lead the charge and replace obamacare. >> on the eve of his first big test questions are growing about congressman tom price. after he purchased up to $15,000 in stock in a medical device company and then just days later introduced a bill that would have benefitted that same company. a stock purchase the transition team says was made by an independent broker without price's knowledge. >> if he knew about it, it could very well be a violation of the law. >> reporter: price, a former surgeon is one of the only republicans to put forth legislation to replace obamacare. but according to a new report from the independent congressional budget office, 18 million americans could lose their coverage in the first year unless an alturn tiff ernative place. republicans are pushing back. >> you still have no concrete plan for replacement. >> well, of course we will have a concrete plan for replacement. >> reporter: the president-elect says he's close to completing a plan to provide insurance for everybody, but he hasn't provided any details. across the country, signs of uncertainty. in colorado a meeting with congressman voicing their concerns. and three democratic senators are calling for tom price's congressional hearings to be delayed until they can resolve these questions about his finances. but as of now, that first hearing still a go for later this morning. mary bruce, abc news, capitol hill. well, the president-elect made a quick trip to washington last night for a preinaugural black tie dinner. trump addressed a crowd of diplomats and incoming white house staffers and he talked about his big win and claimed people are predicting record crowds at his inauguration. he also joked about rex tillerson. >> he goes into another country, takes the oil. it's tough dealing with these politicians. right? >> well, trump also added that he had great respect for other countries and for the world. the dinner was a first stance for many in washington's diplomatic community to meet his cabinet appointees. russia's president claims the obama administration is spreading false rumors to undermine the president-elect's legitimacy. he also denied collecting compromising information on trump. white house press secretary said it seems as though putin received a copy of the trump team's talking points. now to some reports that we're working to confirm that former president george h.w. bush is being treated at a houston hospital. we don't know why he was rushed to the hospital. he was last seen in public a few days ago at the texans' game. more info on this as we get it. and former army intelligence officer chelsea manning will be released from prison in may now that president obama has commuted her 35-year sentence for giving u.s. secrets to wikileaks. manning has been convicted in a military court and was held in a men's prison where she attempted suicide twice last year. manning asked the president for clemency last november. >> we had no indication of -- of if or when we would be hearing from the white house regarding chelsea manning's application. we learned this afternoon along with everyone else and it was a very -- it was a very following on world. republicans are slamming the decision to commute the sentence of chelsea manning. we have full details on why she won't serve that straight ahead. as republicans work to replace obamacare, one plan has emerged that would give states the option to keep the law or get rid of it. it follows a nonpartisan report that shows 18 million people would lose health care if obamacare is repealed without a replacement. >> education secretary nominee betsy devos defended her qualifications against tough questions from bernie sanders. she insisted she would be up for the job even if her family had not contributed as much as $200 million to republicans. walmart is adding about 10,000 jobs as it opens new stores and expands existing locations across the country. those plans will also generate about 24,000 construction jobs. those are some of the stories we're following on this wednesday, january 18th. >> from abc news, this is "world news now." >> good morning, everyone. we're going to get right to some breaking news. there's some new health concerns about former president george h.w. bush. >> crews are working to confirm the reports that he's being treated at a houston hospital. the 92-year-old, we're told, is in stable condition and doing fine. he was last seen in public just a few days ago at the texans/raiders game. he spent some time on the field and we still don't know why he was rushed to the hospital. more details expected to be released later this morning but as you know, there was concern for a little while about his health. he is the only living president who will not be at the inauguration come this friday because of his health. >> so we will be monitoring that very closely for you. and now to the controversial case of chelsea manning. her attorney says she will be released from prison in may instead of spending nearly 30 more years behind bars for leaking sensitive u.s. documents. >> manning's case was explosive from the start because of what that leak material revealed and because of the personal transformation manning has gone through since being convicted by military court. >> reporter: she is one of the most controversial prisoners in america, and president obama has ordered that 29-year-old chelsea manning be released in may, cutting short her 35-year sentence. manning burst on to the world stage in 2010 during a deployment to iraq, the low level analyst known as bradley manning then providing wikileaks with some 700,000 military and diplomatic documents. embarrassing the united states in the eyes of the world. this is one of them, a secret video manning said showed the true cost of war. you see u.s. soldiers mistaking a television camera for the enemy. and firing on a van with two little children inside. >> it's their fault for bringing their kids to a battle. >> that's right. >> manning convicted of espionage, theft and computer fraud in 2013. the 35-year sentence the longest ever given for a leak conviction. the day after sentencing was announced, manning revealed she was transgender and asked to be called chelsea in a male military prison for seven years. she has tried to commit suicide twice. >> chelsea manning is somebody that went through the military criminal justice process, was exposed to due process, was found guilty, was sentenced for her crimes, and she acknowledged wrong doing. >> reporter: manning is one of more than 200 people who were pardoned or whose sentence was commuted including general james cartwright, the former vice chairman of the joint chiefs who had been