here is the plan for the rest of the day. 7:00, 8:00 still cloudy. 9:00 partly cloudy skies. by 11:00 and around noon time we are sunny with temperatures climbing through the 70s. by 3:00 we reach about 90 inland and low 80s in san jose. san francisco breezy in the upper 60s. 80s in the north bay. the changes come towards the south bay tomorrow with increasing cloud cover. i will detail that for you in a few minutes. this morning san francisco police are looking for a gunman who shot and killed one man and wounded another in the bay view district. they found a man with upper body wounds. he was taken to the hospital but died of his injuries. another man arrived in a private car suffering from a gun shot wound to his lower body. he is expected to survive. the driver of a stolen mccarrcar is on the loose. it happened at 18th street late friday afternoon. abc news reporter was at the scene. >> reporter: the bus was doing between 20 and 25 miles per hour when it struck this house in richmond around 5:30. >> my son was inches from being hit. >> ashley ortega found her 3-month-old son sitting in his bouncy chair in the living room looking up at an ac transit bus. >> my daughter was in the back bedroom. i called her and grabbed my son and got out. >> reporter: the gas service line was leaking. seven dazed and bloodied passengers were trying to escape the bus. >> it was hard to get off. we didn't know how to exit. >> reporter: why couldn't you go through the door? >> it wasn't open. >> reporter: we briefly evacuated the area because of the gas leak. since the area is deemed open again. the home is now red tagged. >> i have to find a place to live now. >> reporter: police say the bus struck a speeding stolen car at the intersection of 18th street. they arrested a juvenile male passenger but his older brother, the driver, got away on foot. in richmond, abc 7 news. police are investigating the assault of an offduty sheriff's deputy. our media partner reports that the deputy was talking to someone when three men approached. police have not made arrests in the case. this morning contractors in san francisco could begin knocking down a building gutted by a massive fire in the mission district. that fire raced through the big house store on mission at 22nd street turning the building into a total loss. this is how the building looked before the fire full of goods and merchandise. this is how it looks now. all but a few surrounding shops have opened. abc news reporter reports. >> people who live and work theng the building gutted by a five alarm fire are trying to get rid of the smell. >> our bedroom is closer but the living room has more windows. >> reporter: known around the area as the wizard is trying to overpower the smell of smoke with something he likes. >> cooking bacon. >> reporter: he had to evacuate. he and room mates grabbed pets. the snake stayed wrapped around his neck all afternoon. >> i think he liked the attention. he stayed tight on my neck but didn't seem alarmed or anything. >> reporter: back on mission street large fans are on full blast. they are close. the building suffered water damage. >>. >> reporter: owner says the fire will not hurt their customers who need their dresses. >> we have to take them home. this is a once in a lifetime event. >> reporter: the complimentary clinic is closed. about 55 women will not be able to get cancer treatment until monday. >> it didn't feel like the air was healthy so we decided to close down. >> reporter: firefighters say it will have to be demolished. first the goal is to clean up the big pile of debris. everything from beach towels to briefcases. abc 7 news. >> the santa clara county sheriff's office has released the name of a woman whose body was found burning. police aren't saying how she died or if they have suspects. her body was found on fire. police closed the street while coroner's office and homicide investigators investigated. a protest outside a police convention spilled into the streets of downtown last night. this is video of police blocking protesters. the group says the urban shield convention and expo features armored personnel carriers. protesters say it divides police from the community. >> come out with weapons behind shields to confront people. that is hardly the model of public safety we need. >> we had this very same conversation last year and three weeks later a nut case walked into lax and started shooting the place. they didn't call the military. they didn't call the fire department. they didn't call the protesters. they called the police. >> the almeida county sheriff's office hosts urban shield. the convention has been held in oakland since 2007. developing news where hundreds of families were forced out of their homes because of a wildfire late yesterday afternoon. check this out. the fires burned 300 acres and isn't contained at all. this amateur video shows flames and smokes pouring from the trees. 