in v.p. debates. >> i think senator dole has richly earned his reputation as a hatchet man tonight by implying and stating that world war ii and the korean war were democratic wars. this is the "cbs evening news" with scott pelley. >> pelley: this is our western edition. one of the most powerful hurricanes in nearly a decade is battering haiti and the there is great concern that it could hit the united states later in the week. hurricane matthew, a category-4, is packing winds as high as 145 miles an hour. matthew is blamed for at least nine deaths. the eye of the storm is navigating the winward passage between haiti and cuba. the u.s. navy military prison at guantanamo bay is being battered. the u.s. has sent disaster teams to the region, including >> reporter: just after 7:00 a.m., hurricane matthew blasted into haiti's southwestern tip. punishing rains, and winds of 145 miles per hour uprooted trees and swept away the coastal town of la cayes. t resident george elie told us it was devastating: >> reporter: matthew could dumpl three feet of rain on this rural part of haiti, where many people live in shacks made of wood and concrete blocks. here, blocked roads and a collapsed bridge in the south make it hard to know the extent of the damage so far. this storm piles another calamity on haiti, the western hemisphere's poorest country. six years ago, a devastating earthquake killed more than 200,000 people. >> reporter: eastern cuba is bracing for its share of matthew's misery. at guantanamo bay, the u.s. navy ordered the evacuation of 700 spouses and children of service personnel. residents in santiago began feeling matthew's fury early this morning. "last night was terrible" this young woman says. "the waves were enormous.ough i thought they were going to enter the house." matthew has been churning at sea as a category four or five hurricane now for almost 100 hours. that's the longest since hurricane igor in 2010. and, scott, that has people living in its potential path on high alert, from cuba to the carolinas. >> pelley: mark strassmann thanks. a hurricane watch is up all along the atlantic coast of florida tonight. residents filled their gas told them to be ready to evacuate. in south carolina, governor nikki haley said she will order coastal residents to leave tomorrow. president obama canceled a florida campaign stop for hillary clinton. he'll go instead to fema headquarters to make sure they're ready. eric fisher is the chief meteorologist at our cbs station wbz in boston. eric, what's coming next. >> well, scott, this storm was the first category 4 hurricane to make landfall in haiti in 52y years. it lost just a little bit of intensity as it interacted with some of this land. however, anything it is losing it is expected to regain as it moves into the bahamas late tonight and into tomorrow.ur so 140-mile-per-hour winds right now. hurricane warnings extending up across the bahamas and here are the hurricane watch along east coast of florida, with tropical storm watches that extend down towards the keys. so as we look at the track, a lot of certainty over the next couple of days as it moves across the bahamas, still as a category four.es right along the coastline. and even though it might not make official landfall crossing the shore, it parallels the coast right on up to north carolina., so, scott, many communities from florida right on up the coast to carolina, all impacted by this storm. >> pelley: not to mention the storm surge. eric fisher, thanks very much. tonight, the candidates for vice president hold their one and only debate in farmville, virginia. in a cbs news poll, majorities of voters told us they were undecided about senator tim kaine of virginia anve mike pence of indiana, or just didn't know enough about them to offer an opinion. nancy cordes has a story on what to expect tonight. >> senator. how are you feeling? >> reporter: tonight's debate is on kaine's home turf, the state he served as governor. but both men are experienced debaters who have worked in government a combined 38 years. their chief job tonight-- talk up the boss. >> and this is a woman who is going to do a superb job. >> donald trump just gets it. kaine will try to make pence answer for some of donald trump's more controversial views. >> he attacks women, people of color, immigrants, muslims. >> reporter: but pence has grow. skilled at deflecting those attacks. >> donald trump has a plain- spoken way about him.ep >> reporter: both men have been immersed in prep for the better part of a week.on >> donald, she has a name. her name is alicia machado. >> reporter: pence aides acknowledge he needs to improve on trump's performance last week and bring up points trump >> hillary clinton's record on foreign affairs alone could take up the whole 90 minutes, and it wouldn't be a pretty picture. >> reporter: both pence and kaine have reputations for being serious and genial, traits that have defined their past debates. >> you know, i'm running for governor of indiana because i love this state. >> i've also got a great track record of working across lines. >> reporter: but there doesn't mean there will be no fireworks. clinton campaign chair john podesta said today kaine will portray pence as a religious gay marriage and access to abortion.arde >> he is among the hardest stances again l.g.b.t. right, had to reverse himself on that after a lot of backlash from the business community. >> reporter: pence said he'sss looking forward to comparing his fiscal record in indiana with kaine's here in virginia, and you can also expect him to push kaine to explain what hillary clinton meant when she described half of all trump supporters as a "basket of deplorables." scott. >> pelley: nancy cordes at the site of the debate for us