30-60 minute delays. 31 cancellations, most of them west coast and regional flights. we'll get an update on the flights as soon as we have it. abc 7 news was there as the rain was coming down in calling them ghettos. >> we are going to work on our ghettos. >> reporter: hacked e-mails reveal how bill clinton's aide pressured companies to donate to the clinton foundation. they made clear the former secretary of state never made decisions because of the foundation. clinton shaking it off in north carolina. >> i couldn't think of a better place to come back to with another woman whose voice lifetime. we have new video from laguardia international airport. it shows republican nominee mike pence's plane getting towed from the runway. the jet skidded off the runway after making a late landing. they are working to figure out what happened here. mike pence is fine and he'll be back on the campaign trail this morning. witnesses say the plane was coming in too fast and overshot the runway in the rain. the only thing that stopped it, a barrier of crushed rock at the end of the runway. >> the rester beds served their purpose. we are not going speculate on the cause of the incident. >> crews are working to clear the runway, which remains closed. laguardia was closed to all flights about an hour before reopening. bad weather is blamed for forcing a small plane to make an emergency landing in the east bay. check this out. this cessna landed late yesterday. itis no longer in operation. the good news is the pilot was the only one on the plane and he was not hurt. a crew removed the plane from the abandoned runway. two drifters charged with murdering a tourist and a hiker in fair fax are set to be arraigned. they are expected to enter pleas during the hearing. they are accused in the deaths of audrey carey and stephen carter on the right of the screen. they testified to the prosecution as part of a plea deal. he says the murders were carried out while the trio was on drugs. speed was a factor in a crash that killed three earlier this month. two were brothers. 18-year-old chance was driving at least 80 miles an hour. that is twice the legal speed limit when he crashed on october 18th. a san francisco board of supervisors committee is holding a hearing today on seismic safety building standards in the wake of the sinking and tilting millennium tower. the meeting was called. last month, he held the first of what's expected to be a number of hearings. he said there may have been some political pressure on city engineers to approve the project even though they knew the tower was sinking more than projected. the hearing is at 2:00 p.m. at city hall. we are still on storm watch. there may be a little lull in your neighborhood right now, look hayward paid the most. $136,000 over 20 days. two in san jose and one in sunny veil who paid after being threatened with deportation. awful. proposition 64, the state initiative that would legalize recreational pot. 55% support the measure. that's down five points from last month. the number opposed has gone up two points, now at 38%. >> fighting over should we tax tobacco companies? at the same time, an initiative to allow them to advertise on tv smoking and edible products. i think a lot of parents are concerns about why would we want to see more advertising of those products on monday night football. >> prop 64 has the largest support among registered democrats with 66% saying they are in favor of it. >> if voters pass proposition 64, training standards for law enforcement officers could change. training would focus to responding to black market operations and proponents claim it will reduce the size of the black market. law enforcement disagrees. they say the number of illegal, growing operations in states like washington and colorado has only increased since marijuana was legalize zed there. back to the rain. the big story of the day. we are seeing this week, it's slowly helping refill our lakes and reservoirs. the largest, anderson lake is 50% ka pas capacity. the nearby reservoir is less full. folsom lake is a third full. lake shasta is 59% capacity. we obviously thank you. the push to teach skills to inmates in san francisco jails is so successful, it's being rolled out to other jails next week. we went inside the jail at 7th and bryant and talked with inmates turned beta testers for five key charter schools. it actually is a high school in the jail and falls under the san francisco school umbrella. the goal is to give each inmate a chance at a diploma. the bay area is the center of the tech yufrs so it makes sense they are learning python and java script. >> i get out in 50 days, like december 22nd. i'm really excited to go from where i was
