A sideshow shut down all lanes on i80 going westbound at around 3 00 in the morning. And take a look at this new video. You see it here. A large crowd got out of their cars on the bridge as the sideshow was happening, and shortly after this, officers eventually did clear the lanes and the bridge reopened after about 20 minutes, but one person was struck and killed by a caltrain in san carlos overnight. The San Mateo CountyTransit District says the person trespassed onto the tracks when the collision happened. They collided with one of the caltrans electric trains that was undergoing a test on property. Officials say it is too early to determine the cause of that collision. Well stay posted on that developing news now. The search for two Young Children continues. Chp is asking for your help in finding four year old david wu and nine yearold daniel wu. Investigators believe the boys were taken by taylor wu, who is on the right of your screen. The photos were released in an endangered missing persons alert. A connection between the boys and the woman has not been confirmed by police. The children were last seen in mountain view, near montecito avenue and san pierre way early yesterday morning around 1 30 a. M. Taylor wu was driving a blue 2018 ford escape with a missouri license plate reading vb 9v1w the city of richmond is looking to crack down on smoke shops, saying many are operating illegally. Elected leaders also say theres too many smoke shops scattered around the city. Abc seven News Reporter anser hassan talks to critics who say cutting off businesses wont solve the problem. Richmonds mayor says his city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. Thats too many, that is, too many smoke shops. Muriel cromwell, a lifelong richmond resident, is a smoker who was parked outside of a smoke shop. But even she thinks the city can cut back. It would be a good idea because why would we have all these smoke shops . Thats just making it, making people want to smoke and creating bad habits, to be honest. According to statistics provided by the city, there are more than two places to buy tobacco per square mile in richmond, mayor Eduardo Martinez is proposing a 45 day moratorium on new permits and licenses. We need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. This would impact smoke shops, lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. Nothing is ever quite the way it seems in richmond. Tom butt is the former mayor of richmond. He served 28 years on city council. He says the problem isnt the proliferation of smoke shops. Its regulation. Some of them are unlicensed, unregistered uh. Some of them are illegal. So the problem is not one of needing new legislation and needing moratoriums. The problem is getting the city council to fund the Police Department so they can start the regulatory unit back up again. In richmond, its the police who license and regulate tobacco budget cuts. The Police Department meant cuts to the regulatory unit in documents prepared for the Previous City Council meeting, the city admits to being behind on compliance. You know, sometimes these regulatory actions involve, you know, they involve arrests and that kind of thing. So, you need somebody who has the authority to do that and the experience doing it. So the Police Departments a good place for it to reside. The Mayors Office did not respond to requests for comment, but butt believes more inspections of shops could lead to shops immediately being shut down, which would bring down the overall number. City council is expected to vote on the ordinance on april 16th in richmond, anser hassan. Abc seven news. Californians are Getting Better protections from hefty rent hikes. A new rule passed this week preventing landlords from raising rent by more than 10 in new low income housing. Its not mandatory for buildings that already exist or projects currently under construction. Most existing low income units in the state will likely follow the rule anyway to get new tax credits on renovations or to sell property later. Right now, a stretch of highway one in capitola is closed because of construction. Caltran says. Crews are demolishing the capitola bridge. Overcrossing the portion of the highway which is a little more than a mile, is closed until seven tonight. Caltrans is telling people to take 101 to avoid this closure. In the north bay, a high speed chase turned into a hazmat threat. Police say a driver trying to get away from officers hit nearly 110 miles an hour, right on highway 101, in santa rosa. The driver tried to exit onto petaluma boulevard but could not make the turn. The electric car crashed over the barrier and landed in the marsh. As you see here, that sent chunks of car battery on fire onto the road. This is not something we normally deal with. This is probably the first crash dive came out to where there was batteries in the road on fire. And so its going to be an evolving uh training, i guess, and evolving as we go and learning more about these vehicles. And chp says the car was so hot officers could not move it. The California Legislature is the first in the country to seriously consider reparations for the legacy of slavery, and decades of policies that excluded and harmed black californians. Great to be here and a fantastic morning here in Niagara Falls in the path of the total Solar Eclipse and just visiting the falls. This is a great trip within itself, but the chance to see the falls and a total Solar Eclipse in the background is attracting even more visitors to this iconic spot. It is one of the prettiest places on the planet, one that attracts millions of visitors every year. And come monday Niagara Falls will not only be packed with people looking down at the water, but also up at the sky. My birthday and then the Solar Eclipse. This is a wonderful. The stars are lining up for you. Yeah, well, technically its not the stars, but rather the moon aligning itself between the earth and the sun. Niagara falls is right in the middle of the path of totality, and the area is expected to be plunged into darkness shortly after 3 p. M, while the weather and cloud covering may not be certain, one thing is guaranteed there will be huge crowds. It could quite