tonight five people are facing tough questions about this bombing in new york city that sent more than two dozen people to the the hospital. abc7 news begin it's a performance machine. engineering... with this degree of intelligence... it's a supercomputer. with this grade of protection... it's a fortress. and with this standard of luxury... it's an oasis. introducing the completely redesigned e-class. it's everything you need it to be... and more. lease the e300 for $549 a month at your local mercedes-benz dealer. mercedes-benz. the best or nothing. live where you live, this is abc7 news. >> first calm and then shock and then fear. we are getting a new look at the moments after an explosion rocked the streets of new york city one night ago and tonight authorities have taken five people into custody. good evening. i'm eric thomas. a massive man hunt has been underway since the explosion in the city's chelsea neighborhood a little more than 24 hours ago. abc news reporter maggie kicks off our team coverage from new york tonight. good evening, maggie. >> eric, as authorities investigate what happened, questions about what motivated the bombings remain. >> the bomb just went off in new york. >> we heard the shatter of the windows and ducked. >> this man helps a woman hit and bloody from flying debris. >> i am holding you. come with me. you are okay. nothing is gonna happen. >> the explosion so powerful authorities are shocked no one was killed and all 29 people injured have been released from area hospitals. >> everybody clear the streets. >> as many as five people were taken into fbi custody in connection with the explosion, but they have not yet been charged with a crime. the investigation is continuing. >> police found what they believe to be a bomb left in this toolbox, now a pile of twisted metal. authorities are hoping another device found a few blocks away provides more answers. >> the word is both devices are pressure cookers. they were similar in construct. >> reporter: an unexploded pressure cooker with wires and a cell phone attached. it is on its way to a laboratory for more investigation. >> it was an intentional act. >> reporter: as new new york city gets ready to welcome hundreds of world leaders, the governor insists new york is ready. >> we will find who planted these explosives and they will be punished. >> reporter: as authorities continue to investigate what happened last night questions about what motivated the bombing remains. >> the bomb just went off in new york. >> we heard the shatter of the windows and everything else and we ducked. >> this man helps a woman hit and bloody by flying debris. i'm holding you. are you okay? nothing is gonna happen. >> the explosion is so powerful powerful -- >> that was maggie reporting from new york city. >> shock waves are being felt in the bay area with local law enforcement on high alert. abc7 news live outside san francisco with details on security. >> anytime there is a bombing or any other things it is standard practice to increase the visibility of uniform police officers. that's what they are doing this weekend. they are asking visitors to be aware and communicate with police officers. >> in san francisco more officers are on patrol and providing more security and they depend on the public. >> the best way to prevent anything like this from occurring is really we depend heavily on the public. >> extra patrols are deployed at the city's high foot traffic areas like the embarcadero and union square as a precaution. residue from the manhattan bomb says some use it to create explosives for long-range shooting practice. they issued a warning in 2013. criminals and extremists may actively be trying to acquire explosive targets to obtain the the ammonium nitrate to be used with the i'm improvised explosives. the kits can be brought on-line and sporting good stores in sacramento. in california it is illegal to use these target kits, but not illegal to buy them. abc7 news. >> we sent out a push alert. download the abc7 news app and enable push alerts to receive breaking updates into the explosion last night. in other news tonight, legendary civic leader rose pack has died. a community activist who was loved and feared was found in her apartment. lilian kim is live in san francisco city hall with the story. lilian? >> city hall is lit up in white which symbolizes death and mourning. there will never be another rose pack, and the city of san francisco will shine a little less brightly as a result. friend and family gathered outside the chinatown apartment building. they were aware of her health struggles, but her death came as a shock. she was active having had a three-hour dinner with friends the night before. >> i talked with her not but a couple three days ago and she was full of vigor. >> she returned from a kidney transplant in china and appears fiesty as ever when she spoke with carolyn tyler. >> i don't care what people think. i just do what i need to do. >> she spear headed fundraising efforts to rebuild chinese hospital and