Reporter well, right now, they are just speculating. Theyre waiting for a medical examiner to come out and determine the cause of death. Police right now are blocking off the entrance to the parking lot garage across from the main jail and the hall of justice. This accident happened way into the parking garage on the second floor. Preliminarily what the Fire Department investigators tell us, they believe a driver may have suffered some sort of medical ailment, a medical condition. And that caused the vehicle to go out of control. That vehicle then struck a pillar in the garage and struck another car bursting into flames. Witnesses tell me here at the scene that the cars accelerator was still on when they tried to approach it. The tires were popping, the tire tread flying all over the place. They couldnt get close to see if anybody was inside the car. Later, firefighters did determine that somebody was inside the car. They dont know, again, if he suffered some sort of medical ailment. But theyre still trying to determine what exactly caused this accident. The garage does have a sprinkler system. That apparently did help the situation. It helped the fact that the fire did not spread. It spread into one or two cars around the perimeter of where this accident happened. But, again, a lot of questions, still, left unanswered. Especially the italian people because theyre the ones that built it. The pastor anxiously awaits permission to go inside to retrieve, which catholics believe is the body of christ. To know that it is still somewhere inside that rubble hurts. Going to feel very bad, you know. Very hard on me, very hard on my assistant and very hard on our parishioners. Well, thanks to some rapidly developing medical technology, expectant parents can know more about their baby earlier than ever. Pregnancy, it can be one of the most exciting and anxious times for the parents. But until recently, questions like is my baby healthy or whats my babys gender couldnt be answered until nearly half way through the pregnancy. Previously, our testing was done, yeah, the blood test done maybe around 16 weeks. Didnt know the results until 17. Now parents are getting answers just a little more than two months into the pregnancy thanks to new tests by Companies Like maternity. This can be done after ten weeks of pregnancy. Were getting the results by 11 weeks of pregnancy. Dr. Gary madden says before recent medical breakthroughs, some tests could be invasive and sometimes dangerous. But those risky and uncomfortable procedures are becoming a thing of the past thanks to a recently developed blood test. From a simple blood test from moms arm, no risk to her, no needle in the tummy. No risk of a miscarriage. The quickest blood test ive taken. Elizabeth and Charles Jones have a 21monthold son noah and pregnant with their second child. A friend of ours mentioned it, theres a new blood test. We hadnt heard anything about it. What was this test designed to do and how does it work . Theyre taking blood from the mom and find fetal cells fragments floating in the moms circulation. They find these cells, do testing on the cells and can find 21, 18, 13, our most common birth defects. Conditions like down syndrome or edwards syndrome can be identified early, which allows parents to make the proper preparations for the rest of the pregnancy. May not be something youre choosing abortion or end the pregnancy, but might affect the management of the pregnancy. Certain conditions have a higher risk of problems. Its huge to know this early if theres something you need to prepare for. You have the whole almost 1 3 of the pregnancy to get yourself in the right mindset and get the materials together before it happens. While detecting birth defects was the original purpose of this test, Something Else came about during the developing process. Theyre looking for six chromosome problems. We know about, you know, chromosome problems and the gender of your child as early as 11 weeks. While, it wasnt the main purpose, it has become a big selling point for the test. I think we mainly went towards finding out what the gender was and was kind of the nice side effect we knew what else was going on. And that was Trevor Tankersley reporting. Its amazing how far scientists have come. Some of us choose not to know the whole time anyway. Which you would respect. Yeah. 11 18 on your monday morning. It was chillier earlier this morning, but maybe things have changed. Still a little chilly. But our friend the sun out full force, vitamin d coming in. And todays our sunniest day of the week. Now weve got a storm system to pull that moisture up and bring it into the bay area. Let me show you what were expecting. Before we even meet back here tomorrow at 11 00 a. M. , well have precipitation to talk about. Then the main event arrives, mostly until about 10 00 p. M. And 2 00 a. M. Wednesday. Were going to get goodlooking totals in the south bay. Expecting about 1 2 inch. Places up in the north bay, maybe 1 4 inch here in san jose. Then we get a little bit of a break throughout wednesday afternoon but it comes right back for thursday into friday. Then well get another break on friday. Watch this, though. This weekends storm system really staying organized. It looks like everything combined could produce 3 to 4 inches of rain on the valley floor up in the north bay where we are expecting the highest totals. Nonetheless, likely to take a big chunk out of that deficit when it comes to our drought. So hopefully things will maintain, guys, theres a lot