venezuela's supreme court building. the pilot later denounced the country's criminal government. the president called it a terror attack and there were no injuries. south korea's newly elected president is heading to washington today. leaders are holding their first summit on friday, likely focussed on how to rein in north korea. more than a quarter of the world's population hang out on bill as nine republican senators defected, denying the support needed to even put it up for a vote. and democrats continued to rail against the legislation. demonstrating with pictures of their constituents, who they say would be harmed by the plan. >> and senate republicans huddled with president trump at the white house, trying to figure out their next move. abc's lana zak has the latest. >> everybody around the table is interested in getting to yes. >> reporter: senate majority leader mitch mcconnell said the meeting senators had with president trump was helpful. >> this will be great if we get it done, and if we don't get it done, it's just going to be something that we're not going to like, and that's okay, and i understand that very well. >> reporter: senators in the room say the president suggested that the gop bill needed more heart and that more money should be allocated to health care, deciding to postpone a vote on the senate health care bill until after the july 4th holiday is a major reversal. earlier in the day, the republican leadership insisted there would be no delay. >> i expect to have the support to get it done, and yes, we will vote this week. >> reporter: but with the congressional budget office projecting 22 million more americans would be uninsured over the next decade, democrats have been united against the gop bill. >> this is not a bill of paper and pencil, not just abstract numbers. these are real people. >> reporter: but this isn't the end of the line for the republican bill. mcconnell plans to bring it back after independence day. and as the republican leadership tries to make its way forward, the fundamental question will be this, will they align themselves with moderate members of their party like susan collins who wants to questions to be answered this summer. the world's top cyber security experts are picking apart the malware used in yesterday's massive cyber attack. it started as an attack on ukrainian government and business systems but quickly went global. and here at home it froze up hospitals and companies like merck and nabisco. this morning, cyber security exports both here and in russia are trying to activate a kill switch for this. the main allies in syria is going after the white house. a threat came after the white house revealed there may be potential evidence that the syrian military is preparing for another chemical weapons attack. but russia and iran are now calling that threat from the white house a provocation. abc's cecelia vega has more. >> reporter: inside the oval office, cameras invited in to see the president and members of his national security team. >> congratulations on your great victory. >> reporter: huddled for a phone call with the prime minister of ireland. no mention of syria or that ominous late-night statement from the white house press secretary, saying the united states has identified potential preparations for another chemical weapons attack. sean spicer warning, if mr. assad conducts another mass murder attack using chemical weapons, he and his military will pay a heavy price. >> the goal is at this point not just to send assad a message but to send russia and iran a message that if this happens again, we are putting you on notice. >> reporter: the pentagon now pointing to that chemical attack in april. more than 80 innocent civilians killed, many of them children. >> i will tell you, that attack on children yesterday had a big impact on me, big impact. >> reporter: the u.s. retaliated with a missile strike on an airfield, the very spot where u.s. officials now believe preparations for another chemical attack are under way. the syrian government quick to dismiss the allegations. but from bashar al assad, a display of military might. new video showing him climbing into the cockpit of a russian war plane. and now russia is condemning the new warning from the white house as unacceptable. and that overnight statement coming not from the president or the pentagon but from the press secretary himself and has seemed to catch a number of administration officials completely off guard. but if the white house does decide to strike in syria, we're told that military planning has been under way for several days. cecilia vega, the white house. we move now to the early-season wildfires that have been fueled by strong winds and extreme heat. 23 large fires are burning. across the wrest from oregon it to texas. >> crews are in california and that one has burned more than two square miles and at least one building. last night, about 250 people who had been evacuated were told they could go home. but another fire started 65 miles east of los angeles. that one has quickly grown to nearly 1,000 acres. some residents