from arizona. isis said she died in an air strike. steve has more. >> the worst fears were confirmed. the family of kayla mueller got what they considered proof of her death. our hearts are breaking for our only daughter mueller's family said in a statement from arizona, but we will continue on in peace, dignity, and love for her. kayla mueller was only 26 but she volunteered in other trouble spots, fighting aids and poverty. in 2013 she went to syria to help the victims of that civil war. kayla was captured by isis her family kept that secret from the public, but president obama knew and got regular briefings. no matter how long it takes, the president vowed in a statement, the united states will find and bring to justice the terrorists who are responsible for kayla's captivity and death. in her year and a half in captivity, kayla mueller felt for her family, writeingwriting, i have suffered knowing how much suffering i have put you all through. i will never ask you to forgive me, i do not deserve forgiveness. kayla mueller, aid worker, the latest victim of isis. >> now, how exactly she died is still unclear. isis had claimed kayla was killed in an allied air strike but that was angrily disputed by secretary of state kerry who said the islamic state alone was, quote, responsible for the death of that american. a suspected car burglar is on the loose after trying to run over a police officer. it happened last night during rush hour at the intersection of el camino real and wolf road. that officer shot at the vehicle as it moved toward him. bob redell is live at that intersection with the latest on the investigation. gume, bob. >> good morning, cris. in the past hour i confirmed they have not yet been able to find the driver of the white mercedes sedan that tried to run over a santa clara police officer right here along the el camino near the wolff road intersection, and in the 76 station where all this took place in front of they have not been able to check if any of their surveillance cameras captured this. they haven't been able to check because the employee is temporarily locked out of the video system. last night, two police officers pulled over a driver of the white mercedes as they suspected was connected to some auto burglaries. as one of the officers stood outside the vehicle, the driver of am mercedes tried to run him over according to police. the officer immediately fired his weapon at the oncoming vehicle. >> all we know right now is that he feared enough for his life that he was going to be pinned between the two vehicles that he decided to shoot at the vehicle. >> eight gunshots being fired continuously, no gaps in between. >> i just walked outside to walk my dog and it sounded like fireworks went off because it was like bang bang bang and i counted ten shots, i think. >> police don't know if any of those bullets hit the driver or anyone else who might have been inside the mercedes. the second officer sped off to try to catch the driver but no luck. the driver did get away, still on the loose. not clear if the officers were able to get the license plate information or identifying information. sunnyvale police told us they might release new information later this afternoon. sunnyvale is handling this investigation because even though this involved two santa clara officers it did happen here in the city of sunnyvale. that santa clara city police officer who fired the shots, is on paid administrative leave, which is very normal in a situation like this. reporting live here in sunnyvale, bob redell. >> thanks bob. investigators are also trying to figure out what caused this fire in a safeway store in san rafael. crews say the fire started around 11:30 last night in a trailer at the store's loading dock. fire crews were able to put out the fire before it reaches flammable and combustible material, and fortunately, no one was hurt. >> police in san francisco trying to figure out if the same suspects are behind two brazen robberies at high end jewelry stores. three armed men rushed into tina's jewelry on friday and ordered employees to get to the ground. the robbers got away in a light colored suv took the jewelry with them. two days earlier, three masked gunmen disguised as construction workers held employees at gunpoint at the tiffany's on market street. those two stores are less than a mile apart. so far, no arrests in either case. >> police on the peninsula need your help catching a man bothering a child. officers released this sketch of a suspects. six separate times a 10-year-old boy reported a man driving by the boy's home waving at him each time. one time the man demanded the boy get in his car, which he did not. gr the woman known as the serial stow away was busted for allegedly flying without a ticket again. this time also checking into a luxury hotel in florida as a guest of their "biggest loser" program. marilyn hartman is charged with two counts of fraud, one count of trespassing, and her bail was set at $50,000. according to the arrest report in florida, this time the 63-year-old boarded a flight in minneapolis to jacksonville sunday and upon landing assumed the name of another woman to take a car to a resort where she stayed in a $300 a night villa until the real quest showed up. we reached out to the san mateo district attorney who has charged her before here and he said it sounds like florida is treating her more seriously than other states. when she was in our county jail she seemed to enjoy intermingling with the correctional officers and inmates. she's quite the character. hartman's next court appearance is march 5th. >> happening today, a call for action after a transgender woman was murdered in san francisco. stephanie chuang is at city hall where a protest will take place later this afternoon. stephanie. >> good morning. in just a couple hours. anyone around city hall will see a die-in demonstration to bring attention to statistics like how transwomen of color are up to seven times more likely to feel unsafe in their day to day lives. this is especially true after a tragedy like the death of 36-year-old taja de jesus, found stabbed to death on the stairs