since i last saw you, that hazmat crew has arrived and they have unloaded many of the chemicals from the back of that pickup truck into their own vehicle. this is just the first step in getting the exit ramp from northbound 880 on to mission boulevard back open for this morning commute. it's obviously a very important road for people heading to work this morning. this all happened just before 1:00 this morning. the f-150 pickup truck crashed into the sand barrels, separating the exit ramp with 880. pool chemicals ended up spilling out, including what they think could be sulfuric acid. biggest concern is they could mix and that would be bad for everyone out here. now they don't believe any spilled into the drain or waterways. the driver was not hurt but he was arrested on suspicion of dui. once they get these pool chemicals cleaned up out of that truck and away from the scene, then they'll have to call in the tow truck, get that truck towed away, and then hopefully people will be able to use the exit ramp here at northbound 808 on to mission boulevard, which is an important thoroughfare for people who are heading from 880 to 680 or 680 to 880. okay we're going to check in with alexis now. is this causing much of a problem? not at 5:02. if we make it to 6:02, that will be a different story. i'll show you on the traffic maps exactly where that is. northbound 880 off ramp two mission boulevard and that is fully closed while the hazmat crews clean up that spill. you can use 237 in the milpitas area. that is wide open this morning and then 84 back open this morning so if you are heading to the tri-valley, caughting over from 880 up 84, you want to take the long way to get to 680. that is an option as well. we do have plenty of closures including highway 1. i'll talk about that next. let's check in with mike and it's raining again. yes it is but this will be the last morning commute we have to deal with this week. well, we have tomorrow. sorry. south of the chunk of alhambra valley road is gone at castro ranch road. the pinole creek runs underneath it. it became so swollen from all the rain and it just took out some of this road. it's about 70 feet wide, this big hole, and 30 feet deep. those who took a look down into the hole felt a little shocked by it all. >> this is just absurd. it's like really crazy to see how things actually play out when you're in a drought and then all of a sudden, bam, there goes 20 inches of rain. >> reporter: some drivers say this street helps them cut their drive in half. it's a popular shortcut. today, they are going to have to go around. today and for many days, because the department of public works says it doesn't even know when it can start this repair or how long it will take. live near pinole, amy hollyfield. let's get over to hollister now. it is still getting rain this morning after more than 100 people had to evacuate their flooded homes. we're showing you the map. hollister just south of gilroy and san benito county. the pacheco creek overflowed from all the rain, it's also filled with debris. sky 7 shows you just how high the water got there. some homes have tens of thousands of dollars in damage. once the water recedes, building inspectors will have to go house to house to see which ones are not safe. so the worst of the storm has passed but it has left behind a muddy mess. abc7 news reporter kate marzullo as a look at clean-up in alameda county. >> reporter: it's cloe going on kilkare road in sunol. cars able to continue on their way only when the trucks make room. the road is still recovering from storm damage. tony berry posted this video on facebook. >> there's mud, about 3 feet of mud just clogged on the street. >> reporter: luke donovan spent more than 2 hours in the pouring rain trying to clear the culvert so the runoff would flow into the creek. >> i get some of it, it clogged back up again, so it's constantly unplugging. >> reporter: the alameda county fire department says one home may be compromised, a family of seven displaced. this road also suffered a mudslide. >> mudslide goes for about a quarter of a mile, just blew out the whole side of the hill. >> reporter: holy cross monastery posted this photo on facebook along with a message they lost power and phone service. that was katie marzullo reporting. miles canyon road, also known as state route 84 reopened around 4:30 yesterday afternoon. it was closed at 10:00 tuesday night because of flooding and a mudslide. this car got stuck and firefighters had to rescue two people. the car, left doppler 7, download the abc7 news app, enable push alerts to get weather advisories sent straight to your phone or tablet. on to developing news overnight, u.s. troops moved into poland and are now protection would go away when donald trump takes office. this is new video from western poland. u.s. army troops, tanks, other armors vehicles roifd in poland. a lieutenant with this troop also