hinging on the big polar vortex. Hopefully we can let this rain in on our coast. Back to you. All right. We sure would like that amount of rain. A nice chunk. Kind of like taking a chunk out of a piece of apple. Yeah. Lets do it. That could change the way parents pack lunches. We are talking about a new kind of apple that does not turn brown. But coming up, why the fresh fruit may not be available to bay area parents. Coming up after nbc bay area news at 11 00, access Hollywood Live. there is a new kind of apple that could change the way parents prepare snacks and lunches. If youve ever sliced up an apple and heard complaining about it, you know it doesnt take long. So the problem that could be coming to an end is here. Most people love apples, but few people, if any, know more about them than professor susan brown from cornells agricultural experiment station. Brown showed us to one of the newest and most talked about varieties. These apples were cut open four hours ago. Instead of going brown, they look fresh. Whats the longest youve seen an apple not brown. Threeays. Three days. There are no chemicals and no magic. Since 1880, cornell has introduced 65 different varieties of apples on the market, including empire and cortland. They are developed by cross pollinating different varieties. They found a variety of apple that oxidized or browned very slowly and then bred it with a bettertasting option. While plant genetics helped the nonbrowning apples had a lowtech start. Researchers spread pollen by hand on apple blossoms. And we have to get to a tree before the bees get to it. Because the bees are carrying pollen we dont want to contaminate our crop. It dates back to some of the earliest farming. But now researchers are working on new apple varieties that could satisfy picky toddlers who dont want brown apple slices. Kids will eat more sliced apples than they will a whole fruit. And if you have toddlers, you want to give them a couple of slices, this will allow you to put it in the lunchbox and not have to worry about it. The nonbrowning apples are called ruby frost, but only available in new york state. Well hold out for the ones that have no skin. Those are the ones that will be a hit in our family. 11 26 right now. This happened right after the 1 00 mass at the century old structure on east jackson street near 15th, built in 1919. You see part of the building falling off there. One firefighter told our photographer on scene that the flames started on the second floor near the organ and quickly spread. 93yearold ana fitzgerald says she was baptized in that church and considers it her home. My parents were married here, i was married here, my daughter was married here. My husband was carried out when he passed away. Its its part of me. A lot of memories good and bad. Flames spared the rectory and the meeting hall in the back of the church. Amazingly, nobody was hurt. Holy cross has about 1,200 parishioners. Because it was built at the turn of the century, 1919, the church had heavy timber that burned quickly and narrow hall ways that made it difficult to fight. Happening today, in fact, in less than an hour, we should find out about the future development of Candlestick Point. We learned space where the stadium stands now is now going to be a luxury mall. The wall street journal is reporting that a famous home builder is teaming up with a big name in Retail Development to build a massive shopping center. The mall is the latest addition to the Development Plan that will eventually include 6,000 homes and 3,000 jobs. San franciscos Hunters Point shipyard has been many things in the 150year history. But the one thing its never been is a real neighborhood. Nbc bay area shows us why that is about to change. Its a tiny neighborhood liquor store on the lonely street in San Franciscos Hunters Point. You counted crooked, we know who took it. On an average day, the owner, big bob as hes known. I have a grandfather named bob, an uncle named bob. Behind the counter hes occupied for 40 years. Outside, men playing dominos and in the summer, he fires up the barbecue. I just adopt everybody, you know. He remembers the days when just up the street the Naval Shipyard was booming. Oh, my god, around 4 00, around 4,000 people come out of there every day. I had a Cash Register here, Cash Register over there. When the navy moved out in the 70s, things got quiet. He only needed one Cash Register, yet he survived. God give you what you need and the devil give you what you want. So he has always given me what i need. Im okay. Now at the end of that street, the shipyard is coming back to life. Construction crews building 247 new market rate homes on a shipyard hill top, the first which are set to open this winter. Within the next three months, you will see people with families living here. President of developer has imagined this very scene for over a decade. This really truly represents the beginning of the transformation of the San Francisco shipyard. This is one of the bedrooms that looks right out a view of the bay. As the navy continues to clean toxic soil on other areas of the shipyard, work has begun on 63 affordable apartments. They will be surely affordable to families who are owing about 50,000 or less. Part of a plan to reimagine the southeast end of San Francisco over the next 15 years, 770 acres of land from the shipyard to Candlestick Point will be filled with homes, parks and commercial space. It will be the next full neighborhood in San Francisco. Almost a city within a city. Some old maritime