A lot of people behind the counters starting ducking behind where the packages go. Everybody started running, saying, get out. Reporter this morning, authorities were saying one of the two items found was, quote, a destructive device. It was a device that had destructive nature to the degree reporter but authorities now say it was a hoax. I saw them throw a guy to the ground and that started a very long wait. Reporter in this cell phone video you see agents board a plane adding to more confusion. The closure left travelers in limbo as plane loads of passengers remained on the tarmac for hours. Families reuniting with loved ones in nearby parking lots. When i pulled up and they said theres a bomb threat. Im not leaving without my daughter. Im happy that everyone is safe. Reporter making a bogus bomb threat is a state and federal crime. An unnamed suspect is facing charges. George . Okay, pierre. Thanks. Well get the latest on the Government Shutdown in its second day. With signs that it could stretch for weeks. President obama has shortened his planned trip to asia next week. The cutbacks are starting to bite all across the country. Our weekend anchor, dan harris, is in low are manhattan. The statue of liberty ferry is one of many federal facilities shut down today. Good morning. Reporter exactly, george. Good morning to you. Forget about give me your tired, your poor, your huddled masses. Yearning to break free. If you show up to see lady liberty today, you will be turned away. This is one of many examples across america of the impact of this manmade disaster. This morning, the centers for Disease Control says it can no longer monitor the seasonal flu. The National Institutes of health says it may have to turn children with cancer away from clinical trials. And overnight, shelters housing victims of domestic abuse, like this one in phoenix, said they may have to shut down. The National Transportation safety board has shut down investigations into the asiana crash at the San Francisco airport. And this hard landing of a southwest flight in new york. In colorado, the angry governor is having to pay National Guard troops with state funds so they can keep cleaning up after the recent massive floods. National parks and monuments across america are shut down, too. From the liberty bell. To pearl harbor, to yosemite, with the kids on this School Camping trip will have to go home early. At the grand canyon, this sick woman, working on her bucket list, was turned away. Im blessed to be here and able to see this much of it. Trying to get a few things off that bucket list. Reporter and a remarkable scene at the world war ii memorial in washington, d. C. Where visiting veterans from mississippi, heroes flown for free on whats known as an honor flight. How was the flight . Good. Wonderful, they did a good job. Reporter arrived to find these barriers. But with a little bit of help, the men triumphed, just as they did decades ago. Look at that crowd. Its an honor to come back and see what we fought for. Reporter and this morning, there are 30 world war ii veterans in east timberwolvesi o are anxiously watching developments in washington. They have their own trip to see that memorial planned for next week. As one of them told us overnight, and this is a direct quote, the japanese and the germans couldnt stop us. The dang barricades wont, either. George, back to you. Well see how that turns out. Abcs jon karl is at the white house. The president announced overnight that hes cutting his planned trip to asia in half next week. Reporter this was a long planned trip. He was supposed to be in asia all next week. Now, hes canceled two of the stops. He wont be going to malaysia. He wont be going to the philippines. The white house staying in a statement this completely avoidable shutdown is setting back our ability to promote u. S. Exports and advance u. S. Leadership in the largest emerging region in the world. Theres also two major summits. One in brunei. And the other in indonesia. And no plan to cancel those yet. But that could happen as well. More talks on the shutdown could stretch on. Perhaps until the next deadline looming when the government hits its debt limit on october 17th. Reporter it looks increasingly likely, george. Right now, both sides are dug in. No giving in at all. The white house is demanding Unconditional Surrender from the house. As you see, october 17th when the debt ceiling gets hit. It looks like both of the negotiations may fall into one. But the white house say they dont want to negotiate. They think these demands made by republicans are completely unreasonable, irresponsible. And right now, at least right now, republicans are remaining unified. I have to tell you, george. A lot of Senior Republicans around town really questioning the strategy or lack of strategy from the house. Hard to see how this is going to get unlocked. Jon karl, thanks very much. Lets get the rest of the top headlines from josh. Back from his assignment. Welcome back. Thank you, george. Much more coming on that. Were going to begin here with the developing story from the pacific northwest. Video just coming in of two hikers being rescued by the coast guard after theyd been stranded on washingtons mt. Adams. You see they had to be hoisted from waistdeep snow up to the helicopter, along with five emergency responders, who had also become trapped while trying to help them. Two