Governor brown and top democratic lawmakers are proposing to spend 687 million of unspent bond money on projects to help communities that have been hit the hardest by the clout. He ran away and attacked perez in a room. He closed the curtain behind him in a closed area the two of them. He started doing what he did. Ive never heard of this type of think happening before. Reporter still, the emergency room rn says he had his nose broken by a patient last year. Nurses say there were 34 injuries to staff reported to osha in 2012. They have just begun negotiations with the city. What they want other families to firefighters in Contra Costa County say theyre changing their strategies by illegal marijuana grows. How firefighters say they will only enter the homes under one condition. You can see the remaining charred marijuana plants. Probably in excess of 1,000 plants in this grow. After this blaze, firefighters change their tactics. If they say its a grow house, they wont go in until pg and e turns off the power. When they need to escape, and everything goes to hell in a fire, and they need a quick way out, they look for windows, theyre trapped in here. Reporter now firefighters will work on protecting the neighborhood. Also looking for warning signs that the house next door could be an indoor pot farm. Theyll notice that people who do come to the house, usually will open the garage door, drive right inside, stay for a few hours, then leave. Reporter they usually bypass electric meters which start fires. The problem isnt just in Contra Costa County. In San Francisco, two years ago, an explosion sent two people to the hospital, including a 12yearold boy. Authorities say the house was used to distill marijuana into hash oil. A process that uses flammable material. Wed like to see more of these grow houses identified before they catch fire and endanger the neighborhood. Charges have been filed against a burglary suspect, shot and wounded by a private Security Guard last week. The guard says he confronted two men after he spotted them haking off with stolen items. Tonight for the first time, we hear from two of the alleged victims. Amber lee tells us, their parents encouraged them to talk about what happened to help them heal. Reporter two brothers share a game of air hockey, and a unique bond, but one that comes with the loss of innocence. Both say they were molested by their 5th grade teacher. He just started getting way too friendly. I thought it was really creepy and weird. Reporter carson is 12 now. He says it was 11 when it started. His older brother jordan had the same teacher and a similar story. He would constantly tell us that he loves us. Reporter he is joseph martin. Both boys said they thought the man they called mr. Martin was their friend. He picked me to sit right by him. Or on the ground right by him, up against his legs. Reporter he would select a small group of boys to sit closest to him in a class when they gathered in a circle. Their mother showed me a hand written note from the teacher saying, i adore you, love mr. Martin. It made me feel special to be one of his favorites. Reporter alleged victims say martin repeatedly put his hands down shirts, sweeping their growns and penis. And continually coming up from behind them and giving them long hugs. He always had the windows closed, and put posters over the windows, so you couldnt see. Reporter mom said the abuse happened here at wood side elementary. The teacher became friends with not only the two boys, but her as well. I missed the warning signs as a mom. Reporter she and martin would text each other on facebook to talk about how the boys were doing at school. He became a family friend. I felt tremendously guilty that someone was able to manipulate me so much. Reporter she says more than a dozen School Officials had suspicions about martin, but did not report him to authorities. Court papers reveal allegations of inappropriate behavior with students first surfaced in 2006. At that time, the district hired an outside law firm to investigate malice aforethoughten, but at that time, never reported the abuse to police. Mount diablo officials declined our request for an interview, but martins attorney spoke with us. There was no sexual intent in what he was doing. Reporter the teacher sought boy s who were disruptive. He would be patting here. It would be skin to skin, but it would be in this area. Reporter martin agreed to restrictions that included quote keeping his classroom door open, and having more than one student in the room. In court papers, parents of the alleged victims claim the district failed to enforce the restrictions. Last april, the Mount Diablo School District put martin on administrative leave, when a student accused the teacher of touching him inappropriately. Two months later, Concord Police arrested martin after the investigation turned up additional students saying he had sexually abused them. Martin is held at the jail in martinez awaiting trial. There is no sexual abuse that took place. He is completely denying that. Was there some touching . Yes. Reporter more students have come forward to accuse martin. What are you feeling towards him now . Taken advantage of. Is it anger . Yeah, a little anger and sad. Reporter marie says her boys have received individual, and group counseling. She says she is sharing her story with us, because what happened to her sons, and our students could have been prevented. What do you want to happen to him . To end up in jail. Reporter marie tells me she encourages her sons to talk openly about what happened, as the family finds the road to recovery. We agreed to the mothers request to change the names of family members to protect their privacy. Joseph martin is facing 115 counts involving 14 boys. His attorney told me he expects the trial to last eight weeks. I did visit the Detention Center twice to try to talk to martin myself. He declined both times. Those boys are so brave for speaking so openly about what happened. Reporter absolutely, i was very concerned about the boys in our report, so i reached out to experts for advice. They told us its important that the boys receive therapy for any trauma, and that in interviewing them, we refrain from questions that would cause further trauma. The mother told me that the family talks openly about this, and by doing so, it is helping them heal. Amber, thanks very much. Reporter absolutely. They are charged with mayhem, assault, and battery, and inflicting great bodily harm. A decision would be made in the courtroom. Bryan stow was attacked outside of Dodger Stadium on opening day of 2011, and suffered severe brain damage. Tobacco sales may become limited to people 21 and over.