tonight. nancy, thank you. well, campaigning yesterday, bill clinton inadvertently handed ammunition to his wife's opponent. here's major garrett. >> can you imagine what he went through after making thatat statement? ( laughter )ug he went through hell. >> reporter: donald trump seized on comments from formerent president bill clinton critical of president obama's signature health care reform law. >> so you've got this crazysu health care, and then the people are out there busting it, sometimes 60 hours a week, wind up with their premiums doubled and their coverage cut in half. >> reporter: hillary clinton,r:h long a supporter of the affordable care act, offered this explanation late today. >> i've been saying, we've got to fix what's broken and keep what works. and that's exactly what we're going to do. >> reporter: health care and taxes could play a big role in tonight's debate. >> as a businessperson, i've legally used the tax laws to my benefit. >> reporter: indiana governor mike pence will have to deflect trump's 1995 business losses of nearly $916 million, a legal but outsized deduction that may have allowed him to avoid income taxes for years. tax expert allen cole: >> a net operating loss is a very normal tax provision. 1.2 million americans take it every year, but the amount taken by donald trump is very not and in fact, it may have represented about 2% of all net operating losses taken in 1995. >> reporter: today in pennsylvania, clinton pounced oy trump's losses. >> i mean, who loses money m running a casino, besides donald trump? >> reporter: trump now says the 1990-91 recession was to blame for his financial woes. >> if you remember the early '90s, other than, i would say 1928, there was nothing even close. >> reporter: compared to otherwn um trump's biggest problem was running up hundreds of millions of dollars in high-interest debt to acquire three atlantic city casinos. >> it's very hard to make an investment at 14% and get it to return enough to make it worth it. >> reporter: the running mates, pence and kaine, drive a fraction of the social media conversation trump and clinton do. scott, trump will try to remedy that tonight by live tweeting the debate. >> pelley: major garrett, also in farmville tonight is john dickerson, our cbs news political director, and, of course, the anchor of "face the nation."he john, this is probably the largest audience either man has ever appeared before. d what do they need to do tonight? >> reporter: well, the trump campaign has said mike pencece will be feisty. it will be interesting to see what that actually looks like because mike pence is kind of a placid guy. but he'll be taking the attack to hillary clinton. but he's also going to have to defend donald trump and also channel him in a way, and that trump is such a distinctive candidate. proof of that is donald trump has said he will live tweet the debate while it's going on. tim kaine will also be on the defensive. his job is to keep the conversation about donald trump, but, also, he has a chance to humanize hillary clinton, talk about her in a way, almost testify to her, and that's a message to democratic voters that he can deliver, that she has some trouble delivering herself. >> pelley: and, of course, the next presidential debate is this tonight's debate into the next presidential debate? >> reporter: in this campaign-- that's five days from now-- ini, this campaign, we've seen fiven days, you can have 50 different stories. if there is something tonight that lives on to that next debate, it will have to be something that gets to the central questions, those central questions that people have about the two candidates. anything that illuminates the questions about donald trump's judgment and temperament, or anything that happens tonight that encapsulates hillary cl if it doesn't go to those central questions, it will be on to st. louis and a whole new conversation. >> pelley: john dickerson. we'll be watching "face the nation" on sunday. thank you, john. cbs news live coverage of the debate begins at 9:00 eastern time tonight, 8:00 central, 6:00 in the west. the moderator will be my colleague elaine quijano, of our streaming news service cbsn. an american service member was killed by a roadside bomb in it happened during a joint u.s.- afghan patrol near pakistan. the pentagon has not released the name, pending notification of family. a prosecutor in north carolina said no charges will be filed against a white police officer seen on video punching a black man as he sat on his mother's porch.id t the police department said the officer violated its use of force policy, and here's don dahler. >> is everything okay? >> reporter: last june, greensboro police officers charlotte jackson and travis cole, both wearing body cameras, approached dejuan yourse after a report of a possible burglary. yourse explained he was there waiting for his mom. at first, the encounter was cordial. >> reporter: as officer jackson checked yourse's i.d., officer >> reporter: but the call went to voicemail. after eight more minutes, yourse urged cole to confirm his story with neighbors and started down the steps. >> i said sit down. >> why are you talking to me like that! >> reporter: that's when the situation quickly escalates. >> okay, off the phone. >> hey, man, you can't grab my phone likeat hey, man! get off of me, man. >> i was sickened, really, by real quick, real quick.tense. got touched. the officer touched him. he pushed him back, and i think-- i think the young man just-- just had enough. >> reporter: as he was trying to handcuff yourse, officer cole allegedly punched him, at least once, during the struggle. >> it was not necessary, and the escalation came completely on the part of the officer. >> stop it! what are you doing?
