voluntary to mandatory. for the tiny town of lompico, this drought is hitting home. >> we're just a disaster away from being done here. a fire, one of the wells totally dying, or having a major line break. >> reporter: for lois henry and the residents here, the drought is not a threat, it's a reality. this small mountain enclave relies on three wells and the creek to supply its 494 customers with water. water that's becoming increasingly scarce. >> we were on phase two rationing, and last board meeting, the board decided to go to a phase three mandatory at declaring an emergency water situation here in the canyon. >> reporter: the district is one of 17 statewide that could run out of water in the next 60 days. one possible solution is trucking in water. but it might be too late for that. >> it's a little disconcerting being a resident here. >> reporter: there's no such thing as voluntary conservation here, conserving water is now a way of life. >> currently we do family bathing. we all shower at the same time together. so it's a little crowded, but we're trying to do what we can. >> reporter: the town is waiting to see how the state might step in to help. >> i'm not really sure about that. i'm hoping that it means the governor will say, wow, those people need some help. >> reporter: in the meantime, henry and her staff of one are doing what they can to change the or six feet of this girl but never touched her. still, this community is very sensitive when something like this happens. >> it's pretty safe here. >> reporter: apparently 5:30 in the afternoon last saturday was dangerous for one morgan hill teenager. police say the 15-year-old girl was talking home on monterey road when a man in a white van drove alongside her and got out. >> started walking towards her rapidly. he reached out towards her and said hey, beautiful. she saw him and then immediately ran into a restaurant asking for help. >> reporter: that restaurant was dutchman's pizza and pasta. >> i'm happy that she was able to find a place and i'm happy that we were here and we could comfort her. >> reporter: the suspicious man got back into his vab and drove off. investigators released a sketch, hoping someone may recognize him. monterey road is usually business with cars and walkers and joggers. >> it's kind of scary. >> reporter: a little more than a year ago, there was another man driving around in a white van trying to pick up teenagers. he was never arrested but investigators say the person in that case had a different description. and with the abduction and disappearance of sierra lamar almost two years ago, this has many alarmed. >> if that were my daughter, it would probably cause a little tension. it would change a lot of things as far as lifestyle goes. >> reporter: here is one more look at the sketch. police describing this man as a six foot south asian indian in his mid 30s. the van he was driving was a full-size white work van with tinted windows. george kiriyama, nbc bay area news. new details tonight on the peninsula. that recycling plant fire that forced health warnings. investigators say the fire was deliberately set. they are reviewing video taken from the plant. a similar fire a month earlier at the same facility sent smoke across three counties. the tables are turned for a sheriff's deputy. he was arrested on drug charges. he is a correctional deputy who has been with the sheriff's office for 14 years. he had been allowing several convicted criminals to live at his home in exchange for drugs. police arrested three other people living at his home. thousands gathered to remember the life of sergeant tom smith. the b.a.r.t. police officer accidently shot and killed by a fellow officer. police officers lined up outside the church this morning, alongside his wife kelly, b.a.r.t. officer and their 6-year-old daughter summer. mourners remembered smith as a good officer, father, husband and friend. but said their hearts were also heavy for michael mays, the officer who mistakenly shot smith last week. >> there's no place to focus your anger, because there's only good people involved in this. that makes it so much more difficult to deal with. >> the b.a.r.t. police chief says mays would be attending the funeral but it's unclear if he was there. a followup now. 14-year-old oakland boy could be charged as an adult in the murder of his own sister. mario tolliver shot his 17-year-old sister last week. this afternoon, tolliver turned him tell in to police. the attorney says he is remor remorseful. police have not released a motive for that shooting. two violent attacks by a pair of pit bulls. one, kleo, is in custody now. she will have a vicious dog hearing to decide her fate. officers say kleo and another dog mauled a man at a homeless camp tuesday night. the dog also bit their owner, and then both dogs ran away. officers shot and killed the other dog. the owner could face charges for possessing dangerous animals. a haircut and a new home for gem, that injured dog abandoned. workers plucked the puppy from a conveyer belt. authorities have not found her owner, but there's good news. on arizona and san jose native aaron gordon. arizona puts points on the board and the crowd at stanford goes wild. number 11, san jose native aaron gordon, helped pack the pavilion with fans. >> we've known aaron since he was in fourth grade or something like that. to see him out here is a great thing. >> my daughter went to school with him and i've been following him. >> reporter: the 18-year-old is a fan favorite and has the attention of coaches in the nba. his parents are on the sidelines cheering on his every move, trying to focus on his freshman year, with the number one college tome in fund-raiser in the bay area tomorrow. on friday, she'll be at the fairmont hotel in san francisco with nancy pelosi. how about this, shopping at costco and bump into president obama. president obama in maryland campaigning for a higher minimum wage. during last night's state of the union address, mr. obama called on congress to raise the minimum wage to above $10. currently the wage is $7. 