possibly be the biggest visitor day in niagaras history. Hotels have been sold out for months and the city is bracing for tens of thousands of day trippers who plan to drive into the area on monday, whether it be congestion of traffic, Cellular Network disruptions, and of course, our emergency medical services. We want everybody to be, on high alert as a result, Niagara Falls has declared a state of emergency that is already in effect. Its unfortunate it had to be called a state of emergency because we dont see it as that. We see it as a day of celebration, a celebration that everyone is hoping the weather will cooperate for and the weather that is key. So things are perfect today, but that is not going to be the case on monday. Unfortunately, clouds will move in and that could be an issue for viewing the total Solar Eclipse. Its a very upbeat type of mood, even despite the fact that we could see clouds tomorrow. Even this morning people have been out early just looking at the falls. Just people just have the smile on their faces. They have great energy and theyre just optimistic about tomorrow. Even though there could be a chance that clouds could mix in. But at the very least, you still have this as a background on monday, despite what might happen with the cloud cover. Stephanie. Yeah, i was going to say it cant be that bad, right . Its beautiful. About 34 here in the bay area is what well see. So youll definitely notice it getting a little bit darker. I think. Mexico four hours and 28 seconds. It will have the longest totality. And then texas doing pretty well also, although as the reporter said, were definitely getting into some cloud cover as we go through texas and up through the midwest. But heres a look at the path where youre going to see that total eclipse in on either side of it is where, you know, the eastern seaboard pretty good about 80 there. And then right on through the midwest, 80. And the further you get up towards oregon, about 20. But the skies will theyll be the clearest here in california. And notice the cloud cover from texas through kentucky. Partly cloudy skies and then up through maine. So youll definitely notice it getting darker, the temperatures dropping. And really right in the path of about 30 Million People compared to 2017, where about 12 Million People saw it. So a lot of people excited about that live doppler seven, where were looking at mostly Clear Conditions and it wouldnt be a weekend in 2024 if we didnt talk about a chance of showers. Right . We could even see a few sprinkles out there today. 48 in San Francisco, it is 45 in san jose, 44 for you in hayward, 41 oakland. Thats chilly with 41 on the coast. Cooler today. Right now, Half Moon Bay and from mount tam isnt that gorgeous . 645 is the official sunrise freezing in petaluma. 37 santa rosa, napa and fairfield, as well as livermore, 41, in concord and from our exploratorium camera nice start to the day. Mostly sunny today. A few of those clouds in the afternoon, a couple degrees milder for some low 60s. As we get into your tuesday, youre really going to notice the difference even monday. But the warmer regime really gets going into tuesday, with above average temperatures. Tomorrow will be about eight degrees warmer in some spots. And then as we get into wednesday and thursday, were talking 80s, 10 to 15 degrees warmer. So if youre a fan of the warmth, youll like that the end of the week though, it is going to get cooler. Theres a look at later on today where youll notice that some of that green a few light showers isolated could visit us throughout the afternoon, but otherwise were partly cloudy to mostly sunny. And then that sea breeze throughout the day today. Anywhere from 15 to 20 miles an hour for most. But if youre at the coast, in fact gustier than that, theres our warm day on wednesday, some low 80s thursday, still staying quite mild but into friday. Abc seven News Reporter luz pena tells us about the plans for this upgrade. Reporter we may be in silicon valley, but what if i told you that San Franciscos train control system is running off a floppy disk . Wow. I mean, we i mean, i thought we were moving on to ai, right . So why are we doing floppy disk . Great question. Turns out that in 1998, sfo, mta had the latest Cutting Edge Technology when they installed their automatic train control system from an era where computers did not have hard drives and so you had to load the software on from floppy disks onto the computer. Its been 26 years, and every morning sfmta staff still relies on floppy disks to tell the trains how to operate. Its as if you lose your memory overnight, and every morning somebody has to tell you, hey, this is who you are and what your purpose is and what you have to do. Today, we went underground where sfmtas train control project, Public Information officer gave us a tour of their system. So whats the role that floppy disk is playing right now . Floppy disk is one component of one system. The system that automatically controls our trains inside the subway. As if mta is train control system relies every morning on 3. 5in floppy disks like this one. How dire is it to actually change the system to upgrade it from a floppy disk to a wireless system . So its a question of risk. The system is currently working just fine, but we know with each increasing year the risk of data degradation on the floppy disks increases, and that at some point therell be a catastrophic failure. This system was designed to last 20 to 25 years. Sfmtas executive director Jeffrey Tumlin said upgrading the system will take years, so the detailed project schedule will be finalized once we have a contractor on board, upgrading the system will improve reliability, something the team in the control room is tracking every day. So this is where you guys are watching everything happen. So once the upgrade happens, what will change here. So theyll be able to track the movements of trains and the operations of trains throughout the city much more easily, as do some of mtas youngest passengers. The Israeli Military says it has withdrawn its Ground Forces from southern gaza. The idf did not give a reason for this withdrawal, but Israeli Forces remain in on other areas of the