persuaded city officials to sign off on the central subway and convinced the then interim mayor to break a promise and run for mayor. >> she was often called a power broker. >> yes, but i think that was not an accurate descriptiony. >> why is that? thanks a lot. you'll soon vote on whether to legalize marijuana. police are worried if the proposition passes in november it could affect all of our safety on the roads. as ama daetz shows us a bay area company is one step closer to helping identify drugged drivers. >> reporter: at this sobriety checkpoint police look for valid driver's licenses and make sure people aren't driving drunk. >> marijuana has become just as strong if not stronger of a problem with driving as alcohol. >> san francisco police sergeant estimates one in four drivers they stop for driving under the influence is driving high on pot. he worries it will only get worse if proposition 64 passes. that's the statewide ballot initiative that recreational eyeses the use of cannibus. >> the driver has an impairment. >> hound lags may have had the tool police need. >> we have a marijuana breathalyzer company. >> the company invented a device with thc, the active ingredient in cannibus that makes people high. determining when somebody is too stoned to drive is a huge challenge for law enforcement. >> i can smell the burnt marijuana in a car and you look at the impairment of the driver. they can have bloodshot, watery eyes and the droopy eyelids. >> if they suspect someone is stoned, specially trained officers are a more advanced field sobriety test. if the suspect is arrested a blood test will confirm just how much of a drug is in a suspect's system. the process is time-comsuming. jay we have created the first marijuana breathalyzer ever used on actual, suspected it impaired drivers. >> dr. mike lynn is the ceo and co-founder of hound labs. he is an er doctor and reserve police officer. drivers can breathe into his device and it will tell you just how much thc someone has spoked or -- smoked or eaten. >> it only picks up people who have smoked in the last two or maybe three hours. you can smoke all day or week, but if you have not smoked in a few hours it is not on your breath and you are probably not impaired. >> it will help tremendously. since colorado legalized marijuana the state has seen an increase in the number of people driving stoned. marijuana is a contributing factor in 59 traffic fatalities in 2015. >> he says every day without a device like this marijuana breathalyzer can prove to be fatal. >> ama daetz, abc7 news. >> abc7 news was in oakland for the 21st annual kaiser permanente dragon boat festival. it was the first year for the two-day competition. 120 teams took part yesterday and today including squads from all over the u.s. and one from the philippines. organizers say it is america's largest dragon boat festival. >> now, our accu-weather forecast with sandhya patel. >> sandhya: it was great weather for the dragon boat festival. let's 70s and 80s, 86 in san francisco. 90 in oakland and 93 san jose and 98 in santa rosa. beach hazard statements up for the coast. large breakers and a risk of rip currents remain because of a moderate swell. here is a live look from our emeryville camera. 64 in san francisco and 67 in oakland. you are in the mid70s in places likes san jose. like san jose. half moon bay is where you want to go to cool off. city by the bay is sparkling. santa rosa and napa and warm in concord and livermore, 74 degrees. a live look from the sutro tower camera, the absence of fog. hot inland and cooler at the coast. we are looking at a big drop in temperatures and breezier next week with autumn arriving thursday morning. here is an hour by hour look at your morning. notice at 7:00 a.m. it is mild inland. temperatures in the mid60s. by 9:00 a.m. clear skies and temperatures are in the midand upper 60s at the coast. warming up at 11:00 a.m. 70s and 80s. tonight it is not great weather for sleeping. for those of you on the peninsula and san francisco who do not have the ac because there isn't much of a breeze out there, the temperatures are primarily in the 50s. inland areas at least you have the ac. warm one and 87 in san jose and 83 in sunnyvale. still will need the sunscreen and extra fluids on the peninsula. it will not be quite as warm as today. cooler along the coast. upper 60s, paw sesk kaw and half -- pacifica and half moon bay. we get more of a sea breeze coming in. in the north bay 87 in santa rosa and 86 napa. 78 in oakland and 84 fremont. inland areas are cooking. you are simmering in the heat. 95 in concord and 98 in livermore. now let's fast-forward to tuesday. i know some of you are looking forward to some relief from the heat. the temperatures will tumble 80s only. we go into wednesday and it is breezier and cooler. the temperatures will barely make it to 80 degrees. you are looking at the seasons changing and it will feel like the seasons are changing. most of you will be in the 60s and 70s. temperature trend for oakland. it is not for