president tonight to send 350 additional troops to iraq. the president made the announcement a short time before he arrived in estonia for a quick meeting about the conflict in the ukraine. he ignored questions about isis and did not make a statement. the white house says the additional forces will provide security for the american embassy in baghdad and are part of a recommendation by the department of defense. the additional troops will bring the number of u.s. troops deployed to iraq to more than 1,000. >> new details in a hit-and-run that killed a woman in pittsburgh. police released video of the incident. it is the silver chevy. to the driver.e to search are you can see the truck drive up on the sidewalk and then strike the woman. this happened along willow pass road. 50-year-old michelle braz died in the crash. she was walking her dog and pushing a shopping cart when she was hit. >> new at 11:00, a car crash in oakland sheared off a fire hydrant causing this guyser. it happened near the fox theater. this is cell phone video of what happened. no word on whether anyone was hurt in the accident, but a lot of water spilled on to the streets. >> watermain breaks continue to hamper the city. alan wang is live in downtown napa with more. alan? >> you can still see a lot of damage around napa including the rubble in front of the historical society building. but it is the damage you can't see that is hindering the city. like the water pipes that keep breaking. >> there have been 130 water pipes since the earthquake struck nine days ago. and this one is the latest. >> i i and i was wondering where is all of the water coming from. >> it started percolating around 3:30 in the afternoon when most people were still at work. the city crews dug their way through the 6-inch watermain and wrapped it with a clamp and restored the water service since 5:30. >> we have water in the kitchen now. >> city of napa is awesome. they took care of business and they came through. >> each time it repairs a watermain they repressurize the lines and another weak spot ruptures. >> in the last week or so we have been going around napa and finding these spontaneous >> much of the city's infrastructure has been compromised and other problems caused by the earthquake are also popping up. >> i was fine for three days and then my electrical started shorting out and my cable went down and internet went down. >> napa has no way of determining how badly the earth qeak damaged its system. city crews were working around the clock with the help of surrounding cities and they are deciding to see more watermain breaks in the days to come. in napa, alan wang, abc7 news. >> and today governor jerry brown requested a major disaster declaration from the president to receive federal recovery funds. >> some developing news. pg&e is expected to appeal a $1.4 billion fine in connection with the san bruno pipeline explosion. the state regulatory judges accused pg&e of 3800 violations over several years. pg&e says the penalty is appropriate, but they believe it should get credit for safety improvements made since the deadly explosion in 2010. they want the money to benefit public safety. most of the fine would go to the state's general fund. defensive lineman ray mcdonald practiced today. the team has not yet decided if they will play in the season opener this weekend. mcdone thald was arrested early sunday morning during a birthday party. it was at his house in san jose, seen here from sky 7hd. he is accused of assaulting his fiancee who is 10 weeks pregnant. police say there were visible injuries. vernon davis was at the party with other players and he did not see a thing and supports mcdonald. it is a guy with good integrity. as arizona shot and killed her shooting range instructor by accident with an uzi. the girl told her family the gun was too much for her. they gathered around her thinking she had injured her shoulder. that delayed them from realizing the instructor had been shot. with historic drought gripping the state people are going as far as to br fire into fire hydrants to steal water. jessica perez from our sister station in frees knee -- fresno has the story. >> water, it is a precious resource. conditions are some of the driest with residents under strict orders to only water twice a week. so far it is helping the city's dwindling water supply a seenrall we have a seea decline in the water usage. >> now there is a new concern. it has been tampered with. the water source is one of several throughout the city that have been found to be manipulated and without caps. >> we are concerned for the convenience and the safety of our customers and citizens that they still have the water they need. >> they think someone is tapping into the hydrants in hundreds of gallonscity and of water. they can shell out to 800 gallons a minute. >> 200, 300, 500-gallon storage tanks on the back of the pick up and taking it out to the site. >> it has been approached by some people. their wells have gone dry. there is a strict policy not to do that. after all they need to have enough water to provide for those in the city limits. the thefts have shocked people. >> we are in a drought and i know times are rough. i honestly don't know how you would go about that. i assume you have to be pretty desperate. the east bay mud conservations are cracking down on water wasters. complaints have been pouring in from people who think their neighbors are overwatering their lawns. in january they say there were 20 water complaint. in august there were 419. for the third time in a week a plane had to be rerouted. it happened from new york to florida. a woman trying to sleep on her tray table began screaming at another woman who reclined the seat. the angry woman demanded the flight be diverted and the crew complied as a precaution. it happened in other flights that ended in scuffles. the days of free lunches for thousands of tech workers could be coming to an end. the irs has placed the perk on the list of possible review items and could determine if they should be classified as a taxable fringe into the north bay tomorrow morning when you wake up you can expect gray skies. looking at our view from the golden gate bridge cam, the temperatures took a hit because of the deeper marine layer and a stronger sea breeze this afternoon. 96 was the high in santa rosa and you were 24 degrees cooler today. san francisco is down 9 and oakland is 15 degrees cooler at 70. livermore 15-degree drop as well and san jose, you were down 9 degrees. 77 was the high for today. we will hold you the same tomorrow, perhaps slightly higher. the temperatures in the low to mid60s. 59 in morgan hill and half moon bay. you can definitely see the low clouds across the bay. temperatures in the 50sin the north bay around santa rosa and napa and novato. and here is a view from the emeryville camera with the low cloud deck. widespread low clouds overnight. we are looking at spotty morning drizzle with mild to warm conditions tomorrow afternoon. when you take a look at the fog it is really going to make a push into the valleys toward the morning hours. we will probably see some spotty drizzle around. you might want to grab a jacket or sweater. it will start out on the cool side as well. mid50s around the north by valleys. most other areas in the upper 50s to the low 60s. the kids will need to be bundled up. 81 in the south bay and 85 in los gatos and 81. that is cupertino as well. on the peninsula we are looking at a nice day once the gray skies burn away. mountain view, 66 on the coast in half moon bay. we will hang on to the fog in daly city. mid60s, sick 8 in downtown san francisco. -- 68 in downtown san francisco. low 80s in santa rosa. 78 in san rafael. oakland, hayward, 74 and inland spots, you will be warm, but not too hot. 87 live more and 84 in san ramon. 90 in antioch. if you are announce what they are going to do about ray mcdonald who was arrested on charges of abusing his fiancee over the weekend. they could let him play until this plays out, tbhawt could take awhile. the
