Theyre a lot less clear as to why this student convicted of a felony in december wasnt moved to another campus. We need to know when we have an active preditor around so they can be aware. Reporter parents just finding out about the assault that happened off campus in 2015, a junior at Palo Alto High School convicted last december of forced oral copulation of a student who did not attend palo alto high. My daughter has two classes with the person in question. He has acted inappropriately toward her. And i dont know whats going on. Reporter Palo Alto Unified School board met in closed session this evening to evaluate the way superintendent maximum mcgee handled the matter. We cant disclose anything about minors. We cant disclose anything regarding contact with the police, with the juvenile justice system. We cant even tell you if theyre in school today. Reporter the same student was accused of one sexual offense on campus. The attorney said although the District Attorney didnt file anything against the student, Sexual Activity as a result of the conduct on campus, the student elected ton complete the school year on campus. Parents want changes. I want to know this administration is dealing with these types of issues, whether it is this or others in a serious manner and dealing with it proactively. Reporter as a result of all this, School District officials tonight telling me theyre going to change the way they operate. Theyre going to create an Administration Position just to deal with Sexual Harassment and Sexual Assault and they are going to reeducate everybody that includes staff and students. Tomorrow well learn more about a suspected arsonist accused of torching several kaz in the east bay. The Contra Costa County Fire Department confirming it will be releasing more information about this 36yearold suspect who is arrested over the weekend. He is facing 43 charges. Last week alone as we have been reporting, seven parked cars were set on fire in the middle of the night. A special unit of the atf is now in emeryville helping determine what sparked the five alarm fire that burned a building to the ground on saturday. 25 members of the federal agencys National Response team arrived on the scene today. Now, as we have been telling you, the same building caught fire back in july and the developer says both fires are similar. Atf Officials Say their job is to figure out exactly what happened. Atf comes in to an investigation with no preconceived notions and at the end of the investigation our goal is to decide whether the fire was accidental, incendiary or undetermined. Lawyers also say pg e is partly to blame for the fire claiming the Utility Company knew the space was being used illegally. Pg e issued a statement denying that allegation. 36 people died in that warehouse fire. There is a troubling trend across the country and here in the bay area. Fire fighters struggling in silence. In the last couple years more Fire Fighters have taken their own lives that have died in the line of duty. Tonight we take a closer look at the support services to help Fire Fighters. Here is Investigative Reporter liz wagner. Bill reporter jeff and raj, part of our sixmonth investigation, we surveyed hundreds of Fire Fighters. Most say they dont think there is enough recognition about the importance of Mental Health. Many First Responders are struggling to confront the tragedies they have witnessed on the job. They say the conversation about posttraumatic stress is especially important now in the wake of oaklands ghost ship fire. The night of the ghost ship fire, crews worked hard to tame the flames. Request from additional units. There are people unaccounted for. Reporter as the smoke clears and the shifts changed, lieutenant george knew the harder work was still to come. It was a challenging assignment that first morning. Reporter he and his fellow Fire Fighters recovered nine of the 36 bodies from the charred rubble. It was very sad and, you know, it was tragic to have to take these innocent victims and see them in their last moments of their life, and then zip them up in a body bag. Reporter free len completed the assignment and headed back to station 13 just down the street from the warehouse where he ran more calls into the night. Young girls dad passed away in his sleep. And worst part of our job of delivering bad news, i had to do tonight. Young girl reporter he said that call triggered something inside that told him he wasnt okay. The breaking point is different for every fire fighter. Most are exposed to ongoing trauma over 30year careers. Our investigation found the stress is taking a toll, more than the public might realize. With help from the california professional Fire Fighters and the International Association of Fire Fighters, we developed a confidential online survey. We wanted to reach the rank and file and departments serving 25 large california cities, most in the bay area. We didnt hear from everyone, but received more than 700 responses. 77 say the stressful experiences caused unresolved emotional issues, mostly unwanted memories. 14 of those who responded say they had thoughts of suicide, but the results also suggest overwhelmingly stigma creates a barrier to seeking help. Lock one side for sure, good, good, good. Reporter he shares with these College Students that he did what generations before him were sometimes too proud to do. He contacted a counselor. I try not to be embarrassed, but its an educational thing to learn. Reporter he made the call to oaklands Employee Assistance program. Most cities have a network of therapists who assist struggling workers. But our survey found half of Fire Fighters who use the program did not find the services helpful. If Fire Fighters cant depend on the Services Available to them, what are they supposed to do . Thats a fantastic question, and that is the core driving question as to why we wanted to bring this issue out of the shadows. Reporter mike is a president of the california fire chiefs association. I will tell you having looked at the results ever your survey i thought it was remarkable because it told me intuitively what we already believe. Reporter now labor and management are coming together to make Mental Health a priority. This member is not making sense any more. Reporter and the unions are training Fire Fighters to support their peers. They say that will make a bigger difference than the department debrief that happen after major incidents. The captain is leading the effort in oakland. There is no middle ground right now and thats something wed like to see established. Reporter to find out what has been established, we sent questionnaires to Fire Department administrators. We heard back from 20 most in the bay area. Half dont have guidelines about how to help struggling Fire Fighters. More than a third dont cover Behavioral Health in their fire academy. Are you in a position to be able to lean on some of these fire chiefs that might be a little more hesitant to actually put these programs in place and to invest . Im certainly in a position that i can have conversations with them about the importance of this issue. Every one of them have had the same response.
