from other departments led a procession on 280. it was headed to valley medical center. police expect to continue their investigation this morning and canvassing of the neighborhood should take a few friday morning with a sig alert in benicia, southbound 680 at marshview. this happened last night with a big rig that caught fire. the purple means a hard road closure. the red is the backup from there. it is beyond gold hill in the southbound direction. they don't expect this to be cleared for at least another hour. so of course, we're tracking that for you. your best alternate would be to take 80 to columbus parkway. exit at columbus parkway to lake herman road to cut across to 680 or go all the way to 780 to get back to 680 that way as well. we're following this with a sig alert, expected to be opened at 6:00 a.m. this morning. let's take a look at your weather with drew in for mike this morning. >> good morning. weather wise, we're moving into this friday a lot smoother. a nice afternoon on the way. out there right now, exploratorium cam, pier 15, live look at san francisco. typical morning overcast. 12-hour planner. a.m. clouds for some. inland, we'll see clear skies to the terror attack in barcelona. the death toll there increasing to 14 people. more than 100 are hurt. >> the terrorist barreled through one of the city's biggest tourist spots in a rented van, leaving a bloody trail of victims. and this morning, police are still searching for the driver of that van. >> molly hunter is there. >> reporter: the morning after here in barcelona, crowds gathering for a moment of silence in the heart of this city. this is the bloody aftermath of another terror attack in a beautiful european city. the dead and injured sprawled in the street. >>cr sms o looked up, saw the w van just knocking people over. at high speed. >> it was late afternoon when police say this white van hopped a curb, swerved onto a sidewalk here, mowing down pedestrians in barcelona's famous las ramblas district. witnesses estimate he was speeding by at 50 miles per hour. >> we started to run. everyone ran forward. >> it was scary not to know what's happening and seeing people running outside. >> investigators say 28-year-old driss oukabir. he was born in morocco where he recently visited before returning to spain on sunday. police arrested him and another man, but the hunt is till on for the driver of the van. and down the coast, 60 miles away in a related incident, five suspects dead, shot by police. that moment of silence happening just behind he. this is the pedestrian area where the attack happened last night. less than 24 hours later, thousands of people are out, even though the entire area is on lockdown. the manhunt for the driver continues. molly hunter, abc news, barcelona. >> amazing to see all those people back. >> here in the bay area, people are mourning the victims of the barcelona attack. >> someone placed a bouquet of roses by the window at spain's consulate on suter street. many people from california are on vacation in barcelona. we skyped with a group of young men yesterday who say they worry about their safety. >> meanwhile, an east bay family still waiting to hear from their loved one. abc 7 news reporter amy hollyfield live in lafayette with their story. amy. >> reporter: reggie, i just spoke with a family friend. he says the wife of the missing man, heidi, is very frustrated. she still doesn't have any news this morning. the lafayette couple was on the tail end of a two-week-long european vacation. 43-year-old jared tucker and his wife, they were in the la las ramblas area of barcelona, and now she can't find him. he stepped away to go to the restroom when the attack happened. heidi hasn't been able to get information from the state department or the red cross. jared's broernl spoke to us. he was too distraught to appear on camera. he told us about heidi's frantic search. she also has the help of a friend who lives in barcelona. >> went to the hospital to see if there were names or anything given. they were redirected to a red cross type setup. they were going to post names at a certain point. as of yet, they have yet to release those names. >> heidi was told to leave the area by police right after the attack. she says she couldn't call her husband because phone lines were cut. the family friend tells me that she has placed his name on a list at the state department. now, they are just waiting. reporting live from lafayette, amy hollyfield, abc7 news. >> must be so interstate 680 in benicia near marshview. you can see crews putting out the fire there. the big rig burned to the fire overnight and set trees and surrounding vegetation on fire. no word on injuries. the fire is creating a traffic headache as crews are working to clean up the debrises, and sue hall is in. you have been monitoring the situation all morning long. how is it looking now? >> it's no different than when we last spoke. it's been out there since 10:00 last night. they have a full hard closure of 680 to try to get all this debris cleaned up. they