To suspend oncampus parties. While the latest incidents were at offcampus fraternity homes, its still a cause for concern to the students i spoke to. Its obviously incredibly sad to hear. Reporter the latest case im talking about happened over the weekend and it involved two assaults on females at offcampus fraternity homes over the weekend that led to a voluntary the decision by fraternities and sorority here at cal to suspend oncampus events at least for now. When you look at the most recent stats from the Berkeley Police department, it shows that in 2015, there were a reported 22 rape cases on campus. But those numbers arent directly correlated to frat or Sorority Parties that took place on campus in 2014. For students that are well aware of this issue, they see the decision by their peers as at least a step in the right direction. Im glad theyre taking some time out to step back and think about it and i think its a Good Opportunity to reflect about the kind of cultural awareness that we have as College Students about this issue. I think its the right choice and i think this break should be used to educate those fraternity and Sorority Members and other members on campus who attend these kind of events. Reporter now, we did hear back from the Fraternity Council here on campus and they gave us a statement that they gave to the chapter president. Heres a portion of it. They said, quote, the members of the executive board of the interFraternity Council which to express our condemnation of the vile and unjust incidents that have recently occurred in our community. While we have no reason to believe that these were committed by Fraternity Men on this campus, it is still disheartening and alarming that they have occurred on fraternity property. Now, as a result of all of this, youre going to see campus patrols beefed up around campus. Theres no idea when the suspension will be lifted. Allnew at 11 00, a carsized sinkhole is creating problems for drivers in oakland. Our chopper flew over the scene about an hour ago. That is right near the intersection of adele and montana in the diamond district of oakland. This started with a water main break, but that caused mud to then overflow on to several oakland city treats. You can see plenty of crews out there right now working to remove that mud. No word on what caused the break or when the streets will be reopened. In a few hours, the most recent Oakland Police officer accused of having a sexual relationship with a prostitute is set to appear in a court to be arraigned. This is the latest scandal for a Police Department thats been trying to recover from a debilitating sex abuse investigation and an erosion of public trust. 26yearold officer Ryan Walterhouse is expected in an open courtroom at 2 00 this afternoon. According to court documents, walterhouse informed a sex worker about stings on two different occasions. Oaklands mayor, libby shaft, is infuriated, especially because the city is already dealing with another sex scandal. It is incredibly disturbing that in light of what happened this summer, any officer could think that it was at all acceptable to engage in this type of behavior. Reporter we mentioned, this is just the latest case. The previous one involved a teenager named jasmine and it led to several bay area Police Officers being arrested. Officials say the two cases are not related. Now, there is a shake up in the case regarding jasmine and that sex abuse scandal thats entangled several bay area Police Departments. Late yesterday evening, attorney pamela price says that she is no longer going to be representing the woman at the center of the case. This sex abuse scandal involves dozens of east bay Law Enforcement officers, and in a statement, price says that she believes jasmine deserves a Second Chance at a firstclass life and would never abandon her in that effort. But effectively immediately, price will no longer be representing her as her attorney. No further explanation was provide. Switching gears right now skmapg right now, youll need to be at sfo even earlier at your flight. Starting today, crews are ramping up on a massive renovation at terminal one. Its an upgrade that officials and travelers say is badly needed. Thats the good side of things. Nbc bay areas bob redell is joining us live from sfo this morning. Bob, travelers will notice the construction and the differences in the extra time that theyll need. Good morning. Reporter good morning to you, sam. Yes, sfo is in the process of doing a topdown renovation of terminal one. You might not be aware, but this building, this structure was built back in 1963. Its over 50 years old and over tomb, its only had facelifts. So they want to modernize this facility. But in order for sfo to do that, there are going to be some minor inconveniences for travelers for the next two years. Starting today, the lane closest to terminal one on the arrival level will be closed from doors 1 through 10. Starting next friday, the same will happen on the departure level, closed from doors 1 through 5. This could cause traffic headaches during peak arrival and departure times. So starting monday, the connecting walkway between terminal one and the International Terminal will stop down. The southwest ticket counter has also moved down, closer to delta on frontier. Again, those changes are in effect for the next two years, while construction workers rebuild terminal one. Now, these architectural renderiren renderings give you a sense of what the new structure will look like. This will represent the most fundamental change at sfo since the construction of the new International Air terminal. Its really going to revolutionize the travel experience at sfo. We expect that from curb to gate, the process will be much easier, much more intuitive. Its going to be the future of air travel at sfo. Reporter the terminal project is estimated to cost 2. 