said they would eventually go into the baltic states, estonia, lithuania, latvia, to protect those nato partners from a russian threat also. there's about 1,000 troops in this protection effort. happening today, police are going to hold a town hall meeting to update last friday's police shooting in san francisco's ocean view neighborhood. the suspect received life threatening injuries after being shot by an officer on capital avenue and minerva street. the suspect's neighbor called 911 to report that the suspect was banging on the wall. police say when officers tried to talk to him, he became gambling, drugs, and raw sewage is out of business this morning. deputies arrested 20 of the 28 people found inside of a building at 69th and ban croft avenues yesterday. sky 7 shows the backyard just filled with deeb and trash there. a 5-year-old was among the people illegally living inside the building in unsanitary conditions. the business had been in operation for a long time. authorities have red tagged the building as unsafe. no one who was living there will be allowed to return. happening today, san francisco's audit and oversight committee plans to discuss the city's tall building safety code during a meeting at city hall. this is just the latest meeting on the sinking meantime in the south of market area. the board of supervisors committee is slated to hear from the city administrator. they're also scheduled to discuss the dewatering impact on building conditions with the san francisco public utilities commission. the city attorney and dozens of homeowners are suing government is slapping on volkswagen for the emissions cheating scandal. and outgrowing ikea? and outgrowing ikea? the exact age when welcome back. we're bringing you a live look approaching the richmond-san rafael bridge. it is quiet out there but we are dealing with wet roadways. i dealt with some ponding coming in this morning so be careful out there. if you take any photos or video of the weather where you live, be sure to post them with #abc7now so we can see and share it. and probably a good reminder that with more rain to come, it's still not too late to have those sandbags ready. a list of sandbag filling locations on our website, abc7news.com. well, it is hard not to think of our drought after all of the rain and the snow, water officials, though, say california needs more still. the state department of water resources reports that reservoir levels statewide are now at 97% of normal for this time of year. they are seeing big gains in the two largest reservoirs. southern california, though, missed nearly all of the storms. they're still seeing dry conditions but we're getting a drought update today. in today's gma first look, dramatic dash cam video shows an ambush of o right now. certainly saw the wet roadways out there but we're expecting lighter showers for the rest of the day. >> it's going to taper after the morning commute and it's going to add a little bit of to our percentage of normal and how much greater we are than where we should be for this time of the year from 175% in santa rosa, livermore, 164%. look at that. oeksd and san francisco, 138%, 136% and even san jose who have been left out of the some of the heavier rain are still above average for the rain year. here's a look at san rafael, light rain falling right now cooler today, dry and warmer, get those sunglasses back out and keep them out for friday through monday and then get ready for possibly a strong storm. it looks like one's brewing for tuesday and wednesday. we'll tweak it as we get closer. windsor, nice yellow, orange mass right there, means moderate shower and some ponding developing right now. same thing as you head towards calastoga and you can see some lighter rain around petaluma, san rafael, all the way towards larkspur and then from benicia road on to 780 towards benicia and across the bridge to martinez, you're going to find ponding on the roadways and dealing with from alamo, danville, san ramon, pockets of ponding developing there. so the morning's got our greatest impact, becoming scattered showers in the flooding potential's going to taper so here are my thoughts for at least our concerns. hydroplane, highest concern. stream or creek flooding, river flooding, power outages and debris flows, those are low. the drying begins tomorrow. temperatures will reach 60 by the holiday, monday, and then that storm, which is now one, possibly two, light to moderate tuesday and wednesday. i want to take you back down to fremont where we've got that crash involving the pickup truck that was carrying a bunch of pool chemicals. i just talked to matt keller on the scene. we have that full ramp closure northbound 880 mission boulevard but he near the mission boulevard off ramp, a pickup truck crash and it spilled toxic chemicals. the driver's all right but was arrested on suspicion of dui. and overall, number two, we're doing okay on the roads this morning, especially considering it's pretty soggy out there but we just got record of a capital corridor delay. 