>> it's a mind-numbing call to get to the bay bridge toll plaza in the morning. bumper to bumper, people we've in and out within traffic. >> it's getting worst. lately the fast track lane is backed up more than the cash lane. >> i got in five seven to give us a view from above. >> all the lanes take fast track. some still accept cash too and sometimes the cash lanes seem shorter. which is really faster? we did a comparison and rigged two abc7 cars with cameras and put cameras on the roofs so we could track them. they both left at the same time. the blue 7 is going through the cash lanes, and we've got the red 7 going through the fast track lanes. >> minutes in, so far looks like cash is moving a little bit faster. >> what's keeping the red 7, the fast track carb hyped? it had to cross over the cash lanes to get over to the fast track lanes in the center. >> now he's getting over. >> it doesn't last long for the lead. >> looks like we have the fast track car, the red 7 catching up and passing the blue, the cash car. >> nearly 35 minutes into our commute, traffic really slows down and it's the drivers in the cash lane creating the problem. >> we see car after car. >> cash driver is also feeling the pinch. >> he's getting cut off in the cash lanes because they are all trying to get over into the fast track so it's affecting the cash driver too. >> by the time our challenge is over, the fast track lane have just about five minutes faster than the cash lane. a time savings, but maybe not as much as you think. >> that's really consistent with what we've found over the years. >> john goodwin is with the transportation commission. >> evidently there's some folks who seem to believe that their time isore valuable than others. >> he said those drivers who cut over at the last minute play a big part in slowing down traffic. >> there's no real advantage game by the folks, as we call them, the dive bombers. >> they said they have tried to prevent that by installing flection able pylons, but the drivers drive them over. they are looking a way to eliminate the cash option from the bridge to speed things up. the golden gate bridge stopped taking cash in 2013 and since then the flow has improved. there's no set date when the golden might take cash. >> there are a number of things we need to do because the traffic volumes are so much greater on the bay bridge? way of fog but if you check out live doppler 7 now there's a little bit of green in the north bay. this is a week front that's spread a few showers from sonoma county out toward the coast. novato, highway 101 to san after fell. 57 novato. 60 in mountain view. that's up from yesterday. the cloud front, the higher dewpoints allowing for the muggier start. by this afternoon we break into more sunshine with 60s to near 70. that's above average. the sun sets at 5:00. it will be a dry and sunny start to the week. we will talk about the possibility of rain as we get through the middle of the week in just a few minutes. cornell. >> thank you, lisa. paris is the site of last year's deadly isis attacks. this will be the first concert in in in -- in the theater people were killed there. sting said the concert will be a way to remember and honor those who lost their lives in the november 13th attacks. and in florida another response to a drift attack. the come-out-with-pride festival will be held in orlando where a gunman killed 49 people at a gay nightclub in june. a benefit will be held for the victims of the attack at the post nightclub. earlier the city of orlando bought pulse. they plan to turn it into a memorial to honor the memories of the victims the election has some people speaking out with their wallets, especially for those unhappy with the outcome. johnathan bloom pumpkin pie even without pie. they were at the oakland zoo yesterday as the bears and elephants enjoyed pumpkins from the pumpkin patch. it's one gull many for the elephants. some prefer peanuts with i they are, it can feel a little bit muggy out there. we are starting out muggy, we will dry out. in fact, that's the trend for the next several days. our forecast highlights mostly cloudy this morning. maybe a few isolated sprinkles, a light shower in the north bay. then partly cloudy skies today. more sunshine is tomorrow into next week. but there could be some changes midweek. so this is with where we stand right now. an hour by hour throughout the day today you will notice that the cloud cover begins to thin out. 10, 11, 12:00 we are into a partly cloudy afternoon. as a result, temperatures are going to be above average. it should be about 64 this time of year. oakland, san francisco. about 65 in san jose. and about 66 up in santa rosa. so notice we are warmer for november standards. tomorrow 70s, getting closer to the bay. then into monday, very little change. looks like we're are on tap for a dry couple of days. next chance of rain tuesday night into wednesday. look what happens. it stays to the north and then, in fact, it lifts up towards 80 and we are left with not so much in the way of rain for tuesday, wednesday. but by sunday night, tomorrow night the end of the weekend, probably will be glad about the partly to mostly clear skies because we do have the super moon which is 7% larger than the average full moon. and this hasn't occurred since 1948. so it should be a beautiful sight out there. so with the details in the south bay, we are looking at all the low 70s for you. partly cloudy on the peninsula. look for a cloudy start. upper 60s throughout taxes: they say the city covered up problems on the building. we have the story you will see only on 7. >> i think somebody has to take a stand and hold the city responsible. pat and jerry dodson live on the 42nd lore of of the millennium tower. a luxury two-bedroom unit with killer views. last year they asked the city assessor to lower their property taxes because the high rise had unexpectedly sunk 16 inches and tilted 2 inches. it was the dodson's unit where we rolled the golf ball down the uneven floor toward the direction the building is leak. the dodson's paid $2.1 million for their condo three years ago. they told the assessor the value they believe now is around $400,000. >> some people put 0, some people put a dollar. if you are unable to sell something, it's hard to believe it has any value at the time. >> they are yet to hear from the assessor's office. currently two homeowner lawsuits are pend being against the developers. the dodd sons are now considering their own legal action against them. supervisor aaron peskin has held hearings which revealed that the building department new about the settling problems even before units were sold but gave developer the green light anyway. because of that the dodsons have decided to withhold paying their property tax toss the city. >> it's like being mugged. if two people mugged you. in this case it's the millennium partners and the city. i'm not sure the victim is supposed to pay the mugger. >> the dodsons say they are more than happy to pay their property taxes once the city takes responsibility and the tower
