confident that there are enough votes there that will send the raiders to las vegas in time for the 2020 season. raider fans are probably not as vocal or colorful as they are at home. but that home could soon be in las vegas at a new $2 billion stadium. >> i'm going to support the team but not the politicians or mark davis. i mean, he could stay here but he doesn't want to. >> it's terrible. they're home, they're family. stay here with us. >> the raider insider is in phoenix where he has been talking to owners and the nfl commissioner and he told nbc bay area by phone tonight it looks like a done deal. >> they don't see any other viable alternative in the east bay even despite more recent concessions by the city where they were trying to make their deal look a bit more like the las vegas plan. >> the oakland mayor and investors put together that fourth quarter offer to the nfl pledging to build a new stadium in oakland. she was in the studio tonight holding out hope that the owners will reconsider and keep the raiders in oakland. >> i hope there are nine owners that realize that's not in the long-term interest of the league let alone the bay area. >> a sentiment shared by fans who say oakland is the team's only true home but they also understand finances. >> love oakland but the new stadium, i'd go too. >> and of course that $750 million he is talking about is the money that the city of las vegas has put on the table toward that $2 billion new stadium there. i talked to the leaders of two of the larger raiders fan groups today. they told me they feel cheated and the deal that oakland put on the table was comparable to the las vegas deal and they said fan support is stronger than ever here for the raiders, two things that follow the nfl guidelines. they feel like they should keep the raiders here. they will find out shortly whether or not the raiders are moving to las vegas forever. we're live in oakland, thom jensen, nbc bay area news. stay with nbc the rain that fell. as the showers begin to clear the south bay tomorrow morning, may see a lingering shower in parts of the south bay for the early part of the morning commute. the morning temperatures in the 40s and 50s but the story ahead, talk some wind and temperatures climbing by as much as 10 to 20 degrees as we approach next weekend. the time line on the big warmup coming our way outside a soccer match in the south bay. the police turned out in force to stop the violence and it is all caught on camera. marianne favro is joining us from san jose where you spoke to fans who were injured. >> reporter: i did. i talked to one man who was hit by a rock in the head. the fight broke out in the back parking lot here at avia stadium this afternoon and the fans turned so violent that 50 additional police officers were called in to respond. edgar torrez shot this video of the fight behind avia stadium. >> they started throwing rocks at each other. i don't understand why they start throwing rocks for no reason at all. >> reporter: then he said they started to throw rocks and bottles at his charter bus. >> basically we have damage here. and here. and then this one was a boulder that hit right here. >> reporter: this man was hit in the head with a rock and had to go to the hospital to get stitches. >> it comes from mexico city. >> you are heading -- >> to the hospital. >> how were you hurt? >> threw rocks. >> reporter: some of the fans set off flash bangs and the fans broke through the fence at one point. more than 70 police officers arrived at the stadium many suiting up in riot gear but the fight was over. police questioned some involved but made no arrests. 18,000 fans attended the sold outgame between two teams from mechanics co. the stadium managers worked with police on crowd control. after the game, the police presence was high. there was one small scuffle but officers intervened immediately. while the crowd was boisterous there were no major fights. a spokesman for stadium management told me tonight that whenever avia stadium hosts an internal soccer match they beef up security 25% and they did do that for this game. reporting live in san jose, noobamacare. nbc's jennifer johnson has the story from washington. >> reporter: with the plug pulled on the gop's plan to preplace obamacare, mr. trump tweeted that democrats are smiling in d.c. that the freedom caucus stopped the repeal of obamacare. republicans blame the plan. >> the problem is not with a specific faction in the house but with the bill. >> reporter: with the president's 100-day deadline to replace obamacare now apparently dead, the white house is moving on to tax reform and passing the budget. but congress's investigation into whether the trump campaign was involved with house intelligence committee chair has cancelled a tuesday hearing with former director of national intelligence james clapper and others drawing fire from the top democrat. >> i think the chairman has to make a decision whether to act as a surrogate of the white house, as he did during the campaign and the transition or to lead an independent and credible investigation. >> reporter: the senate intelligence committee is planning to hold its hearing march 30th. detained at his own protest rally. alexei navalny was put in a police truck today. supporters tried to prevent the police van from driving off. he was taken away but he tweeted that he was all right and that protesters should keep protesting. dozens of arrests were reported in similar protests. navalny has accused the prime minister of amassing much wealth. police in cincinnati are looking for a shooter that opened fire in a nightclub. the shots rang out just after midnight at the cameo nightclub. hundreds were inside at the time and at first there was concern that the shooting could be terrorism related. investigators now say that's not the case. this afternoon police held a press conference to update on what they found. >> several