gaza strip. This comes as today marks six months since hamas launched a surprise terrorist attack in southern israel, and israel then declared war. More than a million palestinians, Palestinian Civilians left to the city of rafah, where theres now a severe humanitarian crisis. Un facilities report an average of 850 people sharing each toilet, and 3600 people sharing each shower unit. In rafah, the evacuees are collecting tents, tarps and blankets to build their own temporary shelters. As this morning cease fire talks continue in egypt. Cia director william burns, Israeli Intelligence chiefs and hamas officials are expected to all attend. For months, hamas and israel have been trying to agree on terms for a hostage release in exchange for a cease fire in gaza. Hamas is asking israel to release palestinian prisoners and allow more aid into gaza. Today, israel is expected to reopen a northern Border Crossing to allow aid trucks to cross. This morning, russia declared a federal emergency after floods forced thousands of people to evacuate. It happened after a dam broke on friday in the orenburg area. The surge of water destroyed a total of 6300 homes, officials launched a criminal investigation into how the dam was built. Back here at home, telephone captioning Services Enable millions of hearing impaired people to talk by phone. But they also can be a direct line for phone scammers. And as a bay area family found out captioning operators are required by law to type out every single word a caller says, even if its a scammer swindling someone with disabilities without capital, she never would have been able to hear the caller. She never would have understood them, and she never would have been scammed. Donna badgett is still trying to understand why a telephone captioning service meant to help her mom also helped somebody scam her. I mean, i feel horrible because her hearing has been bad, so i bought it for her for a christmas gift, thinking i was doing her a favor. Her 83 year old mother, judith, got the call one morning on her cell phone. Her grandson was in jail. Was she posting bail . Judith had heard about grandma scams, but words on the screen made it seem real. She wouldnt have been frauded without it. The caller claimed to be a lawyer trying to get dui charges reduced. The captel operator silently typed every word the scammer said if you can post bail quickly, i can make sure its a misdemeanor and not a felony, but you need to act quickly. Can you get to your money today . What bank do you go to . He looked it up and hes like, oh, they open at 10 00. Judith asked about her grandson. The operator typed the reply. Hes a bit embarrassed and wants to keep this between you guys. He did suffer minor injuries. The airbag broke his nose. They gave him five stitches. The captel operator typed out every word of the scammers instructions. Are you back from the bank . Did you get the cash . Did you get the envelopes . The scammer said, get a nine by 12 manila envelope. Youre going to put the envelope from the bank in the middle of two magazines, and then youre going to place it in the manila envelope like youre making a sandwich. A courier would pick up the money and quote, the driver doesnt know anything about the case. Hes like an uber driver. Leave me on the line and head outside. Ask his name. Give him the package. My mom put the phone down, went outside, delivered the money, and then he called back like an hour and a half later. Oh, i have bad news. The woman that was in the car with him was pregnant. She lost the baby. The scammer wanted more money from judith. Supposed for the womans medical expenses. You need to go get more envelopes. Go back to the bank, get the cash after the fact. The family got the call log and could see every word the scammer said. I read a couple the first time. I mean, its just so disheartening. Donna was furious. The cattle operators did not try to stop the scam, and she says effectively assisted in a crime. I mean, they are transcribing fraudulent calls. They enabled her to get scammed, but the Cattle CompanyHamilton Relay Services says federal law makes it illegal for transcribers to intervene in any call, even if its a scam. The operators must serve as, quote, invisible conduits without censoring, altering or interfering in any way with personal and private communications. Fcc rules and the americans with disabilities act require that captioning Services Provide the same rights of privacy afforded to hearing phone users who expect no one is listening in on their calls. I said, cant you even say, you know . Please note we think this is a scam. Donna cant believe it was illegal for the company to notify her that her mom was being swindled, or even to stop typing the scammers instructions. I think things have to change. The fcc has to make these changes like have an Emergency Contact on the account or alert the local police on line forms among caption operators show some disagreement about their role, should they have discretion to intervene in troubling calls, where would they draw the line . What if a caller was threatening physical violence . Right now, the law says they may not step out of their invisible role. Guess it makes sense because seven months after this restaurant opened and chef davis is now one of five finalists for the James Beard Award for best chef in california. Its said to be like the oscars of cooking awards. Definitely really humbled by it. Its super exciting to get recognized for what we do here every day. Yes, chef davis is modest, but those we spoke with, like brian so did not hold back. So is a big fan. On his first night at the restaurant. My favorite today is the bbq shrimp and the bbq sauce is not like any bbq sauce out there. Its. And you enjoy that. You love that. Yes yes yes very very nice. Not all the stories have been positive in oakland lately, but that doesnt matter to chef jeff, who says it was important to him to open up here in the town. I think we should do it. Yeah, it looks good. Itd be fun, right . You get to eat and play bingo, right . Right. You know, oakland has been in one of the cooler spots around the bay area. Barely managed 60 yesterday, but today its still going to be on the cool side.