4 billion and wont be fully completed until the year 2024. These minor inconveniences only going to last for two of those years. But police are looking for three thieves who broke into a hillsborough home and held the homeowner there up at gunpoint. This happened just before midnight on wednesday in hillsborou hillsborough. Police say three men wearing black hooded sweatshirts and gloves came through the front door and one held the homeowner at gunpoint while the or two went around the house stealing jewelry and other valuables. They pistol whipped her. They threatened her, and they put a gun to her head. Its very unusual. Ive been with hillsborough now 28 years and i can maybe count on one time the number of times weve had a crime of this nave happen here. Police say that they have several leads in the case right now, but so far, no arrests. Police also said that this case is strikingly similar to a Home Invasion robber last week, but right now they have nothing that definitively links the two. Police officers are looking for a man who tried to pretend to be one of their own. The suspect claimed to be an undercover cop and tried to lure de Anza Community College Student into his car. This happened just before 9 00 wednesday night in lot a at that college in cupertino. The victim said the man told her he shouldnt be walking alone and threatened to give her a ticket if he didnt get into his car. The student was able to get to her car safely when another car drove between them polyps say that man was driving a black latemodel fourdoor bmw with heavily tinted windows and to passengers in the car. Hanging ten in the bay area. In about an hour, the Opening Ceremony for titans of mavericks will be held in Half Moon Bay. And for the first time, one of the most dangerous surf competitions in the world is going to be coed. Six women surfers will be in the waters off Half Moon Bay this year for titans of the mavericks, organizers say its about the time as women become more prominent in the world of big wave surfing. The womens event will be held on day one of mavericks. Its amazing that were going to have were actually going to see women from around the world coming to mavericks and putting it on the line. You got to put it on the line, when you see that monster wave standing up in front of you, whos going to secondguess whos going to go . As the waves indicate there, it is not for the faint of heart. So thats up wione of the chang were seeing. Clouds to the north. Two weather systems on the way that will bring us a good chance of quite a bit of rain from late october standards. Heres the outlook. The national Highway Traffic Safety Administration says the woman was driving a honda civic when she crashed in riverside county. That civic was first recalled back in 08, but the prepares were never finished. This marks the 11th death in the United States linked to the faulty air bags. More than 100 million inflaters have been recalled worldwide, because the air bags can inflate with too much force, causing shrapnel to spray into the vehicle. We saw that around here yesterday, 70s and 80s around the coast. Right now, already 70 in san jose with mostly clear skies. And south of downtown, 71 degrees. South san jose, 73. San martin down into gilroy. Saratoga hills, 68. Around the peninsula, very interesting story. 71 in belmont, but head over to the coast, Half Moon Bay with onemile visibility with though low clouds, only 60 degrees. With the view from palo alto and around San Bernardino mountain, weve had temperatures in the mid60s. And there you see the fog into San Francisco. Lots of low clouds, we kind of lost the Golden Gate Bridge there as the clouds roll in. But heres whats interesting, as well. Conco concord, already 66 degrees. So while the inner bay and coast get a big cooldown today, inland valleys including the trivalley will see your temperatures still reaching the low 80s. The sea breeze starting to fire up there. Oakland into hayward, a west wind at 5 to 7 miles per hour. Which will eventually poor low clouds inland as we head through tonight. The big cooling today, around the inner coast and bay, while inland temperatures around san jose and towards morgan hill make a run at summerlike numbers for one more day. 8 in san jose. Upper 60s near San Francisco. 70s around the peninsula, around the bayfacing side of the peninsula. And for the north bay, youll have highs in the toid ump 70s and low 80s from about concord and antioch into the trivalley. As we go through the weekend, notice youve got some cooling. San francisco, weve been in the 70s the last couple of days. For the weekend, well see increasing clouds and increasing cooling as we head into sunday and monday. Well keep the rain drops off the board until about monday evening. It looks like with more rain into tuesday. Inland locations, youll see the cooling starting to kick in. And in the case in the north bay, well see a chance, at least, of some rain showing up late sunday evening and that rain line very slowly heads to the south as we head into monday and tuesday. That is the first wave of rain chances. Weve got