It could be seen for miles, people that live in the area were told to shelter in place. I knew something was happening at the refinery. You know, i was not shocked at all. Reporter residents saw this plaque smoke billowing friday morning from the refinery. A power outage forced the plant to shut down and start emergency preparing. We didnt know how serious it was until we bought the texts and the notices and we realized it was serious.