38 minutes behind schedule. that is due to track work so we'll see if that impacts any other trains this morning. weather is number three and that is fitting because this is our third and final storm and it's our weaker storm but it's hitting right now, which means we're going to have a messy morning commute with ponding on the roadways. i'll talk about some drier weather and then another big storm possible in the seven day forecast. officials do not have an estimate on when repairs will even begin on this gaping hole on a popular roadway near pinole. look at this. alhambra valley road collapsed from recent rain, leaving this hole 70 feet wide, 30 feet deep. it is now closed indefinitely. number five, the russian river remains at flood stage and is expected to stay there until 4:00 this afternoon. this morning, residents are busy restocking supplies. the new where we find abc7 news reporter matt keller who just got some new information from the scene. >> reporter: good morning, reggie and natasha. yeah, just got some new information from the chp. they say that the caltrans hazmat crew had no problem getting those pool chemicals out of that truck and on to their truck. you can see the tow truck is here and they have to remove that truck from those barrels. here's the issue that they're going to face next. they are going to keep this exit ramp closed for at least another hour and a half that they believe so they can get the time to replace those attenuator barrels that were damaged during the crash. this all happened just before 1:00 this morning. the f-150 bupt crashed into the barrels, pool chemicals ended up spilling out, two gallons were open, another 23 gallons closed, they don't believe any entered the drain or waterways. the driver was not hurt but he was arrested on suspicion of dui. they are estimating 7:00 a.m. of course, anybody who's trying to get over to 680 from 880 here this morning, they're going to have to take an alternate route. live in fremont, matt keller, abc7 news. all right, for that alternate route, let's get over to alexis. i think we'll definitely see some delays spilling over on to northbound 880, possibly 680 there as well. and yeah, here's a look at where it is on our traffic maps. that's where matt is. that's what fully closed this morning. couple alternates that are looking great right now, you can exit south of there in milpitas and just take 237 to cut over to 680 or we do have 84 back open so if you are heading to the tri-valley this morning, i know that is certainly the longer way around but if you're traveling north of the fremont area, that is an option as well. but no matter what detour you take, it is going to be soggy. here's mike nicco with a look at the forecast. hi, everybody. good morning. one more commute and i promise things are going to get easier, at least weather-wise. you saw the update with live doppler 7. a moderate to heavy shower where 9 and 236 come together heading over to skyline boulevard, highway 35 there and eventually possibly los gatos and saratoga. we've got some lighter rain on walnut creek. you can see as we look south on 680. dress warmer today with temperatures in the 40s. steadier rain this morning becoming scattered showers by noon, a stray shower possible at 4:00 and then the rain is over by 7:00. this morning, drivers in the east bay will have to figure out how to get around a massive roadway mess on a popular shortcut. >> it's pretty dramatic, just east of pinole, alhambra valley road collapsed last night and left a gaping hole, 70 feet wide and 30 feet deep. it was washed away by all the our that's been flowing through pinole creek the past few days. drivers in pinole, richmond, hercules, they use this. it's now closed indefinitely and there is no estimate on when repairs are going to begin. in martinez, a big eucalyptus branch fell down on a car driving down alhambra avenue and didn't take long for crews to chop it up. they took out the entire tree after arborers expressed concern that the tree might come down. >> this particular eucalyptus has lost a branch before, and i think the city's doing a great thing, finally cutting it down. you hate to lose a tree, but this is a pretty safe -- it's a safe move right here. >> there was damage to the driver's convertible. the driver is going to be okay. this morning, in guerneville, the russian river remains at flood stage and will remine there until 4:00 this afternoon. it kresed just after 6:00 last night at 38 feet, flooding river road. yesterday, a team of national guardsmen and paramedics made house calls using a high water vehicle as seen in cell phone video. no serious injuries have been reported. some residents are proceeding with caution to resymptom supplies. >> the other day i picked up a generator and a boat and