abc7 news starts right now with live breaking news. >> and that breaking news is in emeryville where someone shot at two police officers on foot patrol. it happened around 8:30 on watts street and park avenue across are -- across from pixar. >> investigators found a bullet from a 9 millimeter gun lodged in the wall. police are not confirming that officers were targeted, only a shot was fired while they are on patrol. follow abc7 news bay area on twitter for that story and many more. >> our other top story, a family is making a plea for a driver to come forward. >> that's right. they want answers after a deadly hit-and-run. the collision happened on willow pass road north of lynnwood drive in concord. frank fernandez had -- frank fernandez was hit by a car, but no one stopped to report it. she joins us now live from concord. alyssa? >> ama and dan, family members are trying to heal, but they are left with unanswered questions. the concord police department is asking the public for help. they don't have the description of a suspect vehicle and they say the hit-and-run could have happened anytime on wednesday between 2:30 a.m. until just after noon. >> we want answers. that was someone's baby boy. that was someone's brother and a lot of people's friend. >> she said she panicked when she learned her older board, 28-year-old frankie, was found dead. he was killed in a hit-and-run walking along willow pass road in concord on wednesday. his father, joe,s, says it appears he was driving home to bay pot in the morning when he pulled over and got out to walk. >> somebody knows something. somebody had to have known that they might have hit something on the side of the road. somebody might have been in a situation where they were fearful. >> joe wishes the person responsible would have stopped. at least he wouldn't have been alone. felicia wants them to know it could be hard for the driver to come forward, but she is willing to forgive. >> we want clarity and to be able to have the -- the ability to forgive in the way franky could. >> franky had a great heart. >> they remember him as good hearted and gentle. he liked golf, skateboarding and playing video games with friends. they say the hardest part is losing someone who touched so many lives. in concord, alyssa harrington, abc7 news. >> in the south bay a 15-year-old girl is dead and five people are in the hospital after a truck accident. sky 7hd was live over lafayette street as police try to figure out what caused the driver to veer off the road and slam into a light pole. officers say there is no indication that drugs or alcohol were involved. san francisco police arrested a man in a squad drew pell murder in the hayes valley neighborhood. they were double parked when a barrage of bullets was fired into their car. sergio is here with new details. >> just days into this investigation police believe there were -- there was more than one gunman and with today's arrest of one person the mother of one of those victims says she feels some relief. for more than a year and a half, she has been on a mission to find justice. her son was one of the victims. police called her about the arrest of 27-year-old lea farly. >> i don't know him. i don't know thog about him. but you murdered my child. >> some of her fellow community organizers praised her tenacity. >> there are marches we participated in. >> her 19-year-old son was in the car when police say a shooter, possibly shooters, opened fire on him and three other young men killing him at the scene. farley is in jail charged with all four murders. >> he was arrested and picked up from the prison in at -- atwater. >> he was in federal prison for illegal possession of a fare arm. he was serving a 76-month sentence. the original criminal complaint was filed nearly two weeks after the quadruple murder at page and law geun -- page and laguna. she has no sympathy for the man uh could youd of murdering her son. >> i say at his age, the death penalty. >> they hope anyone will come forward to help their case. abc7 news. and a gun stolen from the mayor was used in the murder of a teenage boy. he has had two guns stolen from his home in separate incidents in the past two years. the san juaquin office said one was used in the february killing of harris. he reported the gun stolen 28 days after the killing. police are looking for person who murdered the teenager. >> police in san leandro released new images as they try to find the man accused in a brazen kidnapping. the man dressed in all black pulled a woman into a car and tried to take her away as she was walking to work. this is a close up look at the special after market wheels on the car. the attack happened at 7:45 in the morning on washington avenue near monterey boulevard. abc7 news spoke with a good samaritan who rushed to stop the cade napping. the kidnapping. >> i ran and i got them loose and i made sure she was free and okay and i started going at it with the guy and then he started macing me. a total coward. >> timing is everything. surveillance video from the apartment complex shows him leaving at the exact moment the attack happened. we don't see the attack, but we can see him drive over to stop it. here is a sketch of the suspect. police would like to hear from you if you have seen him night. a deadly outbreak at an east bay animal shelter has lead to a cat quarantine. nearly a dozen cats had to be euthanatized after they tested positive or were exposed to a feline disease. katie is live at hayward animal services tonight with the story. katie? >> dan, for the next three weeks you cannot drop off a healthy cat here. are you cannot adopt a cat. it is just not safe until the shelter is cleaned and the disease has run its course. 