>> reporter: police are still out here investigating the shooting that took place four hours ago at the summerwood apartment complex. somebody else was just out here, two people in a van from the sheriff's coroner's office. can't say what they're doing because police are not telling tus condition of the woman that was shot. you'll see the ambulance leaving the complex out here, a woman shot about 7:00 tonight, taken away by ambulance. reports say the police were out here to conduct a welfare check on the woman. one neighbor says it was a domestic violence case. we don't know that, but that's what a neighbor is telling us. when the woman opened the door, she had a gun and the officer opened fire. a neighbor on a balcony across from where it took place described it this way. >> i heard about five gunshots, they were back-to-back. they sounded so close. i mean, i knew it was very close. i couldn't see exactly where it came from. the next thing i saw was the officer crouch down by my car and going across the parking lot with his gun out. >> reporter: we do not have a condition for the woman who was shot, and one neighbor says that shortly after the final bullet was fired, there was a sound of screeching tires and there may be a second victim. again, police not providing with much information. we've put that together through unconfirmed reports talking to neighbors and eyewitnesss. what we have is a woman has been shot by police. her condition unknown. terry mcsweeney, nbc bay area news. other breaking news tonight. fire, huge flames right now, raging in an abandoned grocery store on international boulevard near 880 in oakland. the fire has been burning sense around 9:00 this evening. the good news is that no injuries have been reported. also new at 11:00, car break-ins, assaults and a recent home invasion. it's happening in one of the most exclusive cities in the bay area. tonight, the palo alto police department is responding. jean elle is along the peninsu a peninsula. usually this safe community i guess is not immune to crime. >> reporter: no. investigators told an anxious crowd tonight they're following leads, but no arrests in the case, a case that has some people looking to enhance security at home. >> my wife said, we've got to do something about this home invasion. >> reporter: jeff ball is learning all he can about the january 23rd home invasion robbery on palo alto avenue. the palo alto police department called this community meeting to tell people what happened that thursday morning when an elderly couple heard a knock at the door. >> when they answered the door, there were multiple subjects at the door who made brief conversation and then forced their way in through the front door. >> reporter: police released this sketch. investigators say the victims were not hurt. they also told concerned residents they're working with other police agencies, comparing home invasion cases to try and locate the suspects. >> we will use this to enhance neighborhood preparedness. >> reporter: a recent spike in car break-ins and a purse snatcher on a bicycle are other crimes in the area. ball says he started paying more attention a few months ago. >> i was doing dishes, i heard a scream and as i went out, i gave a loud yell. whoever was trying to snatch the purse took off. >> reporter: some people are making chances to enhance security. >> we took action. we had high hedges for privacy. we cut them down low, put a security light in. >> reporter: most are double-checking before answering that knock at the door. >> if i'm upstairs, i'll look through the camera or the window. >> reporter: police say if you don't know who that person is, don't open the door, have a conversation with them through the door. if you're suspicious about their intent, call police. they also caution it can be dangerous to ignore the knock at the door, because burglars are looking for an empty home. so make it clear you're home but you don't have to do it face to face. we had some over the weekend, now more rain is headed our way. chief meteorologist jeff ranieri is track thing next store. >> it is absolutely dry, but just out here offshore, we are looking at two different storm systems that will continue the possibility of rain over the next six days. going to tap into some southerly moisture and at this point, it looks like around wednesday night and thursday, the first wave of wet weather will arrive. then a second, stronger storm system this weekend. what you should know is forecast models continue to disagree with the track and intensity by this weekend, so we'll fine tune that and have more coming up in the full forecast. if you're traveling anywhere, even on a hopper flight in california, watch out for delays tomorrow morning. st. louis, chicago and new york city will be the cold spots with snow and temperatures in the single digits. >> thank you, jeff. getting credit, but did they do the work? a cpr instructor is in hot water for a scheme involving emergency responders. the instructor is accused of celling online cpr recertifications. rural metro made the discovery after reviewing internal records. the company had more than 100 affected emergency responders take this course just last weekend. >> an emt that works in the system had issued cpr cards to individuals that had not properly qualified to receive those cards. the allegation was they had not taken a class or past skills testing or had taken a written test. >> if investigators determine they deliberately sought out fraudulent credentials to avoid doing the refresher course, they 'ñno carrierr0 today, the district attorney charged a prominent south bay businessman with nine felony counts. police arrested the former used car deal this morning. back in 2012, the alleged victims reached out to our investigative unit saying he promised them a 10% return on their investment, but claim they were defrauded. >> reporter: what do you say to the people who want to know where their money is? can you say where the money is, sir? >> his bookkeeper has also been charged with nine felony counts. both are scheduled to be in court on thursday. that next can of soda could cost you an extra 24 cents. city leaders took a major step toward taxing soda and other drinks, slapping a two cent for ounce tack. if passed, it could