a couple other things i thought i might need, propane in case the power went out. >> the concern moving forward is landslides because the ground is so saturated. if you see any earth or tree movement, you are urged to call the county and have the area inspected. once the rain stops and flood waters recede in hollister, just south of highway 152, inspectors will have to do house by house to see which homes need to be red tagged. hollister is southeast of gilroy. sky7 was overhead as the sun came up yesterday morning and you can see how severe this flooding is that stretched across dozens of properties and farms. more than 100 people along with some pets and livestock had to be evacuated as pacheco creek rose from all the rain. >> i hope this makes the community aware that the creeks really do need to be cleaned out so that the water can flow through instead of getting hung up. >> almost 50 people had to be rescued by emergency crews who came in to take them to safety. the red cross set up a shelter just a few miles away from hollister. and remember, you can track any storm with our abc7 news app. we do have live doppler 7 will tonight app and you can enable push alerts to night. no one was injured. the plane stayed on the pavement. you can see, though, it turned sideways. there are reports that the airliner had to be towed to safety. it couldn't actually make its way their premises. the mayor's order calls for review of funding available to help in legalizing those buildings. the san diego chargers intend to announce plans as early as today that they will be moving to los angeles. that's according to our sister network espn. sources tell espn that the team has already notified nfl commissioner roger goodell and other league owners that they're going to make the move. another source says the owner has not sent a formal relocation letter to the league. the franchise played it inaugural season in l.a. before moving to san diego in 1961. the team and city recently failed in efforts to get public financing for a new stadium. it appears l.a. is out as a relocation option for the raiders. yesterday, owner mark davis met with the nfl stadium and finance committee in new york city to give updates on his plans for the potential move to las vegas. if the raiders file for relocation by february 15, a vote could be held as early as march. that's when nfl owners hold their annual meeting in phoenix. the raiders would need the support of 24 of the 32 owners in order to move. thought we'd start with some video round mill valley. this is heading south on 101 where we had some moderate to heavy rain overnight. mill valley, the last six hours, about 6 s/10 of an inch of rain. let's look at live doppler 7. you can see what's going on. and look at the swirl. we have the center of this storm, the low sitting right on top of us. that's why we have rain this morning with embedded moderate showers that are keeping the flood potential high. turn around, don't drown if you see some flooding. can't see the ground, it's just not worth it. all right. here's the latest on the russian river, at its highest level it's going to get for today in the foreseeable future. 37.1, still a little over 5 feet above flood stage. flooding through 4:00 this afternoon when it will start to retreat just a little bit. mid 40s everywhere around san francisco, 44 to 47. and pretty much mid to upper 40s for the rest of us, dress warmer this morning. look at san mateo bridge where it's raining. you can see coming down just a little bit sideways, nearly 1/10 inch since midnight. ponding on the roadways there. poor driving conditions. get ready to get wet if you're going to be on the water in a ferry and out and about, do your stuff this afternoon if you can when it's dryer. lots of issues on the roads. i want to take you back to video from yesterday. this is highway 37 in the nevado yir. we still have vehicles stuck in there and this happened on tuesday night so they were able to get a few of those out but about 3 feet of water. some of them are still sitting there right now. if we can flip over to the traffic maps, i'll show you exactly where this is. between 101 and atherton. seeing that purple on the traffic flows there. that means all lanes are blocked both directions. you can use alternativerton for a detour but i know that is inconvenient for a lot of you coming from vallejo. this camera is frozen. right around the bay bridge toll plaza, they're having power issues so you could see some street lights off. this froze about 30 minutes ago but just got off the phone with chp. it's not impacting the metering lights. so we're not going to get a break there. flipped those on about 5:35 this morning. could be a little darker than normal and hopefully we'll have this camera back up and working but it's a lot fuller than when this froze half an hour ago. donald trump lashes out at the russia document leak. coming up, the
