Law enforcement tells us that st re are people trying to loot residen residents homes, homes of people not allowed back in their community yet places like middletown still inside the fire line. 911 is receiving several calls a day of looting or suspicious activity. This has been happening ever since people started to evacuate the fire zone. Now, the Lake County Sheriffs Office announced they did already arrest one man, royce sterling moore, a 26yearold man. Deputies arrested him yesterday morning after finding him inside his car allegedly with burglary tools and a pipe used for smoking meth. Thats why in addition to firefighters and pg e crews repairing downed power lines, we are also seeing more Law Enforcement on patrol throughout the local towns that have been evacuated. Not just deputies from Lake County Sheriffs Office but members of other agencies like napa county, marin. Its a tragedy and unfortunately there are people willing to take advantage of that. Reporter in terms of the fire fight its becoming more difficult to find actual flames like we did this morning in the community of cobb. A lot of the fire is suppressed. Its not growing as aggressively as it was earlier in the week, but the ground is still smoldering, still very hot. Still at risk of flaring back up again. Cal fire believes that todays lower temps and the rain will help cool off those hot spots. This would allow fire crews to put more effort into digging lines around the fire perimeter. Right now the valley fire as you mentioned its only 30 contained. So were going to use this day as a pivotal day for us to put a lot of effort into increasing that containment number because as weve heard with the forecast its supposed to get hotter and drier as we end up the week. Reporter now, we are showing you video of this shed. Cal fire is investigating this shed at the end of high valley road in cobb as a possible source of saturdays fire. You can see the burn path appears to start there and then fan out. It was somewhat across the road from the property who made the initial 911 call about the fire. The valley fire we have just learned is the ninth most destructive fire in california history. It is already killed one person, four more people are missing. And it is all destroyed almost 600 homes which is quite evident right here in middletown where a brunt of the destruction was seen when that fire whipped through here on saturday. Although crews could make great progress in their fight against the fire today, you heard cal trans official say because of that rain headed toward the north bay. Ee s is a live look at the clouds over san rafael. Meteorologist kari hall, we could see showers in the next couple of hours. Yes. Were starting to see that across Northern California to the north of the north bay. And we have seen a steady stream of some of those heavier showers moving closer to some more spotty light rain moving into the north bay right now. Nothing steady at this point. But we do expect it to become more intense the bulk of that heavy rain still offshore. And we can see those drifts of the light showers moving in. So once again some more widespread rain later on. Now, looking at how much rain weve had so far in the north bay, healdsburg about 0. 02, thats about what were seeing, close tore 0. 10. It will be moving closer to the valley area in the next couple of days next couple of hours rather. We are going to see that becoming more widespread into the afternoon moving into San Francisco in the east bay and this evening as it kind of fizzles out and becomes more spotty it does move into the south bay later on this evening. In the meantime temperatures are cool. And that also helps but the winds will be picking up too. Ill detail all of that and show you the hot weekend on the way evacueesp a little bit later. The tent city is covered with blue tarps. Some of the cars have moved off the grass in case it becomes a muddy mess here. While people are hoping the rain will tame the fire, theyre hoping it wont complicate whats already been a tough living situation so far away from home. It was a bit of a scramble to protect whats become home away from home for jorge and his friends. The 13yearold and his family seem to be in good spirits, but they lost everything in the valley fire. A friend sent this picture of what used to be the familys middletown home. We lived in middletown for so many years. And then burnt. Reporter after waking up four mornings in a row in a tent, hes worried about yet another thing, the rain on the way. Thats why were covering now. They live in cobb where the fire first ignited. Protected from wet weather in their tent trailer, but still may have to move. Ive heard turns to mud pretty good. Vehicles get stuck in it. Reporter rain or shine theres no pausing here. Life and the process of slowly rebuilding continues. Volunteers are doing what they can to make life easier giving these evacuees something they can count on among the uncertainty. Everybody loves bacon. They said they got these tents just from generous people here at the Evacuation Center saying you look like you need help, heres some tents, heres some chairs. They lost their homes in middletown. And so right now what theyre doing is just moving forward one step at a time. And they said the generosity and support has been extremely helpful so far. Tey were worried about the cats and dogs so they were putting. Do thood. Opletwo left pet food on the driveways. We are worried about the animals that are here that the parents had to run. And were just out to give cat food, dog food, make sure theyre okay. If they can catch them and get them to the vet, were going to do that too. The death toll from flash flooding in utah continues to rise and crews found the bodies of at least four hikers in Zion National park and several other hikers are still missing. This shooting has sparked a National Debate about sanctuary cities like San Francisco. The Memorial Bench and plaque will be installed next week. A family spokesperson says the steinles will visit the bench, but there are no plans for a public ceremony. Meanwhile, Homeland Security secretary jeh johnson says San Franciscos sanctuary city policy is counterproductive and unacceptable. He made the comments yesterday at San Franciscos commonwealth club. The sanctuary law prohibits San Francisco employees from helping federal Law Enforcement with immigration investigations or arrests unless required by a law. A follow up story out of napa valley now. A popular attraction at the center of a longtime controversy has been sold. For more than two decades the Napa Valley Wine Train gave visitors a chance to dine while on the train. A group of