in a letter to teams, for a first offense, players could be suspended for six games and could get tougher sanctions for cases involving violence against a pregnant woman. mcdonald posted bail yesterday and was released. but he nor his attorney has said anything to us since. the last time i talked with the defensive end was after aldon smith was arrested for dui leaving a party at mcdonald's house last year. the 49ers have also not issued any statements since the arrest. certain players will be available for a regularly scheduled locker room event tomorrow. in san jose, quintana, abc 7 news. this is part of a troubling trend of the niners. there have been ten arrests since 2010. four were just this year. in january, daniel kilgore was charged with public intoxication in tennessee. in march, arrested for misdemeanor hit and run and police arrested aldon smith in april for making a bomb threat at lax. that charge was dropped. smith and mcdonald account for six of the ten arrests. a teddy bear, candles and flowers mark the spot where a 50-year-old woman was hit and killed in pittsburgh. the contra county coroner's office released her identity. she's 50-year-old michelle braz. friends and family are devastated by this. abc p 7 news reporter, lyanne melendez is live to explain what happened. >> reporter: dan, we know the man was driving a silver chevy pickup truck and also several witnesses managed to give police a pretty good description of the driver. of course, anybody with any additional information should call police. this morning, people who knew her came to put flowers and candles where she died. pittsburgh police say a man driving a truck like this one, hit the 50-year-old woman. it's a silver chevy pickup. she was killed on sunday just before 7:00 p.m. she was walking her dog along willow pass road. she had a cart with recycled bottles and cans. according to police, the driver hit a lights pole and then struck the woman. witnesses then saw the man drive away dragging the light pole for a few hundred yards. >> every day, she walked with the dog, recycled with her little shopping cart. yesterday, wrong place, wrong time. >> this woman and her daughter had seen the victim minutes before she was killed. >> i was actually at the tower mart and we actually passed her as we were going to the tower mart. as we pulled out, we seen the dog run down loftus. >> neighbors say the dog eventually ran home. >> she's really nice. she would give us stuffed animals and toys. >> police are hoping the information given by witnesses will help them find the driver. in pittsburgh, lyanne melendez, abc 7 news. a surfer rescued a boogie boarder who got in the trouble off ocean beach this afternoon. lifeguards and san francisco firefighters make sure that nobody else was in distress. this happened near the cliff house once the boogie boarder made it back to shore. the warm weather attracts people to the beach. rescuers say there are safer ways to cool off than getting in the water. >> we have a really strong rip. cold water. and people lose their lives here every year. it's not a joke. >> don't get in the water. it's aggressive. as we know, the beach current are treacherous. one time this was considered the most dangerous beach in the world. this is not a place to be tore recreational swimming. stay out of the water. >> a coast guard helicopter searched the water after somebody reported a second swimmer in distress but they did not find anybody else who needed help. two lanes of southbound 680 in martinez are shut down after a big rig fire sparked a brushfire. take a look at what happened. this photos shows flames engulfing the cab of the trailer. the fire damaged three of the cars on the car trailer. the truck caught on fire about 2:00 this afternoon on interstate 680 at pa chak owe boulevard. flames spread to a hillside burning about half an acre as you can see. fire crews had to shut down two shoub lanes. they are expected to reopen in half an hour. several small earthquakes hit the bay area today. maybe you felt one. just after 5:00 a.m., a 1.5 hit napa followed by a 1.5 in martinez. then at the same time, before 1:00 this afternoon. a 2.3 magnitude was reported in petaluma. a half hour later, a 1.6 in american canyon. then napa shook a bit again when a 2.6 earthquake hit this afternoon. the strongest quake was felt by people living from redwood city to sa line as. that magnitude 3.5 quake struck at 9:10 this morning. about six miles east, southeast of gilroy. the u.s. geological survey says it had a depth of six miles. no damage was reported. those aftershocks shook up napa again after last week's 6.0 earthquake early in the morning on sunday. reporter nick smith joins us with a potential threat for more damage. nick? >> cheryl, good afternoon. the new threat, our after slips. they're cracks like these and you can blame the napa quake. these cracks are called after slips because they shift the ground after the quake. just to show you how deep this is, this is my hand, this is my company iphone. look at it disappear. >> its all about crunching the data. >> 0.0.810. >> u.s. geological physicist is spending his day measuring, recording the size of gaps like this. the nonviolent shift in the ground following an earthquake is referred to as after slip. >> that is following the movement at depth which is larger. it's catching up with the surface. >> he said cracks like this are slow to appear and it can last from a month up to a year. >> it's slowing down a lot now. it will keep moving the next few weeks and months. there will probably be a few more inches of slip. >> look at this crack. a hole so deep the asphalt used to fill it and plug it up seems to sink into a bottomless pit. the city put up these signs warning drivers of the potential road hazard created by the shifting groupd. >> in area has raised up. >> not far away after slip has created headaches as large as the holes for homeowners like al owens. he showed us where the rupture toward through his yard and subsequent lip his water line. >> you can feel underneath where the pipe split open. >> destroying his tank in the process. 