charged with lying to the fbi about a leak investigation. he was fully pardoned. the white house saying the president took into account general cartwright's years of service to his country. >> there was swift response from some republicans on the hill. senators tom cotton and john mccain both highly critical of the commutation saying it's a grave mistake that i fear will encourage further acts of espionage. abc news, washington. we'll move on now to some breaking news. a suspected cop killer is now in custody. mar keith lloyd was wanted for killing debra clayton and for fatally shooting his pregnant ex- girlfriend. lloyd who was injured during his arrest is now being treated at a hospital. the police chief says the late sergeant's handcuffs were the ones used in that arrest. dozens of refugees are dead this morning in nigeria after an apparent military mistake. the nigerian air force was on a mission against the terror group, but those bombs hit a refugee camp instead. the death toll is expected to rise as hundreds of people were injured. donald trump is only two days away the stepping into the white house as commander in chief but he's entering office as the most unpopular president in decades. he'll still dealing with the fallout from recent twitter feud and the russian hacking scandal. more now from abc's stefani ramos. >> vladimir putin is chiming in on american politics saying the obama administration is trying to undermine the legitimacy of president-elect donald trump, the white house firing back. >> first of all it sounds like he got his copy of led by john lewis, trump dismissed the civil rights icon after lieu sis said trump is an il illegitimate president. he skipped the ceremony for george w. bush in 2001. >> he conveniently doesn't security have agreed to a $24 million settlement in a discrimination case. the suit began 17 years ago. 100 black secret service agents claim they were repeatedly passed over for promotions in favor of less qualified white coworkers. the agency is not admitting to any wrong doing. and texas is among 14 states now looking to block coal mining rules put in place by the obama administration. the white house says the regulations are designed to prevent debris from being dumped into 6,000 miles of streams. a federal appeals court is hearing the case. texas attorney general claims the stream protection rule violates states rights. six guys who found themselves facing big waves should now be giving thanks to a rescue crew. there they are off the coast of guam. it wasn't long before the canoe was filled with water. the waves were between 10 and 14 feet. eventually that rescue crew arrived on if scene and plucked them out of the water. and one of the newest residents of iowa's blank becoming a small voice for women's rights. and with her four granddaughters in mind, she wrote five simple words. >> i wrote, i think we should march. >> reporter: within a few hours 40 women had replied agreeing and by the next day, 10,000 women were in. >> somebody dubbed me the fire starter, but this movement would not have happened without thousands of people helping to fan the flames. >> reporter: helping fan those flames the four cochairs of the women's march organization that have been working nonstop since election day to turn that facebook post into reality. but the scope of the march is now so much bigger than election night angst, with many groups coming to voice their concerns about the incoming trump administration. >> one of our goals for this march is to display what it looks like when the progressive movements are working together, when you have climate justice, racial justice, immigrant rights, coming and showing one unified voice. >> reporter: but organizers say this is also about families as every day mothers and daughters work together for a common goal. >> we also want the world to know that women are leaders and that we want to show our children or choose from other options if they want, but we're still waiting to hear what those other options would be. the news comes amid a report from the nonpartisan congressional budget office which found 18 million people will lose health care within a year if the program is repealed and not replaced. some congressional republicans are among the most vocal critics of president obama's decision to commute the sentence of chelsea manning. she was known as bradley manning when she was arrested in 2010 as an army intelligence officer eventually convicted for leaking documents to wikileaks. >> applauded. assange's statement makes no reference to that. breaking news from orlando where the suspect in the murder of a police officer has been captured. loyd was found in an abandoned home last night after being on the run for nine days. he's accused of killing debra clayton and his pregnant ex- girlfriend. her mother spoke after the capture. >> my daughter, she deserved justice. she really does deserve justice and i'm glad he's caught. i'm glad now i can ask him why. why? why would you want to do this to our family and try to kill both of my babies? >> officials say they were able to find him because he started texting friends and investigators were able to zero in on him through pings. in texas dramatic dash cam video of a gas explosion there in amarillo. you can see the ball of fire suddenly erupt and the officer speeding toward the scene. flames shot more than 100 feet into the air. it took about two hours for the fire to be brought under control. no one was injured. and personally involved in the tiniest of details for his inauguration. american taxpayers as they have for years will pay for the official part of the program which stand-ins were practicing this week. some $115 million for the platform in front of the capitol along with security and other champions of power. but another $92 million will come from private money, corporations and the wealthy who can choose from the trump menu of inauguration packages including tickets to an exclusive candle light dinner, a concert and fireworks and an inaugural ball. >> they wanted a million dollars for these eight tickets. for half a million you can get four tickets but i needed eight. so i had to send him $1 million so of the 90 million i'm a million dollars of that. >> reporter: he was trump's business partner in las vegas and is a vice chair of the inaugural committee. >> i'm staying at the new trump hotel. $18,000 a night. >> reporter: trump's own hotel just down pennsylvania avenue from the white now. but the trump committee did say that of that 100 million plus that they've gathered now, whatever's left over will be given to charity and trump has said that this is going to be a fairly low
