flooding are wreaking havoc with the santa cruz board walk. Mercury news spoke with scientists to say that is in part because two harbor jetties are blocking the flow of sand. Without that flow the lagoon often form in the san lorenzo river. That heightens the flet of flooding in the board walks base many. Dredging costs the city hundreds of thousands of dollars every year. We need to do some dejetty fying. I dont know if thats a thing. Weve had a lot of snow and rain. What has gone wrong, care ee . We are drying out now. We are taking a look at the bigger picture. How much of a dent have we put in this drought . How are we looking as far as rainfall . After a live look outside in san jose, it is all clear, and it looks like we have a very nice start out to this thursday. As we head into the forecast, we will continue to see nice quiet calm conditions. A live milwaukee outside now at foster city, its only 53 degrees. In mount tamme we also have clear skies after seeing a few spotty showers earlier today, and once again, things are starting to calm down, quiet down as well. Now looking at those temperatures, 50 degrees in San Francisco, 55 degrees in oakland, and 52 in fairfield. Looking farther down the line were seeing a cluster of some clouds well to the west of us, and it looks like that could increase the cloud cover. And it takes its time getting here, so, we will continue on with some dry weather into the weekend.