700 homes and five businesses are under an evacuation order. wildfire is affecting air quality in the north bay. camp fire spread to 83,000 acres. it has been burning for four weeks. it is 25% contained. smoke advisory is in effect. a lot of people seeing smoke in the north bay. dealing with fire danger in september and october sometimes the worst month. >> today temperatures around average. we are not looking at heat waves in the short term. extended outlook includes warmer weather. cloudy right now. 60s at sfo. average temperatures upper 60s. i will detail the cloud cover that will increase tomorrow and have the extended outlook in a few minutes. up next how are real estate prices doing in napa following the quake? a private plane from the u.s. that crashed in the caribbean. a recording indicated there was a problem. flight headed from rochester, new york to naples, florida. plane crashed yesterday about 14 miles northeast of the coastal town. the owner of the plane a prominent real estate developer was on board with his wife. they are presumed dead. malaysia's prime minister says a search team will head to ukraine to look for hard proof that the flight was shot down. says there is intelligence about what happened to the jet carrying 298 people but evidence must be collected so that the downing can be proved when the case goes to court. in napa as the cleanup continues many home hoowners mae wondering about the damage of their homes after the quake. >> reporter: this is real estate broker christopher chuck. >> the building tilts this way at the bottom and at the top. >> reporter: they are talking about the quake and going over the hard numbers following the hard shaking. >> these are all the active listings and the ones that are currently available on the market today. and as you can see when you look through it all of the prices have not changed since the earthquake. so people are still holding the prices up because they feel that there is still value in the home. >> reporter: out of the office and into the neighborhood chris is showing me around one of the hardest hit neighborhoods. the sun is shining. the wine country vibe is still here. what isn't is a future for 86-year-old edward may. >> we just don't see any possibility of staying here. >> reporter: he was the first resident of this neighborhood 41 years ago. he showed me the damage to his home as he was packing up. he says the cost and the talk of rebuilding are just too much for him and his wife. >> are you worried about what you will be paid for the house? >> really, we are. we don't even have a figure in mind. it is hard to come up with a figure. >> reporter: it may be hard to price but may not be hard to sell. broker is working with a client who is interested in buying a distressed property. are there going to be bargains? is that going to be a bargain? >> depend on what your definition of bargain is. it will probably sell for below the median price in the area but for the amount of work needed to make it livable it may not be a bargain. >> reporter: this is the time of year when housing sales slow down anyway so it will be hard to analyze the impact but he thinks it will be minimal. >> the city has repaired the street throughout the city with water main breaks and pot holes and cracks. neighbors are helping neighbors. everybody is getting up to normal. i think within 60 days we will be running business as usual. >> natural disasters such as earthquakes can leave people stranded. search and rescue teams are often brought in and because of their training can get the job done. that training comes from exercises such as the one conducted this weekend. the exercise that skyline wilderness park in napa will feature 350 search and rescue professionals. corporate and community volunteers will help eight san francisco homes go solar. grid alternatives will use 130 volunteers to install solar panels on homes being built for habitat for humanity. this is the ninth one sponsored by grid alternative. is there someone in your neighborhood with a lawn greener than it should be. nick smith explains why people who don't conserve water are getting caught. >> we were just using too much water on the lawn. >> reporter: because of california's statewide ban camille reduced her water use but others haven't been as conservative either neglecting to cut back or ignoring the call to conserve all together. >> she waters i think it's two or three times a week and that is all. >> reporter: the folks at east bay mud are seeing record complaints about lawns that are too lush when many others are little more than sticks and stones. >> i was calling to follow up of a report of water waste. >> reporter: with east bay mud. she is in charge of the water wasted hotline put in place by the utility after the drought was announced. in august there were 419. it is her job to record complaints and hit the street to investigate. >> most of the water waste reports are coming from single family homes where the report is that people are overwatering the lawns. >> reporter: we were there as she looked for water waste. there were puddles, puddles and more puddles. >> any water saving efforts mate now will put us in a better position. >> reporter: she left a flyer on the door about water conservation along with her phone number. the investigation works like this. east bay mud calls alleged