My fellow americans, tonight i want to speak to you about what we will do to degrade and ultimately destroy the group known as isis. My highest priority is to defend americas interests. We took out al qaida, and their affiliate in yemen. And weve done so while bring more than 140,000 troops home from iraq, and drawing down our forces in afghanistan. Thanks to our military and counterterrorism professionals, america is safer. Still, we face a terrorist threat, and small groups of killers still have the ability to harm us. So, we must remain vigilant. At this moment, the greatest threats come from the middle east and north africa. One of the groups is isil. Which calls itself the islamic state. Lets make two things clear. Isil is not islamic. No religion condones the killing of innocents. And the vast majority of isils victims have been muslims. And theyre taking advantage of sectarian strife, and syrias civil war to gain territory on both sides of the syrian and iraqi border. Isil is a terrorist organization, pure and simple. And it has no vision other than the slaughter of all who stand in its way. In a region that has known so much bloodshed, theyre unique in their brutality. They enslave, rape, and force women into marriage. Threatening the religious minority with genocide. And two took the lives of two american journalists. If left unchecked, the terror t terrorists could pose a threat beyond the region, including the United States. They have threatened america and our allies. We believe that thousands of foreigners, including americans, have joined them. Trained and battlehardened, they could try to return to their home countries and carry out deadly attacks. Tonight, i want you to know that the United States of america is meeting them with strength and resolve. Last month, i ordered the military to take targeted strikes against them. The strikes have protected american personnel, killed isil fighters, destroyed weapons, and given space for kurdish and iraqi forces to help. And saved the lives of thousands of men, women and children. But this is not our fight alone. We can not do for iraqis what they can do themselves. Thats why i have insisted that additional u. S. Action depends on iraqis forming an inclusive government. So, tonight, i can announce that america will lead a coalition to take care of this threat. We will use a comprehensive and sustained counterterrorism strategy. Air strikes, first. Working with the iraqi government, we will expand, hitting isil targets as iraqi forces go on offense. And ive made it clear we will hunt down terrorists that threaten our country wherever they are. Therefore, i will also look in syria as well as iraq. If you threaten america, there is no save haven. And we will increase our support for forces on the ground. Now that our teams have completed their work, and iraq has formed a government, we will send Additional Service members to iraq. They will not have a combat mission. We will not get dragged into another ground war in iraq. They will support forces with training, and equipment. And we will also help communities remove themselves from isils control. And we will ramp up resistance to isil. I ask congress to give Additional Resources to train and equip the fighters. In the fight against isil, we cant rely on the assad regime. Instead, we must strengthen the opposition as the best counterweight to isil. While pursuing the political situation once and for all. Third, we will continue to draw on our counterterrorism capabiliti capabilities. We will improve intelligence, strengthen our defenses, counter its warped ideology. And in two weeks, i will chair a meeting of the United Nations security council. Fourth, we will continue to provide humanitarian assistance to civilians that have been displaced. This includes muslims at grave risk, as well as tens of thousands of christians and other religious minorities. So, this is our strategy. And in each of these four parts, america will be joined by a Broad Coalition of partners. Already, allies are flying planes over iraq, sending equipment, sharing intelligence, and providing money for aid. Secretary kerry was there today, and in the coming days, he will travel across the middle east and europe to enlist more partners in this fight. Especially to enlist people in communities in iraq and syria. This is American Leadership at its best. We stand with people to fight for their own freedom. My administration has also secured bipartisan support for this at home. I believe we are strongest as a nation when the president and Congress Work together. So, i welcome congressional support for this to show that americans are working together. Now, it will take time to eradicate a cancer like isil. And there are risks involved, especially to the servicemen and women. But i want people to understand how this will be different from the wars in iraq and afghanistan. Combat troops will not be fighting on foreign soil. It will be a steady effort using air power, and support for our partners forces on the ground. And this strategy is one that we have successfully pursued in yemen and somalia for years. To mobilize partners wherever possible. My fellow americans, we live in a time of great change. Tomorrow marks 13 years since our country was attacked. Six years since our economy suffered its worst setback since the great depression. But america is better positioned today to seize the future than any other nation on earth. Our Technology Companies and universities are unmatched. Our industries are thriving. Energy independence is closer than its been in decades. Despite all the divisions and discord, i see grit and determination and common goodness in the American People every single day. That makes me more confident than ever about your future. Our leadership is the one constant in the world. America with the will to mobilize against terrorists. Its america that has worked against russian aggression, its america, our scientists, doctors, knowhow, that can help to contain the outbreak of ebola. America that helped remove syrias chemical weapons. And it is america that is helping muslim communities around the world. Not just in the fight against terrorism, but the fight for opportunity and for tolerance and a more hopeful future. America, our endless blessings but we welcome our responsibility to lead. If you take a look, you can see the dogs as they began tracking several days ago. And they followed those tracks for about 90 minutes throughout the dense forest. Now, the dogs did tree the cats 130 yards from where the 6yearold boy was mauled. Wildlife officers say the cat became very aggressive, looking into the eyes of a warden, preparing to pounce at that warden. And then, at this point, they made the decision to euthanize the cat. Initially they set out traps hoping to catch the cat alive but that did not work. They say theyre as certain as they can be that the 65 pound male Mountain Lion was the one that mauled the 6yearold but theyre going to have to wait until they get tests to confirm. Its been harrowing. Cats dont move in a Linear Motion they go back and forth. So it has felt like a wild goose chase we werent sure were going to get it. These dogs are very good at what they do.