were ordered out but have since been allowed to return home. >> and in utah, the nation's largest wildfire has burned across 78 square miles. a state lawmaker is blaming federal mismanagement and lawsuits from environmentalists for creating conditions that are allowing the fire to spread. there are new charges stemming in the fatal shooting of a black teenager nearly three years ago in chicago. three officers are accused of getting in the way of the investigation. abc's alex perez is in chicago. >> reporter: the disturbing dash cam video sparked national outrage as chicago police officer van dyke shooting laquan mcdonald 16 times as he walked away holding a knife. van dyke is awaiting trial on murder charges and a special prosecutor investigating the case charging his police partner, former officer joseph walsh, thomas gaffney and david march with conspiracy, obstruction of justice and official misconduct. >> these defendants lied about what occurred during a police-involved shooting in order to prevent independent criminal investigators from learning the truth. >> reporter: all three officers were there the night of the shooting. the indictment alleges they lied, falsely saying that mcdonald was assaulting officers, forcing van dyke to shoot him. >> while they are sworn to serve and protect as well as uphold the law, they are not above the law. >> reporter: the officers charged today have not yet entered pleas. van dyke has pleaded not guilty. alex perez, abc news, chicago. meanwhile, three cases of the plague have been confirmed in new mexico. health authorities say two men and a woman have contracted the disease most associated with the middle ages. it is normally spread by fleas feeding on dead rodents. and it causes sudden fever, chills, >> reporter: 33-year-old james frederick is recovering in the hospital after a close and lightning-fast encounter with a mother grizzly bear. >> we never saw her before she attacked. the first time i saw her was when she was attacking james. >> reporter: over the weekend, he and his friend alex were riding bikes outside anchorage alaska when suddenly the bear attacked, knocking him off his bike. this is the aftermath, his blood seen right there on the ground. >> the brown bear, the grizzly crashed out of the bushes, charged james who was behind my bike a few yards and pulled him down off the bike. >> reporter: luckily, alex carries bear spray. >> i was able to spray her with the bear spray, and as soon as she tasted that, she ran back into the woods. >> reporter: james is the fifth bear attack victim in alaska in just over a week. but he was lucky. two others were killed, including a 16 year old runner who got separated from his group, a large black bear attacking and killing him. >> he was able to establish cell phone contact with one of his brothers. he said there's a bear, and from the sounds on the phone, it appeared that an attack was taking place right then. >> reporter: large black bears can weigh up to 600 pounds, the rare brown grizzlies up to 700 pounds. and can run at speeds up to 30 miles per hour. these attacks are very, very rare. experts say you want to take precautions. maybe if you have food with you, triple package it. keep that smell contained so you're not attracting any bear. and have that bear spray with you just in case. this is what helped save quicker way to go. public transportation in a lot of ways. especially in new york city. in many of our big cities. overdraft fees are averaging $25 to $35 a hit, even if you just overdraft for a penny. >> i know. it's crazy. there was recent data that came out that college students in particular, $750 million in overdraft fees is what they're paying a year. so, that's not good. so the average or the median overdraft fee is $35. if you stop doing this, if you have two overdrafts a month, don't do it, that's $70 back in your pocket, and you've got to opt out. it's not a good -- >> should the bank stop you from being able to swipe -- >> you have to opt out now and they will prevent you. >> you can opt out now. >> yes, and you should. >> i didn't know you can do that. brown bag your lunch? of americans they say will suffer. while inside, the vice president arrives to rally republican support. the president's chief of staff and press secretary are spotted too. but their all-out push fails to do the trick. >> we will not be on the bill this week. but we're still working toward getting at least 50 people in a comfortable place. >> reporter: the republican leader is optimistic that they can still get this done, but opponents of the bill want fundamental changes, not just tweaks. they will now use the fourth of july recess to work on a new version of the bill but could face harsh "bachelor in paradise." three-part interview with e news. this upcoming season was going to feature a fan favorite, corinne, olymios and demario jackson. it was during a taping for bachelor in paradise that jackson and olympios hit troubled waters. an encounter between the two of them taped by producers led to an investigation was prompted into sexual misconduct after a producer filed