violators. next is the on sight visit. >> we are definitely not the water police. >> reporter: east bay mud says continued violators could receive a warning letter and restricted water use. steps to date have not been needed and may not be if everyone does not do their part. >> nick smith, abc 7 news. hurricane norbert could bring weekend rain to the u.s. southwest. it is on the move up the coast of baja, california. this video shows powerful winds. it is unleashing monster waves. southern california surfers are hitting the water. high surf advisories are in effect until monday. california may not get the help it needs for its drought. meteorologists predicted 80% chance for an el nino system would develop. now that has dropped to 60%. meteorologists say a week system the extra moisture will help but will take several winters with above normal rainfall to compensate for the past three years of drought. we see some rain in september historically. maybe not this year. >> we will see the mild temperatures. the average in san francisco by 72 in september. we should see a little rain. the rain for the weekend, the chance of it anyway in southeastern california. if they see any it will be coming down pretty hard with that run off and the potential exists for flooding. not the best news and it is all due to that hurricane that weakened into a tropical storm as soon as tomorrow. good morning. live doppler 7 hd. and the view from the camera showing this morning. emeryvillic looing at 60s. we are still just in the low 50s. 60 in livermore. lake tahoe pretty chilly. afternoon high reaching of about 80 in the sierra nevada. average temperatures runs from the 60s to near 90 and slightly cooler as we head into the early part of next week. then we warm up temporarily for the end of next week. so area of low pressure off the coast keeping us from getting too warm and keeping the breeze going and low clouds and fog pretty healthy. this morning they are over 2,000 feet deep. that doesn't look like it will change until the middle to the end of next week. here is the hurricane, a category 3 with 120 miles per hour winds. it continues to weaken into mid morning tomorrow for a tropical cyclone. look at the moisture it is pushing into southern california. partly cloudy skies for los angeles. much of the moisture into the mountains. isolated thunderstorms for the higher elevations of southern california and the surf will be up today but the possibility of flash flooding tomorrow through monday is more likely with wide spread thunderstorm activity and heavy down pours from the desert here into las vegas. not the best of news. we could see partly cloudy skies from that system late in the day probably here in palo alto tomorrow. as for today look for 67 at 12:30. by the afternoon mid 70s so very comfortable and another stop hopefully not getting too dizzy with opera in san francisco. mid 60s partly cloudy. cool but comfortable reading. 76 today san mateo. 82 in san jose. 84 in santa cruz. san francisco upper 60s. seven day forecast showing temperatures pretty comfortable. a little cooler monday and tuesday. here comes the slight warmup as high pressure builds in from the middle of the week to the end of the week with maybe 70 at our beaches. it has been very, very quiet. thankfully no big major shifts in any heat waves. we will let you know how warm it will be in your community by keeping track of weather. >> going unresponsive and eventually crashing into caribbean near jamaica. this morning so many are asking what went wrong. a frantic search in texas for a young texas woman. the 23-year-old was last seen in a shopping center parking garage. what police are revealing this morning about that investigation. a new york man striking it rich after finding a winning lottery ticket in his truck. he had been driving around with it for weeks. he had no idea it was worth $3 million. what he is saying this morning about the golden ticket coming up on gma. i am going to search the minivan to see if i have quarters or anything lying around. nowhere near $3 million. >> what was his excuse? >> you will have to find out. >> that is what they call a tease. exactly. thank you, paula. a campaign for a higher minimum wage kicks off in oakland. the campaign is called lift up oakland and calls for the city to raise the minimum wage to $12.25 an hour. this video shows the organization gathering signatures in support of the measure earlier this year. in july the minimum wage in oakland was raised from $8 to $9 an hour. the news room here at abc 7 was buzzing more than normal yesterday thanks to a special visitor here at the station. larry beal expert cameraman. rachael ray hung out with us here at abc 7. she posed for pictures with the team and signed copies of her new cook book. she there. we are revealing more cloud cover especially in emeryville this morning. temperatures here, though, are somewhat mild in the 60s. inland we are looking at cloud cover. the fog, marine layer over 2,000 feet deep. the partly cloudy skies, breezy winds by the delta 56 right now and cooler as much as seven degrees cooler compared to yesterday. a couple