another storm thats going to pull in as we head into thursday night and friday. Once again, were watching a pattern that sets up next week, which may tie into an atmospheric river, as we like to say, a lot of some tropical moisture could get brought in, especially in that thursday night and friday storm. The next half hour, ill have a closer look at rainfall projections around the bay area and how far above average we already are for this time of year, especially in october when we typically dont see these volumes of rain. The reason, as we mentioned, an rv camper with rockets and a 50gallon propane tank inside was spewing flames. We should say, model rockets. Its like the worst jamup or traffic incident ive seen. Ever . I think ever, yeah. Reporter thats how Don Livingston described traffic tonight along the 101 in the san carlos area. Him and hundreds of others stuck in the mother of all traffic jams. Oh, its crazy. Its absolutely crazy. Reporter from our chopper, you can see traffic at a standstill. One of the busiest highways in the bay, shut down in both directions during the peak of rush hour after rockets sparked an rv fire. It couldnt have happened at a worst time. Its commute hour, everybodys trying to get home, and, you know, this happens. Reporter chp says the drivers were carrying the rockets back from a rocket hobby show when one apparently exploded. Aaron shields works nearby and heard it happen. I was actually in my office when it happened and i could kind of hear a little explosion. Reporter a big concern, a 100gallon propane tank about half full in the rv. Firefighters kept a steady stream of water on the tank until it was deemed safe. We didnt know what we had. We heard there were explosions in the vehicle, so we had to make sure everybody was safe. Reporter and drivers had no choice but to wait it out. Some sat on the edge, others held hand, danced, even played ball until the highway opened up. Laura mallport, nbc bay area news. And it was a bad day for 10111 drivers in general. An hour earlier, another backup. The bomb squad was called to investigate a car parked under the 101 and interstate 80. You can see there robot out there inspecting that car. Police say a suspicious note was left on the car, that included the word bomb. Both freeways were closed and a shelter in place was ordered at the nearby hall of justice after a threehourlong investigation, the bomb squad determined that the car did not pose any threat to public safety. Coming up next, it was a firestorm that changed the bay area forever. 25 years ago, the Oakland Hills fire destroyed hundreds of homes. We talked with the people who barely escaped with their lives and hear how they rebuilt. Sam cu itsoing to be long ro during a gun batt inan head it is going to be a long road to recovery for a San Francisco Police Officer who was shot in the head during a gun battle in San Francisco. Officer kevin downes was moved to a Rehab Facility yesterday to treat his paralysis. Nbc bay areas jean elle has more from San Francisco, where Police Answered questions last night about the shooting at a town hall meeting. Dozens of people at a Community Meeting with Police Wanted to know how officer downes is doing. Acting chief tony chaplin read from a family statement. The fracture caused trauma to his brain. He is currently paralyzed in his right leg. He has regained some use of his right article. Reporter police say a Security Guard at the Shopping Center called police after pepper spraying a man he described as combative. That man was nicholas werder. Police say he shot officer downes with this. 22 caliber ruger as downes got out of his patrol car. He came out firing at the officers. They returned fire and there was a shootout. He went down. They then did a tactical move back and waited for special Operations Bureau to come in with a flash bang. Reporter nick werder died sunday. Nancy ruben hopes the meeting the first of many. There needs to be a lot more dialogue with our community now about most of the community is probably feeling a sense of posttraumatic stress. Because we all you know, our kids heard the gun heard the gunfire, saw the people running through, heard the grenades, et cetera. Thats very traumatic. Reporter some say they feel neglected by the department. And many want to know how to help mentally ill people before they turn violent. What can we do about people that are not right, but have yet to commit a crime . That was gejean elle reporti there. Now, mcwerders family says he was mentally ill. The Police Department says they found almost two dozen rounds of ammunition in the bushes where hed been hiding. The Police Department is now reviewing body camera video from several officers. San Francisco Police say theyve arrested two juveniles in connection with a shooting just outside of a school earlier this week. That shooting happened in the parking lot in San Franciscos excelsior district. Police believe that four boys who are not students at the school walked on to campus and shot and injured four students. All of the victims are expected to recover and police are still looking for more suspects. The motive is unknown at this point. Sources say that it could be gang related. Investigators are noun view have searching for more possible victims after a man has been arrested on child molestation charges. Police say he committed the crime several years ago in the bay area and that the evidence only surfaced last month. We have new details this morning on a car crash that