2500 gallons worth of water. broke all the valves off the tank when this moved. >> creating thousands of dollars worth of damage and costly repairs in the process and it may not be over. he and his neighbors are watching the cracks in their yards continue to grow. >> this right here behind us is probably opened up 4 to 6 more inches. >> according to experts, showing no signs of slowing down. >> if homeowners choose to wait before doing repairs, he understands. even though the size of the after slips he's measuring should decrease, the data he collected suggests there are indeed more after slips to come. nick smith, abc 7 news. >> brace ourselves. >> cal trans says it's on track to reopen a stretch of interstate 280 by tomorrow morning, shut down is part of a seismic retrofitting project. all northbound lanes of 280 from the 101 split to the kings street off ramp has been closed since thursday to replace two bridge hinges. now, cal trans spokesman steve williams is live at the site with us. steve, thanks for coming on. what are the crews doing right now? >> reporter: things are coming along very well. we're actually starting to put the finishing touches on the last hinge over the evans avenue at i-280. >> steve, it sounds like it will open -- sorry. it sounds like it will open on time. what's been the toughest thing about this project the last few days? >> the toughest thing is that we only have an extra seven hours to try to do twice as much work as we normally do in a weekend. this work is very, very specialized. you need a specially trained crew to do that. in addition to that, this type of work was never attempted before, so this was kind of a first time for us. so we used the lessons learned from the closure on memorial day and the fourth of july and that's what has enabled us to do this successfully on in labor day weekend. >> congratulations. sounds like it's gone extremely well. steve, thank very much. cal trans. >> it's going very well. >> thank you, sir. congratulations there. fantastic. bay area roadways have been busy on and off today. the end of the labor day weekend. let's take a look in berkeley along interstate 8 and 580. you don't see that picture very often. traffic much better than normal. little bit congested in some places only as people move south along the freeway. this looks like it could be midday. we almost never see it this empty. a look at the golden gate bridge under sunny skies. things are just going swimmingly there. all looking good. >> it is nice, isn't it? easygoing tonight. coming up, hundreds of homes are threatened because of a fire. bummer for boaters. why summer fun is about to end for folks at one northern california lake. money management 101. as students head off to college, 7 on your side michael finney on the hidden credit card fees and how to avoid them. abc 7 news at 5:00 continues in 60 seconds. firefighters on the scene of a sonoma county fire that destroyed one building and sent at least one person to the hospital. the fire began shortly after 3:00 this afternoon in the city of forestville. that's west of santa rosa. authorities say it began in a building and then burned at least one acre of dry vegetation. four ambulances were called to the scene. so far, only one injury has been confirmed. we're still trying to verify reports of a propane tank explosion at that site. more than 700 homes in happy camp threatened by wildfire at this hour. the lightning sparked blaze burning in the forest off state highway 96. it's forced the evacuation of 250 homes. firefighters are focusing their efts on creating defensible space around the homes. that wildfire burned nearly 100 square miles since it started august 11th. it is only 15% contained. let's head outside to check on weather conditions with spencer christian. spencer? >> hi, cheryl. let me show you that area now. live doppler 7 hd traveling up to the happy camp areament winds are not a problem at the moment. they should not be as the official reading from that area shows winds are calm and gusts nonexistent at the moment. it is hot and very dry. it's 93 degrees right now. relative humidity only 19%. it is possible that later in the evening winds could increase. but at the moment, that is not forecast. so winds not a factor at the moment in the firefighting effort. but still hot and dry. dan and cheryl? >> it's hot and dry. thank you, spencer. b.a.r.t. is experiencing 20-minute delays because of an equipment problem. crews are working to fix it. it's unclear when trains will be back on schedule. >> people who ride muni are paying more than for the first time since 2009. adults with day passes shell out $2.25 now compared to the old fare of $2. the adults monthly mun pass is going from $66 to $68 a month. that's an increase of $2. the pass that can be used on both b.a.r.t. and munu going up to 80 bucks a month. the fare increases would be okay if they meant better service some say. >> i don't know if there's a correlation between the fare increase and better service. i'm not real happy with the service muni gives as far as being on time. >> 25 cents. didn't really think it was too much of a difference. >> well, single ride fares and monthly passes for seniors, disabled and young people will not change. as college students head off to school, they have to figure out how to set up banking and