long. temperatures really dive tuesday and wednesday and then thursday is coming back up. we are back up above normal for the next coming weekend. accu-weather seven-day forecast will feature cooler conditions at the coast tomorrow. temperatures upper 60s to the upper 90s. still baking in the heat tomorrow. cooling spreads on tuesday. extra clouds into wednesday and thursday as autumn arrives at 7:21 in the morning. notice the highs are in the upper 70s. coastal highs in the low 60s. and then we'll bump up the here are tonight's headlines. new york city police and the fbi picked up five people in connection with an explosion that injured 29 people. the blay happened on -- the blast happened on saturday night in the busy chelsea neighborhood. agents are looking into whether the new york attack and a bombing in new jersey were coordinated. in minnesota members of somali community are con demeanorring an uh -- condemning an attack at the shopping mall. the attacker was identified by his somali father. isis is claiming responsibility. san francisco residents mourning a legendary community activist. rose pack died in her chinatown apartment. she spear headed the effort to rebuild chinese hospital and the central subway. she died of natural causes and was 68. a. teen-year-old man is dead -- a 19-year-old man is dead after a high speed chase. it started when a santa rosa police officer tried to stop the speeding car. abc7 news reporter cornell bernard has the story. >> the wreckage is hauled away from the scene of an early morning crash that prompted a large police response. the sound of the impact woke most of the santa rosa neighborhood. lisa santana called 9 9-1-1. >> i saw the police officer and i said there is already somebody here. >> the chp says the car was seen speeding through the west side. >> they sent a police department unit to observe the vehicle and believe a short pursuit ensued. >> it reached 80 miles an hour. >> it was traveling so fast that it slammed into the concrete barrier toppling it and overturned into the field. his family says he was native american and a member of the pomo indians. two other people suffered critical injuries. they don't know who was driving and why the car was speeding or if drugs or alcohol played a role. there have been many charges. >> it sounded like metal smashing. >> the police officer was not injured and the chp is now investigating the case. in santa rosa, abc7 news. you are looking at where two young women from the south bay died when their mazda was rammed along the coast. the highway patrol believes the women drove on to highway 1 and into the path of a dodge pick up. both victims ages 22 and 23 died at the scene. investigators do not believe drugs or alcohol played a role in this tragedy. nobody else was hurt. a teacher accused of having an inappropriate relationship with a teenage girl is expected in court of the she used to teach english and drama at taylor middle school in millbrae. police officers found the 40-year-old with a 15-year-old girl in her parked car. it was first reported 11 months ago. deem mission -- demolition work. you are seeing what a fire did when it broke out early this morning. firefighters saw the flames and the smoke rising from the building as they got to the scene. >> we realized we needed to go defensive and protect the structures to the south. at that time the facade on the front of the building had fell so luckily we pulled our guys out. >> it is a very small, tight community where people look after each other. it was a meeting spot. you knew you would see your friends there. >> nobody was hurt and investigators are looking into what sparked the her mother's voice for the first time. she was born hearing impaired and wearing hearing aides since she was a baby. our sister station in houston shows us how a special implant changed her life. >> every second of every day we hear noises around us. but what if you never even knew they existed? brianna mendoza was born three months premature, a miracle baby who weighed slightly more than a stick of butter. it wasn't long before her mother realized brianna couldn't hear. >> i wanted her to speak for herself. i knew she had a voice because she made noises. >> so brianna got hearing aides and learned to read lips, but she could never truly hear like you and me. >> can you hear my voice now? >> until now. >> how about mom's voice. >> can you hear my voice? >> yes. >> do you remember the first time you heard your mother's voice? >> it sounded like a robot. >> i didn't realize she didn't know what my voice sounded -- i mean i didn't realize that. i was nervous. i was scared. then it was like, wow. total amazed. >> finally she can hear me. >> no more excuses. >> brianna's cochlear implant processes sound signals and sends them to her brain. so for the first time in 14 years she is hearing the range of pitches most of us take for granted. >> and my mom said stop, just stop getting on the phone. i said what? it is my friend. >> surely you can forgive her teenage attitude when
