About how the talks fell apart, it becomes more and more clear why they fell apart in the first place and how this led to the second shutdown in months. Much of it comes down to work rules, and thats where this disagreement spins offer the rails. The walkout left hundreds of thousands of bart riders looking for alternatives and wondering what went wrong. The bargaining, bart sort of did what we call a switch. Reporter pete, spiu says there was economics and language to protect you in situations of how work is assigned, to protect people around health and safety, around preventing sexual harassment, nepotism, favoritism, and practices to insure that that happens. Bart completely wanted to dismantle that. Reporter he called it a poison pill that blew up the talks after a marathon session. They still cant even agree on that. How they can think this is a surprise is simply not credible. Reporter according to bart they would like to bring their technology uptodate, modernize the system, but they cant do it without an agreement. Its getting a bit ridiculous that bart that we cant get rid of fax machines and we cant ask people to take electronic notes on a handheld device as opposed handwritten notes. Reporter and changes to overtime, scheduling. The unions offered to settle issues through arbitration, but bart says its a package deal. In the end the disagreements which may not sound too deep led to another system shutdown, but they did agree on this. Were very sorry. We understand how it affects bay area riders. Were very sorry to see that the chaos this causes for commuters this morning. Reporter were back here live. Whats next . Both sides say they would like to reach an agreement, but this morning they cant even agree on whether barts managers made a phone call to the unions trying to reach out. Theres still a bart Contract Offer on the table. Bart telling us that they would like to see the Union Membership vote on that by october 27th while it is still available. We can tell you when we cross the bay bridge this morning, the toll worker said this is the busiest morning they have seen on the bay bridge since the last bart strike, but once we got here into the city, the manager at a coffee shop said its been an incredibly slow morning for them because he believes so many people are staying home because theyre upset about the strike. Reporter take a ticket, wait in line. Commuters at 4 00 a. M. In walnut creek know the drill too well. Everybody has responsibilities, and outside of work they have their own lives, and to have two and a half hours to get in and two and a half hours to get home, i mean, it puts a lot of stress on individuals. Its frustrating. I think the time it took them to get this far was ridiculous. Were just stuck. Reporter stuck waiting to get on the bus which then just like everyone else had to wait in traffic to cross the bay, driving right past bart stations sitting dark. Get the trains running again. Reporter once in San Francisco, the frustrations did not end for people who thought their shuttle was taking them to oakland. Its a bad morning because im a teacher, and i do not like to be late for school. I mean, thats a nono in my book, but i have already called the school, and called the suboffice to try to get a subto cover for me. Im on my way back on one of the ac transit buses. Reporter back across the bay many riders and even a local city councilman wants this bart strike to be the last. How do we get to our work . How do we get to our school, our doctors appointments . Were trapped. Thats why bart is an essential service to the public, just like police, fire, and they should not be able to strike. Reporter a sentiment that aaroninged this muni driver who places all the blame on barts manager. Talking about working rules. It was all about union busting. Reporter union busting, call it what you will, but we can tell you that early this morning bart is going to happen here. After we were out of the walnut creek station, and we y ÷tz underneath a bart train rolled overhead. We talked to a bart worker who was loading people on to the buses. He said that train was running because of training, so it could be a sign that bart is already preparing to get those managers trained in case this strike does drag on because bart has said before they have considered at least running limited Train Service across the bay and certainly for commuters that would help because they had a tough time with those buses getting tight with trying to get everyone on those buses and across the bay. Thats the latest live here in San Francisco. Chase cain, nbc bay area. Thank you so much, chase. We can get the latest information on the bart strike on our website.