in front of her apartment in the city's bay view district on february 1st. her killer was found hanged just a few blocks away. de jesus's mother said she moved from san jose to san francisco ten years ago, seeking more acceptance as a transwoman of color, regarding the city as a safe haven. with her murder, friends, family and others in the transcommunity are grieving their loss and some are scared for their own lives. >> everybody's life matters, trans lives matter as well. if it could just spare even one person. >> she was really lighthearted and kind of care free person. even though she was going through so much. i wonder when is it going to be me. >> san francisco's lgbt center was busy with people preparing for today's demonstration. taja is the fourth known woman of color to be murdered in california in the last four months and the fifth in the u.s. since the new year. today, protesters will also announce three demands including the end of transphobia as well as more affordable housing for the trans communities. friends and family describes her as a bright and loving woman who volunteered at her local food bank had strong faith, was very involved in the community and today, they're calling it trans liberation tuesday, dedicating today's call to action in her memory. 1:30 in the afternoon, we'll be here points out that camera is made in palo alto. lockheed martin, assuming the thing lifts off. it was supposed to ride this rocket on sunday. it was delayed after problems with the ground radar and up and diversifying the work force. while tech companies are branching out, the companies that fund them, the venture capitalists are not, not when it comes to funding women. we have new research that proves that. peggy bunker is here with the story story. >> so you've got an idea for a business, and it's a good one. you don't have the money to launch it on your own, so you seek out venture capital to get it off the ground but according to an explosive new study, if you're a woman pitching this idea you've got less than 3% chance of getting it funded. that's because 97% of those dollars are going to men. dr. laura mather is a hugely successful tech entrepreneur. in 2012 she sold her company for hundreds of millions of dollars and fortune magazine named her one of the most powerful women entrepreneurs of the year. >> you can so on their face they're done without me saying a word. >> despite her huge success, mathers still encounters gender bias in the board room. >> a lot of the vps who are traditionally white men, they look at an entrepreneur and they tend to think, wow. this person reminds me of myself when i was younger. i don't remind most of them of themselves when they wufr younger. >> according to the blockbuster study completed last fall by babson college professors she's not alone. the study analyzed every deal in the u.s. between 2011 and 2013. >> when we looked at the differences between companies with male ceos and female ceos to see if there were performance differences, there were not. in fact the companies that had women as ceos tended to perform slightly better. >> we're seeing 2.7% of venture capital go to women, and it's that's where the percentage of women admitted to university which is another access point opportunity, we would be in the streets marching. >> jill runs product launch site the grommet, and says all of us miss out when companies run by women don't get funded. >> the people are missing out are really all of us because what businesses are not getting built, what problems are not getting solved? >> here in silicon valley on sand hill road a line partner is a venture capital fund cofounded by susan mason and jody sherman. they're vc industry veterans and they're used to being the only women in the board room the only female voice on the conference call. i asked them what they thought of the 2.7% figure. >> i wasn't surprised. there's a lot of activity around improving the numbers so i'm hopeful, and i also see it as an opportunity for us frankly. if we can find great entrepreneurs, we don't care. >> the numbers are dismal. it's heart breaking. i try not to focus on them because it hurts. >> the study also revealed vcs who have at least one woman partner invest in more companies that have women at the top. >> almost 50% of our companies have at least one woman cofounder. >> we love diversity because we think that drives innovation when you have multiple voices at the table looking at a problem in a different way. >> aligned partners recently invested in dr. mathers' recent company, unitive, a company that aims to create more diversity in the work place. the study shared millions of times online but only one vc executive reached out to ask how to fix the gender problem. he's john burns from breakaway innovation group in boston. >> we have to change the ecosystem, and one way to change it is by creating an environment where women can be successful entrepreneurs. there's not a lot of wimomen in senior positions in companies. >> burns has a personal stake in seeing change in the industry. >> i actually have four girls all under the age of 10 so when i say this is a personal issue, again, i saw it professionally, but i live it first-hand at home as well as i think about helping raise strong confident young women. >> dr. mather is equally as determined to change the bias. >> isn't about me. it's about getting this technology this innovation out and making a difference. and the fact that it's going to be harder for me is not -- it's hurting the world, and i want it to be better. >> when the babson study was released the researchers said the study went viral and was shared millions of times. that makes it more distressing that only john burns was the only company to come forward asking how they can change the status quo. breakaway is launching their recruiting program this fall. >> it is part of it that there are more pitches to vcs from men? >> infinitely more. >> the percentage proportion right? >> there's less that needs to be done, but we have to get it earl urthan that. the people showing up for pitches is roughly equal as well. >> let's go to a gal who needs no venture capital funding. >> good morning to you. >> but would take it if she got it. >> i'm we're noticing. want to talk about what's happening on top of mt. hamilton. this is a cool explainer of the high and mid levels of the atmosphere. you're looking down at the low clouds, filling in the santa clara valley like a bowl of soup this morning. we trade those in for high clouds. that creates a milky sky. you can see the difference between the low and high clouds as they come in this morning. a beautiful day shaping up for us in the south bay. temperatures on the chilly side. boy, going to be warmer this time tomorrow. temperatures right now in the upper 50s to low 60s. we'll end up in the mid to upper 60s just about everywhere. 