because of damage from recent tides and el nino fueled storms. so far at least two residents have been told it's no longer safe to live in their homes. abc 7 news reporter alan wong has the story. >> reporter: the constant pounding and destruction by these king tides is forcing the city of pacifica to declare a state of local emergency. waves are battering the ocean side homes. >> the biggest one or two i saw came and hit the house against our glass door and everything out there. >> reporter: pacifica is asking for state and federal assistance after the sea wall along beach boulevard collapsed yesterday. >> it's like little mini earthquakes and everything throughout the day and the night. >> reporter: the bluff at the pacific skies mobile home park fell into the ocean. >> every time the waves are hitting it with the king tides, it's just making it fall to the ground. >> reporter: previously the apartments on the eroding cliffs of esplanade avenue were condemned, now the city says the neighboring apartment could be next. alan grinberg has been taking pictures of the king tides swallowing pacifica, he shuttered the windows of his home. >> the water gets grown up into the house and it has a lot of stones in it. it's the stones hitting the glass that cause it is to break. >> reporter: the form is expected to continue battering pacifica. the city council will get a full damage assessment at the next meeting on monday. alan wong, abc 7 news. the santa cruz mountains are also seeing storm damage. street and utility crews have been working to clear rock slides as well as downed power lines. sergio quintana has more. >> reporter: the rainy day triggered a bunch of problems for communities. caltrans trucks mobilized to clear certain spots from rock slides and aptos crews had to cordon off this area, the slide was too much to be easily plowed off the road by a single truck, crews with backhoes may have to return later this week why end to clear this weekend. ist christopher ring found a telephone crew prepping a telephone pole. >> my phone has been out for a while, i don't know whether it's connected with this event or not. >> reporter: a couple miles away on california highway 9 crews had been blocking a neighborhood side treat for hours, a tree came down and a storm taking out a phone line and power lines. we could hear some residents using gas fueled generators for the evening because of this outage. even with the power out and phone line problems, mr. ring was not complaining about the rain. >> it's been steady, it's been fairly heavy, it's great. it's great to have it that's for sure. we need it. >> reporter: he says he has seen much worse in santa cruz county, sergio quintana, abc 7 news. the forecast calls for more snow in the sierra, you will need to use chains on highway 50 between twin bridges and meyers, on interstate 80 between my i can't think and truckee chains are required on all videos except four-wheel drive vehicles with today won't be much better. more than 100 departing flights were canceled at san francisco international airport and some delays were as long as two hours for arriving flights. four were canceled at the oakland, however, done were affected down at san jose. today airport closures will extend from the mid-atlantic to the new york city region. developing news now in san ramo ramone, the chp says a 16-year-old boy was killed after being hit by a car on the freeway. it happened at around 10:30 last night. investigators say the teen jumped from the car he was riding in on northbound interstate 680 near al costa boulevard. at this point they are not sure why he dumped out of the vehicle. officials say debris at the scene suggests the boy was struck by another car, possibly a white hyundai sedan. they are investigating it as a hit and run because the other driver did not stop. a 79-year-old man is? jail this morning accused of killing a bicyclist in a hit and run crash in san jose. police officers arrested earn necessary cervantes. they believe that he hit the victim with his brickup truck and took off. police say the two menu each other. take a look at this dramatic end to a chp chase. a motorcyclist captured this new video on the upper deck of the bay bridge. you can see the driver bales from the car and runs from the officer. the motorcyclist jumped into action and put the car into park. the driver hit several cars during the chase, he was wanted for not paying the bridge toll and was arrested. the marin county coroner confirms that the body of a missing surfer has been recovered. a large wave hit dan defoe on thursday. other surfers spotted him face down in the water, they tried cpr and pulling him to shore but he was washed out by another large wave. in oakland the official process to keep the raiders for at least one more season gets under way on monday. that's when the authority that runs o.co coliseum will meet behind closed doors to discuss how they will approach a lisa tension. the two sides have agreed to begin discussions. last week the raiders lost out on their bid to move to southern california and owner mark davis still has not confirmed where the san francisco water fronts are now in effect. this is new video southbound lanes on the embarcadero closed to traffic at around 7:00 this morning so crews can start putting together super bowl city. abc 7 news reporter cornell bernard has more on what people should expect over the next three weeks. >> reporter: traffic on