You will meet people who open their homes to children in need but you will also hear their frustrations on how they tried to do the right thing for a 4yearold girl, only to have the reports go nowhere. We also want to warn you some of the pictures in this story are very difficult to see. Reporter signs are everywhere in the vinegas house. Theyre all good kids. Reporter what was built as a retirement home for two turned into a slightly crowded casa. And then we had them for going on three years. Reporter for four growing children. It just changed our lives totally. These are my four kids. Reporter after raising her own family, isabella wanted to give back, so they went through the process to become emergency foster care parents. When they were asked to take two kids they did, eventually ending up with two of their siblings. The fifth, a 4yearold girl lived in another home. The brothers and sisters met often. But then something changed. They would run out of the car and run to us, with her arms open. And gradually that changed to the point she just didnt say hello, hi or nothing. Reporter isabella noticed the bruises and scratches on the girls face in january 2014 during a visit at the library. I went in there and said oh, my god, what happened . She looked like somebody hit her in the face. The two boys took her scarf off, she had black marks on her neck. Reporter two weeks later, another visit, they saw the signs of abuse. Her lip was turned inside out like that like she was punched. Reporter after both incidents, the vinegas reported their concerns to the department of social services, worried that the girl was being abused by her

and half sister, crystal paretas. The 21yearold here seen in facebook photos lived here with her family. Nobody did anything about it until it was too late. Reporter during this time, the vinegas say they were in touch with the girls mother. She lost custody after her husband was accused of physically abusing one of the children but she was granted regular visits. And it was during those visits that she too, began to suspect abuse. She took these photos to document her daughters injuries. The vinegas say this is what social workers ignored. The mom constantly in every visit, she would pull them off, take pictures, and then come back and show us pictures, i said oh, my god, this could not be happening. Reporter and records obtained by the

revealed how social workers responded to the abuse, the responses were a bruise underneath the right eye, a tip underneath the index finger that appeared smashed. Reports show crystal always had had an explanation for the wounds, saying that the burns were from a curling iron, when asked about her face, trying to conceal marks or bruises crystal said she took the girl to a princess park. Authorities say she had notes to explain the absences between january and june. In these three cases, social workers talked to her and saw her and determined the allegations of abuse were not founded. What did you think the first time you got the report back and they said there is no findings . I started crying. Reporter the executive director of the

specialist who also served for years as a social worker. When i read the various reports the first thing that struck me was that the little girl was not interviewed privately by the social worker. That right there is a big red flag. Reporter we asked her to review this case. She says while it can be difficult to detect abuse social workers missed multiple signs and failed to verify the doctors notes. There were many bruises and bite marks and injuries all over her body. They were not discovered until she got to the hospital but they would have been readily visible to the naked eye if somebody looked. Just reading the words on paper were heartbreaking. She was hurt and reading the words nobody came to rescue her even after 25 years in this field was heartbreaking. At the same time the vinegas and others reported the abuse, reports show that the teacher reported deep cuts and bruises on her head. They suspected that she was absent a lot because crystal was trying to give the injuries time to heal. She included bizarre behavior, including the little girl dressing in wintertype clothes. It was months before the girls mother convinced the social worker to check on her. These are photos taken the same day the girl was found, bruised, her eyes shut, bite marks and scars covering her body. Police records show instead of calling 911 or instead of taking custody of the girl, the social worker told crystal to take her to the hospital, when the worker called hours later the girl was still at home. Police records showed four hours passed where the girl was final taken to the urgent care. She was given a blood transfusion. She was a severely battered child and could have died from blood loss. Now, crystal paretas faces felony charges of child torture. Remember the doctors note she showed social workers . Police showed that at least 17 of the notes were forged. Crystals family is out on bail, pleading not guilty, none of the accused abusers wants to answer questions about what happened. Im vicky with nbc bay area. Signs of a happier life returning for a girl whose life was almost lost. In an older age to be foster parents, maybe we are meant to be here for just this case. We have learned they are all still on the job and they have not faced any disciplinary action.