thought they would be open by 6:00 a.m., although they have started to sort of push back on the time that the tow trucks and all of the cleanup crews can get there. southbound 680 at marshview. they have a detour in place right off and then back on again. but as you can see, the delay is back now past gold hill road. so the best detour would be 80 all the way down to 780 to benicia or you could take 80 to columbus parkway and columbus parkway leads to lake herman road to get back to 680. those are your good alternates. we'll follow this until they give us a time of reopening. right now, it's after 6:00 a.m. here's drew 5:11. we're learning apple is investigating why an iphone 6s plus exploded. a couple in washington, d.c. is recovering from these burns after an iphone burst into flames on their bed yesterday. their 3-month-old daughter was just a few feet away. luckily, she wasn't hurt. curtis gillmore said the phone was not charging when it caught fire. he says he hadn't used it for a while. he heard a popping sound, looked up and saw smoke. he threw the phone in the hallway while his brother called for help. >> an accident victim's family will receive $9.5 million to settle a wrongful death lawsuit blamed on faulty brakes. daniel mcguire died when a big rig went out of control and plowed into several cars along highway 17 in 2014. mcguire's family hopes his death will send a message to the trucking industry to follow the law. investigators say the truck shouldn't have been on the road with defective brakes. the truck driver was placed on probation for mcguire's death. >> a member of the oakland raiders facing arraignment next month on assault charges. they allege shaun lee smith beat his sister's boyfriend in pasadena on july 4th. the d.a.'s office just announced the charges yesterday. smith is a corner back for the raiders. >> four people including a 13-year-old girl, are facing charges in connection with a robbery on a muni bus. the only suspect san francisco police are releasing the name of is 19-year-old clay doss of antioch. the robbery happened last month. police say doss and at least three young teens followed a man from one bus to another, assaulted him and took his phone. >> north korea's nuclear threats are topping the agenda for joint u.s. and japanese meetings in washington, d.c. secretary of state rex tillerson and defense secretary jim mattis are hosting the japanese counterparts. japan is a key ally in asia and another potential target of north korean aggressions. the meetings come as north korea has put its plan to fire missiles toward guam on hold. american forces in guam say they're prepared for whatever happens. >> we train every day. we're always ready. and that's what makes us ready to fight tonight. because we have this power projection here right behind us. >> american b-1 bombers have been making round-trip patrols between guam and the korean peninsula since north korean ruler kim jong-un made his threats. >> a state lawmaker plans to nofor deuce legislation to forbid sexual harassment between investors and female entrepreneurs. hannah beth jackson said that behavior is barred under a blanket prohibition in a civil rights act. jackson wants to amend the act to specifically name investors and start-up founders. she points to a recent report that showed more than half of women in tech have experienced lewd behavior by male investors. >> california's fair political practices commission will allow candidates to get unlimited campaign contributions from other lawmakers. but the decision to remove the state's nearly $4,000 limit is now under fire by critics who say the panel unfairly voted in favor of one political party. democratic state senator josh newman has raised more cash this year than any other lawmaker. he's faced a recall effort because of his support of the new gas tax. if he loses his seat, democrats could give up their super majority in the senate. >> because they did it in the way they did it, it makes it look as though they really threw a lifeline to one politician and that's not the job of the fair political practices commission. this ruling, quite frankly, tarnishes their reputation. >> elections officials still counting signatures on recall petitions. if the effort qualifies for the ballot, newman will face a recall vote in november. today's "gma" first look, a new study looks at what parents think about concussions and sports. >> lindsey davis has more on that. >> in this morning's "gma" first look, researchers at the neurological institute in arizona wants parents to know concussions aren't limited to the gridiron. in a new survey conducted, 85% of parents say thad wipermit their kids to participate in any contact sport. and while only two thirds of parts say thad they would allow their children to play football, 9 in 10 said they would allow their kids to take part in soccer, even though soccer has the highest rate of concussion in any teen sport. >> the greatest rise of that participation is actually in girls sports. the number one increase in actually in