who is going to take responsibility for that? >> reporter: a common worry in this digital age, as more ask what they can do to avoid from becoming a victim. >> you get that pesky for security updates. click it and update. >> reporter: something that sounds easy. >> it's definitely unsettling, considering how connected to our computers and phones that we are today in society. >> reporter: chris nguyen, san jose, "abc7 news." tonight, michael finney explains how to protect your data from hackers, ransom ware or just computer crashes. watch his report live tonight at 6:45. breaking news out of san francisco. muni buses are delayed because of a crash at castro and beaver streets. the 24 bus was involved in what looks like a head-on collision with a truck. nicholas shared these videos with. san francisco fire tweeted there are nine victims, we don't know how badly they're hurt. the 24 line is delayed in both directions and buses are being rerouted. we have crews headed to the scene, both on the ground and in the air. we will continue to update the story as we learn new information. in marin county, a small fire sparked today that served as a large warning of what is to come. it didn't threaten any homes. wayne freedman has the story. >> reporter: it happened in backwoods country, so rough that two fire trucks blew tires just getting there. that may be the most interesting twist to what we call the pine fire in marin county. it began at 10:30 this morning, probably due to power lines that sparked when they slapped in the brees breeze. >> the key is to hit it hard and early, fast. >> reporter: and that's exactly what they did, going all out with helicopters. and tankers. he's thankful that what happened today did not occur during last week's triple digit heat wave. >> we would still be fighting that fire and be at 400, 500 acres. >> reporter: the underlying threat that much of the county has not burned in over 50 years, leaving dry, unburned fuel. and now it's surrounded by thousands of homes. there's historical precedent for fires to this region. >> it's been a long time since we've had large fires. if you take the same foot prints that we've had in the past and put them in the same spot and compare the numbers of homes that were there then to now, no comparison. we would have thousands of homes in the way of the fire. >> reporter: sobering thoughts tat beginning of this fire season. >> it's a matter of when it's going to happen, not if. >> reporter: wayne freedman, "abc7 news." newark police arrested a 21-year-old man for possession and sale of illegal fireworks. neighborhood complaints and undercover operation led to the arrest of this man. officers see s seized several td worth in fireworks from his home. >> not used properly, whether intentionally or not, these can hurt and kill people. and so this here would be an example of one that you would not want to have something go wrong with. >> newark allows safe and essential fireworks, but many bay area cities have a total ban. anyone selling or using illegal fireworks face arrest and citations. new details on the disappearance of an uber driver. he hasn't been seen for six weeks. dna test results on human remains are pending, which could turn this came into a homicide. melanie woodrow has new details. >> reporter: she says she doesn't know why family friend bob tang would want to hurt her housen, pecef >> people are saying they might have been romantic, but that's not confirmed. >> reporter: chi's been policing since mover's day. tang is a person of interest, but he's also missing. police say they believe he fled to cambodia. this weekend, investigators found bags of human remains at this warehouse where tang worked 20 years. dna testing is under way. the two families have been friends for years. >> his wife is pretty much besties with my cousin's wife. >> reporter: but chi's wife says she hasn't spoken with tang's wife since the week her husband disappeared. once tang disappeared as well as, the lines of communication stopped. do you think he might have some information that would be helpful? >> i would assume so, but i don't know. >> reporter: she's holding out hope that the body parts found are not her cousin's. >> if you know where he is, let us know so that we can talk to him. >> reporter: investigators want to speak with him, as well. in san francisco, melanie woodrow, "abc7 news." a judge in southern california has set a trial date in a lawsuit accusing bill cosby of assaulting a 15-year-old girl at the playboy mansion. a hearing is tentatively scheduled to start july 30th next year in los angeles. the judge is waiting to see if prosecutors in pennsylvania will retry cosby thi after the last jury deadlocked. also today, the comedian said he will not be holding a series of town halls to talk about the dangers of sexual assault allegations. president trump is trying to rally republicans to get enough support for the health care reform bill. he met with republican senators today after a vote was delayed because of a lack of gop support. if just three republicans oppose the bill, it cannot pass. at least five indicate they're against it. >> the average family's premiums have increased over $5,000 a year under obamacare. the current draft doesn't do nearly enough to fix that problem. >> after today's meeting, president trump tweeted saying -- the senators really want to get it right. >> we're getting really close, but for the country, we have to have health care, and it can't be obamacare, which is melting down. >> after the white house meeting, mitch mcconnell