mostly africanamerican women were kicked off of that train for what officials describe as loud and disruptive behavior. After the group threatened to file a lawsuit, the companys ceo made a public apology and admitted that the wine train management was in the wrong. The new owners say the train will continue to run and all current employees will remain on the job. Hewlett packard may be known more for its layoffs than its printers. The company has already phased out more than 50,000 employees. Now the additional 30,000 will be cut in what many are calling a purge. The company says the cuts will apply to Hewlett Packard enterprise. The city of san jose could soon be getting second minimum wage hike in three years. The city is joining other cities in Santa Clara County to consider a regional minimum wage increase. The city Council Voted last night to hire a consultant to study the impact of raising the county minimum wage to 15 or higher. Back in 2012 voters approved raising san joses minimum wage to 10 an hour. San Francisco City leaders are streamlining the process to add more Affordable Housing. Mayor ed lee and supervisors yesterday introduced ordinances to remove some of the red tape thats kept Affordable Housing projects from getting started. Another measure will try to expand the number of Affordable Housing units to socalled middle income families. That would be a family of four making less than 120,000 per year. We were talking about the fact that the rain could help in the fire fight up in the valley fire, but certainly welcome news down south too. Yeah. But we wont see that until later on this evening. As we take a live look from the south bay from mt. Hamilton observatory, see clear skies as we look across san jose. A look at point marina, this picture shows low clouds and spotty showers weve been seeing. It is already misting and wet up in parts of the north bay as this large cluster of showers continues to roll on shore. Well see that as we go into the next few hours becoming more widespread over the north bay. Right now weve only seen a couple of waves of some light rain moving in. Heres hildsberg and cloverdale, rain moving in there. Weve seen that once again throughout the morning. And this once again will become more steady as we see this system rolling on shore. 70 degrees now in livermore. Its 68 degrees in concord and napa 65 degrees. Even though the rain hasnt started yet, were still starting to feel some of the impacts with the wind rushing into that cold front that is well to the north. Its feeding some of that energy into some of the front. And as we go through the rest of the day the winds will still be pretty breezy up to 30 miles an hour with some of those highest gusts. And sustained winds at 15 to 20 miles an hour. A look at all the microclimates 74 today in san jose, palo alto seeing rain later on 73 degrees. Also in San Francisco a high of 65 degrees. In the north bay expect more of the spotty showers. Santa rosa at 69 degrees, brentwood 74. It looks like well pretty much all of us will see at least the chance of rain, but the highest chance of rain will be for the north bay. At 1 00 we see some widespread rain. And Hidden Valley lake right there well keep a close eye on that because thats where the valley fire is going on. And we see that also approaching santa rosa by early afternoon. It does start to move closer to san rafael and then San Francisco over towards concord and fairfield. And still some pockets of some moderate rain there. And then it becomes more spotty for the east bay and the south bay. As we go into the evening, 7 00, 8 00, 9 00 the rain starts to break up. So we are not looking at the amounts of rain to be as high for south bay as we will see for north bay. But still got my plants sitting outside and hoping that we will get some of the that moisture in the south bay. The rain estimate brings in some trace amounts up to. 04 around walnut creek. And look at middletown a half inch rain possible between this afternoon and then it all wraps up later on tonight. You can see that forecast it gets hot as we head into the weekend. Scott and kris. Reporter the overhaul calls for more surveillance cameras in the jail, the board approved uniformed cameras for deputies on patrol but made itd clear the plan will include jail officers. The cpsc says its aware of 674 reports of incidents with Laptop Computers between 2001 and june of 2015 overheating, smoking or catching fire. And look at where the valley fire is moving right now where its happening, we are seeing some light rain starting to move in there. So looking hopeful for the possibility of some rain. So far weve gotten only some trace amounts of rain. It is looking like weve had close to 0. 10 around sea ranch and then were seeing not a lot. But once again still looking promising as that cluster of showers is Holding Together. And this is what the radar could look like as we go through the day. This is what computer models are picking up on. Some swatches of green, even yellows and reds there that shows some heavy rain and this is 1 00 in the afternoon for the north bay. Approaching santa rosa. So right as you head out for lunch you could start to hear that rain coming down on the roof. And then it moves closer to San Francisco and also over toward fairfield and concord. More of that rain later on today, early afternoon, during the commute. Could make things slippery. And then later on tonight it starts to approach the south bay. But unfortunately just kind of falls apart some of these showers looking very spotty. And then into the overnight hours still some rain occurring around san jose and then over toward fremont as well. Early in the morning on thursday, tomorrow morning well see that rain finally starting to fizzle out. By lunchtime once again it is moving through the north bay approaching San Francisco and parts of the east bay, early afternoon and then later on this evening moving into the south bay. So thats the timing there. In the meantime it looks like we could have the possibility of about. 04 in fremont and walnut creek, about. 10 in napa, middletown about half an inch. But people outside the folks evacuated outside in tents and theyre looking at some heavy rain and some gusty winds today. But that should help out with the valley fire. After today the temperatures start to go up. And look at how hot it will be this weekend. Were talking low 90s. And of course well have those dry conditions. Gusty winds today up to 30 miles an hour. So turning much cooler as we head into the next couple of days. Once that passes. And then the heat just ramps up this weekend. 80s and 90s all across the bay. In the trivalley 95 on saturday.
