"the center does not comment on reports or active matters because we do not want to compromise the integrity of the investigation." >> i'm now convinced that they have not taken this seriously whatsoever. they have no intention to do so. >> reporter: in san jose, david louie, "abc7 news." happening now, palo alto is debating a drastic increase in parking prices. you can park for free for two hours. if you park longer, you have to buy a daily permit. annual parking permits would more than double in cost to $365. downtown, the price would increase 57% to $730. daily permits would increase to $25. that's about triple the current cost for california avenue and a roughly 40% increase for the downtown price. the city says the justification for the changes includes bringing the cost closer to what other cities charge in the region, and reduce the number of cars on the roads and increasing public transportation use. a day after announcing a new partnership with social media platforms to combat terrorism, facebook today is turning attention to preventing the spread of hate speech. kristen sze is here with details on a new crackdown. >> reporter: facebook revealed it's been deleting 66,000 posts a week because of content it considers hate speech. in chicago last week, ceo mark zuckerberg pledged the bring the world closer together, and one aspect oh of that is to crack down on hate. in a new blog host today, facebook defines hate speech as anything that directly attacks people based on what are known as their protected characteristics, race, ethnicity, national origin, religious affiliation, sexual orientation, sex, gender, disability or disease. there are cries of censorship, as well as criticism over what is considered hateful. one san francisco woman claims facebook went too far in deleting her cover photo because it said, men are trash. facebook says that the social media company is hiring 3,000 more employees to review posts, adding to the 4500 currently doing a job. facebook says while artificial intelligence is getting better at filtering out hate, it cannot adequately interpret context or intent, so it's up to the 2 billion users to report hate when they see it. >> facebook leads tonight's bay area business watch, because it hit 2 billion users. mark zuckerberg announced the news with a facebook post today. he reached the 1 billion user mark in august of 2015. facebook started in 2004. google was hit by a record $2.7 billion fine by the european union as a result of a seven-year investigation into dpoogle's online shopping service. the company is being penalized for breaching european competition rules. >> google has abused its market dominance in its search engine by promoting its own shopping comparison service in its search result, and demoting its competitors. what google has done is illegal. >> google maintains it sponsored ads make it easier for consumers to find what it want. stock in google's lafayette claims citizens should be allowed to vote on the development. officials say a petition to force a vote was invalid because of zoning issues. hundreds of exotic birds will soon need a new area. no details on what caused the crash or led up to it. we'll keep you updated on the story as they become available. san francisco's public defender is forming a new unit after the conclusion of a report he released today. >> african-americans receive more serious charges when arrested than caucasians. vic lee has the story. >> i didn't think this could happen to me in america but it did. >> reporter: leslie elliott was charged with assault with a deadly weapon, in an incident where she says she spilled coffee on a woman who told police she assaulted her and her dog. a jury acquitted her of all charges except for resisting arrest. the public defender says elliott is an example of what the report found, that there are racial disparities in san francisco's judicial system. the report says it all starts from the time a person of color is arrested. >> and the results and people of color, marly african-americans, being charged with more serious charges earlier on and more charges. and that sets the tone for the entire case throughout the system. >> reporter: the d.a.'s office says it looks only at facts in evidence in making charging decisions. >> they're reviewing the evidence presented from the police, and that does not include evidence of race. >> reporter: the report appears to support that, saying there were no significant statistical differences in the severity of charges prosecutors added for blacks or latinos compared to whites. the police department responded saying, our officers charge individuals based on the elements of the crimes present, the standard for an arrest is based on probable cause. in response to the report, he's creating a new unit comprised of deputy public defenders who will intervene between the arrest and arraignment of those taken into custody. h new unit will be launched in october. vic lee, "abc7 news." california's rural roads rank among the worst in the nation. we're in third place behind rhode island and connecticut, with 38% of roads in poor condition. california ranks second when it comes to the fatality rate on rural roads, according to a transportation research group. caltrans blames years of backlogs of paymemaintenance wi estimated $59 billion. in november, we'll start paying 12 cents a gallon for gas. governor brown signed the gas tax into law for road maintenance. now a live look at the golden gate bridge. crossing it is about to cost more for the fourth year in a row. starting monday, the toll rises by 25 cents. fast track drivers will have to pay $6.75. drivers without fast track will be charged $7.75. the bridge is not state owned, so it relies on fares and grants to pay for maintenance, and for projects like the new suicide barrier. drivers have mixed opinions on the increased toll. >> i still wonder where all that money goes. >> i just city it's excess iv. >> 25 cents is very easy. i think it's the next raises that people are going to think about carefully. >> and yes, another toll increase is scheduled for next year. the fifth year in a row. now an update to a story we first reported a few weeks ago. today, three alameda county agencies inspected a house that continues to have hundreds of tropical birds in the backyard. the owner will be forced to get rid of most of them because she's in violation of zoning laws. lyanne melendez has the story. >> i think when you come out of your home every day and you open the door and 100 flies go into your house. >> reporter: that was reason enough to begin investigating the owner of this home for having an excessive amount of tropical birds in her backyard. >> sheriff's office for animal control. >> reporter: today, animal care and city officials came to the home on jenson home to see how many birds she has and to examine their condition. >> our animal service experts seem to say the birds are being adequately cared for and maintained and fed. >> reporter: neighbors have complained about the stench. nigh flies and the noise. this is video where they were kept, more than 500 birds. today, we confirmed half of those birds have been given away or sold. empty cages and equipment were found at the front of the home. vector control inspectors were part of the team that went in today. the droppings have been attracting flies and insects. also, the planning and zoning code enforcement department says because of zoning laws, the owner can only have up to 50 birds. >> they want to comply with our county codes, but to get there is another issue. so we're trying to let them know exactly what the violations are so they can comply with them. >> reporter: to comply, the owner has to get rid of another 2 hu00 birds and 30 days to do . can we talk to you, ma'am? the people inside didn't want to talk and instead torty and she belongs to a family just up the street. she became the talk of the town and nobody knew where she came from. >> she's been here the whole time but didn't make a peep. >> i guess they don't bark or make noise. >> reporter: she managed to slip out of the yard during the kay yo yos of a sprinkler malfunction. >> she dug that in a day. >> reporter: she strolled out the gate. >> i just
