meeting, the city of santa clara is officially supposed to sign off on that deal here at levi strauss headquarters in sf. we just saw san francisco mayor ed lee walk inside. we also know that inside team owner along with the ceo of levi strauss will be speaking at a news conference. we do have a camera in there and they should be speaking shortly to give more detail and answer questions about what has turned out to be a very lucrative deal for the company and team itself. the front-runners have worn levi jeans since the gold rush area referring to why this is a perfect partnership. of course, not only the players but the men who wore that rugged material hen they were mining for gold during the 19th century. we know mayor ed lee, for ceo and santa clara mayor chris matthews will be transportation officials decided how they will fix the problems. this one will ab repair that costs millions. nbc bay area kristi smith joining us live in oakland where a meeting of engineers wrapped up. kristi, you are there. what can you tell us about it. >> good morning. after weeks and countless questions on what that went wrong here caltrans came up with a decision to fix the bay bridge. they call it a saddle. it's option two. they were looking at two options. this is an exterior steel sheet that would essentially take the loads the faulty rods were supposed to support in the first place. they say installation would be easier and cost less than the other option. they are talking $5 to $6 million. in march about three dozen steel bolts snapped like twigs after they were tightened. they were supposed to help support movement during a quake. that left many questions open about the safety of the bridge. the faulty bolts were manufactured in 2008. the problem believed to be excess hydrogen. a second batch made in 2010 has held up so far. as for the fix, the steel has already been ordered but they are still watching those bolts made in 2010. >> then you get questions of cost, schedule, et cetera, and then there's a whole other set of questions related to the set of bolts that were delivered in 2010 that are undergoing testing now. that's a process that is continuing and hasn't been completed. so any results we have on the test of the 2010 bolts are preliminary and by no means complete. >> and as for that big planned celebration and labor day opening, that's right now still up in the air. caltrans is saying they are working with the contractor to try and determine if the retrofit will even be completed by then. reporting live in oakland, kristi smith, nbc bay area news. amanda berry, one of the three women kidnapped and held captive in cleveland for several years is back home at her sister's house today. her home coming happened hours ago and it was extremely emotional. more with details we are learning about the investigation. >> reporter: a home coming 10 years in the making. amanda berry one of the three cleveland kidnap victims returned home to her sister's house. it is an emotional time forth community as well as police who have searched for berry, gina dejesus and michelle knight for a decade. >> i said someday and marks will come home and somebody will be there to give her a big hug. that is today. >> there is shock and disbelief from the castro family. >> awful us, there was no indication of what was transpiring there. >> reporter: accused of kidnapping the three women a decade ago and holding them inside this cleveland home. ariel, the owner of the home, is described as a loving family man and musician. his daughter was friends with victim gina dejesus and ariel helped search for the then 14-year-old in 2004. >> he fooled our family. he fooled the community. he fooled his own children. >> reporter: investigators worked late into the night, resuming their work this morning. cleveland police are launching an internal review to learn if anything was missed and how the women went undetected for so long in this populated community. kidnapping and rape charges are expected to be filed by early this evening. interviews with these three women have begun in earnest and details of their abduction are coming to life. >> thank you very much. former deputy chief of u.s. embassy in libya among those witnesses testifying to a house panel. a group looking into last year's attack on the consulate in benghazi. it's the latest move in a long-running and very bitter dispute between the obama administration and congressional republicans. those republicans challenging the white house's actions before and after the attack, which left two americans dead, one of them, of course, u.s. ambassador and bay area native christopher stevens. the former deputy in libya gregory hicks asked for help from special forces after the attacks that night but the military flat out turned him down. he claims the death of those two americans could have been prevented. >> back here in the bay area, the certainly is on for whoever shot bullets through an oakland fire station damaging some windows. take a look at these photos. the oakland fire department tweeted late last night. the caption said firefighters had to dive for cover as the bullets passed through one window and out the opposite side of the garage. no one was hurt. investigators are trying to figure out the cause of an early morning fire. flames broke out about 2:25 at merritt bakery. it took crews two hours to put out the flames. there are no reports of injuries. this is not the first time the bakery caught fire. back in 2006, the flames caused about $150,000 in damage. the merritt bakery and restaurant first opened back in 195 3. some good news, two of the four survivors in the limousine fire on the san mateo bridge are doing better this morning. very happy to hear that. jasmine desguia and 48-year-old amalia loyola from san leandro have been upgraded to fair condition. we're also learning more about the women who unfortunately did not survive. felomina, wife and mother of two children. her husband said they used to do everything together, movies, mall walks. he said her family was the center of her world. >> the children, she would play with them. she would take care of us very good. her close friend jenny balon lost her life saturday night. she leaves behind a husband, 1-year-old son and a daughter. balon's husband said she spent the afternoon celebrating her daughter's 10th birthday before she ultimately went out with her friends on that fateful night. >> right now back to our breaking news we brought you at the top of country. there was one robbery for every 91 residents last year. that's the highest robbery rate of any major american city since 2000. when compared to other bay area cities, oakland leads by far with 851 robberies per 100,000 residents in 2011. san francisco had just 289 while in san jose there were just 115. >> being number one on that list not exactly something to celebrate for oakland but here is something they can get excited about in the east bay city. oakland breaking number one for top real estate nation's list of most exciting cities beating out seattle, washington, d.c., new york, and san francisco. san francisco, the city by the bay, strong, ranking third on the list, checking in just behind boston. real estate in the nation says it looks at a number of criteria when coming up with the list including park acreage per person, percent of population between 20 and 34 years old. also bars, movie theaters, museums, theater companies and music venues per square mile. if
