((denise valdez)) an nhp trooper opened fire on a suspect this morning. near the auto mall in henderson police say the man stole a car at eastern and charleston... and was speeding down the 95 when nhp tried to pull him over. he eventually took the exit at "auto show drive" and tried carjacking another couple nearby. that's when he was shot by police. he's now being treated at sunrise hospital./// ((denise valdez)) the mayor of boulder city admitted to an ethics violation this morning. the ethics issue was first reported by the i-team back in may after it was learned that mayor rod woodbury had voted on city contracts awarded to oe george knapp is here with news about how the ethics commission ruled. ((george knapp)) officials in boulder city have kept the ethics commission busy over the last couple of years. mayor woodbury is the latest to be found in violation of state ethics laws. the commission agreed to the equivalent of a plea deal this morning, or what it calls a stipulated agreement in which mayor woodbury admitted to a non-willfull violation. the violation involved a boulder city contractor named urban home--work that didn't go so well. the company frequently frequently bids on jobs for the city. woodbury is not only a customer, he was the lawyer for the company. while representing urban jungle in a lawsuit, he voted four times to award city contracts to the company worth around $200,000 dollars. only once did he disclose his relationship. the ethics commission found that, contrary to the advice given to woodbury by the city attorney, he should have abstained from voting altogether. ordered the mayor, city council, and city staff to undergo ethics training. ((judy prutzman/ethics commission attorney: by the terms of the stipulated agreement, mayor woodbury agrees to facilitate an ethics training session with the commission's executive director for the boulder city council members and staff to insure they understand the disclosure and abstention requirements, especially as they apply to consent agenda items. )) boulder city officials have been found in violation of current mayor but former mayor, former vice mayor and council member as well as the city attorney, for incidents that were first reported by the i-team after complaints were filed by former police chief tom finn.