cheer. >> alexa was treated at the barrow institute after three concussions. >> i couldn't read. i astronomical demand for solar eclipse spectating supplies. orion telescope center said it sold out of nearly everything, from solar filters for viewing the sun through a telescope to solar eclipse with debris in lanes. the department of transportation is hoping to open the left lane any minute now. that should be a little relief. traffic stacked up to gold hill. there is a detour in place. they're taking folks off at marshview and right back on the freeway again. you're stacked up for a good solid 30-minute delay. the other alternate would be to take 80 through vallejo on to 780 eastbound to get back to 680. once again, they will try to have this fully open by 6:00. we're checking on that. we'll check back in the next few minutes. here's drew with a look at weather. >> good 10:15, this is when max eclipse will be happening, about 75% of the sun will be covered on monday morning. it does look like we'll have coastal cloud cover. away from the coast, looking good with mining operation in the continental u.s. california state lands commission has approved a settlement to shut it down. the sunex corporation has been using a sand boat to suck up sand and sell it. it's caused serious erosion on public and private land. it will force them to sell the site they have been drudging to a nonprofit or government group to conserve the land and keep it open to the public. >> nba final mvp kevin durant says he won't visit president trump at the white house if the warriors are invited. he made the comments in his home town in maryland where they celebrated kevin durant day yesterday. the star forward told our sister network espn he won't go to the white house because, quote, i don't respect who's in office right now. durant hinted that other warriors could follow victims of a shooting in san jose are oakland firefighters. officials say they were at an event in san jose when someone opened fire last night. a suspect search is under way. >> number two, we have a just getting this news confirmed now. two off-duty oakland firefighters have been shot in san jose. >> one of them died from the injuries. the other one is hurt. abc7 news reporter matt keller is live at taylor and 8th. matt. >> reporter: good morning, reggie and natasha. we have confirmed they were two off-duty oakland firefighters. we're told the person who was killed was 30 years old. we're told the other firefighter is alive. he's 26 years old and is stable at the hospital. this scene is still ongoing right now. eight hours after the shooting took place here on taylor street. we talked with some people who were here last night. they say there was a very family friendly event at gordon until 9:00 last night. a lot of people were coming out and around in this area when the shooting took place. now, it's a crime scene. police have detained one person. officers also started a yard-to-yard search last night to make sure there are no other outstanding suspects. they're looking in the neighborhood east and south of the area. it doesn't appear there's a relationship between the shooter and victims. the group of off-duty firefighters were at the event. they were leaving the event when they were met by a group of men. something happened, and shots were fired. >> a nice neighborhood. like i said, this is usually a very nice event. well attended. family oriented. i see people walking their dogs here. so it just seems to be a random act of violence. >> san jose police, san jose fire, oakland fire, and units from other departments led a proceson280. this is at meridian avenue. it was heading toward valley medical center. both oakland firefighters were part of the graduating class in april, so they were only on the job for a few months. the investigation and search incident in benicia. what's going on now, sue? >> they expected to have the left lane open. it's still a sig alert, southbound 680 at marshview. it started last night with a big rig fire before 10:00. they still have all lanes closed, as you can see the backup now towards cordelia and the 80 junction. there is a detour in place here off and then right back on the freeway. the backup is horrendous so the suggestion is to take 80 to 780. we'll take a look at this video from last night. the fire, as you can see, spread to trees in the area, and that backup remains this morning. no word on how that big rig literally exploded and burned to the ground. backup still out there, and we're following that, unfortunately, all morning long. drew. >> on this friday morning, the weather we're easing inland going near 90 later on today, guys. >> thank you, drew. developing news. the terror attack in barcelona, a 14th person has died. >> police still looking for the driver of a truck that plowed through a crowd of pedestrians on the city's historic las ram bls district. the truck swerved onto a sidewalk filled with pedestrians. >> everybody started to run. they're screaming from behind. and everybody ran forward. >> it was scary not to know what's happening. and just seeing people running outside. >> the u.s. state department says one american was hurt in the attack, although the person has not yet biidentified. more than sixty-s60 miles away, say five suspects have been killed in a police shootout in cambrils. suspects wearing fake bomb belts began plowing down people. an officer was among six people hurt. >> an east bay family is searching for their loved one who is missing after the barcelona terror attack. 