>> yes, it is a newly discovered security flaw na has been around for years, and companies are moving to repair it. the researchers who release ed the findings today blamed it on the government. they said that it was abandoned years ago and required u.s. software makers to use less sophisticated encryption equipment, and many internet browsers accept the weaker software making it easier for the hackers to break the code and make it easier to use on the impact. who was impacted? well, an international researchers says that one-third of the encryptors like the white house, fbi and national security agency, and kohl's and groupon and american express, and other browsers built into google's android web sites are vulnerable but not mozilla or chrome software. a fix is on the way, and google says it has provided it to the wireless carriers and businesses. and freak is an acronym, and no evidence that it is going to be a big attack but it has software developers eager to get the fix out. and now, tonight there was a man who was issued a warrant for his arrest while in custody. he is wanted for robbing a man. also being sought is this 17-year-old girl who allegedly used the victim's credit cards at a convenient store. the third person has already been arrested and charged in the case. and tonight, a death in oakland hills has asked when the killing will stop. and now the family of marcus west is asking for justice. we have more on the case from police headquarters. >> jessica, oakland police are not talking about the killing tonight. they would only say that there are not any arrests, but one family and one alameda supervisor are talk ging, and they want answers tonight. >> reporter: it is a painful task for a father. standing by as family members clean up blood after someone gunned down 21-year-old marcus west in front of his home in the oakland hills. >> i only heard a boom. one boom. and my daughter ran out to the door. >> reporter: the two ran outside and found west lying bleeding in the street and shot several time s times. >> i told marcus, you know, we love you, and everybody loves you. pray. are you praying? >> reporter: usf dr. bob walker evaluated the hospitals for "health affairs" and he says they rank them differently, and there are grades and numbers, and some focus on safety and some on technology, and he suggests using them all. >> and try to triangulate on what the consensus is about the best you can do today, because all of the rating systems have strengths and potential weaknesses. >> reporter: but tay say it should be simple. >> put the grade outside, and say, we passed. >> reporter: dr. walker says that the rating system will continue to improve, and he expects the hospital care to improve as a result. >> no question they pay a lot of at the toengs the ratings -- at attention to the ratings. >> reporter: and the doctors say it is easier to compile that the data, and as
