7-day forecast in a few minutes. >> lessa, thank you. the chp is looking for the person that shot and killed a man on highway 4 in antioch. the shooting happened last night just after 9:00 on the eastbound lanes near hillcrest avenue. officers say the victim was in a blue toyota saw lara, and the suspect drove off but there are no details about that person or their car. the investigation shut down all eastbound lanes near the scene for about three hours. in east pal alto three people in critical condition after a crash, and that was just before 8:30 last night. authorities say the car hit a tree at 70 miles per hour with five suspects in the vehicle. a young girl suffered minor injuries, and a man in the car refused treatment. again, three people are in critical condition, and all five are in custody. police have not said yet what led to that chase. now to the recovery efforts in san jose after floodwaters moved in. inspectors are making progress clearing homes and allowing more people to return. the city says about 1,300 homes remain restricted. in the william street park neighborhood, three homes have been red tagged because of structural damage, and they will need to be fixed or rebuilt. san jose major says he will hold a public meeting to discuss the city's response, admitting that a clear failure led to the flooding and a delay in evacuations. >> we are very focussed on recovery this weekend, and next week we are going to be turning to focus on how we fix this going forward. >> volunteers have helped clear streets and homes but there's much more work that needs to be done. abc 7 news reporter, sergio quintana has more on what remains. >> reporter: this is in the rock springs neighborhood, and they were able to get in their homes since the flood. ruben and his neighbors are shocked at the destruction left by the coyote creek floodwaters, and they have been told to pull out water-damaged items from inside their homes. but he asks, what happened to all the chemicals they were warned about that were in the floodwaters, and his neighbors are wondering, who is going to help pay for everything they lost? >> the city is talking about coming tomorrow to pull them out. >> i think we should have had some kind of warning, a day before, just to let people know, you have to get your stuff and get your family and get out of the house. >> reporter: some residents are lucky they live on the second floor, and this man's apartment escaped the flood but can't come back home. >> we don't know when we can come back, until the city looks at the electrical, gas or whatever. >> reporter: these residents are trying to absorb the scale of the ace tdisaster, and it's unc if they will be able to move back. >> there are many ways to help the flood victims. the wheels in the creek and was carried down the creek 20 feet where it became lodged on a rock. >> the water rescuers responded to this emergency. a subaru stuck in the creek, and inside the car a 76-year-old woman managed to stay above water in the pwabbackseat with dog for eight hours. the water rescue team used this equipment for the first time in a real life situation. >> if we were to head to the far side of the creek it got shallow wur, and so we walked her across. >> emergency officials say the victim handled it well by remaining calm. >> she didn't get out of the vehicle, which was a major play, because the water is moving 23 tea qui -- pretty quick, and probably would have swept her away. >> she was transported to the hospital in this ambulance. >> weigh just got done with our called to a home on valley center drive yesterday morning where they found a man dead. these pictures are from the santa rosa press democrat, and a short time later they found a woman dead at a home just four miles away, and the two crimes are connected, police say, and they have not explained how. neighbors say police arrest add man prowling outside the same home on glenbrook friday morning. it now has been nine months since a 15-year-old bay area girl was kidnapped as she walked to school. abc 7 news was in vallejo yesterday afternoon, and they gathered where she was last seen, bleedinging a and screami castro pulled her across that overpass, and her family says they are hoping somebody knows something that can help find her. >> if you know anything speak up. think of this if this was your loved one, how would you feel? >> crime stoppers in the solano county are offering a $1,000 reward for information that leads them to penson. abc 7 news was in half moon bay as congresswoman, jackie speier, held a town meeting yesterday, and more than 1,400 signed up to attend and many wanted her to know they are concerned about what will happen to their insurance. >> they have spoke out about how it saved their lives. it's not going to away. we will resist any efforts by the republicans to try and undermine it. >> this was the democratic congresswoman's sixth town hall since president trump's election. in the north bay, more than 2,000 people pack into an auditorium, to ask questions and share concerns about the future of their health care. yesterday pat boil attended the affordable care act town hall in santa rosa and shared this video with us. democratic representative mike thompson and mike mcgwire moshod the event and said they will take the stories they heard back to washington. and then party leader are going over their strategy for the coming year, and discussing their positions on issues like health care and immigration. security is tight but police say it's investigating after a pickup truck plowed into a truck of spectators at a mardi gras parade injuring 28 people. the suspect was taken from the scene by police, and they say he drove his pickup into two cars before hitting the crowd. not far from the parade. 