Good morning to you, kris and scott, to honor and remember San Jose Police officer, michael johnson. The city and state have come together to do something thats usually, typically reserved for Highway Patrol officer. What theyve done today is theyve renamed a section of highway 87 after officer johnson. Within the past hour at the great oaks parkway, San Jose Police station in the south county, the department brass, mayor, and officer johnsons family, they dedicated, quote, memorial highway. The city unveiled a mockup of the sign with the officers name. They had the ceremony here, because it would have been too dangerous along the very busy highway 87. The section of highway 87 that is named after officer johnson will run from interstate 280 south to highway 85. If youre not familiar, this is a major corridor for commuters driving to and from work in silicon valley. It is exactly one year ago today that officer johnson, a 14year veteran of the force, this is when he was killed in the line of duty. He was responding to reports of an armed suicidal man at an apartment complex on center road. That man shot and killed officer johnson. One of johnsons fellow officers returning fire and killed that suspect. Now, we just spoke with officer johnsons mother, who explained to us why it means so much to have this particular section of highway 87 named after her son. Back in the 1990s, while 87 was still under construction, she and her son would sneak out, out on to the unfinished road, and ride their bicycles together. We were kind of breaking the law a little bit there, but, you know, it was great, riding on the freeway. You know, we would just take our bikes out there and ride, and it was like mom and son time. It was really awesome. It is an honor, a blessing, but also, i know its going to be very emotional, every time i see that sign, because i know it just reminds me more of his loss and it hits me right here. It took a resolution from the state legislature to get this section of road named for officer johnson. A sign bearing his name as you head south on 87 right at interstate 280. That sign is already up. Whether or not its been uncovered, were not clear on that as of yet. Reporting live in san jose, bob redell, nbc bay area news. All right. Thank you, bob. Well, californias historic drought is not over yet, but weve gotten way more than a drop in the bucket. Heres a live look at shasta lake from a caltrans camera. If you can see it, you can tell it is almost nearly full. Lets go to meteorologist kari hall. Very good news for the drought when you see the biggest reservoir in the state kind of full. And the most improvements have been in Northern California, where we are seeing not as many of the dark shades of red. Now, this bright, dark red does indicate that there is still an exceptional drought there. And that extends for the Central Valley, over towards the southern sierra, and down to l. A. Now, in the bay area, we have seen some major improvements. This time last year, we were in an extreme drought. Now, for most of the peninsula into the north bay, we have this shade of yellow which shows we are abnormally dry. And then you head over towards the east bay and over the hills, still a severe drought, but once again, weve made some significant improvements. And we are in a stretch now of some drier weather. Looking at the sierra, we also have gone from 9 of the normal snowpack in the sierra to 92 at this point. But there we still have that moderate to severe drought also in that area. So well be talking more about if theres anymore rain or sierra snow in the forecast. Thats coming up a little bit later. All right, kari, well watch for it, thanks. Now to the developing story and the terror investigation out of brussels. The manhunt for a third bombing suspect continues. Meanwhile, belgium continues to mourn the victims killed and injured in the terrorist attacks. Nbcs Steve Handelsman has more from brussels. Reporter here in central brussels, in front of the old bourse building, again, a big crowd has gathered to memorialize those who lost their lives in the tuesday attacks. You can see the things that have been put down to remember those who were killed and injured, and you can see the faces of those who have come here to grieve. Many of these people say, they are concerned about more attacks, because the police are still searching, they say, for at least one, and maybe more than one, of tuesdays attackers. And police are sending mixed messages about how many terrorists got away tuesday. Was it just the mysterious man in white, or two men being sought, or more than two . Did police miss opportunities to look closer at airport bomber, ibrahim bakraoui. He had a criminal record in belgium, turkish authorities released a new photo of him today. Say they warned belgium that bakraoui was an Islamic Militant when turkey arrested him and deported him a few years ago. Now hes dead. His brother, khalid, is dead, said by police to be the bomber at the train station. But whos alive . Is it one, is it two . Is it more . The assumption here is, if they can, they will attack again. Back here at home, the death of a small dog that was killed by a coyote in San