receive their financial aid as well. >> consumer reports is partnering for a report on certain things that you need to watch out for. >> here is michael finney with that report tonight. >> this report can save a family a ton of money. i'm not kidding you. >> campus sponsored bank accounts and pre-paid cards may seem easy and convenient choice. they also serve as a student i.d. some of the accounts could be a fee trap. >> it allows to you manage your money easier and get your refun refunds. >> this is a promotional video for hire one. it's the biggest player on campus. it offers cards at 800 institutions nationwide. consumers union, the advocacy arm of consumer reports looked at hire one and eight other companies offering campus sponsored accounts. staff attorney suzanne martindale says students should be careful. >> the high and unusual fees, the kinds you wouldn't typically see on a regular retail bank account. >> fees from the various companies can include overdraft fees as high as $38. a fee each time you use the debit card of 50 cents. out of network, atm charges that can run as high as $3 and an inactivity fee if you don't use the account. consumers union found that while some of the accounts analyzed have low-cost options, students need to use the accounts carefully or risk incurring hundreds of dollars a year in usage fees. so why would anyone sign up for a campus-sponsored account? >> many students find it difficult to avoid signing up. it may be the default option to manage financial aid money. they're nickelled and dimed out of the aid. >> a class action lawsuit shows deceptive marketing and a failure to disclose unconscionable fees. students don't need the campus sponsored account to get the financial aid. by federal law, it can be directly deposited to an existing account or get cash or a check. >> the lawsuit against higher one is expected to set this will fall for $15 million. there's no admission of wrongdoing. the higher one agreed to drop some of the worst fees. nonetheless, consumers union is concerned most of the aggressive marketing tactics remain untouched and believes regulators should step in to protect students from campus banking arrangements that restrict choices and charge unfair fees. >> the fees are incredible. >> you do not have to have one of niece cards to get your student loans or to get a scholarship. keep that in mind. >> good to know. michael, thank you. >> this was the last fun weekend for many boaters on folsom lake because of the drought. the lake is a popular recreation area east of sacramento. the depth was measured by a few inches above 400 feet. meaning it's about 39% of capacity. once it reaches 400 feet, the state parks department will drop the boating speed limit across the lake to 5 miles per hour. it's changed because low level can bring underwater objects dangerously close to the surface. the drop in the speed limit will happen this week sometime which means, you can't water-ski at 5 miles an hour on the lake. >> we need the rain. if it's going to be nice, might as well enjoy it. >> i have a week full of enjoyment ahead. we'll have weather much like today. only slightly cooler. here's live doppler sunny hd. sunny skies on this gloriously lovely labor day. little hot in inland areas where temperatures were in the 90s today. we're looking at some breezes beginning to increase. 13 miles per hour at napa. 12 miles per hour at fairfield. 14 hayward. 21 the sfo. no powerful gusts. here's a beautiful view from the east bay hills camera. looking at lots of blue sky. mt. diablo. coastal fog will develop overnight and push us locally beyond the coast. cooler tomorrow and steady pattern all week long. satellite image shows two centers of high pressure merging into a dome of high pressure that will dominate our weather the next few days and give us a quiet weather pattern which we have now. it will be a continuation of the pattern. for the week ahead in san jose, highs around 82, 83 degrees for an entire week. that steady pattern is indicative of what the entire bay area can expect in terms of a pattern of high temperatures this week. not much change. overnight, a little fog at the coast. maybe even spotty drizzle. although it won't be widespread. mainly clear and mild inland. temperatures just above 60 degrees. then the forecast animation for tomorrow, starting 5:00 in the morning, shows the fog retreating as it usually does this sometime time of year. it will be cooler by a few degrees. especially in our inland areas. some of which hit upper 90s today. tomorrow in the south bay, sunny skies, highs of 82 at san jose. 86 at los gatos. mountain view, 78. palo alto, 72. mid 60s on the coast in pacifica and half moon bay in the presence of some fog. downtown san francisco high of 68 tomorrow. 70 in the south san francisco area. up in the north bay on the coast, 63. bodega bay. nice and warm inland, 84 at santa rosa and cal stowing a. 82 at napa. highs range widely from 71 at berkeley and 75 to san leandro and 78 at fremont and 79 in castro valley. the bay will be the warmest region. not as warm as today. mid and upper 90s today. 84 walnut creek. 87 at antioch. here's the accuweather seven-day forecast. there's that steady pattern we talked about. highs under sunny skies in the mid to upper 80s inland all week long. upper 7 o s to 80 in the bay. not much change through the weekend and into early next week. the first week of september will be quite summer-like. in fact, it is still summer. fall arrives officially three weeks from today. >> we still have summer left in us. >> we do. for a little bit of time. >> thank you, spence. bird's eye view. a perspective on the offices of a bay area company. can you tell who is building this project?