of degrees cooler at the airport. mountain view is a couple degrees milder this morning. it is pretty gray out there. probably by 11:00 we see sunshine in the city but by that time the numbers still in the 50s. by 3:00 we should manage upper 60s and beaches mid 60s. low 70s to 80. mid 80s to near 90. we will have more cloud cover tomorrow mainly in the south bay and will get you updated on the hurricane bringing lots of cloud cover to southern california. new this morning the middle class is not reaping the benefits of the economic recovery. that is the theme of this week's presidential address. vice president joe biden delivered the speech calling for increased minimum wage. >> in order to do that it is time to have a fair tax structure, one that values paychecks as much as unearned income and inherited wealth. it is time to close tax loopholes and reduce the deficit and invest in rebuilding america, our bridges, ports, highways, rails. providing good jobs. >> the vice president was filling in for the president. mr. obama is back in the white house after a brief trip to wales for a brief summit. it will be a reminder to the tens of thousands of drivers who pass by it every day. busy east bay interchange dedicated in the memory of a fallen chp police officer who died near there two years ago. laurie anthony has more. >> this is not a good anniversary but what we are doing here today is a good thing. >> reporter: tyler carlton was the beat partner the day he was shot and killed by a driver during a traffic stop on interstate 680 during the morning commute just after 8:00 a.m. on september 4, 2012. >> i want to give you a picture of his last moments and a conversation we had. our last conversation and that was him offering help to me. >> reporter: the late officer will be remembered with the highest honor a highway patrolman can receive, the dedication of a freeway in his name. >> in that intersection and that crossing we saw an individual unselfishly give his life to protect this country, this state, this community. >> reporter: in this case it is the dedication of an interchange, interstate 680 at highway 24, one of the busiest in california and not far from where the 37-year-old officer was fatally shot two years ago. >> tens of thousands of people will go by your father, husband, son's sign and reaffirmed once again that there is a band of brothers and sisters who show professionalism every day. >> reporter: his widow and three of four children attended the dedication ceremony. >> we would much rather have him here with us. it is beautiful that people will remember him and maybe think about his story. >> reporter: his children even signed the back of one of the freeway signs bearing their father's name. now thanks to the signs the thousands who drive this interchange every day will forever have a change to appreciate the sacrifice he made. abc 7 news. police have arrested a man accused of lewd conduct in palo alto. police say he was arrested after he was seen exposing himself. next day he was seen touching himself in three separate incidents in palo alto. a big test for new turf at levi stadium. yesterday players got the chance to test the field. abc 7 news reporter reports from levi stadium. >> reporter: goalkeeper and teammates were the first athletes to test out the new turf. sky 7 hd was overhead when team mexico wrapped up practice. the seams are still visible and already brown in spots. >> it is supposed to be a little bit faster to get a better feel in the game. it doesn't really matter how the field is for tomorrow night. what is important is that we want to win. >> reporter: 49ers fans who aren't necessarily soccer fans plan to watch saturday. they want to see if the turf holds up. >> make sure there are no clumps coming out when they go for a kick. and just making sure that everything is just fine. >> the turf began falling apart after the 49ers opener preseason game. the field was quickly ripped out. the team says the problem was the sand base underneath the grass. the field is in the third incarnation. the team adjusted the composition and switched to a different type of grass. the same kind that had been used at candle stick. the hope is that the new turf will last through the season. fans are keeping their fingers crossed. >> you don't want to have something where a knee blows out and it is costly to your team's welfare. >> we have to have a good playing surface for the ball players. >> and for the 49ers important to put this embarrassing chapter behind them. now to a story that is but still pretty cloudy until about 10:00 or 11:00. sfo talked about the delays due to low clouds and fog. that marine layer will stay with us through the next several hours. the southwest winds up to 25 miles per hour keeping it pretty comfortable in our east bay valley. about 90 for the average high and will be there today. san francisco very near average as well as our east bay. it has been very calm the past couple of days. all summer long we haven't seen much in the way of big temperature swings. we will cool it back a little bit by early next week. then we will warm it up by the end of the