11 cat and kittens had to be euthanatized at hayward animal services because of distemper. >> it is extremely devastating to the staff and volunteers involved. >> the disease is highly contagious and it can spread through a shelter environment. for 21 days, the surviving cats are under observation and no healthy cats can be dropped off. >> it is an opportunity to go through and thoroughly clean the shelter from top to bottom. we are asking they not bring them in at this time. >> carl singer who does not treat the cats at the shelter has this advice for cat owners. >> keep your cats vaccinated. new kittens brought into the house should be deemed healthy and separated from your cat before you bring them together. >> symptoms include vomiting, diarrhea and lethargy and kittens are most at rick. humans can't catch the disease, but they can spread it. >> wash your hands. wear gloves and don't put your fingers in cages. anything like that can cross contaminate. >> the shelter had an outbreak in june. the facility was cleaned, but the virus was reintroduced by a new cat. abc7 news. >> the first locally transmitted zika case in the united states has been reported in florida. governor rick scott says one woman and three men likely contracted the virus through mosquito bites. no mosquitoes have tested positive for zika. the director of the cdc says he would not be surprised if more cases are reported. in lake county firefighters will be mopping up after a brushfire that started in clear lake oaks off highway 53. at least 30 acres burned. the fire destroyed one building. people and animals had to evacuate. dry and windy conditions spread splaims. the devastating rocky fire started in lake county exactly one year ago today. and the fire in monterey county grew a thousand i can aers today. it has burned 33,000 agriculturers. cal fire released a time lapse video. it has burned an area slately bigger than the city of san francisco. it could take a month to put out. well, big news for voters' rights groups. still ahead on abc7 news at 11:00, the state laws overturn #ed -- overturned. >> suggesting you are a little man moved by fear. >> the heated response to hillary clinton after the democratic convention. >> and space-x called to duty again. 9 new mission assigned to the california company today. >> i am abc7 news meteorologist sandhya patel. i will let you noy what will replace it this upcoming weekend. >> here is a look at what is coming up on abc7 news at 11:00. >> look what we made for you. >> let's begin the flopping. >> three, two, one. whe gets a ready for you alert the second his room is ready. so you know what he gives? the presidential election. it appears nasa is confident and it continues to grow in space x. the aeronautical company signed a second contract to send astronauts to the international spacestation. they will start to test next spring with the first piloted mission the following august. the second mission does not have a launch date yet. two weeks ago the falcon 9 is what the first rocket to be used in a launch to orbit. if proved -- it proved space x was on track to get astronauts to space and do so safely and on a budget. well, it is now the weekend. >> is it already? thank goodness. sandhya patel is here and the reason we are happy about that is it going to cool off finally? >> yeah, dan and ama, we have had a week of hot weather inland. it is about time those temperatures will drop. this weekend we are in the 90s. let's show you a time lapse of the beautiful view. the marine layer coming in and that's a greater influence dropping the temperatures and the gorgeous sunset at 8:21 from our east bay hills camera. unfortunately there was smoke and haze in the air that gave us the redish hue. the highs today looked like this, 60 degrees in half moon bay and 42 degrees warmer in livermore at 102. 100 in concord. you were up to 86 san rafael and 88 in san jose. 60s and 70s san francisco, oakland and 80 in san jose. live doppler 7hd showing you the fog near the coast. it has dropped the visibility in half moon bay to three-quarters of a mile. we are getting reports of a drizzle in san francisco. temperatures in the 50s and the 60s. you head well inland and it is a typical summer evening. a live look from our sutro tower camera. you can see the fog hovering over downtown san francisco. fog is in overnight along the coast and bay and cooler days and we are looking at a seasonal pattern through next week. so tomorrow morning the inland areas will start out clear and mild. the rest of you are looking at areas of fog and the temperatures will be in the 50s. the 60s are confined to the inland spots. it is cooler when you get going and there will be spotty drizzle along with the fog. if you have early plans be prepared for pockets of low visibility. the sun will be out for the afternoon except the beaches where it will hang tough. here is your hour by hour planner. at noontime you are looking at the sunshine and the bay and the inland. it is warm inland in the mid-nineties, but cool at the coast in the upper 50s and cooler and breezy at 7:00 p.m. in the upper 50s and the upper 70s. hazy in the south bay and still going to get that smoke from the fire burning in monterey county. 93 gilroy and 80 in sunnyvale and 90 in los gatos. 74 santa cruz. you are looking at midto upper 70s from san mateo to red rood city. you will have some fog lingering into the afternoon. 58 daly city and 64 downtown san francisco. north bay 82 in napa and novato, every is 7 san rafael and 84 santa rosa. head to the east bay and it is quite comfortable. 73 oakland and 81 castro valley. 94 in livermore. warm, but no triple digits expected there. gilroy garlic festival, you are used to it being sizzling, but it won't be this year. it will be beautiful temperatures. we will start out in the 60s with the sun. dropping to 79 degrees. if you are taking part of the marathon it is perfect weather for running the marathon with 50s in the fog all morning long. drew will be there taking part in the marathon. look at the accu-weather seven-day forecast. the heat will continue to ease over the weekend. next week will feel like a normal august week with 50s and 60s coast side and low 90s inland, but much needed relief arriving. >> thank you, sandhya. stay with us. still to come, some spectacular pictures. >> tourists get a front row seat for an incredible show on this is your moment, this is your time. i believe in you. congratulations bro on a job well done. i'm so proud of you. you are amazing. ♪ ♪ 123450eu -- spy a lava flow from hawaii's big island has reached the ocean for the first time since 2013 president look at this. lava began flowing in may. the lava creates huge plumes of steam as it ts the water and begins cooling into rock. the flow traveled more than six miles to reach the ocean this week. >> this was one of the most compelling sites on earth. >> it is breathtaking. we have rick quan in for larry beil. >> the lava is hot and the giants are not. after playing so well in the first half of the season, what has happened to this team?
