education overturned the expulsion and the family is considering filing a lawsuit. meanwhile johnny has missed half the school year. >> i'm taking classes and making up my whole semester of my requirements. >> reporter: the napa valley school board doesn't have to send him back to napa high, in fact johnny does not want to go there, but he does want to play football. the napa valley school district had this response to the expulsion being overturned, we disagree with the outcome, but we respect the process and decision. we have new details in a shooting that shut down 101 a week ago, today the chp revealed the names of the officers involved. the newest officer had only one year of experience. last friday officers shot and killed a man who reportedly tried to carjack a man at gunpoint. and new details in a murder case that's more than a decade old. a young couple was shot on a beach, and today police named shaun gallon as the killer. abc7 news reporter wayne friedman joins us live from the sheriff's office in santa rosa with a look at both cases. >> reporter: sheriff's deputies are saying that shaun gallon was a suspect since the beginning of this case, but they never had enough ed to charge him. but when they did charge him with the murder of his brother, well, he started talking. in quiet, picturesque jenner, it remains a mystery, jenner's painful, gnaws contrast to such a beautiful place. >> it was shocking and unusual and nobody had any idea who it was. >> reporter: this is the booking photo of 38-year-old shaun gallon from forest ville. there's evidence linking him to the murder of jason allen and 22-year-old lindsay kitshaw. >> we have located evidence that corroborates his statement. >> they were christian counselors at a youth camp in sample. they were on vacation sleeping on this beach, police found their bodies still in their sleeping bags, in the head at close range. no apparent motive. >> we believe it is a random crime and we're confident that there is no connection between them, yes. >> reporter: sheriff's deputies describe gallon as having a violent history. in 2010, a judge sentenced him to three years in prison after me shot an arrow through the roof of a car and hit a man inside. today behind yellow tape on river road in forestville, deputies searched his home searching for the murder weapon in the case. >> detectives never ruled him out as a possible suspect. >> reporter: the sheriff gave no explanation as to why, and in jenner, a collective sigh of relief. we have pulled video from our archiveses on this case and posted it online. if you want to watch it you can find it at abc7news.com. parents in the east bay are fighting back against a recommendation to close their children's elementary school because of unstable soil. tests re -- students told abc7 news what they want. >> save our school! save our school! >> the alameda unified school district says it isn't cost effective to retrofit the school and plans to move the 500 member student body to four different schools in the fall. >> we could like to see more reports done, more structural engineering reports to be done. i don't believe we have any. >> school supporters plan to back the school board's education meeting to voice their concerns. officials just finished an update on the flaring at the valero refinery. this view in sky 7 shows the view just hours ago. the black smoke was seen for miles. officials have lifted a shelter in place and evacuation order that's been in effect for most of the day. roads that were closed near the refinery are reopened. a sudden pg&e power outage caused the plant to shut down. officials say the plant is beginning to resume normal operations. >> valero refinery has reached a level where they are is stable, they have increased their steam production, which has allowed their flare system to work properly. >> the air quality management and the epa are monitoring the flares. they're not expected to cause adverse health officials. however official >> you know what the site of all this smoke and all the flames, that's unnerving to neighbors so refineries do want to minimize these failures. due to transmission line works it was feeding electricity to scho vale valero. >> they could have switched from the energized one to the deenergized one so we would have backup power. >> the refinery completed a co-generation plan in 2002. and we found this project description on the california energy commission website, actually. and, you know, valero had planned to sell any excess power on the open market. that plant is still dependent now on pg&e for power. today's incident is just the latest challenge for valero, of course. last september after environmentalists protested, the city denied their daughter. now we're learning how faith and family played a huge role in their lives. >> it's the unthinkable tragedy that's left so many people stunned, a husband and wooiife gunned down in their very own home by their daughter's ek boyfriend. they were also dedicated to their faith, attending daily mass as members of the holy spirit church. >> any time there's a loss in the parish, it reverberates out and the school as well. we have been working with the families of our students and in the parish to help them with their grief. >> the couple lost their lives monday night when a man broke into their home and shot them. the couple's 13-year-old son was also held hostage but then released. police then shot and killed the suspect after they say he refused to surrender and pointed a gun at officers. police have not identified the man but they say he had a history of domestic violence. now has church and school administrators provide counsel and support to those who need it, some wonder if there's anything that could have prevented this from happening. >> it's the type of families you always want to have here, and we just are very sorry for their loss and for our loss as well. the competition will be good for consumers. california grows 92% of lemons domestically. habitat for humanity