sent a mother and her three Young Children to the hospital late last night. San ramon police say that a mother slammed into a light pole, you see there, that was near el capitan drive, about 8 15 last night. Her 4yearold son was airlifted to Childrens Hospital in oakland. Two other children and the mother were also taken to the hospital. Thankfully, all four victims are expected to survive. Just a short time ago, police told us that alcohol does not appear to be a factor in the crash, but they are still awaiting toxicology test results. A man in the south bay was assaulted for telling a group of guys to be quiet. It all started when he confronted some young men for being loud near his house near walt disney elementary in san ramon. Thats when he said one of them, a martial arts fighter, started punching and kicking him. Then the other three joined in. I ended up getting choked out until i was unconscious and they proceeded the to kick me in the face and body. A neighbor heard that attack as it was happening and stepped in. All four suspects were eventually arrested. A quarter of a century. 25 years ago today, one of the nations deadliest fires hit the bay area. The Oakland Hills fire killed 25 people and destroyed 3,000 homes in the Oakland Hills and in berkeley. For people who survived that fire, the memories remain. Nbc bay areas joe rosato jr. Tells us what time has healed and how some wounds are still exposed. So we arrived here in the early evening and we could spell the smoke before we could actually see the fire. But i got up on the hill across the way and i stared into that darn darkness and there was nothing. Reporter peter scott has few mementos of life before october 20th, 1991. Heres our house catching fire. It was a telephoto lens from a 35 millimeter. Heres my daughter holding whats left of our silverware. The day of the Oakland Hills fire, flames marched up scotts neighborhood and laid it bare. It looked like a bomb had gone off. It was like a moonscape. Reporter the family had been way earlier that day. Scotts elderly mother, francis gray scott, was at home, hobbled by a knee replacement. She was trapped in the fire and died. Scott found her remains. When you see Something Like that and realize what this means to you, all of a sudden, you just lose words. Reporter scott, who was an architect, was the first to rebuild on the hillside and though a quarter century has rolled past, the flames still burn in his mind. That fire could have been prevented and once it started, it could have been stopped. Reporter the fire exposed the weaknesses of the Fire Departments response plan. Firefighting agencies couldnt radio one another. Mutual aid responders couldnt access fire hiydranhydrants. Slow response times allowed the fire to run wild. 3,000 homes were lost in the fire. But had that wind not shifted, the damage would have been much greater. Reporter in the aftermath, john coffman and some 500 area residents founded the fairmont canyon conservesy, devoted to removing nonnative vegetation and increasing safety in the hills. From that situation, weve lepered what to do to prevent future fires from occurring. Reporter since the fire, berkeley and oakland built new firehouses in the hills. Hydrant attachments were standardized, along with communication systems. But coffman says thick woods of nonnative eucalyptus and pine trees still pose a hazard. Those embers would catch on fire and be blown in the wind, which is happened 25 years ago. Reporter fema granted 5. 6 million to east bay agencies to remove the eucalyptus trees, but last month the agency withdrew the funds after some homeowners filed a lawsuit. Its a question of when. The fuel is here, the winds come every fall, and all we need is a match to light it. All these houses are gone. Reporter among those fighting to keep the trees from being cut down is scott. Theres this misconception that the trees started the fire and spread the fire. Neither is true. Reporter at the base of the hills, theres a garden honoring those who lost their lives, including scotts mother. The latest Winter Weather outlook is renewing drought concerns in california. Noaa is now predicting a weak la nina pattern. If the prediction holds, the western u. S. Would see drier skies than last year. That same pattern would also lead to aboveaverage temperatures. Noaa also says the outlook could shift again before winter arrives. And its kind of interesting, rob, as we talk about theyre forecasting almost a la nina, weve seen more rain this year. For the bay area and california, theres also of nuances the with la nina winters. If its a moderate strength la nina, we see slightly above average rainfall totals. Lets talk about whats happening now. Thanks to last weekend, most of the bay area, way above average. 