local men got into some type of a dispute inside the bar. and it escalated into shots being fired. from several individuals. as a result, there were 16 people that sustained gunshot injuries. >> police say the club have security guards that search people at the door and the venue has a history of problems. this is a man accused of shooting and killing a tourist on the las vegas strip. he surrendered yesterday after a four-hour standoff. police say a tour bus stopped near the cosmopolitan hotel and he stood up and fired shots from a handgun. one man died and another man is injured. the suspect was holed up on the bus before peacefully surrendering. what is appropriate clothing to wear on a flight. two girls learned that united airlines has a specific definition. a gate agent would not allow the girls to board the flight from denver to minneapolis because they were wearing leggings. a united spokesperson says that the two were not allowed to get on board because they were traveling on an united employee pass. they were not in compliance with the dress code policy for that type of company travel. a lot of costumes on display in san francisco today. runners turned out for the united airlines rock 'n roll half marathon across the golden gate bridge. the course highlights some of the most iconic landmarks, took in the great highway the presidio and the golden where the rain is, off to the south and east of san jose. 55 degrees, mostly cloudy skies. the streets wet and they will probably stay that way until the morning commute. where the rain is falling, a little bit south and east of downtown. and morgan hill, this is the line that brought the brief downpours. now transitioning off to the south and east. as you can see, the radar trend turning dryer. north of san francisco everything is shut down. it will be these areas in the south bay that might see a lingering shower in the morning. as this system moves out, the seven-day forecast shows you most of the week ahead looks warmer and dryer. the morning temperatures in the 40s tomorrow morning. hour by hour, you can see the south bay, the one spot through 8:00 a.m. may see a brief shower. and then for the afternoon and evening, partly cloudy skies. things will be turning breezy. one thing to watch, you may see a popup shower at 5:00 or 6:00 in the evening tomorrow. afternoon that things warm up and we will be seeing breezy conditions at times. the wind speeds during the day tomorrow in mid afternoon beginning to see 20 to 30 miles an hour and later in the week, thursday and friday we good. the team is reminding people of the dangers of buying tickets from second and third parties. a couple weeks ago nearly 60 fans were sent home with bad tickets. it was one of the worst nights on were turned away from a warriors game in atlanta this season. when the team heard about that they decided to fly the two mhee for the game, give them courtside seats. that is a heck of a way to show how it's done. >> how about that? i bet that made up for all of it. >> the owner of a company that supplied foreign workers to tech companies is facing charges. they filed fake documents to bring more than a dozen people to the united states. the men allegedly claim that the foreign workers had jobs at stanford when no such jobs existed. the workers were placed at companies after they arrived. a stollen car ended up in the bottom of a marina this morning. firefighters responded to reports of a car in the water at 8:30 this morning. the car was 60 feet from shore and between two docks. rescue swimmers sprang into action to see if anyone was trapped inside that car. >> the car was submerged all the way under the water. they broke out the windows and found no victims inside the vehicle. >> under water 20 years ago too. >> plans to protect the area went nowhere. investigative reporter has been looking into why. >> millions of your tax dollars have been used for projects to look into how to stop the flooding but the plans were never used. now we investigate why better protection is still years away. this woman is 77 years old and lived most of her life in this home. >> you don't recognize it? >> absolutely not. i came here to see everything i have to throw into the garbage. i end up homeless. it's heart breaking. >> she was living in the small home with ten of her relatives, mostly children, when the water came rushing in. >> it was like a river inside. >> a river? >> yes. >> reporter: she is trying to salvage what's left. >> so gross. >> reporter: while her daughter surveys the family van that still hasn't dried out. >> i came to see what i'm going to take out but not much. even the car seats have started to grow mold. see, water is still dripping out. >> reporter: the flood waters left san jose with $68 million in damage. more than 500 homes took on water. and some of those very same neighborhoods suffered similar flooding 20 years ago. since then the water district spent $10.8 million plan and designing flood protection project for neighborhoods in the area. some of the projects were scheduled to be built by last year. >> planning was done but not a single project was constructed. >> no. >> reporter: melanie is an interim chief officer at the water district. plans were put on hold so engineers could study whether projects upstream could provide the same protection at a cheaper price. >> if you could do something upstream. >> reporter: otherwise it could cost between $500 million and $1 billion to build the previously planned projects. but only $36 million has been set aside for the work and $11 million of that was spent on the designs that the water district now wants to redo. >> was that a waste? >> i believe most of that we will be able to use and just update it. >> but some of it you'll have to do over again? >> we'll have to perhaps update some of it. >> reporter: reports we obtain show that new planning process isn't scheduled to begin