65 in the south bay. 66 in the tri-valley close to 70 degrees, 69 today, in the north bay. this is what is happening. you can see that ridge of high pressure getting its act together. what happens is only the highest clouds can get through. we call it a dirty ring when that's the case because it's not completely sunny. a little more science for you. let's talk about what's going to happen in the next couple days. the jet stream lifts to the north. as it does so we see the storm system bypass the bay area heading right into canada. as we head throughout the next couple days. high pressure firmly in control of our forecast for wednesday into thursday. and this is a strong ridge of high pressure by this weekend, we'll see offshore flow, and that means a return of 70s and 80s, and we're still in the heart of wintertime so very unusual to see temperatures like this so unusual that we'll likely break some records as we get into the next couple days. look at the difference between today and tomorrow. 65 for your tuesday, up to 71 in the south bay. as we dive into your wednesday, then we trade the low 70s in for the mid to upper 70s thursday into friday. and then by the weekend, valentine's day, actually forecasting some cities to end up in the 80s. that's most likely in the tri-valley and in the north bay. meanwhile, we'll hit the mid 70s in san francisco on valentine's day. 75 degrees on the east shore. the peninsula is at 78 degrees. and a slight cooldown as we head throughout sunday. i am tracking a chance for showers as we get into the end of next week. but in my next report i really want to talk about the good news, the really good news we received from our local reservoir, talking about snow pack and how we're months and you probably notice that the downward spiral has started to spiral back up. >> creeping back up. it could be actually as it turns out, a good thing. scott budman tells us why. >> yes, it turns out that most of the money we've been saving on gas has been spent on more gas. we're more confident about traveling, even if the price of gas went up about 10 cents in the last week. >> i have noticed too much i think it's pretty cool right now. >> he's right. gas has dropped more than a dollar a gallon since this time last year. putting more money into our pockets. but you may have noticed the east coast. we get the latest from tracie potts in washington. >> the cdc now tells us they've got confirmed cases of the measles here in washington and in 17 states across the country. this thing has spread from disneyland to the east coast. the cdc is now tracking 121 cases of measles across the u.s. most but not all of them are connected to disneyland. measles is now in the northeast, new jersey delaware, and the nation pfsz capital. >> measles is literally a plane ride away. >> that's dr. ann chuckt from the cdc. she testified today along with a pediatrician whose letter went viral. his kids were exposed at disney but cannot be vaxnited. a new research poll shows 88% of americans think the vaccine is safe. >> there's no reason not to but even with measles spreading, there's opposition to the government requiring immunization. >> what it gets down to is a vaccine just like anything else in medicine is a procedure, it's a personal decision. >> an outbreak at a chicago area actually, since that cdc update officials in illinois have confirmed five more cases, most of them connected to the daycare near chicago. from washington, i'm tracie potts. >> the deputy director of the secret service has resigned but will stay on the government pay roll. he was number two in command at the agency overseeing day to day operations. some lawmakers have sharply criticized smith, blaming him for a series of bad decisions which have hurt the agency. up until now, they have been critical of the decision to keep him in his job. he's taking an unspecified role. >> jeb bush has released a trove of e-mails in his days of florida governor citing transparency. he posted 250,000 e-mails along with the first chapter of an upcoming e-book on a newly created website. the set of e-mails was previously obtained by news organizations late last year after a public records request, but bush's move is meant to show a tradition of communicated with constituents, he says as well as the commitment to transparency. back in december, mr. bush announced plans to actively explore a white house bid. >> back here in the bay area police in antioch said they have never seen a daylight crime quite like. a 22-year-old woman is recovering after police officers said she was kidnapped, robbed at gun point, and then raped while trying to deliver a pizza. jodi hernandez reports a 17-year-old boy is now behind bars accused of the shocking attack, and prosecutors may reveal today whether they will try him as an adult. >> shocking because this is a really quiet neighborhood. you can see, nothing is happening. >> this antiaugneighborhood of well kept homes was the scene of a heinous attack yesterday morning. police say a domino's pizza delivery driver was kidnapped, robbed, and raped as she tried to deliver a pizza just after 11:00 sunday morning. >> when she arrived, she got out of the car and was approached by a male suspect who had a gun and ordered her back in the car. the male subject then ordered her to drive to a different location and at that location he sexually assaulted her and then made her drive him back to