21 of the 28 victims have been hospitalized, and five in critical condition, and they range in age from 3 or 4 years old to adults in their 30s and 40s. a police officer is among the injured. wheufplt >> when i heard the impact over here i seen the truck hitting the people on the ground, and coming through the crowd, and he ricochetted off of one car to another and then he -- everybody was just trying to help one another, trying to make sure everybody was all right. >> the police do not suspect terrorism and say the driver was intoxicated. human error may not have caused a self-driving uber car to run a red light during testing in san francisco. uber blamed the incident on human error and suspended the employee that was riding in that car for not stepping in to prevent it. now two other uber employees have told "the new york times" that mapping programs fail to recognize traffic lights are to blame. a federal lawsuit filed last week accuses an uber engineer of stealing the mapping programs from google's former self driving car project. good sunday morning. it's starting out dry and cold. here's a look at live eight inches over the passes. winds at the resorts could gust up to 85 miles per hour. right now, boy, is it cold out there? colder than yesterday morning. look at all the wide-spread 30s. 31 in santa rosa, and numbers continuing to drop here on the peninsula into the 30s. once again for you in redwood city, not there yet, but it's going to be chilly with clear air and light winds. anywhere from three to five degrees colder than we were yesterday morning. temperatures certainly bottoming out here, and the second half of your weekend, and we are looking at a lot of energy heading towards our beaches. that's why we have the beach hazard statement this afternoon from sonoma county to monterey, and the risk of sneaker waves and dangerous conditions there. a live look outside where we are nice and clear, and sunny to start, and showers will move in by tonight, and looking at an early-morning lingering couple of showers, and then sunshine, and by the end of the week looking mild. as for today sunshine early on, should feel pretty good, but certainly cool in the low to mid-50s, and then increasing clouds in the north bay. and skipping ahead to the good news, not only sun but an extended period of dry air. we are in the mid-60s throughout much of the middle and end of the week, but look what happens tomorrow, we get a dip as the last system heads our way, so it's a 1 on the impact scale, and the flurries over the highest peaks, so as we put our forecast animation into motion you will notice by 2:00, we have more high clouds and by the evening hours some scattered showers from the north bay through the south bay and you can see around mount hamilton, we could see a little rain and snow mix, and amounts will be scant, maybe 0.2 maybe in oakland. 30s, 33 in santa rosa, line. i am michael finney, 7 on your side. a woman in the east bay is accused of stealing a tip jar filled with cash for sick children. a puerto rican restaurant in oakland posted this video on its facebook page. it appears to show the woman stealing the tip jar, and it was supposed to go to the kherpb's happe children's hospital. all the money from the old tip jar is gone, but they have a new one that they glued down. so beyonce may have missed out on album of the year for the grammys, but the pop icon is being rewarded with something else, a class at cal poly, and it's all about queen b. increasing clouds and some late afternoon showers in the north, and everybody else will see them later on, and the temperatures remaining cool for the next few days, and i will tell you about our party at a home, and since its inception it raised $9 million for local charities. there are other oscar parties in the bay area in san francisco, and an academy awards party benefiting the st. here it is, moving into southern california. it has been a rainy morning, and this will end so the oscars will be dry. we are looking at a third system, and this is the second system we are in between, there's one to the south of us and one to the north of us, and that will bring evening showers for us, and in between it's a chilly start out there with the system on the way it will bring snow into the mountains. a winter weather advisory from 3:00 this afternoon until 4:00 this afternoon, and 4 to 8 inches over the passes, and winds could gust up to 80 miles per hour in the ski resorts. 35 in san ramon, and 34 in napa. it's 40 on the peninsula as well as mountain view. morgan hill, 39. half moon bay, 37 degrees. another look at the east bay, and we are looking at the chilly numbers to last through the next several hours. five degrees colder. we had some of the cloud cover yesterday morning. beach hazard statement. right now up to five feet, half moon bay, and this will take us through the afternoon. a live look outside. sunshine to start, and we'll see showers tonight. early morning showers possible tomorrow, and that cool northwesterly flow continues for tuesday, and it will be sunny, right?