Francisco has worried neighbors, asking the city to take action. In fact, theyre asking right now. Stephanie troung is live at city hall where the talk is focused on how to protect not only pets, but people, children, from what appear to be a growing number of coyotes in residential neighborhoods, steph. Reporter thats right, kris and scott. In fact, were just learning about the latest encounter with a coyote near stern grove, near San Francisco state. A woman saying she was walking her dog yesterday morning when she saw a coyote following them. She grabbed a stick, waved it, tried to do what she could, but she said the coyote was in, quote, attack mode. She was able to get away just fine, but her question was, what do we do now . Coyotes are not new in the city, but they are showing up in new neighborhoods, like balboa and engelside tariffs, where theres signs warning of coyotes the after a dog was killed about a week ago. Is it the latest report of one in the city. Right now the Presidio Trust all talking, what to do with coyotes. And so far, what ive heard this morning is experts saying, managing the population will be layered. The problem is, you cant just kick them out, because new ones will move right in. And experts say there will be more coyote attacks and encounters, quote, like clockwork, because the parent coyotes do not want any dogs in their areas. Theyre a perceived threat to the coyote pups. So he wants more signage to keep people and their pets and children away from these areas that are known to be coyote territories. They want a real longterm talk out of todays findings. And its very personal for him. He has an english bulldog. And this is an issue, he says, he understands is hitting home for a lot of people. It is packed inside. Coast guard this morning is trying to get crab fishermen ready for the start of the season. Just about every available boat is expected to hit the water tomorrow morning. Crab season has been on old since last fall. You might recall, you didnt have it for thanksgiving. But that officially changes at midnight tomorrow night. So the coast guard is warning the fisherman not to overdo it. Stressing that crabbing is the deadliest commercial venture that the fishermen are involved in. What they do, they put a lot of crab pots on their vessels, go out and see with el nino, rough offshore weather weve seen, it can get very rough and the vessels can capsize, the fishermen can end up in the water. End up in the water because of el nino, but also because theyre tired and have outdated safety equipment, in some cases. The season has been delayed for months because of a toxic algae bloom that left crabs off the coast unsafe to eat. A stabbing suspect is behind bars after a standoff that lasted hours. It started last night around 7 00 in the bay view neighborhood of San Francisco. You can see the suspect will be taken into custody here, actually in a wheelchair. Police say it all started when officers responded to the calls of a suicidal man. When police arrived, they found that mans wife had been stabbed twice. She was rushed to the hospital. Shes expected to survive. And thats when the standoff began. This happened near underwood avenue in jennings. Were still trying to learn more about the suspect. Well bring you the latest when we get it. New at 11 00, an alleged hitandrun driver was very easy to spot because he was painted in gold. The chp posted these photos of 21yearold demaj cook to facebook today. Officers say cook hit three cars on eastbound i80 in berkeley and an offduty officer saw it happened, followed the suspect to the central offramp, where the suspects wheel fell off. He is facing dui and hitandrun charges. We dont know exactly why he was painted gold. Also new at 11 00, look at what somebody found on the side of the road in fremont. Theres a sea lion. The Marine Mammal Center Heading there to pick that up. They named him ozzy, found off of ozgood road. Its a mystery how he ended up so far away from the ocean, but he looks okay. Hes saying, no comment. Up next at 11 00, a shake up coming to yahoo . The big move today that could change the tech company forever. And california may make a difference during this primary season. Theres some signs this morning that business in San Francisco is cooling. Commercial real estate, the leasing of office space, is under some pressure. Were seeing Companies Like twitter subleasing their space. That is, theyre leasing their own offices out to other companies. That is a sign they have too much floor space themselves and need to get rid of it. A study by cushman and wakefield says that office subletting is at the highest its bn since 2010. Extra space or empty space is one of those things we look for when we look for signs of a slowdown. Big news in sunnyvale this morning. Activist investor Starboard Value has nominated a new board for yahoo . Starboard will take that to the shareholders in a vote. We think that will happen in early june. If they win, a lot of execs will be out at yahoo . And as we first reported yesterday, there are rumors that virgin americas biggest investors are looking to sell their shares in the airline. Investors like britishbased Companies Run by