43-year-old jared tucker was on vacation with his wife. the couple from lafayette walking through the lasramblas area when they got separated. he left to use the restroom when chaos struck, and police told his wife she had to leave. the family is trying to get information from the u.s. consulate and red cross. the state department says an american was hurt in the attack. so far, they have not i.d.'d that vm. >> the terror attack is on the minds of people traveling to and from spain this morning. abc7 news spoke to several young men from the bay area on vacation in barcelona. they say they're with a group and they're safe. still, they're shaken, knowing that the popular tourist spot they had just visited became a target. >> we were actually on that same path where the van plowed through. literally two hours before. we have pictures of us there. >> people from spain who live in the bay area say they're sending their thoughts and prayers. san francisco police say they have increased their presence around landmarks. they also know right now of no threats against san francisco. abc7 news was in san jose after a local restaurant owner spoke to her aunt in barcelona. she is a native of spain's catalon region and her son acted as an interpreter as she talked about the tragedy. >> it's one of the most famous streets in barcelona and in the world. there's so many tourists there every year. and it's just very disappointing to see so many people die, innocent people. >> her restaurant contains many mementos from barcelona, including the flag of the city's soccer team. >> you can help honor those who died by sharing this badge. you can find it on our facebook page. happening today, the berkeley city council is holding an emergency meeting to consider an ordinance to stop a planned right-wing rally. it's being promoted for next weekend at civic center park. the mayor says no one has tried to obtain a permit yet, but the police department will have extra officers on duty. city leaders are concerned upth confrontations about rally supporters and counter protesters. >> obviously, we have concerns based on other events that have happened here. what we're telling people is the safest thing to do is to stay away. >> the emergency ordinance would let city manager issue rules to control or stop unpermitted events. the city council will meet at 3:00 p.m. from the live desk, we're learning about a plan some bay area dog owners have to thwart some of the protesters who represent the right wing. the patriot prayer free speech rally is planned for august 26th at crissy field. sf gate reports dog owners want to litter the open space with dog poop. a facebook event is urging people to, quote, leave a gift for our alt-right friends. the organizer says the event was created as a joke. he didn't expect more than 3,000 people to actually rsvp, saying they want to go. local and state government officials have expressed concern that law enforcement won't be able to protect the public during the rally. a man who resigned his position at a popular berkeley hotdog shop after being spotted at the rally in charlottesville insists he's not a white supremacist. in a blog post, cole white said he attended the event because it was billed at the biggest right leaning event of the world. the portrayal over the social and mainstream media has been inaccurate, biased, and completely unjustified. tonight, 20/20 has a special on extremist groups. fractured america. it airs at 10:00 p.m. tonight. it's 5:36 now. alameda police are investigating after a synagogue was vandalized. these pictures were taken at temple israel on bay farm island. you can see the broken windows have been boarded up. the congregant who posted the photos said the vandals knew they targeted a jewish institution because of the symbols displayed on the property. >> the smart train has finally received the green light. full passenger service begins a week from today. the federal railroad administration just gave final approval to the system's positive train control. that's what's able to automatically stop trains if it senses a potential crash or problem. smart will run 34 weekday trips and 10 weekend trips between santa rosa and this problem, an overnight big rig fire still in lanes. the left lane has been reopened. southbound 680 near marshview. the right lane still remains closed. traffic is stacked up to cordelia. you want to avoid this area for a while. 