This is the cbs evening news with scott pelley. Pelley this is our western edition. We begin tonight with two Police Shootings in two cities, charlotte and tulsa, and two black men dead. The shooting of Keith Lamont Scott in charlotte yesterday sparked a night of violence. Police say it all started when officers went to arrest another man and encountered scott instead. What happened next is in dispute, but the African American plainclotpo officer who shot scott is on paid administrative leave while an investigation is under way. David begnaud is in charlotte. Reporter this video shot by a resident shows 43yearold Keith Lamont Scott on the ground after being shot by a Police Officer. It is the only visible evidence the public has seen. The shooting led to anger and overnight clashes between residents and Law Enforcement with rocks, bottles and tear gas flying. Reporter 24 hours after the shooting, and there are dueling narratives over what happened. An officer claims he saw scott inside of his vehicle with a gun. As the officer approached, police say scott got out of his car with the gun and refused tor drop it when ordered. Police chief kerr putney. He stepped out, posing a threat to the officers, and officer Brentley Vinson subsequently fired his weapon,ks striking the subject. Reporter vinson, who has been on the force for two years, and while there is body and dash cam video from other officers. Oh, my god. Reporter . The Police Department has not released it. I dont know whats going on. Reporter witnesses like tanicia williams saw it differently. She says scott, a married father of seven, was doing something he did every day reading a book in his car, waiting for his son to get off the school bus. Did he have a gun . No, he did not. He had his hands up. A weapon was seized, a handgun. I can also tell you we did not find a book. Reporter tensions in this community were already high after an unarmed black teen was shot this august by a white neighbor, as well as lingering anger over the mistrial of a white Police Officer in the death of an unarmed black man three years ago. Tonight, the mayor of charlotte is asking people to stay calm. She says she wants that video,ce is the dash cam footage, the body camera video, all of it to be released publicly as s possible. Right now theyre tracking protesters who are on the march again tonight. The police chief says hes bracing for what could be another long night. Pelley David Begnaud in charlotte for us. David, thank you. Well, the Justice Department tonight is assessing the charlotte shooting, but it has not opened a formal investigation. It is investigating the friday night Police Shooting of Terence Crutcher in tulsa, oklahoma. Manuel bojorquez is there. We know he was unarmed. Yes. We knew he didnt commit a crime, like the new york bomber y who is still alive. Yeah. Reporter in new york today, Terence Crutchers twin sister tiffany repeated a call forainsi charges against the officer who shot and killed her brother friday. Reporter police say crutcher did not obey commands after they responded to a call of an abandoned s. U. V. Reporter at one point footage from a Police Helicopter and dash cam shows crutcher walking away from officers with when he reached the drivers side door, one officer tased him. Then, officer betty shelby fired her gun. Shots fired Reporter Police confirmed crutcher, a father of four, did not have a weapon. A source tells cbs news officers found a vial of the hallucinogenic drug p. C. P. In the s. U. V. Crutchers family calls that a distraction. This is a nonviolent protest. Reporter protests have happened here almost daily, but unlike charlotte, they have been the mayor believes releasing the videos made a difference. We saw what had happened in ferguson, and in other places, where people tried to gloss it over, put a good spin on it. We didnt do that. We wont do that. We wanted to be transparent. Reporter officer shelby is on paid leave during the investigation. Scott, tulsa police explained today that although they received funding for body cameras in july, rolling them out takes time. They are wanted for questioning as possible witnesses in the weekend bomb blasts in new york and new jersey. The man charged in those attacks is recovering from gunshot wounds. Homeland security correspondent jeff pegues is following this. explosion exploded on west 23rd street in manhattan. The f. B. I. Is appealing for help in finding these two men who were four blocks away on west 27th street at the same time. Police say the two men removed a bomb from a piece of luggage, putting it on the sidewalk, and then walked away, leaving the device but taking the suitcase. The bomb never exploded. N. Y. P. D. Counterterrorism chief james waters. They are witnesses. There are no criminal charges. Theyre not in anypa so if you can help us find them or anybody else can tell us who they are, we would be very interested to speak to them. Reporter investigators are still unsure if Ahmad Khan Rahami was part of a cell or acting on his own, or if there are still other bombs still unaccounted for. Rahami bought the ingredients for the bombs on ebay, including chemicals, ball bearings and bombs, but two days before the bombings, the documents say a Family Member filmed rahami burying a small black cylindrical object in his backyard. A fuse was lit, there was a loud noise and flames followed by billowing smoke and laughter. Today at a counterterrorism hearing in washington, Homeland SecurityCommittee ChairmanMichael Mccaul held up a copy of rahamis handwritten journal. He talks about god willing the sound of bombs will be h in the streets, gunshots to your police, death to your oppression. S. , including attempts to join terrorist groups overseas and execute attacks at home, an average of 11 per year. Just this year alone, 26 people in the u. S.