richard branson, apparently looking to get out. Virgin recently turned a profit. Its one of those companies that makes money, but if youre an investor, youre to the going to get rich on the stock price. Nobody got rich on the dividends of airlines. The only way theyre going to make any money is to simply sell their stock. Sell their stock. But is it like having a legacy business or a marquise business where its worth having the stock to say you have the stock. No, this is one where you invested, you want your money out, and you want it back. Find Something Else to buy, then. Turning now to decision 2016. Usually california does not have a big role during the president ial primaries, but things could be very different this year, as almost everything has been. A new poll shows who voters here want as president. On the gop side, donald trump is in the lead with 38 of voters picking him. Ted cruz is not too far off, with 27 . John kasich is in third place with 14 of the vote. On the democratic side, it is Hillary Clinton and Bernie Sanders in a close race with clinton at 48 of the vote. Sanders right behind at 41 . You might know this already, but well remind you again, we vote june 7th, there are 172 california delegates up for grabs for the republicans, 317 democratic delegates up for grabs. Well, republican president ial hopeful ted cruz is doubling down on the controversial proposal to police all muslim neighborhoods. Now, while his twitter war of words with donald trump escalates, nbcs Peter Alexander has the latest from the campaign trail. Reporter ted cruz Standing Firm increased law enforcement, increased military effort, and an increased police presence. Reporter still, the backlash is growing, after his controversial call for surveillance of muslim neighborhoods in the u. S. Its wrong, its counterproductive, its dangerous. Reporter president obama fresh off a trip to cuba, slamming cruzs strategy. I just left a country that engages in that kind of neighborhood surveillance. Which, by the way, the father of senator cruz, escaped, for america. Reporter still, trump and cruz arent letting up. Wednesday night, trump retweeting a picture, featuring both wives, with the message, the images are worth a thousand words. Those two stations were shut down last week because of a mysterious power surge. The problem has also been spotted inside the transbay tube. Our reporter, elyce kirchner, is at that meeting and shell have the latest at 5 00 and 6 00 this morning. A San Francisco tour bus driver says it wasnt his fault, but an investigation revealed it was, indeed operator error that led to this dramatic crash last november. That bus barreling out of control for several blocks, caught on video. Investigators say the driver likely panicked and mistook the accelerator for the break. Yesterday, driver kenneth ma mallvar defended his driving. They say i didnt know my gas pedal and my brake pedal. To me, thats absurd. Because i know my pedals on the vehicle. Malvar was cited for speeding and hes hired an attorney. 19 people were injured in that crash. Well, they cannot go back home. Tenants fighting to return to their apartments in pacifica that are literally hanging on the edge of a cliff go a no. Last night, tenants argued that the building is still standing, and so they should be able to go home. Meantime, tenants say, otherwise they are homeless. But after hours of testimony, commissioners voted to deny that appeal, saying that their lives would be in danger. From what we saw in the written and the verbal presentations here, it does appear that it is an unsafe structure at this point. Many tenants, again, say they are homeless. The Building Owner says he plans to appeal the commissions decision. Hell have to do that in court. But well remind you, that 310, 320, and 330, theyve already been demolished, on the same cliff. And you see on the video how close that is. Its hard not to agree with the commission. Lets check in with your weather. I stepped outside for a minute, kari, glorious in the south bay. It is, its beautiful, another one. And a little bit warmer than it was yesterday. If you liked yesterdays weather, you are going to love this day. Now, as we take a live look now at san jose, we start out with nothing but clear blue skies out there. It was so chilly out there this morning, but look at where weve warmed up to. We were at 62 degrees in the south bay. 60 in the east bay. 62 in San Francisco, as well as the north bay. Peninsula is still at 59 degrees. As we get a close look at the east bay now, in livermore, it is 61 degrees. Dublin, 62. And its 59 degrees in castro valley. So we continue to go up from where we were this morning. Some spots hitting the upper 30s, but mostly lower 40s. In San Francisco, we are going to see some mid60s into early afternoon. By 5 00, as youre heading home from work, you want to make sure you have those windows down and taking in all of this nice, cool air, as we will continue to have our temperatures that are in the 60s throughout the day. A look at all the microclimates in the low 70s in the south bay. 67 degrees in the peninsula, san mateo, and in San Francisco, the financial district at 68 degrees. Napa, 72.