94 to about almost 500 of average, compared to last year, which was a strr strong el nino. We had nothing to show for it this time last year, running well above the averages so far and check out the next eight days of projected participation across northern california. Some of the computer models going for 200 of average. By the time we get from monday through next friday. This could be more good news for the california drought. More rain, which will help to get an early start on the reservoirs, collecting some of that rainfall across northern california. Right now, no worries about rain. Its just watching the low clouds and fog making a comeback. Already a huge temperature drop as the winds have shifted directions in santa cruz. Half moon bay, quite a bit cooler. Just a little bit of cooling inland. Youll notice the wind speeds, not all that strong just yet. The wind speeds will pick up this evening. So between now and then, still seeing some 70s and 80s inland. But that big cooldown is already started on the coast across the inner bay. And yes, low clouds will spill back across the bay, as we head into tomorrow morning. So the last of the temperatures having a chance of 80 degrees happening this afternoon, for areas south of san jose. San francisco in the 60s, peninsula temperatures, mostly 70s. And for the north bay, winds picking up out of the south will begin to cool things off into the 70s and there you see pleasanton, livermore, walnut creek, and antioch. Sierra travel today, just fine. 60s as we go through the weekend. We think the weekend will end on dry know for areas south of interstate 80, but here come some of the changes as we go law late sunday into monday now. Notice the rain trying to make a comeback in the north bay. And by monday afternoon and monday evening, is when that first band of rain comes on in. This is the first wave that will come in for monday and tuesday. And another system taking shape thursday night into friday. Has a better chance of throwing more significant rainfall to the bay area. That will be friday, which will also bring the potential for heavier rain into Southern California. So for the most part, the weekend will be fine. Just increasing clouds. San francisco, maybe some morning drizzle there into sunday morning. The rain drops in as we head into monday and as tuesday. Inland temperatures will continue to cool down. One place to watch, sonoma county. The main event with storm number one, comes in midday into the evening monday into tuesday, and then, yes, next friday could be pretty interesting. Heavy rain possible on the central coast, into Southern California and more rain coming back into the bay area. Sam, back to you. Thank you very much. Up next, an act of kindness to help a student in the south bay. Those people are what keep my promise alive. In todays bay area proud, how hes keeping his commitment to graduate from college. Anyone who has stied the issof homeles anyone who has studied the issue of homelessness knows theres no such thing as a typical homeless person. Many have families and jobs, some even attend college. That was the case for one san jose state student. But thanks to the kindness of one of his professors, his life is now in a very different trajectory. Garvin thomas is here with their story in todays bay area proud. Brandon beebee says his grandfather and some Close Friends have been helping him through some tough times lately. But it was a small act from someone he barely knew that is making the biggest difference in his life right now. Any student at San Jose State University should expect to expect some difficult classes along the way. What brandon beebee didnt expect, though, was having to make such a difficult decision before the school year even started. I had so little saved up. Do i get a room to stay in, or i do pay tuition. Reporter this all goes back, brandon says, to the death of his father earlier this year. Brandon had to shift his attention and his finances to helping take care of his family in los patos. Still, not going to college was not an option. He had promised his dad. His last minutes, you know, i promised him, im going to get my degree. Reporter which explains why brandon began the semester staying not in a dorm, but in the front seat of his 1992 honda accord. I pulled up to a curb and locked the doors, rolled up the windows, pulled the blanket over me and slept. Basically, i would like you to research in spite of his circumstances, brandons journalism professor said he started the year strong, but soon was missing classes and failing to turn in homework. I was wondering why someone like that wouldnt have turned in two or three assignments. Reporter lisa pulled brandon aside one day to check in, to see how he was doing. It meant a lot to a young man feeling awfully alone. At that point, thats when i realized, you know, im not invisible. There are people who care about me. There are people who notice my hard work, my dedication. Reporter which is why, when the accord broke down and brandon had to drop out of school, he wrote a note to lisa, explaining his situation and thanking her for her kindness. Saddened and not knowing what to do next, lisa shared the note with her facebook friends. In minutes, people jumped in and said, oh, my god what can we do to help . Reporter lisas network not only donated money, but connected brandon to services and aid he didnt know existed. And thats only for like so now, thanks to a complete group of strangers, brandons ready to reenroll next semester, with a place to live and a promise kept. It means so much to me. Those people are keeping my promise alive, you know . Its, its a true blessing. A disclaimer on teslas website states that anyone ordering a car capable of completely autonomous driving can only use it for ride sharing for friends and family or teslas own carhailing service. Details of that program will be released sometime next year. So you just cant send the car out and make money for you during the day, apparently. Which would also be a great idea. I have a feeling it doesnt matter how many times you failed your driving test, friends and family will be finding out if you can give them a lift. That is the future, everyone automated.