buildings currently filled with artists will be reused. Some replaced. I look out here and i see community, variety of different kinds of homes. I see a community because it helps a lot of people who live in the neighborhood. Like many here, suspicions about progress. And while hell welcome new faces and new business talk to me. He figures hell do fine either way. When i die, my wife can put a suit on me i dont need it. Nbc bay area news. All right. Many people call 911 in the event of a medical emergency. But at the United States Postal Service, employees are not allowed to. Instead, they have to find a supervisor or call their own onsite security guard. The Investigative Unit has learned that the policy may have caused critical delays and a life and death situation at a facility in oakland. Coworkers found a postal worker badly hurt some time between 3 00 and 3 30 in the morning, but the dispatch records show that the first call to 911 was delayed about 20 minutes. Were talking about a human life here. And seconds matter. If that had been you or your loved one, is this how you wanted the response handled . We have the results of the internal investigation and why the usps defends the policy banning employees from calling 911 first. Well also tell you how our report is already prompting changes at the agency. Our full report tonight at 11 00. Hey, what else are we investigating . We investigate wasted water. How it ended up in aquifers on the states watch. Investigating not one, not two, but a series of storm systems on the way to a droughtstricken bay area. Chilly start, comfy today, dry for most of tomorrow. Then that rain moves in. And we stick with that rainy pattern all the way into your upcoming weekend and potentially next week. Lots to go over in your full forecast just moments away. And now to a special report from our nbc bay area Investigative Unit and a story that is alarming a lot of people. Yeah, we have uncovered oil and Gas Companies dumping dangerous chemicals into our water. And state officials are well aware of that. And now the questions are how did it happen, and why did it happen . Investigative reporter has more. In the middle of a citrus grove off breckenridge road on the eastern outskirts of bakers field sits a nondescript oil well. In an area where tens of thousands of oil wells dot the landscape and blend in with the agriculture. But we discovered that this one well has been used to reinject oil recovery waste water, including waste water from fracking back into the ground into an aquifer containing highquality water, water good enough to drink. This is something that is going to slowly contaminate everything we know around here. Almond grower tom france is a fourth generation kern county farmer. Im very frustrated with the fact that upstream our aquifer is refilled by the sierra mountains to our east. Those areas where theyve been injecting water into the aquifer waste water is upstream of this area. That water moves. The toxic waste water reinjected at this well site along with eight others like it. Went into what the state and epa call nonexempt aquifers. In other words, aquifers with water in them that could have been used by humans. Its highquality water. This ground waters suitable for drinking orr irrigation. A staff attorney at the center for biological diversity based in San Francisco. Recent documents from the state water board have showed that in at least nine cases injection well operators have injected over 3 billion gallons of toxic Oil Industry Waste Water into aquifers that were clean water. As many as 40 water supply wells, including domestic drinking wells are located within one mile of this reinjection well. These same records note that some of those wells are now possibly destroyed. Thats a huge concern. And communities who rely on water supply wells near these injection wells have a lo the of reason to be concerned that theyre finding high levels of arsenic and other chemicals nearby where these injection wells have been allowed to operate. In fact, we found this well right across the road from several homes where state records show that waste water from several sources, including the oil and gas industry has contaminated the aquifer below where 60 different water supply wells are located within a 1mile radius. Western States Petroleum calls this a paperwork issue involving how state regulators have interpreted decades old federal regulations, saying, quote, there has never been a bona fide claim or evidence presented that the paperwork confusion resulted in any contamination of drinking supplies near the disputed injection wells. I think there were 11 wells we ordered shut in. But jason marshall, the chief Deputy Director at Californias Department of conservation which oversees the division of resources admits that mistakes were made and that the state did allow waste water to be injected into aquifers that were supposed to be protected. There have been past issues where permits were issued to operators that they shouldnt be injecting into those zones. And were fixing it. The state made a mistake. Multiple different places, there could have been an error made. The issue is considered so serious, it prompted the federal Environmental Protection agency to fire off this letter back in july to the secretaries of californias epa and Natural Resources agency. The letter asked for a list of all water system wells or, quote, potential sources of Drinking Water that are at risk of contamination. It is a clear worry. Juan flores is a Community