southbound embarcadero is about to get even more challenging. electronic signs are warning drivers super bowl city now under construction is the reason. a two block fan experience which will look like this when it's done, a million people expected. >> i think resume today. it has been closing every night for the past six months. muni trains will run from 5:00 a.m. to 1:00 a.m. the next day. greg suhr says he's excite that had super bowl festivities are go to begin. he says his department has been working toward this event for three years now and he believes they are ready for any possible contingency, including protests. with the amount of people we people to head out to the castro despite some limitations. the super bowl isn't the only big event that people will have to deal with in the coming weeks, in san francisco officers began blanketing china town as lunar year festivities are being to get under way. we were on grant street as police officers dropped off flyers warning against fraud and scams. police are reminding chinatown visitors to look out for pick pocket terse. >> to be aware of who is around them, to safeguard their valuables. we would like the community to not have backpacks behind them, make sure their pockets are exposed more corruption among san francisco politics. three former insiders who once raised money for mayor ed lee's campaign are facing felony charges. district attorney george gascon made the announcement calling this a sad day for san francisco. >> public corruption is a crime against all of us. when government is fwor sale we all suffer. >> reporter: former human rights commissioner nazly mow major and zula jones are a kulsed of taking money from an undercover agent. keith jackson is accused of taking prescribes. he's also being charged with grand theft. investigators say he falsely promised to place a woman's child in a better school in exchange for money. >> this type of criminal activity erodes public confidence, undermines the strength of our democracy and if left unchecked threatens our government. >> jackson was named in the federal racketeering case targeting raymond "shrimp boy" chow. according to court documents chow's attorneys accused city leaders of using bribe money for his campaign in 2012. in a statement the mayor condemns the alleged criminal activity saying there is absolutely no place in san francisco for this corruption, especially in city partners at the exploratorium at pier 15 to delve into the secret of spirits. master distillers, chemists and mixologists gave demonstrations and entertained attendees. they debated shaken versus looking at a storm system winding down, still going to spread some showers throughout the bay area today and our storm impact scale which we use to rate every storm this winter has a range from one to sierra nevada it's a winter storm warning and in the east coast it's a blizzard of 2016 continues with the high tide over a foot and a half in d.c., they're looking for epic snow here. look at the pinks. that could be two feet of snow? new york city by tomorrow. winds down later today but paralyzing blizzard for much of the eastern seaboard. live look outside, golden gate bridge, scattered showers for everyone, a slight chance of showers tomorrow and then a dryer pattern monday through thursday, then we are looking pretty wet again. our coastal flood advisory until 1:00 today for the low lying areas all up and down the coast. inside the bay we have breezy conditions as well and high tide still to come at 10:30. the surf advisory until 10:00 tonight. that's been extended with the westerly swells, 12 to 16 feet and that's where we are, half-moon bay rip currents and sneaker waves possible. so we've had some nice pictures to show you for the sun coming up but we have cloud cover and still a system working through to the north of us. 49 in morgan hill, 55 in oakland, from emeryville very nice with the scattered cloud, right reflecting off of that, 51 in napa, 54 concord, 52 livermo livermore. still the atmosphere is wet. 2:00 you see them on the peninsula, san jose and into the 3:00 hour things begin to really quiet down, we will get some sunshine but there is a slight possibility of a thunderstorm. so we will look for the rainfall amounts to be light, but still, you will run into a shower if you are out on a bike ride, dog walk, tenth of an inch of rain in oakland with poin 006 in san jose. winter storm warning until 4:00 and winter weather advisory with a couple inches, 9 inches in north star, so coming in with pretty good snow totals since last night. palo alto and the accuweather seven-day forecast this system still with us, a few scattered showers, maybe a chance tomorrow, dry, warmer, sunnier throughout the middle of the week and then the rain comes back and looks like it's going to stay around into next weekend. we look even further, super bowl week it looks kind of wet. >> speaking of the sierra you know all those skiers and borders are loving the fresh powder. >> ideal, yeah. coming up next, an officer-shoved shooting on the las vegas strip. why police opened fire look, i know you're a cow and all. and you may not know what i'm talking about, but, uh. the yogurt made from your milk, is delicious. mmmm, yoplait. developing now, las vegas police are investigating after an officer-involved shooting in front of the bellagio hotel and casino. officers fired at least two shots at the same time a crowd was gathered to watch the black