said every senator in the room was committed to striking a deal in the coming weeks, because the alternative was much worse. but he'll now have to wait until after the july fourth recess. today, governor brown signed the largest budget bill in state history, including more money for education, and improves medical coverage. >> it reflects smart investments that support california's infrastructure and our innovation as a state. >> the budget grows the state's rainy day fund to $8.5 billion. republicans say it's an irresponsible spending plan packed with pet projects. >> for many, many years, these have been nothing but great big candy stores for people to shove major policy changes in. >> the spending plan takes effect saturday, the start of a new fiscal year. a victory for public health groups. the san francisco board of supervisors passed an ordinance today, banning the sale of flavored tobacco products in the city. this includes menthol cigarettes and candy flavored e-cigarettes. t the water is now off-limits again at an east bay swimming spot because of toxic blue-green alg algae. "abc7 news" was in oakland hill where is warning signs went up yesterday. another algae bloom is releasing toxins that can kill dogs and cause severe intestinal illness in people. today, the problem led to 100 disappointed kids at summer day camp. >> everybody was really excited yesterday, and they were all in the water yesterday when the rangers came over and put up the tape and said we wouldn't be swimming for probably the rest of the summer. >> the park district plans to use a product to pry to destroy the blue-green alalgae. california ranks third in the nation when it comes to the condition of rural roads. coming up, the help already on the way. >> they have not taken this seriously whatsoever. >> frustration and anger after a south bay swim coach is accused of child molestation. tonight, who some say filed to protect those swimmers. after a summer chill, get ready for a warmup. i'll have the accuweather forecast in just a moment. you want a revolution? i want a revelation. so listen to my exploration. >> there's a reason behind this hamilton inspired rap. another update now on that breaking news. a muni bus crash in san francisco, firefighters want people to avoid the area of castro and beaver streets. nicholas took video showing the bus and a crush after what looks like a head of on crash. we'll update as we learn new information. when did they know it and why didn't they tell parents? those are just some of the parents in the developing story of a south bay swim team. this after one of the coaches was fired for allegedly texting young team members to solicit nude photos. and parents may have been unaware for months. david louie has new details. david? >> reporter: lips sealed, that was the instruction of the leaders of the quicksilver swim team after a coach was let go after alleged misconduct. san jose police say there are three known victims so far, all of them minors. yet, san jose police didn't know about this case until may, yet the assistant coach was let go in feb. she knew about timothy months before the parents did. she learned why he had been fired from the team's head coach. >> there was a coach that had been fired after four inappropriate sexual contacts and actions with minors on the team. and they were instructed to keep their mouths shut. and -- but if they had information, to go to the police. >> reporter: he had been with the swim team for about a year. but until his arrest, he was an assistant swim coach at san jose's pioneer high school. no cases of misconduct have been reported a t the school. she reported the alleged conduct to the swimming's top governing bodies, but the one that handles sexual cases did not respond. >> i think the response needs to be quicker and possibly coaches need to be suspended temporarily, spending investigations, especially when things are reported this serious. >> reporter: usa swimming says it's aware of the arrest. safe sport would not comment. "the center does not comment on reports or active matters because we do not want to compromise the integrity of the investigation." >> i'm now convinced that they have not taken this seriously whatsoever. they have no intention to do so. >> reporter: in san jose, david louie, "abc7 news." happening now, palo alto is debating a drastic increase in parking prices. you can park for free for two hours. if you park longer, you have to buy a daily permit. annual parking permits would more than double in cost to $365. downtown, the price would increase 57% to $730. daily permits would increase to $25. that's about triple the current cost for california avenue and a roughly 40% increase for the downtown price. the city says the justification for the changes includes bringing the cost closer to what other cities charge in the region, and reduce the number of cars on the roads and increasing public transportation use. a day after announcing a new partnership with social media platforms to combat terrorism, facebook today is turning attention to preventing the spread of hate speech. kristen sze is here with details on a new crackdown. >> reporter: facebook revealed it's been deleting 66,000 posts a week because of content it considers hate speech. in chicago last week, ceo mark zuckerberg pledged the bring the world closer together, and one aspect oh of that is to crack down on hate. in a new blog host today, facebook defines hate speech as anything that directly attacks people based on what are known as their protected