and good morning. we begin this tuesday with the latest details on that mass shooting at the washington navy yard. >> the motive for the shootings still unknown. the facility remains open this morning with only essential personnel reporting for work. here's the very latest. 13 people including the lone gunman are dead. eight victims are hurt. we're learning that he used security clearance to enter that building with a rifle and a handgun. our coverage begins with abc's tahman bradley near the navy yard in washington. tahman? >> reporter: good morning. the navy yard reopens today for essential personnel, as authorities continue searching for clues about the suspect. overnight, we learned that the suspect may have had a grudge against the navy. the fbi says 34-year-old aaron alexis is behind the terror at the washington navy yard. >> we have an active shooter on the fourth floor. >> reporter: 12 people were killed and 8 injured before alexis died at the hands of police. >> we have the single and sole person responsible for the loss of life. >> this morning, authorities are urgently seeking the public health about aaron alexis. >> we're learning as much as we can about his recent movements, contacts and associates. >> reporter: overnight in brooklyn, the authorities questioned the suspect's family as they continue to search for a motive. alexis had a valid security clearance that had him access building 197. the horror started as the work day began. >> he came around the corner. and he fired two or three shots. >> he raised and aimed at us. and he hit high on the wall. >> reporter: the navy yard stayed on lockdown for more than six hours. the horrifying attacks felt across washington. the faa halted all flights out of reagan national airport. the suspect had a history of disturbing behavior. he was arrested in 2010, accused of recklessly discharging a firearm into a neighbor's apartment. and in 2005, hi confessed to shooting out tires of another man's car. overnight, some families were still awaiting word from their loved ones. the victims range 46 to 73, all survivalians. >> tahman bradley in washington for us. thank you. overnight, we've learned the names of some of those killed at the navy yard. 7 of the 12 victims including 59-year-old michael armed. 53-year-old silvia frasier. kathy gaarde. john roger johnson. frank kohler. vishnu pandit. and kenneth bernard proctor. and the rest of the victims are being withheld until the families can be notified. there's a key question that remains. who is aaron alexis? >> profilers will be talking to just about everyone who ever knew him. what the profilers are likely to begin seeing is a study in contradiction. aaron alexis was a convert to buddhism. a friend said he used to meditate with him. >> he's a good guy. what i know. i can't say he did or not. but with me, nothing to be, like, tell me that he's going to be aggressive. no sign that these going to shoot someone. >> reporter: but alexis' father said that his son had anger management problems. he complained about being a victim of discrimination and about the navy. >> he didn't seem like he would be that kind of person to be upset enough to go out and do something like this. >> reporter: alexis worked as a thai restaurant in texas. he traveled to thailand. those who knew him cannot hide their disbelief. >> it's really sad that he's gone already. and that he took 12 other people with him. >> reporter: one thing that is clear, is alexis was not a loner. he had friends. a support network. >> he had car trouble. he asked me for some help. and i helped in every way i could. >> reporter: but alexis was passionate about video games and would stay up all night playing them. >> i didn't want him to get discouraged. you know? but obviously, he got discouraged about something. i just wish i knew what it was. i really do. i wish -- i just wish this had never happened. >> that same friend tells abc news, that alexis used to joke about shooting people while playing violent games. and he started missing work because of his video game habit. >> obviously, something investigators will be looking into on this day-after, still disbelief. the white house says president obama has ordered flags to be lowered to half-staff, honoring the shooting victims. it will remain at half-staff until sunset on friday. >> on capitol hill, a moment of silence. a senate hearing on stand your ground laws has been postponed. and the washington nationals will be made up that game this afternoon. 1:00 p.m. it's part of a split doubleheader. and stay with abc news and abcnews.com as we cover all of the developments in the navy yard shootings. live team coverage coming up on "good morning america." the death toll from the colorado floods has climbed to at least eight. >> rescue efforts is resumed to reach hundreds of people stranded in cutoff towns. and many of those whose lives were spared have lost everything else. marci gonzalez is in boulder, colorado. >> reporter: new images of the continued devastation in colorado. the water carving its way through bridges and roads. isolating houses and entire towns. leaving residents trapped. >> there's about 1,000 residents that are up in the various isolated areas in need of evacuation. >> reporter: rescue crews whose helicopters were grounded by rain sunday, spending the day making their way to places where homes were toppled and swept away. and the mud left its own merciless mark. >> my building is split in half. with huge boulders in it and a tree. that fell between the two parts of the building. so, it's incredible. >> reporter: saving the stranded from towns like lyons, colorado, searching for 400 people statewide, still unaccounted for. >> at this point, mathematical exercise. we don't think the number will be nearly that high. >> reporter: already, more than 11,000 people