the same area. >> police say they arrested a 17-year-old suspect a short time later. >> the location that the pizza was delivered to was not the subject's home but he did live nearby. >> the staff at domino's won't talk on camera but a company spokesperson said they're provided the 22-year-old victim with the support she needs. a statement released says it is unthinkable that something like this could happen to an innocent woman, simply trying to earn a living. >> it is terrifying to know she's trying to work and that this trauma happened to her. it's sad. i mean i'll be praying for her. >> many in the neighborhood did not want to show their faces on camera. but everyone's troubled. they're grateful the suspect is behind bars. >> we have a 4-year-old an 8-year-old, and a 12-year-old. i'm glad he's off the streets, definitely. >> in antioch, jodi hernandez nbc bay area news. >> palo alto is moving forward with a proposal to establish quiet zones in the city. last night, city council went as far as agreeing to study the idea. quiet zones being section of the rail line where trains do not sound their horns. for the last two years, people living near almond street have been asking the council to create one in their neighborhood. >> well let's talk a minute about the mission fire. that fire two weeks ago, but today, a lot of people still struggling to find a proper home. donations are pouring in to the website gofundme and they're being questioned about fees it charges. gene digs deeper into the role and the responsibility of the crowd funding sites. >> 2-year-old hannah nunez plays at the red cross shelter while her mother fights back tears. through her translator she said she doesn't know where she'll raise her daughter. >> we need to have a place to be with my daughter. >> they lost everything in the deadly fire at 22nd and mission, and like 38 of her neighbors, she's having a hard time finding housing. the salvation army and red cross are keeping the shelter open another week. >> we've been surprised by the way they act among each other. they have been really supporting to each other, emotionally, physically, and when they see someone is in need they help them out. >> while victims turn to each other, people and businesses in san francisco are providing financial help. this barbecue is donating 10% of sales tonight. >> people from all facets of the city have come together. >> zach started a go fund me page. it has raised more than $160,000 for his neighbors. >> they met their wives in local talka rias here, they established friendships and their kids going to school in the neighborhood. they depend on the community. >> he's asking gofundme to help too, by waving its fees. >> i would like to see something from gofundme even if it's a willingness to negotiate. >> go fund me says it takes 5% of each donation and its payment processor takes another 2.9%. in a statement, the san diego company said unfortunately, if we began waiving fees on a regular basis, there would be no way for us to build and maintain the website. >> well happening now, residents of two small towns in the sierra salvaging what they can from their burned out homes. the round fire destroyed 40 homes in swaul meadows and nearby pair deuce. that fire 95% contained. >> a former southern california school official is going to prison for sexually abusing two students. charges were brought after a former student called andrea cardosa and accused her of molestation. on the recording, she said she regrets her actions every day. another former student from a riverside county middle school also came forward and also claimed abuse. >> a scare in the skies over southern california. a close call between a plane and a drone. >> one of those radio controlled helicopter things went right over the about our snow pack in comparison because we need it so desperately. 60% of the water that we get filled reservoirs comes from the snow pack. i'm talking about san francisco, specifically. and right now, you can see we have a snow cap sierra nevada but we need this snow pack because it's our frozen reservoir that slowly released as we head throughout the warm months. here's a pretty good sign. california snow pack at 27% of average. that's up 6% from last week just because of the recent rainfall. now, we have a much better story to tell when it comes to the reservoirs filled with rain water. marin, look at this. 98.2% of capacity and all marin reservoirs right now, and 117.8% of average. if we were to get another big storm, they would actually have to continue to release whatever water was collected. and we do have rain on the way, but not for the next week or so. i'm tracking our next chance for rain as we get into next friday it looks like. today, a milky sky over sunol, also watching san francisco, our camera shaking from time to time. offshore flow starts to take shape. temperature physical you're headed out and about for lunch plans, still on the cool side. still in the upper 50s to low 60s. on our way to the mid 60s later on today. you have to love the fact the hillsides are going to remain nice and green. three years since we had the hillsides as green as they are. high pressure is going to boost the storm track to the north as we head throughout the next couple days taking grip of the forecast. that means temperatures are going to jump towards records as of tomorrow. a better chance for shattering records as we get into this weekend with that offshore flow kicking. l.a. is going to be in the 90s as we head throughout the end of the week. meanwhile, we'll see the 70s and 80s for your valentine's day weekend. that means if you want to get outdoors, do something nice outside where it's free and you and me we can't always do that. usually we have rain or it's too cold. not the case. on valentine's day, 75 on saturday. i saw kris perk up. 79 degrees in the south bay. hey, your beaches are going to be in the low 80s. it will be warm out there in some places like the tri-valley and wine country. not too bad. 80 degrees, pretty nice, and like i said before we're not done with the rain just yet. tracking another chance as we get to the end of