characteristics, race, ethnicity, national origin, religious affiliation, sexual orientation, sex, gender, disability or disease. there are cries of censorship, as well as criticism over what is considered hateful. one san francisco woman claims facebook went too far in deleting her cover photo because it said, men are trash. facebook says that the social media company is hiring 3,000 more employees to review posts, adding to the 4500 currently doing a job. facebook says while artificial intelligence is getting better at filtering out hate, it cannot adequately interpret context or intent, so it's up to the 2 billion users to report hate when they see it. >> facebook leads tonight's bay area business watch, because it hit 2 billion users. mark zuckerberg announced the news with a facebook post today. he reached the 1 billion user mark in august of 2015. facebook started in 2004. google was hit by a record $2.7 billion fine by the european union as a result of a seven-year investigation into dpoogle's online shopping service. the company is being penalized for breaching european competition rules. >> google has abused its market dominance in its search engine by promoting its own shopping comparison service in its search result, and demoting its competitors. what google has done is illegal. >> google maintains it sponsored ads make it easier for consumers to find what it want. stock in google's parent company dropped about 2.5%. all right. time to turn to the forecast, which is breezy today. you can see the little flag there. >> i don't think there are any 100s in our forecast. >> that was last week. new record heat last week with triple digit temperatures. this week is off to a cool er than average start. we're going to use oakland as our indicator of the high temperature trend over the next seven days. the average high this time of the year is 71. tomorrow, 68. so a few degrees below average and right around average the next two days. over the weekend, oakland warms up to mid 70s, well above average. and then back down to an average high of 71 again next week, monday and tuesday. let's look at live doppler 7 hd. we have the conditions of fog at the coast and just a little of it from san francisco from our south beach camera. cloudy and breezy conditions continuing, with gradual warming over the next few days and warmth will prevail by the weekend. tonight's sunset will be the latest sunset of the year at 8:35:. by july 27, a month from tonight, it will be a little earlier. sunset occurs at 8:22 p.m. and two months from now, it will be much earlier, 7:45 p.m. the days are getting shorter. overnight, widespread low clouds and fog. overnight lows will be in the low to mid 50s. tomorrow, follow the forecast starting at tonight by 11:00, we'll see that fog pushing beyond the coastline. 5:00 tomorrow morning, we'll probably see areas of reduced visibility as the fog has pushed locally to some inland spots. it will pull back, giving us mostly sunny skies by the afternoon, with some lingering fog at the coastline. highs tomorrow range from right around 60 or just above 60 at the coast with breezy conditions. some low 70s in the bay and inland, mid 80s in the warmest spots. more warming to come as you look at the forecast. by friday, highs up to about 90 inland. and near 80 around the bay. low 90s inland saturday. and then a slight cooldown next week as we and causes beach erosion. the corporation has been using a dredge boat to suck up along monterey bay and if all goes as planned, they'll stop mining in three years and sell their property. the city of lafayette says it will challenge a temporary stay that stopped a controversial housing development. a court blocked work on 44 new homes planned for an area known as deer hill. a group called save lafayette claims citizens should be allowed to vote on the development. officials say a petition to force a vote was invalid because of zoning issues. hundreds of exotic birds will soon need a new place to call home. we were there as animal control arrived and determined the current situation was far too crowded. also ahead -- >> the citizens of those areas are charging black people with much that breaking news out of san francisco. a muni bus involved in a head-on crash with a truck in the castro district. firefighters just reported that nine people were taken to the hospital with non-life threatening injuries. the crash happened about 30 minutes ago near castro and beaver streets. the 24 line bus was involved in the crash. the investigation is causing delays if you're in the area. no details on what caused the crash or led up to it. we'll keep you updated on the story as they become available. san francisco's public defender is forming a new unit after the conclusion of a report he released today. >> african-americans receive more serious charges when arrested than caucasians. vic lee has the story. >> i didn't think this could happen to me in america but it did. >> reporter: leslie elliott was charged with assault with a deadly weapon, in an incident where she says she spilled coffee on a woman who told police she assaulted her and her dog. a jury acquitted her of all charges except for resisting arrest. the public defender says elliott is an example of what the report found, that there are racial disparities in san francisco's judicial system. the report says it all starts from the time a person of color is arrested. >> and the results and people of color, marly african-americans, being charged with more serious charges earlier on and more charges. and that sets the tone for the entire case