>> stephanie ramos leading us off tonight. stephanie, thank you. as we mentioned, it's not only the rain, but as stephanie said there, the winds, reaching up to 70 miles an hour tonight. so, let's get right to meteorologist rob marciano, a very wet west side highway here in new york tonight. hey, rob. >> reporter: hi, david. very wet, indeed. this is the first of a two-tiered system, with the wind coming i'm most concerned about. here's the weather map. we've got that low in the midwest, you mentioned, transferring the energy out to the coast. the rain is in through new jersey, new york and connecticut. and i-80, i-95, a horrible ride home, definitely some flooding. the rain is going to be squeezed north and that low is going to bomb out. we could see a record pressure for the month of october. and what that means is that the winds are really going to be ripping. we've got alerts up and down from dover down east. could see 50, 60, mine as much as 80-mile-an-hour gusts in nantucket, across new england and parts of new york. trees will come down, power will go out as we prepare for the worst storm coming so far this season. david? >> a rough night ahead. rob marciano, our thanks to you, as well. we turn next tonight to the explosive meeting late today at the white house. democratic leaders suddenly walking out after what they say was president trump's meltdown. the president doubling down all day on his decision to suddenly pull u.s. troops out of a key part of syria a week and a half ago. standing by that decision despite what's happened since to u.s. allies, the kurds, who helped the u.s. fight and secure those isis prisoners. the president saying today the kurds are, quote, no angels, saying their fight has nothing to do with us. and now we see the letter president trump wrote to the president of turkey, saying history will look upon you as the devil if good things don't happen. here's abc's chief white house correspondent jonathan karl. >> reporter: today at the white house, president trump defended his decision to abandon the kurds, further distancing himself from america's allies in the fight against isis. >> the kurds know how to fight, and as i said, they're not angels. they're not angels, if you take a look. >> the yeas are 354. >> reporter: but shortly after the president spoke, the house of representatives, democrats and republicans, overwhelmingly voted to condemn his decision to pull american troops from northern syria. later, congressional leaders went to the white house to discuss syria, but democrats say they were so offended by the way the president spoke, they walked out of the meeting. >> what we witnessed on the part of the president was a meltdown. sad to say. >> he was insulting, particularly to the speaker. she kept her cool completely. but he called her a third-rate politician. a nasty diatribe not focused on the facts. particularly the fact of how to curtail isis, a terrorist organization that aims to hurt the united states in our homeland. >> reporter: on syria, democrats and republicans in congress are largely united in opposition to the president. >> he will have american blood on his hands if he abandons kurds, because isis will come back. >> reporter: lindsey graham just said of your remarks that you made in the oval office, that if you keep talking like that, quote, this will be a disaster worse than obama's decision to leave iraq. >> no, lindsey graham would like to stay in the middle east for the next thousand years with thousands of soldiers fighting other people's wars. >> reporter: tonight, fox news obtained a short letter the president sent turkish president erdogan on the same day turkey launched its offensive against the kurds. "let's work out a good deal," he wrote. "you don't want to be responsible for slaughtering thousands of people, and i don't want to be responsible for destroying the turkish economy -- and i will. history will look upon you forever as the devil if good things don't happen. don't be a tough guy. don't be a fool!" >> so, let's get right to jon karl. he's live at the white house tonight. and jon, you're learning that president trump actually gave speaker pelosi a copy of that letter at that meeting late today? >> reporter: david, the president handed out several copies of the letter. according to a republican member of congress that was there, the speaker took her copy and put it facedown on the table before reading it. the white house gives a much different version of what happened. they say that the president, quote, was measured, factual and decisive and that the speaker's decision to walk out was baffling. they also point out that other democrats at the meeting stayed behind. >> jon karl tonight. thanks, jon. and all of this comes as the impeachment showdown intensifies tonight. all eyes tomorrow on the u.s. ambassador to the eu, expected to testify. gordon sondland was negotiating with ukraine, along with the president's personal attorney, rudy giuliani, even though ukraine is not part of the eu, obviously. it was sondland who wrote in a text to a senior american diplomat, insisting there was no quid pro quo. we now know sondland had talked with the president before he texted that response. i want to get right to mary bruce, she's live on the hill tonight. and mary, the president's top adviser on russia, also already testifying, and you've learned tonight about what she said about ambassador sondland, who is expected to testify tomorrow? >> reporter: well, david, we learned that the president's former top russia adviser fiona hill believed that ambassador sondland was a potential national security risk, because he was so unprepared for the job. sondland was a former trump mega-donor with no diplomatic experience. hill testified this week that sondland would frequently use his personal cell phone for diplomatic affairs, to potentia leaving him vulnerable and took it upon himself to invite foreign officials to the white house. david, hill was so concerned that she reportedly raised this issue with white house intelligence officials. david? >> mary bruce with us, battling a windy night up there on the hill, and we thank you, mary. next, a controversial deal tonight, a plea deal in an officer-involved shooting. a 73-year-old wife and retired librarian was taking part in a community safety workshop in punta gorda, florida. the officer she was working with shot and killed her. he says he did not know his gun had real bullets. and tonight, her family shocked to learn that the officer will serve no jail time. here's abc's steve osunsami. >> reporter: florida prosecutors have agreed tonight that the former punta gorda police officer, seen here in street clothes during a community demonstration, will serve no jail time for the accidental shooting death of this woman, 73-year-old mary knowlton. her family says it feels like authorities let them down. >> i don't know. it doesn't seem like we got justice. >> reporter: in 2016, the retired librarian was randomly selected from the crowd for this use of force exercise in the parking lot of the police station, where former police officer lee coel was pretending to be the criminal and she the police officer. this is the moment when he fires four shots. they were supposed to be blanks, but they weren't. she died at the hospital. since the accident, police in the department have been blaming each other for the gun safety mistakes. in court today, coel had tears in his eyes. he agreed to ten years of probation, hugged and kissed his wife and then walked away. >> had we gotten an apology from the police or lee, that would've made a hell of a big difference in how we felt. >> reporter: a police captain resigned and the police chief was eventually fired, but a lieutenant who was also caught up in this remains on the force tonight. david? >> all right, steve, our thanks to you, as well. next, to the latest democratic showdown. the fourth presidential debate and it was clear, elizabeth warren is a front-runner at the top of recent national polls, because the other candidates were taking aim at warren. in particular, on a key issue about taxes. abc's linsey davis was in the debate hall. >> reporter: elizabeth warren was the target of the night, taking incoming fire now that she's leading the pack in new national polls. pressed on her medicare for all plan, she was asked repeatedly, will taxes go up? >> will you raise taxes on the middle class to pay for it? yes or no? >> so, i have made clear what my principles are here and that is costs will go up for the wealthy and for big corporations, and for hard working middle class families, costs will go down. >> a yes or no question that didn't get a yes or no answer. look, this is why people here in the midwest are so frustrated with washington. >> at least bernie's being honest here and saying how he's going to pay for this, and that taxes are going to go up. and i'm sorry, elizabeth, but you have not said that, and i think we owe it to the american people to tell them where we're going to send the invoice. >> the problem we've got right now is the overall cost of health care. and look, you can try to spin this any way you want. i have spent my entire life on working on how america's middle class has been hollowed out and how we fight back. >> senator klobuchar, do you want to respond?