until 2019 and partial construction won't be done until 2025. >> for an area that just flooded, they may now have to wait another eight years before getting better protection? >> you're right. that is not acceptable. >> how do you look people in the eye who live in those communities and tell them they may have to wait eight more years? >> that's very difficult and i feel so bad for those people. sblrt but other parts of san jose are not slated to get any protection. not a single project is approved for the rock springs area which also flooded 20 years ago. in 2003 the u.s. army corps of engineers denied funding for the area saying that the benefits were not significant enough to justify the cost. >> unfortunately we didn't have adequate money to do something about the problem at the most vulnerable locations. >> reporter: the water district says it is now asking the corps to reconsider funding the project and looking to temporary fixes for region but those are still years away. >> i would like to be alive and see it. >> you may not even live to see it. >> i'll try. so we are expecting help. but when it's going to come, i don't know. >> reporter: the water district tells us its board will meet in the next few weeks to discuss discuss whether money from other projects can be diverted. and flood victims like this family are still waiting to find out if they will be eligible for emergency funds from fema. a charity has been putting them up at a motel. but that aid runs out next week. >> if you have a tip for our investigative unit give us a call or want to wait for the snow to back off. here, showers starting to decrease. areas to the south and east of san jose, morgan hill, you can see a few showers here. south of downtown, this trend will continue through the morning. may see a stray shower or two around highway 17 and areas south of san jose in the morning. the morning temperatures, cool tomorrow morning and mostly mid-60s during the day. it's going to keep the temperatures down. a bit of a cool breeze out of the northwest except maybe around santa rosa. it can bring the temperatures up closer to 70s. if we don't get there monday certainly tuesday and wednesday, the temperatures are on the rise. hour by hour, a stray shower on the north bay hill tops at lunchtime. and eastern morgan hill may see an isolated shower. look how clear things are tuesday afternoon. and we'll see warmer temperatures along with decrease in wind. hour by hour, isolated showers at time. a breezy day on monday. and warmer temperatures thanks to high pressure building in and warmer temperatures wednesday and thursday could get gusty winds. slight chance of showers early in the day on thursday and weekend plans right now look pretty great. the high pressure turns stronger saturday and sunday. the temperatures will be climbing. even san francisco close to the 70s for the second part of the week and tuesday and wednesday, the temperatures climbing in the valleys, could get close to 80. mid-70s tuesday and wednesday. saturday and sunday looks like we should save the best weather for next weekend. the storms have been like magnets for weekend forecasts. that is a pleasant change as we start april already. >> thanks, rob. a rescue organization known for the cat cafe is doing more. >> how they lowered kill rates at the shelter. the story is going to make the bay area proud. kablyuccsfuyocan jue aat ilet'sl you can't judge a cat in a cage. that idea is behind a successful non-profit in oakland. >> many people are working in the rescue field. but few can point to numbers you are about to hear. >> reporter: helping in the field of public housing, perhaps, that has more than a little to do with the success she's found in her second career. still finding homes. just not for humans. >> her coming back here i mean, i think she is just a different cat now. >> reporter: ann dunne will be the first one to tell you she is the last one you would expect to run a cat rescue. >> my closest friends were all doing cat rescue. i could not have cared less. >> reporter: all that changed one day when ann crossed paths with a single stray kitten. >> there's this orange tabby and i my heart grew three sizes that day. i'll keep him. >> reporter: that rescue led to another and eventually ann began volunteering at the oakland animal shelter. it was there ann saw first hand that the cats could handle the caged and noisy shelter environment were easily adopted. but those who withdrew or became aggressive were considered unadoptable and most likely killed. ann and other volunteers were determined to help them. >> we see that these cats are adoptable. they just need to be in the right environment. somebody needs to get them out of a small cage surrounded by banki barking dogs. >> reporter: at first they focused on fostering in home. but exposure is a barrier to adoption as well. two years ago, they opened the country's first cat cafe. a store front, no-cage adoption showcase and coffee. the success has been staggering thanks in part to cat town and ann's team of 200 volunteers, oakland animal shelter's youkil rate has dropped to 14%. cat town is expanding because things are going so well. giving more people, ann hopes a chance to judge a cat not in a cage but with a cup of coffee. another secret to their success is how well they work with oakland animal services. shelters and animal services don't always see eye to eye on how to help animals. but this team has been able to help 1500 cats in just six years. >> 9, 2010, pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry. we failed our customers in san bruno. while an apology alone will never be enough, actions can make pg&e safer. and that's why we've replaced hundreds of miles of gas pipeline, adopted new leak detection technology that is one-thousand times more sensitive, and built a state-of-the-art gas operations center. we can never forget what happened in san