throughout the system. >> reporter: the d.a.'s office says it looks only at facts in evidence in making charging decisions. >> they're reviewing the evidence presented from the police, and that does not include evidence of race. >> reporter: the report appears to support that, saying there were no significant statistical differences in the severity of charges prosecutors added for blacks or latinos compared to whites. the police department responded saying, our officers charge individuals based on the elements of the crimes present, the standard for an arrest is based on probable cause. in response to the report, he's creating a new unit comprised of deputy public defenders who will intervene between the arrest and arraignment of those taken into custody. h new unit will be launched in october. vic lee, "abc7 news." california's rural roads rank among the worst in the nation. we're in third place behind rhode island and connecticut, with 38% of roads in poor condition. california ranks second when it comes to the fatality rate on rural roads, according to a transportation research group. caltrans blames years of backlogs of paymemaintenance wi estimated $59 billion. in november, we'll start paying 12 cents a gallon for gas. governor brown signed the gas tax into law for road maintenance. now a live look at the golden gate bridge. crossing it is about to cost more for the fourth year in a row. starting monday, the toll rises by 25 cents. fast track drivers will have to pay $6.75. drivers without fast track will be charged $7.75. the bridge is not state owned, so it relies on fares and grants to pay for maintenance, and for projects like the new suicide barrier. drivers have mixed opinions on the increased toll. >> i still wonder where all that money goes. >> i just city it's excess iv. >> 25 cents is very easy. i think it's the next raises that people are going to think about carefully. >> and yes, another toll increase is scheduled for next year. the fifth year in a row. now an update to a story we first reported a few weeks ago. today, three alameda county agencies inspected a house that continues to have hundreds of tropical birds in the backyard. the owner will be forced to get rid of most of them because she's in violation of zoning laws. lyanne melendez has the story. >> i think when you come out of your home every day and you open the door and 100 flies go into your house. >> reporter: that was reason enough to begin investigating the owner of this home for having an excessive amount of tropical birds in her backyard. >> sheriff's office for animal control. >> reporter: today, animal care and city officials came to the home on jenson home to see how many birds she has and to examine their condition. >> our animal service experts seem to say the birds are being adequately cared for and maintained and fed. >> reporter: neighbors have complained about the stench. nigh flies and the noise. this is video where they were kept, more than 500 birds. today, we confirmed half of those birds have been given away or sold. empty cages and equipment were found at the front of the home. vector control inspectors were part of the team that went in today. the droppings have been attracting flies and insects. also, the planning and zoning code enforcement department says because of zoning laws, the owner can only have up to 50 birds. >> they want to comply with our county codes, but to get there is another issue. so we're trying to let them know exactly what the violations are so they can comply with them. >> reporter: to comply, the owner has to get rid of another 2 hu00 birds and 30 days to do . can we talk to you, ma'am? the people inside didn't want to talk and instead a reptile reunion. a tortoise is back with her family tonight. just a day ago, she turned up in a neighbor's yard. jonathan bloom met the owners, who learned something new about their pet. a story you'll see only on "abc7 news." >> reporter: if a tortoise could smile, this one would be grinning from ear to ear. >> when she saw the backyard, she was happy to be home. >> reporter: her name is torty and she belongs to a family just up the street. she became the talk of the town and nobody knew where she came from. >> she's been here the whole time but didn't make a peep. >> i guess they don't bark or make noise. >> reporter: she managed to slip out of the yard during the kay yo yos of a sprinkler malfunction. >> she dug that in a day. >> reporter: she strolled out the gate. >> i just think it's amazing they knew enough to kind of herd her into a safe area. >> reporter: torty got a free ride to the animal shelter. would she have been able to survive in the wild? >> unlikely. she's basically a domestic pet. >> reporter: it turns out having a locked gate is a necessity when living with a tortoise. but there's one thing they'll never need, a lawn mower. turns out we have something in common, a huge appetite. the way to our hearts is through our stomachs. grandma learned that long ago. >> oh, my. >> reporter: but she just learned something else, the tortoise they always thought was a boy is a girl, and she's almost 80 years old. kayla gained not only a sister but new friends. she's just met all of the neighbors. jonathan bloom, "abc7 news." >> my favorite story. the george lucas museum will be built in los angeles. san francisco tried and failed to get it built here. l.a. city council approved an environmental impact report and other requirements. the $1.5 billion museum will showcase everything from cave painting to digital film. construction could begin this