Straight night in the row. The protests over the decision in missouri not to indict Police Officer Darren Wilson. Bob redell has been in oakland since early morning. City officials getting good at cleaning up. This is hardly the first time oaklands seen vandalism. Reporter unfortunately, you are correct. Good morning to you, scott. I have to tell you, the people who own and run these businesses in oakland are getting fed up. The man who manages this store was too frustrated to talk with us, clearly annoyed at the broken windows and the splattered paint that the protesters put out last night. Down the street at import motors, the man who runs that place received the worst kind of phone call from his son last night. Hey, dad, turn on the tv, they are ransacking your business. It hurts the heart, yeah, i mean, the guys here who work on these cars, they live and breathe these vehicles and when you see something get treated that way, it gets to you. Reporter marc anthony is trying to understand what was the point of damaging this 1968 mercedes classic convertible. Someone threw a brick or rock through the window. Reporter what in the world did the destruction have to do with the death of Michael Brown in ferguson, missouri . I have a hard time understanding why people would ruin things in their own neighborhoods to try to prove a point, you know, its terrible what happened, but why vandalize, break things . It doesnt make any sense. Reporter last nights vandalism has put him in the highly uncomfortable position of having to notify the person who had entrusted him with this classic that their prized possession is now in need of another 10,000 in restoration. Have you had that phone call yet . No, well be making that phone call a little later this morning. Reporter what will you tell them . Unfortunate, only protect so many things. I mean, we do have an alarm system here in the building, but you get a big group of people, angry people, not a whole lot you can do about it. Reporter eric tried to do something. He and a friend stood in front of his cafe a couple blocks down to thwart and attack on his Largest Store front window, so all the marchers did was threw two gallons of paint through the glass door and the window on the other side of it. What was shared with me wasnt a beef, it was very violent, it was very chaotic. And i think it was very unnecessary. Reporter and were back here at the intersection of telegraph and 42nd, where these marchers took gallons of that white paint from the kelly moore shop, dumped it all over the intersection here, then went up telegraph, as i look down the sidewalk, you can see people sitting outside the arbor cafe where we just heard from eric marquez. Clearly, he was able to get those windows boarded up and get back open for business. Looks like he has a decent late morning crowd out there. The latest numbers from Oakland Police as far as arrests is 92 arrested so far. We believe thats from the night before and last night, along with three officers who were injured. Reporting live here in oakland, bob redell, nbc bay area news. City of oakland literally stained. All right, bob, thank you much. Well, last night our chopper caught several people breaking the windows of this tmobile store. Then the looters run in, they grab some items, and run out again. And before all of this, the crowd managed to shut down traffic on a bay area freeway for the second night in a row. Protesters jumping on 580 near 980 in oakland around 9 00 last night. They blocked traffic for more than an hour, even taunting drivers at times, making a bit of a scary situation for plenty of people who were just trying to get through. Police were eventually able to get them off the roadway and got traffic back to normal, as well. Last night was the second straight night of protests in ferguson, but it was very different picture there. National guard reenforcements last night appear to have prevented a repeat of monday night, when protesters burned down buildings and fired hundreds of shots all around town. The most recent protests were far less destructive, though officers still used some tear gas and pepper spray as they stood alongside National Guardsmen. Jennifer bjorklund has the story from ferguson. Reporter overnight, more anger and more violence in ferguson. The justice system, again, has failed. Reporter as the crowd spilled into the downtown area, police and National Guardsmen in full riot gear rushed in, led by armored support vehicles. Tear gas filled the air, one of the canisters tossed back at a line of officers. Rocks, bottles, a socket extension, looks like broken tent poles that were hurled at the officers. Reporter while others in the crowd tried to find Common Ground with police. Were here for peace. Were here for peace. Now, family and supporters of Michael Brown calling for a law named after the teen to require all Police Officers across the country to wear body cameras. They believe if officer Darren Wilson was wearing one of the cameras the day of the shooting, the grand jury might have indicted him. The Union City Police department was one of the first agencies in Alameda County to require body cameras. The cameras are turned on to record every encounter with a citizen, then downloaded at the end of each shift. The cameras dont lie and the video can protect officers later. It doesnt come down to, you know, he said she said, we actually have a real perspective of what the officer had to deal with at that time. Oakland force implemented body cameras, some critics warned body cameras wont completely prevent a fergusontype shooting if the cameras can be turned on and off, they say they can be manipulated to record only certain instants. Police officers will wear body cameras themselves in january. The department is buying the cameras with a state grant. The citys independent Police Auditor and the American Civil Liberties union have both come out in support of bodyworn cameras. So long as they can include privacy protections for citizens and what scott mentioned earlier, limiting the officers ability to decide when the cameras are rolling. Sam liccardo says the cameras make interactions between citizens and officers more transparent. As we know, there are often claims in this city that result in expensive lawsuits and some of them, obviously, are legitimate and we need to address those and some of them are not and we need the evidence to ensure that our officers can feel confident they are not going to get sued every day. There have been five officerinvolved shootings this year. Officers fired on people six times last year, and in 2013, 88 people filed Excessive Force complaints against officers in the department with the independent Police Auditor. Meanwhile, you saw the father of Michael Brown on the today show opening up about his heartbreak of the grand jury decision. He said the jury let him down. Well, this morning the nbc Investigative Unit looks at serious crashes on bay area roadways, but many are going unreported. In fact, the unit found in the last two and a half years, Law Enforcement agencies failed to report 15 major collisions involving fedex ground across the country to the department of transportation. That means the collisions are not part of fedex grounds federal motor carrier safety score. We looked at accidents involving fedex ground trucks, but the issue could apply to other carriers, as well, because it is not the companys responsibility to report accidents. Law enforcement is supposed to do that. How important is it those accidents become a part of any Safety Record . Its very important, because once it goes into that Safety Record, its going to show that there are collisions, its going to affect their safety score with the safety administration. So the question is, why did agencies nationwide fail to report the accidents to the federal Motor Carrier Safety Administration . Watch the full investigation tonight for an answer on nbc bay area at 11 00. And if you have a tip for our Investigative Unit, give us a call at 888996tips or send an email to the unit.
