It allows for probation in certain situations. A judge can propose probation but the judge would have to outline and clearly articulate on the record what the unique circumstances are that he or she would not be imposing the mandatory minimum sentence for this. Governor jerry brown has until the end of the month to sign it. A second proposed bill would expand the definition of rape to include all forms of penetration. An antioch man is facing charges for Sexual Assault on teenage girls. After Police Arrested 43yearold cori murphy, they found an incoherent woman in the back of his van. The investigators case against him started with an alleged rape at the economy inn back in february. A 16yearold woke up disoriented and reported being attacked by murphy and 27yearold rose ann pennell. Then in july a 14yearold girl was assaulted in the same location, and a third woman was implicated in the crimes, 23yearold sarah denzer. Its just crazy. Its violating.