year. >> we have come here to join the other museums of los angeles to be a partner, to make los angeles a museum city. so that the arts, history, and all the other things that you can learn in a museum have a real strong presence here. >> lucas and his wife are footing the bill. the museum could who is going to take responsibility for that? >> reporter: a common worry in this digital age, as more ask what they can do to avoid from becoming a victim. >> you get that pesky for security updates. click it and update. >> reporter: something that sounds easy. >> it's definitely unsettling, considering how connected to our computers and phones that we are today in society. >> reporter: chris nguyen, san jose, "abc7 news." tonight, michael finney explains how to protect your data from hackers, ransom ware or just computer crashes. watch his report live tonight at 6:45. breaking news out of san francisco. muni buses are delayed because of a crash at castro and beaver streets. the 24 bus was involved in what looks like a head-on collision with a truck. nicholas shared these videos with. san francisco fire tweeted there are nine victims, we don't know how badly they're hurt. the 24 line is delayed in both directions and buses are being rerouted. we have crews headed to the scene, both on the ground and in the air. we will continue to update the story as we learn new information. in marin county, a small fire sparked today that served as a large warning of what is to come. it didn't threaten any homes. wayne freedman has the story. >> reporter: it happened in backwoods country, so rough that two fire trucks blew tires just getting there. that may be the most interesting twist to what we call the pine fire in marin county. it began at 10:30 this morning, probably due to power lines that sparked when they slapped in the brees breeze. >> the key is to hit it hard and early, fast. >> reporter: and that's exactly what they did, going all out with helicopters. and tankers. he's thankful that what happened today did not occur during last week's triple digit heat wave. >> we would still be fighting that fire and be at 400, 500 acres. >> reporter: the underlying threat that much of the county has not burned in over 50 years, leaving dry, unburned fuel. and now it's surrounded by thousands of homes. there's historical precedent for fires to this region. >> it's been a long time since we've had large fires. if you take the same foot prints that we've had in the past and put them in the same spot and compare the numbers of homes that were there then to now, no comparison. we would have thousands of homes in the way of the fire. >> reporter: sobering thoughts tat beginning of this fire season. >> it's a matter of when it's going to happen, not if. >> reporter: wayne freedman, "abc7 news." newark police arrested a 21-year-old man for possession and sale of illegal fireworks. neighborhood complaints and undercover operation led to the arrest of this man. officers see s seized several td worth in fireworks from his home. >> not used properly, whether intentionally or not, these can hurt and kill people. and so this here would be an example of one that you would not want to have something go wrong with. >> newark allows safe and essential fireworks, but many bay area cities have a total ban. anyone selling or using illegal fireworks face arrest and citations. new details on the disappearance of an uber driver. he hasn't been seen for six weeks. dna test results on human remains are pending, which could turn this came into a homicide. melanie woodrow has new details. >> reporter: she says she doesn't know why family friend bob tang would want to hurt her housen, pecef >> people are saying they might have been romantic, but that's not confirmed. >> reporter: chi's been policing since mover's day. tang is a person of interest, but he's also missing. police say they believe he fled to cambodia. this weekend, investigators found bags of human remains at this warehouse where tang worked 20 years. dna testing is under way. the two families have been friends for years. >> his wife is pretty much besties with my cousin's wife. >> reporter: but chi's wife says she hasn't spoken with tang's wife since the week her husband disappeared. once tang disappeared as well as, the lines of communication stopped. do you think he might have some information that would be helpful? >> i would assume so, but i don't know. >> reporter: she's holding out hope that the body parts found are not her cousin's. >> if you know where he is, let us know so that we can talk to him. >> reporter: investigators want to speak with him, as well. in san francisco, melanie woodrow, "abc7 news." a judge in southern california has set a trial date in a lawsuit accusing bill cosby of assaulting a 15-year-old girl at the playboy mansion. a hearing is tentatively scheduled to start july 30th next year in los angeles. the judge is waiting to see if prosecutors in pennsylvania will retry cosby thi after the last jury deadlocked. also today, the comedian said he will not be holding a series of town halls to talk about the dangers of sexual assault allegations. president trump is trying to rally republicans to get enough support for the health care reform bill. he met with republican senators today after a vote was delayed because of a lack of gop support. if just three republicans oppose the bill, it cannot pass. at least five indicate they're against it. >> the average family's premiums have increased over $5,000 a year under obamacare. the current draft doesn't do nearly enough to