>> we have a process they have to go through. >> stephanie heads the department of environmental health which oversees inspections for roughly 7,400 permitted restaurants in san francisco. the city only has 30 field inspectors. she says if a restaurant has to close because of violations, they have to undergo training and make visible improvements. >> we are trying to break that cycle with them. >> you may be trying but it doesn't seem to be working. >> we have to go through the process and build the case. this may be close again. i don't know. >> our investigation led to us an even bigger discovery. a little known loophole that allows restaurants across san francisco to wipe clean some of their dirtiest secrets. on the city's website, consumers can look up a restaurant's inspection history. we discovered those records can essentially be removed so you can't see them online. take all season restaurant. while that's long been the name on the sign the restaurant changed its name on city documents. and over the year the ownership also changed and by law, the city says the change in ownership prirs the old inspection websites be removed from the website. in 2014 the restaurant listed brand new owners but they still worked for the same corporation. and last year there was new ownership again. this time the corporation name did change from scchu incorporated to csliang. but the two stayed the same. >> if the city knew it was the same people running the restaurant, why would it be able to wyoming away their history of violations? >> if i owned a restaurant and you bought it, should my poor history follow you? >> but these are not different owners. it is the same people. >> but the incorporation is different. >> wouldn't you want to know if you were about to eat at a restaurant that was considered so dirty the city was forced to shut it down? >> i think the majority of people in san francisco don't think about those things. >> they said the restaurant was only forced to close twice instead of seven times. to find those violations, you'll to have search for harbor villa even though the restaurant's own sign says seven season. that doesn't exist. the current owner did not want to come. >> do you have any idea how many other restaurants may be taking advantage of this loophole?