joe fountain show just after 7:00 last night. a suspect was arrested and booked on numerous charges. investigators say a child and a pedestrian were both grazed by a bullet. officers were responding to a report of a man waving a gun and pointing it at people. some of hollywood's biggest names are saying they will skip the oscars this year over the lack of diversity among the nominees. now it looks like changes are coming. the academy is hoping to increase diversity. chris connelly is in l.a. with more on those changes. >> reporter: still reeling from the widespread outcry and the prospect of high profile absences from the oscars. after for the second straight year none of its 20 acting nominations went to a person of color. overlooking such performances as beasts of no nation and not giving a best picture nod to straight out of compton. >> i've got something to say. >> the academy of pictures arts and sciences on friday announcing what it calls a necessary step to aid in diversity, bringing sweeping changes to its membership's voting eligibility requirements for the academy awards. going forward members who had been given lifetime voting privileges now getting them for a ten-year stretch, renewable for another ten years only if that person has remained active in motion pictures. the initiative coupled with efforts to enhance the diversity of the academy board, and outreach to new members that's aimed at doubling the number of oscar voters who are women and minorities by 2020. on social media selma director calling the changes one good step on a long journey. the announcement from the academy coming in the wake of some saying they'd skip the ceremony in response to the nomination. director spike leah warded an honorary oscar this year as well as jade can a pinkett smith and her husband will smith who spoke earlier this week. >> we're uncomfortable to lawsuit against the oakland unified school district. the suit alleges the district and two school guards assaulted jonathan rodriguez, used excessive force and violated his civil rights. surveillance video captured the 2014 incident. >> what we found in our investigation so far is that it wasn't limited to just those two cops, that there was a systemic cover up the moment it happened. just this week another confrontation between a security guard and student at fremont high school came to light. that exchange was also recorded on surveillance cameras. much more ahead on the abc 7 saturday hd, cloverdale, middletown and further south on highway 101, petaluma has been wet. the san mateo bridge westward, highway 1, half-moon bay and showers sliding to the east over redwood city and the bridge and shortly you should see some rain around union city and hayward. right now pleasanton, 580 and down towards the sunol gra grade wet weather. quieter in the south bay but still some scattered showers are a possibility for you in the higher elevations as well. right now it's cloudy in the sierra nevada but our advisories are up until 4:00 there. you see the sunshine out our window here with temperatures in the 50s but take a look at mt. tam, it is breezy and we're looking at still some wet weather for you. highs in the 50s to around 60 with some showers. chris. thanks, lisa. 8: 8:30. developing news now, a blizzard is barreling down the east coast, there have already been thousands of crashes and this massive storm has turned deadly. abc news reporter kenneth motor is live in washington, d.c. with the very latest for us. >> reporter: as we last spoke d.c.'s mayor muriel bowser gave an update, said crews are doing everything they can to stay on top of this thing but it is tough work. we have a lot of snow piled up here, we've gotten about a foot so far in our nation's capital and we have gotten 1 to 2 inches per hour. >> blizzard blast. blinding whiteout conditions, heavy snow and bone chilling winds. this morning there are delivered watches and warnings from d.c. to new york. airports in the northeast, closed. thousands of flights canceled. >> i can't wait to get out of town. >> reporter: in philadelphia the streets are covered, a snow emergency is in effect. in d.c. it's predicted to be the biggest blizzard since the 1920s. more than 2 feet of snow expected. >> it has life and death implications. >> reporter: this massive winter storm impacting more than 80 million people, left a blanket of snow in the south. it's also wreaked havoc. in kentucky a 35 mile stretch of i-75 closed. leaving more than 3,000 drivers stranded in the cold. emergency shelters are open. in the carolinas, georgia and virginia snow plowsl2=% are wor overtime, there have been thousands of crashes on the roadways, several people have died. >> yes, it's definitely icy. i've slid several times this morning in my dump truck. >> reporter: emergency crews have also been working around the clock to save even our four-legged friends. >> come on, milo. >> reporter:? fairfax station, virginia, this large st. bernard fell through the ice in this freezing lake. firefighters jumped into action, rescued the dog and got him warmed up. so the snow has been coming down for nearly 24 hours now and the proof is all around me here. thousands of people are still without power up and down the east coast, but crews are working to get that electricity restored, chris. reporting live here in washington, den et moton, abc 7 news. the pennsylvania turnpike remains closed in the western part of the state because of the