have been rescued. and with each person so gratefully steps on dry land, that number climbs. but officials so, too, will be death toll. with at least seven lives lost already. and while in so many places, including here in boulder creek, the water is still raging, at least the weather is clearing. finally, after seven days of rain, it stopped. and sunshine is in the forecast for the next few days. marci gonzalez, abc news, boulder, colorado. >> our thanks to marci. there's more breaking news overnight. >> standing call. the crippled cruiseship is upright. we're going to take you to where the mossive salvage operation is under way. sp people dead, following a shooting at the na crews in italy are calling it a perfect ending to an unprecedented feat of engineering. >> the daring operation to get the "costa concordia" from its side. >> pretty amazing stuff. what's next? lama hasan is live in italy with the latest. lama, take us through the past few hours. this moved kind of slowly. didn't happen real quick, did it? >> reporter: no. good morning to you, john. it was an epic and very long 19-hour operation that went on all day yesterday. and well into the night. but "the costa concordia" is upright and where engineers want it to be. resting on six underwater platforms. it took a little longer, as you said, than they had anticipated. first, they were predicting it would take 12 hours. but they had to go slower than they wanted to. you can see, they got there in the end. as you can imagine, the engineers that are working on this, complicated an unprecedented project. it took place on a ship of this magnitude. there were cheers and applause from the hundreds of salvage workers when the ship was vertical. and officials say, there was no apparent solution because that was a worry. there was no apparent solution in the waters around the ship, as a result of the operation. but the project is not over. the work is still going to go on. experts will be working for weeks to patch up the star board side of the vessel, that was underwater, to make sure it is stable. they hope to float the vessel by spring or in the summer next year and take it to a nearby port where they can finally dismantle it. >> we were just looking at video of the time lapse video of what looks like it was going up millimeter by millimeter, it was so slow. what happens now to the ship? the search for a second shooter. investigators say aaron alexis was the lone gunman. alexis managed to kill 12 people before he was shot dead by police. eight victim, including a d.c. police officer were hurt. witnesses described how that shooting started. >> everyone said, this is no drill. go, go, go. emergency exits, now. go, go, go. >> i heard three gunshots. pop, pop, pop. straight through the halls. about three seconds later, there were four more gunshots. >> friends of aaron alexis say they cannot believe he was capable of this kind of violence. they describe him as a devout buddhist, who wanted to become a monk. new details of the killing of an unarmed man. police say jonathan ferrell was shot ten times by the officer now charged in his death. >> the former college football player was in a car crash and sought help from a nearby house. he was killed as police approached that responded. his mother forgives the police officer. >> this is not someone who posed a threat to the officers or anyone else. this is an everyday american. and that should be just as appalling and scary, frightening for the public. >> the officer has been charged with voluntary manslaughter. he is out on bond right now. but is expected to make a courtroom appearance today. now, to the united nations finding ways to call convincing evidence for the use of chemical weapons in syria. but no proof of who used them. u.n. inspectors report rockets loaded with sarin were fired from where syria's military has some bases. but the evidence could have been manipulated. now, the u.s., britain and france insist the assad government was responsible. russia disagrees, calling the evidence inconclusive. paying less than $3 a gallon of gas may be a thing of the pass. the average cost of a gallon of gas has received above that mark since december 2010. aaa is predicting another 1,000 days of similar prices. and turning to this morning's medical headlines and new, hard numbers. federal health [ male announcer ] truth is that won't relieve all your symptoms. new alka seltzer plus-d relieves more sinus symptoms than any other behind the counter liquid gel. oh, what a relief it is. >> live from the kgo-tv broadcast center this is abc7 news. >> it is 4:28. thanks for joining us. >> we begin with the latest on the mass shooting at the washington navy yard. the facility will be open today but only essential personnel report to work. 13 people were killed including the alleged gunman, 34-year-old aaron alexis. eight others were wounded. initially they searched for a second possible shooter they now believe that the 34-year-old aaron alexis acted alone. >> he used a valid pass to access the facility the now investigators are looking into the motive. we will have the latest in the investigation coming up in a report in a few minutes. here is the alleged gunman, aaron alexis from brooklyn but lived in texas recently and worked for hewlett-packard as a subcontractor for the navy. he bought a shotgun legally in virginia but may have picked up an assault rifle and handgun yesterday. seattle police say he was arrested in 2004 after shooting out a man's tires in what he described to police as an anger-fueled blackout. his father says that aaron alexis suffered from post-traumatic stress disorder after helping with rescue attempts immediately following the september 11th attacks. he visited a buddhist temple to meditate. we spoke with his brother to law who says there were no warning signs.