25. today, he told costco employees he would sign an executive order requiring federal workers to be paid $10.10 on new contracts. here in san francisco and san jose, it's already in the $10 range. mr. obama followed up on his pledge to help financially strapped families to save money. he ordered the creation of a new retirement savings program. the program will invest savings into government backed bonds. tonight, cars are finally moving, albeit very slowly, through atlanta and the south. there's a big fight brewing between meteorologists and public officials. forecasters stay they warned people in that area about the storm and say state and city leaders didn't do enough in advance of that weather. many people were stranded in their cars overnight, and there were hundreds of accidents. >> meteorologist jim cantore has covered every major weather event in 25 years. that means he's ready for anything. and he was ready for an attempted video bomber. watch it again, he knees the video bomber in the groin. afterward, he calmly said, obviously at the college of charleston, they are already having a good time. >> jeff ranieri, you worked with jim cantore. he works out at the gym often, so he can hold his own. >> he is a quick thinker. man, he was good on that one. yes, the anticipation to the rainfall here across the bay area. they've been getting the storms across the east coast. now the pattern is shifting in. 54 days since the last time we had a 0.1 of an inch. let's get you into the radar. we are tracking areas of green on the doppler radar. down here towards san francisco and the east bay, we've seen spotty showers tonight. san francisco and the mid peninsula. eventually all of this will be pushing to the south as we head throughout tomorrow morning to give everyone a much better chance of getting some rainfall. more on that coming up. but we want to preview the sierra winter warning, 8 to 20 inches possible here. so if you're headed there, be prepared for the winter conditions. let's take you outside and what you're going to find is mainly cloud cover here for the most part. our two northern sections here, we have showers developing and the fog. the south bay, 56. winds out of the northwest at 5 to 10. this is going to be the last spot to get that possibility of rainfall. so you'll likely have the best chance here throughout the morning compute of having the slick roadways. let's get to the timing on our storm system now that it is starting to arrive. it's been pretty much stationary for today, and you can see again the forecast models have that rain with us here in the north bay, at least the next two hours or so. then it starts to push to the south by 2:00, 3:00, 4:00 in the morning across san francisco and also san jose. we think some of this subtropical moisture should amplify it a little bit. throughout 5:00 a.m., we'll keep areas of scattered showers in the forecast. by 9:00 tomorrow morning, we should be done with this storm system as it begins to move out. unl fortunately, the details with the rain totals have not changed. we would love to see this at one or two inches, but it looks pretty good. highest accumulations will likely be the north bay and the coastline with totals near a half inch. this is also great news, at least if we can't get the heavy rain in the bay area, we can stack it up with that snow pack across the sierra. totals range from 3 to 10 inches for a lot of the areas, folks travel, then for some of the higher passes, we could see totals as high as 20 inches. let's get you into the microclimate forecast on thursday. take that light jacket with you. breaks of sunshine and periodic showers in the morning hours. 62 in san jose. morgan hill 61. for san francisco, a lot cooler. 58 in soma. the outer richmond going to 56. north bay, east bay and for the trivalley, temperatures very similar. napa at 62. walnut creek at 62 and pleasanton at 60. with all that snow in the forecast, it's time now for that ski report and while we have the snow tomorrow, also lingering throughout parts of friday, temperatures in the day in the 40s. lit be cold enough at night to keep that snow in place, six degrees expected throughout friday night, also into saturday morning. and the best news for skiers on the ski report is by saturday, sunny skies with temperatures at 30 degrees. the skiers at home are very excited. let's look at the temperature trend. cool on friday, saturday and sunday with mid 60s. i'm out of energy here. this is the best weather day i've had in weeks. coming up, when kids and art, fine art don't mix. the viral photo from an art museum. new criminal charges tonight against justin bieber. this time the charges are in canada. he arrived at a police station in toronto to turn himself in. he was met by a crush of reporters, photographers and yes, all those screaming fans. you remember this. police arrested him in miami last week for dui. other charges, we think some of this subtropical moisture should amplify it a little bit. throughout 5:00 a.m., we'll keep areas of scattered showers in the forecast. by 9:00 tomorrow morning, we should be done with this storm system as it begins to move out. unl fortunately, the details with the rain totals have not changed. we would love to see this at one or two inches, but it looks pretty good. highest accumulations will likely be the north bay and the coastline with totals near a half inch. this is also great news, at least if we can't get the heavy rain in the bay area, we can stack it up with that snow pack across the sierra. totals range from 3 to 10 inches for a lot of the areas, folks travel, then for some of the higher passes, we could see totals as high as 20 inches. let's get you
