with developing news out of concord where one is dead after a violent collision on highway 4. the chp says the crash happened before 11:00 last night east of solano way. one vehicle flipped over. the investigation into what caused the crash is just underway. the holiday weekend is is here and with it comes a warning for all boaters on san francisco bay. be safe, villagilant and steer clear of drugs. they say yesterday afternoon, the 24-year-old man was speeding, when he lost control, crossed the center line and his truck slammed into a car. the woman inside survived without major injuries. 5:0 o is the time. traffic is flowing on a busy southern california freeway after a small plane crash. the pilot had just taken off from john wayne airport when he declared an morning and tried to >> jonathan boom, abc 7 news. happening today with the calendar now at july 1st, the tax on tobacco products in california are going up, which means the price you pay will rise. beginning today, tax rates on tobacco products other than cigarettes are going up almost 40%, more than double u the current amount. it's dictate by prop 6 passed last november. today, taxes rise to 67 on smokeless tobacctobacco, snuff cigarettes. taxes increased in april. something else going up today is the minimum wage in several cities. in san jose, the city's most paid workers will see their hourly wage jump from 10.50 to $12 an hour. san francisco's will hit 15 next year. california's statewide minimum wage is just 10.50 an hour. it is scheduled to reach $15 an hour by 2022. critics say wage hikes often lead to hiring freezes and cutting work hours. a man and woman from the bay area are accused of making and passing fake money around lake county. they are now in jail. investigators say they printed fake money out of a rented motel room. they found fake $100 bills which they say the pair used to buy gift cards from area businesses. they found paper, ink and printing equipment inside the motel room. encounters between coyotes and dogs were on the rise, but now, wildlife experts say a new coyote tracking program is working to keep people and their pets safe in the park. kate larson was in the presidio with a look at how that works. >> never been seen images of coyotes. all part of the new monitoring program jonathan young, the wildlife expert, has been using to track the population snapped just a few weeks ago. >> the coyote's parental protective behavior overrides their fear of people trying to scare it away because the coyote just wants the dog away from the pups. >> young is using gps monitoring to learn where the coyotes spend time. that information allows them to close parts of the presidio near areas they frequent like trails which closed to dogs this month. >> that impending sunrise. santa rosa, napa and nevada are the coolest spots in parts of the north bay. fa fairfield and concord at 56. we're going to stay on the cool side over the next few hours and here's what you can expect towards the fehrly building and downtown san francisco. we've got foggy areas during early morning hours with patchy drizzle possible, then cool to warm days. the next couple of days this weekend. slightly cooler on the fourth of july, but we are in a very typical summer pattern. which means fog and clouds. in the morning and at night. here's the forecast animation. areas in green show you drizzle. by noon, it starts to pull back quickly and then by this afternoon, the clouds linger at the coast but, everywhere we should see a lot of sunshine, so temperatures will be b festival in san francisco, so a very typical pattern. we've got the morning fog, afternoon sunshine, but with the breeze, it's going to feel cool. temperatures today and tomorrow will hover in the mid-60s in san francisco. overnight lows, not much change in the 50s. and here's also what you can expect for the fourth of july. we've got the fog to contend with, especially if you're closer to the bay, but if you're headed to the shoreline, should be nice, great viewing conditions. temperatures in the 60s as well. and becoming a little bit cloudy, but that should be after the fireworks show. which connects passengers with san francisco, oakland and vallejo is in the third year of a five-year increase. prices are going up about 36%, which translates to five to 40 cents. the skred schedules nightclub where7 people were injured. it was around 2:30 local time when somebody began shooting inside the power lounlg inially l rock. all the victims are alive. early reports say the shooting was the result of an argument that started at a concert. there's no word yet on the fate of the shooter. now to the deadly shooting rampage inside a new york hospital. the gunman opened fire at bronx lebanon hospital yesterday afternoon killing a female doctor and wounding several people before taking his own life. hospital employees evacuated the building while some of the medical staff refused to leave insisting on treating victims inside the hospital. maggie has the latest. >> this is confirmed. shots fired. >> the hospital was put on lockdown. a gunman opening fire inside, shooting and killing at least one doctor and wounding at least six others. >> i saw a doctor, he had like a gun shot wound to his hand. >> police identifying the gunman as a former employee, dr. henry be bello and said he smuggled a rifle into the hospital under a white labcoat. >> this weapon -- >> as patients and employees scrambled to take cover. >> barricaded the door and the patients told them to stay in their rooms. >> some doctors and ents stayed behind to help the wounded. >> it appeared to be a doctor. shot in the stomach. they helped us carry him. >> dozens of officers searching, on the 16th floor, they discovered he started to start a fire. he turned the gun on hichls. he resigned from the hospital two years ago before he was terminated amid sexual harassment allegations. >> that makes it no less tragic or horrible. >> witnesses describe the scene here at this hospital as chaotic and the terrify, but they're also sharing moments of heroism. doctors and nurses staying behind to care abc news, the white house. president trump used his weekly address to call for passage of bills designed to tough toughen immigration enforcement. on thursday, they passed kit's bill, who was shot and happen ng the first place. >> the other bill would hold federal funds from sangware cities like san francisco. at least 24 states are pushing back or refusing to handover voter registration data to the country, to the president's commission on election integrity. commission vice chair chris ko back sent a letter to every state asking for voter's names, birth dates and social security numbers. california was the first state to reject the question. kentucky said alyson grime created this committee based on the false notion that voter fraud is widespread. it's not. and dellbet hoseman also eyesore for years. now, the city is using an ordnance in st. james park catching many by surprise. in the heart of san jose, many call it a park with so much potential. a group of yo gis practice poses, but then the homeless with nowhere to go. >> i don't have much of an income and i depend on it. >> for some, from dawn to dusk, it's home. >> arguing with your friend, homeless. >> at st. james park, it's about to get even harder. starting in august, faith and community leaders could be cited for handing out food to the homeless without a permit. >> have we really come to that to shun those in a less fortunate state than we are. and it has broken my heart. >> as a preventative health measure, the city passed an ordnance banning the handing out of food. but now, city officials are reevaluate iing their stance. >> with regular feed ng the park, we start getting a lot of litter. rodents come along. >> this comes as a new report from santa clara county shows that homelessness is up by 13%. critics of the plan say these numbers support their decision to serve the homeless and they shouldn't be criminalized for wanting to help. >> it puts the churches in the cross fire. we have our religious duty to serve the poor. that's what jesus said. what you do unto the least, you do to me. >> a community trying to find the right balance as more and more people are push eed out ono the