fix that problem. >> after today's meeting, president trump tweeted saying -- the senators really want to get it right. >> we're getting really close, but for the country, we have to have health care, and it can't be obamacare, which is melting down. >> after the white house meeting, mitch mcconnell said every senator in the room was committed to striking a deal in the coming weeks, because the alternative was much worse. but he'll now have to wait until after the july fourth recess. today, governor brown signed the largest budget bill in state history, including more money for education, and improves medical coverage. >> it reflects smart investments that support california's infrastructure and our innovation as a state. >> the budget grows the state's rainy day fund to $8.5 billion. republicans say it's an irresponsible spending plan packed with pet projects. >> for many, many years, these have been nothing but great big candy stores for people to shove major policy changes in. >> the spending plan takes effect saturday, the start of a new fiscal year. a victory for public health groups. the san francisco board of supervisors passed an ordinance today, banning the sale of flavored tobacco products in the city. this includes menthol cigarettes and candy flavored e-cigarettes. t the water is now off-limits again at an east bay swimming spot because of toxic blue-green alg algae. "abc7 news" was in oakland hill where is warning signs went up yesterday. another algae bloom is releasing toxins that can kill dogs and cause severe intestinal illness in people. today, the problem led to 100 disappointed kids at summer day camp. >> everybody was really excited yesterday, and they were all in the water yesterday when the rangers came over and put up the tape and said we wouldn't be swimming for probably the rest of the summer. >> the park district plans to use a product to pry to destroy the blue-green alalgae. california ranks third in the nation when it comes to the condition of rural roads. coming up, the help already on the way. >> they have not taken this seriously whatsoever. >> frustration and anger after a south bay swim coach is accused of child molestation. tonight, who some say filed to protect those swimmers. after a summer chill, get ready for a warmup. i'll have the accuweather forecast in just a moment. you want a revolution? i want a revelation. so listen to my exploration. >> there's a reason behind this hamilton inspired rap. another update now on that breaking news. a muni bus crash in san francisco, firefighters want people to avoid the area of castro and beaver streets. nicholas took video showing the bus and a crush after what looks like a head of on crash. we'll update as we learn new information. when did they know it and why didn't they tell parents? those are just some of the parents in the developing story of a south bay swim team. this after one of the coaches was fired for allegedly texting young team members to solicit nude photos. and parents may have been unaware for months. david louie has new details. david? >> reporter: lips sealed, that was the instruction of the leaders of the quicksilver swim team after a coach was let go after alleged misconduct. san jose police say there are three known victims so far, all of them minors. yet, san jose police didn't know about this case until may, yet the assistant coach was let go in feb. she knew about timothy months before the parents did. she learned why he had been fired from the team's head coach. >> there was a coach that had been fired after four inappropriate sexual contacts and actions with minors on the team. and they were instructed to keep their mouths shut. and -- but if they had information, to go to the police. >> reporter: he had been with the swim team for about a year. but until his arrest, he was an assistant swim coach at san jose's pioneer high school. no cases of misconduct have been reported a t the school. she reported the alleged conduct to the swimming's top governing bodies, but the one that handles sexual cases did not respond. >> i think the response needs to be quicker and possibly coaches need to be suspended temporarily, spending investigations, especially when things are reported this serious. >> reporter: usa swimming says it's aware of the arrest. safe sport would not comment. "the center does not comment on reports or active matters because we do not want to compromise the integrity of the investigation." >> i'm now convinced that they have not taken this seriously whatsoever. they have no intention to do so. >> reporter: in san jose, david louie, "abc7 news." happening now, palo alto is debating a drastic increase in parking prices. you can park for free for two hours. if you park longer, you have to buy a daily permit. annual parking permits would more than double in cost to $365. downtown, the price would increase 57% to $730. daily permits would increase to $25. that's about triple the current cost for california avenue and a roughly 40% increase for the downtown price. the city says the justification for the changes includes bringing the cost closer to what other cities charge in the region, and reduce the number of cars on the roads and increasing public transportation use. a day after announcing a new partnership with social media platforms to combat terrorism, facebook today is turning attention to preventing the spread of hate speech. kristen sze is here with details on a new crackdown. >> reporter: facebook revealed it's been deleting 66,000 posts a week because of content it considers hate speech. in