blizzard. there's one line of stranded cars and trucks that stretches for seven miles. take a look at this picture. tweeted by a reporter from the abc affiliate in pittsburgh. some drivers have been stranded for 17 hours between the cities of somerset and bedford. you can see the huge snowstorm from the international space station. astronaut scott kelly who is spending a year in space tweeted this photo and hopes that everyone stays safe. despite the snowstorm? d.c. tradition carries on. the old guard is keeping watch at the tomb of the unknowns at arlington national cemetery. it's a duty they perform 24 hours a day to remember soldiers. they will shovel the tomb to continue their watch through the snowstorm even though the cemetery will remain closed. crews are built giant sand dunes to protect coastal areas that were hit four years ago during super storm sandy. hundreds of first responders are on stand by in case the conditions get worse. these storms have cal tran stepping up efforts to make the bay bridge leak proof. caltrans engineers are working with a private bridge repair company to reinforce the eastern span. the way they describe the work makes it sound basics, crews are replacing grease caps and recaulking steel. it was to fix some of the leaks that were noticed after the new stand was replaced in 2013. the trial for the man accused of killing sierra lamar is set to proceed in april. yesterday a santa clara county judge denied the motion to dismiss the grand jury indictment in the death penalty case. the morgan hill teenager disappeared while walk to go his bus stop. investigators say they found lamar's hair and dna inside her car. he also say his dna was detected on her clothing, her body was never been found, though: the trial is it scheduled to january on april 25th. dr. al street at that king, the vees of martin luther king jr. will lead the opening prayer at the civic center plaza. this is the 12th annual event. the group will make its way on market street toward the ferry building and will end up off the embarcadero. the rally starts at 12:30 in afternoon. freed journalist and marin down from the sky as both snow and rain for that to happen. right now we are a bit optimistic but not so far as we would say we will be out of the drautd by the end of this winter season. >> water experts say california needs to be at 150% of normal rainfall to end the drought. right now the state is at 113% for rainfall and snow pack. official will do another snow survey in early february to with high tide still to come at 10:00 and the high surf advisory has opinion extended. so we are looking at conditions reflective of this system to the north continuing to press to the east out of here, but we have an impulse sliding south throughout the bay area and that's what's keeping the showers go going. we're looking at this west to east trajectory, we've had showers from the east bay, the north bay is our first stop clofr detail, our sweep on top of mt. st. a hell in a, sabt rosa, 101, the east bay scattered=+]b showers and live out towards the altamonte pass and westward back towards the coast. here we are in redwood city crossing the san mateo bridge, dumbarton bridge wet weather. highway 1 southward, the south bay, fremont, you can see a few light showers over into the east bay but from hollister and gilroy it's been misty and higher elevation shower activity is kind of with you, but also a partly cloudy sky. you are looking at some sunshine around the santa clara valley, in the sierra nevada still a couple hours before this system winds down and the wind still really, really howling here, perhaps some of those lifts not running today with wind gusts up to maybe 75 miles an hour. so as 2016 this blizzard continues today we could see epic proportions in central park with 2 feet likely and we have the coastal flooding and erosion around atlantic city with about 4 inches and also in new jersey looking at some problems with the flooding all the way down to the nation's capital, upwards of 2 feet there already. look from mt. tam, we have the wind not only up in the upper elevations but across the bay. so it's breezy, misty, light rain for you, scattered showers right on through the afternoon with a chance of a shower tomorrow, we're extending that into the second half of the weekend as another impulse wants to visit us, could even see a thunderstorm up soords the sacramento valley and dryer weather through the beginning of the workweek. this is where we could see the combination of high tide, large wave run ups and also the possibility with that of some flooding. so keep that in mind, high tide at 10:30 with 6 1/2 feet likely. sneaker waves, look at the wave heights half-moon bay 16 feet. extremely dangerous. from our exploratorium camera you can see the beautiful clouds, cumulus clouds, 52 degrees in san jose, 49 morgan hill, from emeryville partly cloudy, looks pretty out there but you could still get wet and this is why, right on through the morning hours, 10:00, we still have some moisture and enough in the atmosphere that we are going to squeeze out some showers through 2:00, 3:00, things get a little bit quieter and we will see some sunshine as well. so we are looking at anywhere from a couple hundredths to just about -- about a tenth of an inch on the coast. we will see the activity wind down in the sierra nevada with 5 to 6 inches in donner, 2 inches in kirkwood. highs today near 60 in oakland with scattered
