♪ just you and i ♪ ♪ grow old with me ♪ let us share what we see ♪ and oh the best it could be ♪ just you and i ♪ broadcast center, this is abc7 news. >> now at 11:00, city hall chaos. abc7 news reporter alan wang tweeted this video from alameda as a debate over rent control turned into pandemonium. good evening and thank you for scroining us. i'm ama daetz. >> and i'm dan ashley. let's go to alan wang who has more on tonight's contentious meetings. >> dan and ama, the city council is still discussing the possibility of a more for yum on -- moratorium on rent increases. this is a tight community where half of the people rent. almost everyone knows someone who has been affected by rent increases and that's why it got so emotional tonight. >> tempers were already hot, but it dwot worse after a majority of alameda landlords erupted early and monopolized the seats. one man tried to rush into the council chambers and appeared to drag down hahn. he picked the man out of the crowd and threw him on the floor in front of the protestor camera. the bloody man was arrested along with another man who was handcuffed outside the council chambers. >> one in five landlords have spoken. four renters have spoken. >> the mayor decided to allow an equal number of tenants who voiced their concerns. she pays $1,875 a month for a two-bedroom apartment. >> i have a $300 increase and then also she is asking me to leave in 60-days. next month during the holidays. >> that's why alameda tenants are in favor of a more for yum to limit or halt rent increases while the council examines the possibility of rent control. >> we are watching trends and family get squeezed out of the town with evictions with no cause. >> but many small landlords say rent increases are needed to offset rising taxes and maintenance costs. >> any restriction on my ability to rent is like anybody here getting a restriction on what they would earn in income. >> landlords want them to stick with the rent review advisory committee that helps mediate and resolve significant rent increases. alan wopping, ab -- alan wang, abc7 news. >> in the central valley college students stride to come to terms with a fellow student who was shot. uc merced has just under 7,000 students and many say they never would have thought such a violent attack could ever happen there. >> uc merced is quiet tonight after so much chaos. the campus is currently under precautionary lock down and a vigil will beheld as students try to comprehend such a senseless act of violence. >> it is shocking. >> the terror began inside a crass room. police say a 20-year-old man attacked a student. >> he had a sweatshirt and the hoodie was off. >> construction worker byron price heard yelling and thought there was a fight. tonight he is considered a hero. price's father says his son lured the attacker out of the classroom. >> the guy came out of the classroom and lunged at him. he went down on his back. he got stabbed, but he was able to kick the guy in the head which got him away. >> the student then ran across campus stabbing two others. >> i just saw there was somebody laying on the floor and the police were blocking everything off. >> police shot and killed the man ending the terror. in all two students, a student aid and byron price were injured. they are all expected to survive. in the midst of the fear and the terror, there were acts kindness as students rush to give first-aid to the victims. >> both our police and our students acted in a way that would make all of us very proud under thesing circumstances. >> the fbi is now involved in the investigation as officers try to determine a motive for the attack. new at 11:00, a scare in a peninsula neighborhood when power lines caught on fire. abc7 news was in san mateo on oregon avenue when the fire happened. it burned dangerously close to trees. it also knocked out power to nearly 200 homes. about 18 customers are still without power and it is not expected to be back on until midnight at the earliest. no word on what caused the fire. we are learning new details tonight about the the woman arrested on suspicion of dui after plowing into 212-year-old boys in a san francisco crosswalk. it appears she was a teacher and a long-time resident of the city. abc7 news reporter is live in the marina district with more. katie? getting ready for the heavy rain that may be coming. >> michael finney is here and the high demand for new rooves could send the prices sky ward. >> yes, wait until you see. most of us know when hiring a contractor it is good to get several estimates. the wide range of prices we received for a single roof repair may surprise the most careful consumer. richard and his wife have lived in this san francisco home for 45 years. this is the first time in awhile they have needed to have work done on their roof. >> i figured it was 22 years plus and i heard rain was coming so we decided we needed to have it serviced. >> richard isn't alone. lawson roofing in san francisco said the company hasn't been this busy in its 100-year history. >> lawson has more work on the books than it ever has. >> el nino has roofers backed up for several months. the current wait just to get an estimate is two months. in fact, they have to wait another three months before any work begins. it is so busy two roofers a seven on your side producer had scheduled never showed up. the roofers can charge a premium. >> the prices have started to go up now once you get a backlog. >> our producer received four estimates including one from a local trade group. the associated roofing contractors of the bay area counties. richard lawson looked at the leak in the the home and then sent someone up on the roof for a closer inspection. >> you are looking at a repair of $2500. >> we then showed him three other estimates we got from other companies. one we received was for $13,000. the proposal covers work on a 15 square foot area of the roof versus the four-square foot area lawson recommended. >> it is a little more conservative approach i would take. it is not necessary based on what i have seen. >> lawson calls it fair for the work proposed. a second estimate was much less expensive and closer to what lawson suggested. $1200. a third caught lawson by surprised. >> this is the entire estimate sph. >> despite several promises the roofer never put his estimate in writing and did not cleem up to inspect the -- climb up to inspect the roof. he said he had replaced the roof of a home in the same development and thought a similar job would be needed for us. he recommended replacing the entire roof for $38,000. >> i would be suspicious of this. i would like to see if i proposal done in writing and spelling out the scope of work so you can make a decision on what is actually being done for you. >> reporter: all of the roofers we contacted were licensed with the state of california and carried a contractor's bond and workers comp insurance. these are must haves when hiring a roofer and be sure to get references. >> i went by a reputation and hearing from other people. >> there are no laws regulating how much a contractor can charge. we have links on how to hire a contractor and check their license and all of that at the website, abc7news.com. >> you are working on another dryer air mass is in place and lighter winds will mean it is going to get colder tonight. the frost advisory has been issued 3:00 a.m. to 8:00 a.m. and for the southern salinas valley. these are the areas, mendocino county under a frost advisory. areas where you could see some of your frost sensitive plants getting damaged. make sure to cover them or bring them inside. in the bay area, the numbers will bow falling. we are thought under an varies re. right now 39 in novato. most areas in the 40s and the 50s. it is getting chilly outside and only colder by morning. 39 in livermore and 36 in napa. low 40s san rafael and san jose. low 50s san jose, oakland. san mateo 45. so one thing is for sure. when you get going tomorrow morning, gloves, scarfs and something to keep you warm. a saturday night could see some light showers developing before the main system. but more than likely it will have to wait until sunday morning to see the light rain. sunday afternoon is still showing up. it is looking like a wet monday morning commute. so plan accordingly. in the sierra nevada, this is all going to turn into snow. if you have plans to head up to the mountains, snow levels on sunday, 6,000 feet and dropping to 4500 feet. the passes will be impacted. right now the projections, early estimates a few inches to under half a foot of snow. tomorrow afternoon in the south bay, 67 gilroy and santa clara and sunnyvale, 66 san jose. high clouds and sun on the peninsula. mid70s redwood city. 60 degrees in paw sesk caw and daly city. 61 in the sunset district. not much changed.