be on this november's ballot. supporters say the tax could raise as much as $31 million a year for the city. that money would go towards k s nutritional programs. later -- >> a great idea, of philip seymour hoffman. police raided the apartment looking for the dealers who may have sold heroin to the actor. they found three men and a woman along with bags of drugs. he died of an apparent overdose. officials say the heroin found in the actor's apartment is not part of a bad batch of the drug laced with a pain reliever which has killed more than 20 people in pennsylvania. target and neiman marcus executives testified on capitol hill today. hackers stole tens of millions of credit card numbers and personal information. >>s is it would be a first of its kind in the country, a $100 million project that would generate new jobs and revenue in the south bay, not to mention a new place to shop. >> it's an asian themed shopping center. that's where we find george kiriyama who is on the site. george, it's a big deal, but not everyone is excited, correct? >> reporter: not everyone, but a lot of people at the city council meeting were excited about this proposal, including the city leaders who voted to move it forward. this new mall would be developed right here where i'm standing. we talked to one potential business owner who calls the new mall a destination of the community spirit. >> tourists around the world will come to visit. it's a new concept, never done before in the united states. >> reporter: they want to own and run a piece of the american dream. he says the new asian themed mall and hotel will give them that opportunity. they want to open up their own food place in what would be called the pacific mall. >> we were going to sell vietnamese desserts and we want to bring our culture to other people around the world. >> reporter: the plan is to demolish buildings here and in its place, a 240 room hotel and 285,000 square feet of retail space. >> i think it's beautiful. it's something that i would like to come visit. i think it's architecturally outstanding. >> reporter: the mall will be modeled after the successful asian theme mall in toronto, what separates this mall is small businesses will open their spots. the concept is to encourage mom and pop stores to have a mall of their own. >> it allows more diversity and will bring more people to the mall because they want to see the diversity. >> reporter: some are concerned about the increase in traffic, but he's hoping people will ride their bikes or take rail. >> if we used that rapid transit or other form of traps it to connect these spots, then we could reduce the demand that the automobile demand. >> reporter: construction could begin next year with the opening in 2016. george kiriyama, nbc bay area news. >> george, thank you. there's no business like snow business. and yes, the olympics are just two days away in the mountains above sochi are buzzing with activity. machines making snow. janell wang is in sochi with an update. >> reporter: just like lake tahoe, sochi has had a mild winter. crews are working nonstop to make snow. they each have snow in storage in preparation for the start of the winter games. snow cannons are in overdrive in sochi. larger snow making machines are also churning out the man made stuff. and sochi has been saving and storing extra snow for months. snowboarders posted these picks, calling sochi awesome. the lack of snow concerns may now be over, but this week, a new concern during practice on monday, a major crash on the slope style course. a top snowboarder from norway is out of the games. some boarders claim the man made jumps are too high and too steep. russian officials promised to address the concerns and make possible changes to the course. there will be 12 new events these winter games, bringing the total to 98 events. this will be one of the biggest and most expensive winter games in history. janell wang, nbc bay expressing concern but hopefully they'll be able to work something out. >> here is what everyone is hoping for at the olympics, those medals. our first look. some of the medals will have an extra in the north bay. 30s expected for tomorrow morning. as you'll see, visibility looks great at the lower levels. you can see all the way back here towards the bay bridge, throughout tomorrow we'll keep the clouds throughout parts of the east bay. let's get to the storm. yes, not only one system, but systems lining up out here in the pacific. what's going to happen is these relatively weak systems are going to get an extra amp but this subtropical moisture. that's going to help boost them up in that potential rainfall total. first storm arrives over the next 24 hours. we're not done. by this weekend, we're looking at a second storm that will arrive. also feeding into this subtropical moisture. overall with these storms, some of the highest rainfall totals will come here in the north bay. as we take you to tomorrow, nothing in terms of heavy rainfall throughout the day. by the evening, we'll see some showers approach the northern coastline, and the clouds continuing to increase. by 11:00 p.m., showers in san francisco and possibly a few showers down to san jose. then as we head throughout thursday morning, it's going 20 have heavier pockets of rainfall. then we'll see that rainfall push out for thursday. rain chances for friday, saturday, sunday, also even into monday of next week. so here's overall what you can expect with this wet weather. that first round, up to half an inch. overall, over the next 6 to 7 days, we could see some totals upwards of two inches in the forecast. what you should know is definitely expect timing and intensity changes as we continue out here, at least over the next 24 hours before we get things fine tuned. tomorrow, upper 50s, showers increasing by the weekend. also, san francisco, temperatures in the mid to upper 50s. in the north bay, east bay and trivalley, showers on the increase here with temperatures in the mid to upper 50s. most of the day for tomorrow will be dry. by the evening, that chance of rain increasing. then the possibility of rain by this weekend. look at this bull's-eye for saturday and sunday. i hope the models are right. north bay could have two inches by this sunday. >> we'll be watching the forecast