chicago last week, ceo mark zuckerberg pledged the bring the world closer together, and one aspect oh of that is to crack down on hate. in a new blog host today, facebook defines hate speech as anything that directly attacks people based on what are known as their protected characteristics, race, ethnicity, national origin, religious affiliation, sexual orientation, sex, gender, disability or disease. there are cries of censorship, as well as criticism over what is considered hateful. one san francisco woman claims facebook went too far in deleting her cover photo because it said, men are trash. facebook says that the social media company is hiring 3,000 more employees to review posts, adding to the 4500 currently doing a job. facebook says while artificial intelligence is getting better at filtering out hate, it cannot adequately interpret context or intent, so it's up to the 2 billion users to report hate when they see it. >> facebook leads tonight's bay area business watch, because it hit 2 billion users. mark zuckerberg announced the news with a facebook post today. he reached the 1 billion user mark in august of 2015. facebook started in 2004. google was hit by a record $2.7 billion fine by the european union as a result of a seven-year investigation into dpoogle's online shopping service. the company is being penalized for breaching european competition rules. >> google has abused its market dominance in its search engine by promoting its own shopping comparison service in its search result, and demoting its competitors. what google has done is illegal. >> google maintains it sponsored ads make it easier for consumers to find what it want. stock in google's parent company dropped about 2.5%. all right. time to turn to the forecast, which is breezy today. you can see the little flag there. >> i don't think there are any 100s in our forecast. >> that was last week. new record heat last week with triple digit temperatures. this week is off to a cool er than average start. we're going to use oakland as our indicator of the high temperature trend over the next seven days. the average high this time of the year is 71. tomorrow, 68. so a few degrees below average and right around average the next two days. over the weekend, oakland warms up to mid 70s, well above average. and then back down to an average high of 71 again next week, monday and tuesday. let's look at live doppler 7 hd. we have the conditions of fog at the coast and just a little of it from san francisco from our south beach camera. cloudy and breezy conditions continuing, with gradual warming over the next few days and warmth will prevail by the weekend. tonight's sunset will be the latest sunset of the year at 8:35:. by july 27, a month from tonight, it will be a little earlier. sunset occurs at 8:22 p.m. and two months from now, it will be much earlier, 7:45 p.m. the days are getting shorter. overnight, widespread low clouds and fog. overnight lows will be in the low to mid 50s. tomorrow, follow the forecast starting at tonight by 11:00, we'll see that fog pushing beyond the coastline. 5:00 tomorrow morning, we'll probably see areas of reduced visibility as the fog has pushed locally to some inland spots. it will pull back, giving us mostly sunny skies by the afternoon, with some lingering fog at the coastline. highs tomorrow range from right around 60 or just above 60 at the coast with breezy conditions. some low 70s in the bay and inland, mid 80s in the warmest spots. more warming to come as you look at the forecast. by friday, highs up to about 90 inland. and near 80 around the bay. low 90s inland saturday. and then a slight cooldown next week as we and causes beach erosion. the corporation has been using a dredge boat to suck up along monterey bay and if all goes as planned, they'll stop mining in three years and sell their property. the city of lafayette says it will challenge a temporary stay that stopped a controversial housing development. a court blocked work on 44 new homes planned for an area known as deer hill. a group called save lafayette claims citizens should be allowed to vote on the development. officials say a petition to force a vote was invalid because of zoning issues. hundreds of exotic birds will soon need a new place to call home. we were there as animal control arrived and determined the current situation was far too crowded. also ahead -- >> the citizens of those areas are charging black people with much that breaking news out of san francisco. a muni bus involved in a head-on crash with a truck in the castro district. firefighters just reported that nine people were taken to the hospital with non-life threatening injuries. the crash happened about 30 minutes ago near castro and beaver streets. the 24 line bus was involved in the crash. the investigation is causing delays if you're in the area. no details on what caused the crash or led up to it. we'll keep you updated on the story as they become available. san francisco's public defender is forming a new unit after the conclusion of a report he released today. >> african-americans receive more serious charges when arrested than caucasians. vic lee has the story. >> i didn't think this could happen to me in america but it did. >> reporter: leslie elliott was charged with assault with a deadly weapon, in an incident where she says she spilled coffee on a woman who told police she assaulted her and her dog. a jury acquitted her of all charges except for resisting arrest. the public defender says elliott is an example of what the report found, that there are racial