Organizer in kern county for the center on race, poverty and the environment. We are in a drought in the worst drought that we have seen in decades. The history of agriculture in california. The state even tested eight water supply wells located within a 1mile radius and four of those water samples came back with higher than allowable levels of nitrate, arsenic and thallium. We are comparing the testing of what was the injection water to what is the tested water that came out of those wells to find out if what they found was background levels or whether thats actually the result of the oil and gas operation. But so far, its looking like its background. But its entirely possible it could be and there could be migration. When those test results come back, well know for sure. How is this allowed to happen in the first place . When youre talking about wells in some cases were permitted in 1995, 1992, weve tried to figure out in some cases going back and talking to the actual permitting engineers. And its unfortunate, in some cases theyre deceased. No one in this community would drink from the water. People are worried, theyre scared. Theyre afraid. Whats happening under the ground where he farms is a disaster moving in slow motion. And he worries about this and whats to come. Well, the injection of waste water is the obvious thing. Any failure of any well anywhere and our aquifers damaged. And thats a problem that will spread out horizontally for the next 100 years. If you have a tip for our Investigative Unit, give us a call at 1888996tips or send us an email. It is nearly thanksgiving. But firefighters in Southern California on alert right now as dry conditions continue through the Holiday Season. Santa ana winds are bringing significant gusts to los angeles and ventura counties today. Those counties are under a red flag warning as the strong winds and low humidity increase the risk of fire there. The gusts in the mountains might reach speeds of 60 miles an hour while valley gusts could get up to 50 very strong. Well, we may have a lower fire danger here in our area as we are expecting a couple whoppers coming down. And they havent had anything substantial since the monsoonal showers over the summer time. I went ahead and picked this picture for two reasons. Obviously you can see how Crystal Clear it is out there today. Thats all going to change by this time tomorrow. Something youll notice are hillsides. Finally turning green again. And after this next round of rain, a series of storms coming through, we might actually be looking at those beautiful lush green hillsides that were so accustomed to in the bay area but weve been missing over the past couple of years. Weve got rain on the way and looks like a lot of. Not today and not for most of tomorrow, but it is now starting to get closer and closer to the bay area, and i get to show you that on your satellite imagery. Really cool stuff happening here. What youll notice is as clouds come in, looks like theyre running into a wall. Thats not a wall, its actually a big strong ridge of High Pressure. And thats going to keep the clouds and storm systems out of the bay area for today. Big ridge of High Pressure takes a hike, though, as we head through tomorrow. And you can see these beautiful storm systems lining up out there in the pacific. This is our first one. This ones going to have an Atmospheric River tap. And looks like the third will, as well. The first and the third look to be the strongest. But theres one in between that will impact us, as well. I wanted to show you how Crystal Clear it is across the board today. Here you are looking beautiful in tiburon. This is actually the beach, just beautiful. You can see for ten miles on the peninsula. Spectacular conditions. The most sunshine youre going to find all week. Take a look at where were headed. By tomorrow, clouds steadily increasing. Temperatures are going to be comfortable, itll be on the warm side of the first system. It really brings in the rain as we head for your wednesday, thats a good day for indoor plans across the board, and another round thursday into friday with another one on its heels for the weekend. Here it is. You just saw those two storm systems. Theyre going to come together with that Atmospheric River. And thats what means generous rainfall totals here in the bay area. We stopped the clock for you 3 00 a. M. Wednesday morning. Heavy rain at that point. And look at the north bay. We could actually see rain measured maybe 1 2 inch to an inch just from the first system. Then we get more as we head throughout thursday night into friday morning. And then the big one comes through, the third system actually looks to pack the most moisture. And thats going to come through mostly while youre sleeping on saturday morning. But, guys, ive got to tell you, even after this one clears out, were keeping rain in the forecast for the early part of next week. And at this point, rain chances stick with us all the way between now and the next 11 days. Im pretty excited about it. We need it, hopefully everything will work out. Well keep you updated, back to you. Busy couple of weeks for you, christina, thank you very much. Finally, a little bit of good news People Living in the pathway of an unrelenting lava flow in hawaii. While it continues to remain active, its not currently threatening any property. The flows are sluggish and not really advancing as you see there. It has been inching, quite literally toward the town since june and burned down one home on the outskirts of town.