a complaint against the show. jackson explains what happened that night. >> the first conversation was at the bar, we started having a little bit more fun, had a few drinks. things got wild, because it warner bros. said they would resume production on "bachelor in paradise", saying our internal investigation conducted with the assistance of an outside law firm has been completed. the tape does not support any charge of misconduct by a cast member, nor does it show that contrary to press reports that the safety of any cast member was in jeopardy. >> it's critical to remember that it was a cyber attack continues after freezing computers at hospitals in pennsylvania where surgeries had to be canceled. >> she called me and said surgery's canceled because the computers were down. >> reporter: also down at merck pharmaceutical. in new jersey. even the company that makes oreo cookies, as well as this law firm that warned people as they entered the lobby. >> you can't read any e-mails, you can't read any files. basically, your computer becomes a brick. >> reporter: the attack first surfaced in ukraine. shutting down everything from grocery stores to power companies, airports and banks. as the attacks spread across the globe, including at this giant shipping company, the thousands of targets all received this ominous message in english on their screens. your files money. >> reporter: it's similar to a scheme last month. it hit british hospitals particularly hard. that attack later linked to north korea was stopped when cyber security experts discovered a kind republican senate leaders are working to salvage their health care bill after a wall of resistance of members from their own party. it forced them to put it all on hold. senate majority leader mitch mcconnell postponed a vote until congress returns from the july 4th recess. there are nine republican holdouts, refusing to vote for the bill in its current form. and president trump is taking a more direct role in getting the bill passed. he invited all the republican senators to the white house for a meeting but didn't sound entirely optimistic. >> this will be great if we get it done, and if we don't get it done, it's going to be something we don't like, and i understand that very well. >> finding common ground to garner more support is an uphill battle. concessions that please conservatives opposed to the bill often alienate moderates and vice versa. but turning to breaking news in south america. a police helicopter has fired on venezuela's supreme court building. the president maduro there calls this a terrorist attack. but the alleged pilot issued a statement denouncing what he calls the criminal government. social media shows a helicopter towing an antigovernment banner that you see there. there have been months of mass protests in venezuela as well as an economic and political crisis happening down there. prosecutors in chicago have charged three officers with allegedly covering up facts about the fatal shooting of a black teenager, this is the footage. this is dash cam video of 17-year-old laquan mcdonald being shot by officer van dyke nearly three years ago. now former officers walsh, gaffney and march are being charged with official misconduct. and obstruction of justice. >> these police officers lied about what occurred in a police-involved shooting in an effort to prevent criminal investigators from learning the truth. while they are sworn to defend and protect and uphold the law, they are not above the law. >> and they're expected to show up for a court date on july 10th. officer jason van dyke who shot mcdonald is charged with it first degree murder and has pleaded not guilty. and police in sacramento rushed to a transit station after a sheriff's deputy was shot in the face. the officer and suspect got into some sort of altercation and the officer was shot. the suspect took off and was arrested at a nearby hotel. the officer is in stable condition. the fbi confirms a fugitive arrested in nebraska last week is the man they've nicknamed the ak-47 bandit. robert gathercole is accused of a string of armed bank robberies, including one in chino, california which a police officer was shot and wounded more than five years ago. authorities in california want to bring him back there to face an attempted murder charge. and a freak accident is blamed for poisoning children with chlorine gas during swimming lessons. all four were rushed to the hospital with nausea and vomiting. the pool's owner says a tripped circuit breaker caused a build up in the pipes that was released in a cloud over the pool. all of the children are expected to be okay. a spirit airlines flight landed with one more passenger. >> a woman went into labor, and and the way from ft. lauderdale to phoenix. luckily a doctor and nurse were on board and they managed to deliver the baby boy. the flight was diverted to new orleans. >> did you see the video of the kid straight out of the womb? a similar story happened a few weeks ago with an asian airline offering the baby free airfare for life. so the pressure was on for this baby. and spirit