disparities in san francisco's judicial system. the report says it all starts from the time a person of color is arrested. >> and the results and people of color, marly african-americans, being charged with more serious charges earlier on and more charges. and that sets the tone for the entire case throughout the system. >> reporter: the d.a.'s office says it looks only at facts in evidence in making charging decisions. >> they're reviewing the evidence presented from the police, and that does not include evidence of race. >> reporter: the report appears to support that, saying there were no significant statistical differences in the severity of charges prosecutors added for blacks or latinos compared to whites. the police department responded saying, our officers charge individuals based on the elements of the crimes present, the standard for an arrest is based on probable cause. in response to the report, he's creating a new unit comprised of deputy public defenders who will intervene between the arrest and arraignment of those taken into custody. h new unit will be launched in october. vic lee, "abc7 news." california's rural roads rank among the worst in the nation. we're in third place behind rhode island and connecticut, with 38% of roads in poor condition. california ranks second when it comes to the fatality rate on rural roads, according to a transportation research group. caltrans blames years of backlogs of paymemaintenance wi estimated $59 billion. in november, we'll start paying 12 cents a gallon for gas. governor brown signed the gas tax into law for road maintenance. now a live look at the golden gate bridge. crossing it is about to cost more for the fourth year in a row. starting monday, the toll rises by 25 cents. fast track drivers will have to pay $6.75. drivers without fast track will be charged $7.75. the bridge is not state owned, so it relies on fares and grants to pay for maintenance, and for projects like the new suicide barrier. drivers have mixed opinions on the increased toll. >> i still wonder where all that money goes. >> i just city it's excess iv. >> 25 cents is very easy. i think it's the next raises that people are going to think about carefully. >> and yes, another toll increase is scheduled for next year. the fifth year in a row. now an update to a story we first reported a few weeks ago. today, three alameda county agencies inspected a house that continues to have hundreds of tropical birds in the backyard. the owner will be forced to get rid of most of them because she's in violation of zoning laws. lyanne melendez has the story. >> i think when you come out of your home every day and you open the door and 100 flies go into your house. >> reporter: that was reason enough to begin investigating the owner of this home for having an excessive amount of tropical birds in her backyard. >> sheriff's office for animal control. >> reporter: today, animal care and city officials came to the home on jenson home to see how many birds she has and to examine their condition. >> our animal service experts seem to say the birds are being adequately cared for and maintained and fed. >> reporter: neighbors have complained about the stench. nigh flies and the noise. this is video where they were kept, more than 500 birds. today, we confirmed half of those birds have been given away or sold. empty cages and equipment were found at the front of the home. vector control inspectors were part of the team that went in today. the droppings have been attracting flies and insects. also, the planning and zoning code enforcement department says because of zoning laws, the owner can only have up to 50 birds. >> they want to comply with our county codes, but to get there is another issue. so we're trying to let them know exactly what the violations are so they can comply with them. >> reporter: to comply, the owner has to get rid of another 2 hu00 birds and 30 days to do . can we talk to you, ma'am? the people inside didn't want to talk and instead a reptile reunion. a tortoise is back with her family tonight. just a day ago, she turned up in a neighbor's yard. jonathan bloom met the owners, who learned something new about their pet. a story you'll see only on "abc7 news." >> reporter: if a tortoise could smile, this one would be grinning from ear to ear. >> when she saw the backyard, she was happy to be home. >> reporter: her name is torty and she belongs to a family just up the street. she became the talk of the town and nobody knew where she came from. >> she's been here the whole time but didn't make a peep. >> i guess they don't bark or make noise. >> reporter: she managed to slip out of the yard during the kay yo yos of a sprinkler malfunction. >> she dug that in a day. >> reporter: she strolled out the gate. >> i just think it's amazing they knew enough to kind of herd her into a safe area. >> reporter: torty got a free ride to the animal shelter. would she have been able to survive in the wild? >> unlikely. she's basically a domestic pet. >> reporter: it turns out having a locked gate is a necessity when living with a tortoise. but there's one thing they'll never need, a lawn mower. turns out we have something lucas museum will be built in los angeles. san francisco tried and failed to get it built here. l.a. city council approved an environmental impact report and other requirements. the $1.5 billion museum will showcase everything from cave painting to digital film. construction could begin this year. >> we have come here to join the other museums of los angeles to be a partner, to make los