80 westbound to eastbound 780 through benicia is probably your best alternate. we have another sig alert. this one near discovery bay. highway 4 near victoria island. a fatal collision with a big rig head on to a car. both cars out of the roadway into a ditch, but chp has closed off the entire area westbound and eastbound 4 near victoria island. that's out towards during monday's solar eclipse. pg&e engineers will be watching computer screens while you're doing that. they're planning to keep your electricity flowing when the sun goes dark. >> a huge fire in yosemite is threatening homes. the move firefighters are making the move firefighters are making to turn the flames three people are in custody in connection with the shooting death of a hayward man. 29-year-old daniel del toro was shot and killed on july 19th. it happened as he was pushing his infant son in a stroller in the cherryland neighborhood of unincorporated hayward. the child was not hurt. the suspects are 25-year-old pablo mendoza from hayward, 26-year-old brandon fullings of oakland, and 26-year-old valerie boden of alameda. investigators think the shooting was gang related. >> a grim answer, but a family is finally getting one after almost 26 years. this is charles campbell. the 20-year-old was last seen in oakley before he disappeared in september of 1991. his family never knew what happened to him. sheriff's investigators working a cold case were able to use new fingerprint technology to identify his body that was found in the sacramento delta. it's still not known how he died, but investigators say he was not murdered. the skipper of uss fitzgerald and two top sailors will be relieve of duty because of mistakes that led up to a deadly collision in june. seven sailors lost their lives when the navy destroyer collided with a philippine container ship in the middle of the night off the coast of japan. a dozen of the ship's crew could be facing administrative action for their role in the collision. the navy report also details the haeroism that saved the lives o all but seven soldiers. >> crews are trying to take advantage of higher humidity and cooler weather to slow the spread of the fire in yosemite park. the big battle right now, keeping the flames from closing in on the town. they're working to gield the flames deeper into the winderness and away from the south entrance. this is new video of the fire. so far, the south fork fire has burned about 3 1/2 square miles. it's just 7% contained. happening today, meteorology student at san jose state university will be testing their equipment ahead of monday's solar eclipse. they're taking part in the solar eclipse radio sound projects, joining students from threne universities across the country. they will study how the atmosphere response in the total solar eclipse as it moves across the country. the students are teaming up with students from oregon coast community college and newport. >> the peak of the eclipse will last about two minutes. something pg&e has been preparing for for an entire year. solar power in the bay area will be reduced by 75% when the moon crosses the sun. pg&e expects a 2600 mega watt dropoff of solar energy when demand is typically 13,500 megawatts. their plan is to use state of the art technology to replace what's lost, that includes hydropower, natural gas and other sources to make sure service is not interrupted. >> hundreds of thousands of people are already hitting the road, driving to the path of totality for monday's eclipse. a third of the country is within driving distance of that diagonal path coast to coast where the moon's shadow will blot out the sun. we'll have extensive coverage of the great american solar eclipse including some high clouds streaming through the north bay around santa rosa, even north into clear lake. as you get to 10:15 monday morning, this is when the max eclipse happens, about three fourths of the sun will be covered by the moon. you have cloud cover away from the coast, but good viewing conditions inland. we'll fine tune this over the weekend, but know away from the coast, the best bet for lanes. it appears they're done and the on-scene investigation at least here is over. sad morning for oakland firefighters, finding out the news two of their own were shot here in san jose. one, a 30-year-old man, was killed. the other, a 26-year-old man, was taken to the hospital. and is stable. this is the crime scene here. it was active for 8 1/2 hours until they just wrapped it up after that shooting. this is also still happening now. this is video of police doing a yard to yard search in the area to the east and south of us. police detained one person. they want to make sure there are no other suspects still in this area. this happened after a family friendly event. they had music, food, and activities for kids. group of the off-duty firefighters were leaving the event when they were met by a group of men. something happened and shots were fired. >> for there to be that many people, plus it's a family vept. a lot of kids. i can only imagine how scary that must have been to be that close around all of those people and have gunfire around. >> san jose police, san jose fire, oakland fire