is helping low income families repair an upgrade their homes. today a virtual army of women went to the west winds mobile home park. >> reporter: i'm standing on a perfect example of what 60 women can do in a single day. they built this beautiful redwood deck. habitat for humanity east basy silicon valley have helped women stay in their housing. some have never painted before. or picked up a hammer. but that's not stopping them from taking on a long to do list today at the west winds mobile home park. while habitat for humanity is known for building homes for for families, it will also do repair on existing housing so residents can have peace of mind. >> everything is income based so we help very low and low income people. if this is something we can help them to fix and repair, then we come out and do it. >> sheila is one of 60 women volunteering today, this is her third is and it's helpful to have all the people telling us how to do this job. >> reporter: sheila is working on the home of tim and joey. through habitat they received a grant through the city of san jose and a favorable loan. >> the loan is zero interest with a small down payment and they forgive the loan for 20 years. if you stay in the house for 20 years, if you move out sooner, then you have to pay more than a few clouds. as i mentioned, the wind advisory is in effect for most 09 bay area until 9:00 tomorrow night. it's mainly for the coast and the bay and the hills. the valley won't feel quite the wind that the bay area will field. but gusts up to who miles an hour at times. in addition to that, an airport weather -- gusts may exceed 60-mile-per-hour in some of the bay area airports. right now we're looking at gusts ranging from 30-mile-per-hour at fairfield, to 41 at sfo, 29 miles an hour at half moon bay. it's just wind across all of the area. 24-hour temperature range is interesting also. it is 9 degrees roller in concord, 15 degrees cooler in antioch, this is new from our east bay hills camera, loose at the western sky, it's bright, but there are clouds present, 55 degrees in san francisco, low to mid 60s in oakland, mountain view, sang jose, gill roy and 64 at half moon bay. temperature is at a fairly uniform range, mid to upper 60s, santa rosa, napa, novato, fairfield, concord and livermore. these are our forecast feature, gooirs winsthrough early sunday, isolated sprinkles are possible tomorrow. warmer days sunday through tuesday. here's the forecast animation, starting at 7:00 this evening, notice the clouds just sweeping through the bay area sky, during the overnight hours and into tomorrow afternoon. and by afternoon, we might see a few afternoon showers popping up, looks like the best locations, the best chances for that to happen will be in the higher elevations, and that will sweep on out of here, we have partial clearing going into the evening hours tomorrow. wind gust animation starting at 7:00 p.m. it will be stronger at the coast than in the inland areas through tomorrow afternoon. but then tomorrow night they intensify all across the bay area, by 3:00 a.m. sunday, that's 3:00 sunday morning, we're looking at winds gusting from 25 to 35 miles an hour across the region, but those winds will calm down going into sunday afternoon. the temperatures will be in the low to mid 40s. and the accuweather 7-day forecast. we'll see highs getting back into the 80s monday and tuesday, but then cooler weather again wednesday and thursday with last year san francisco enjoyed halving 25 million visitors, and it's projected that that number would increase by 2%. but that's before president trump began signing executive orders banning people from other countries. now the travel bureau is not sure they'll meet those projections. >> the forecast was great in december, but now with all this rhetoric out there, is it still going to be as strong as we hoped it was going to be? >> reporter: these ladies were traveling from southern california. >> waerp worried that we would have to meet with immigration when we came into the country. >> reporter: businesses spent $26 million a day. later this month, san francisco mayor ed lee is traveling to menti mexico city to meet with tourism officials and the press to reassure them mexicans are welcomed. >> the number two strong market of visitors was san francisco so i wanted to reassure them personally that we're there for them and we'll take care of them in any way, including dealing with any visa issues they might have. >> reporter: the new campaign video will be posted on the san francisco travel website and advertised on facebook. well, developing news just in to our newsroom. the alameda county sheriff's department has -- investigators found her body after responding to a fire in the garage of her home. initially it was approximate believed she may have died in the fire. but ed later pointed to beltre, a man from stockton has been arrested for her murder. while a motive has not been revealed, court claims are in place to beginning salvaging a b.a.r.t. maintenance barge alameda, you're a smart person, what's your question? >> i don't know about that, the stock market has been going up quite a bit lately and i worry if it's time to hold tight or to start selling things off. >> reporter: that's a tough question, there's two schools of thought on this, one is it's always a good idea to take profits. the other is you're going to leave right when the stock market is going to boom. because nobody knows if it's going to go up or going to go down. it's mainly can you ride it. because over time the stock market averages about 8% per year, the lowest anybody says it's averages is about 6.6%. so if you don't need the money right now, the basic thought is to keep running it. but keep rebalancing, so that the amount you have in stocks and the amount you have in bonds doesn't change, you just keep riding it. but talk to a financial advisor. >> absolutely. these are the rule of thumb thoughts, not the actual go spend your money thoughts. >> i thought you had a