other hikers missing since last weekend are still out there. And another dramatic rescue to show you. 12 people had to be pulled from the water after their sailboat sank off the coast of texas. You do see them all there, though, in the water. Thankfully, all are okay this morning. And americans coasttocoast are voicing frustration after trying to shop for Health Insurance on those new government exchanges that opened tuesday. Only to find technical glitches and long waits on the phone awaiting them. Abcs Rebecca Jarvis is here with the very latest. Good morning to you, rebecca. Reporter good morning. And this morning, it remains unclear whether the glitches stem from an overwhelming influx of computer traffic. Or whether theres more Serious Problems with the system. What we do know at this point, nearly 3 Million People flocked to the website healthcare. Gov, in the first day. Of the new health care exchanges. That number and the millions more that had logged on to staterun sites exceeded expectations. But with Computers Crashing and phone lines jammed, many people have been unable to get rates or compare plans. We conducted our own checks throughout the day. We found that service was sporadic. Frequently stalled by technical problems. President obama is urging people to be patient so the kinks be can be ironed out. Keep in mind. Were told as long as youre enrolled by december 15th, your cover raj will pick up before january 1. Thats when the fines start kicking in, josh. A louisiana inmate who spent 41 years in solitary confinement is a free man this morning. A judge has overturned Herman Wallaces murder conviction because women were excluded from the grand jury in the 1970s. That is unconstitutional. Wallace, who is now battling cancer, had been held in isolation since his conviction. Another shocking example of people not heeding railroad signals. Look at this biker. Almost plowed down by an oncoming train. This is in england. As weve seen recently, drivers, bikers, more distracted than ever before. The problem becoming serious everywhere. Lets heed the rail signals. Great to have you back, josh. Nice to be back. Now, to the latest on the shocking road rage incident here in new york city. You have no doubt seen the video of the suv swarmed by bikers. And then, that highspeed chase through the streets. Well, this morning, two men have been arrested. The authorities are searching for another. And abcs linzie janis has the latest on this fastdeveloping story. Reporter this morning, police have charged the man seen here, punching this black range rover with reckless endangerment. Moments later, investigators say Allen Edwards dragged the 30yearold banker out of the suv, beating him in front of his wife and young child. That alleged assault not caught on camera was the end of a terrifying chain of events that police say started minutes earlier, with a different biker. Watch as 28yearold Christopher Cruz also facing charges of reckless endangerment, suddenly slows down, causing the suv to hit him. Within seconds, that menacing scene, nearly 30 bikers swarm the suv. Police say some of them, slashing its tires. Then, this he apparently panicked and makes a break for it. Running over biker edwin miese, who is an aspiring rapper. This morning, the father of two is in critical condition. All of his ribs are broken. His spine is broken in two places. And hes never going to walk. Hell never walk again. Reporter with miese on the ground, the bikers chased lien for a terrifying three miles. Before cornering him and eventually assaulting him. Police now say theyre looking into liens conduct, even though they believe he did feel threatened. I think its no easy answer. You have to use common sense. If you can get out of there without hurting anybody, thats what we advise you to do. Reporter this morning, we know the group of bikers calls itself hollywood stunts. And has posted similar videos on youtube before like this one in 2011 that ends in another attack. Police say they had prepared for the groups trip to new york, deploying additional officers to monitor them. The nypd says it received 200 calls on sunday about the group riding recklessly, including a 911 call from lien before that accident, telling dispatchers they were driving erratically. Okay, linzie, thank you. Were going to bring in dan abrams. And this is disturbing on so many different levels. We heard from the mother of the biker who was seriously injured and the family wants to press charges. Is there a possibility that the driver will be charged . Theres two issues. One is criminal. Number two is a possible civil case. On the criminal front, it sounds like the authorities are not going to charge him. Why . The Legal Standard is, did he reasonably believe that he was in danger when this happened . And when you listen to the way ray kelly, the Police Commissioner is talking, it sounds like they believe it was reasonable. Theyre going to continue the investigation. But i dont think there will be charges filed against him. Now, civil, which is the familys ability to sue him, i think that is almost certainly something that will happen, because thats just an opportunity for the family to go after him, as opposed to the government. Will the severity of his injuries play into it at all . It plays into a potential civil case, when youre talking about damages. But a lot of people are saying, wait a sec. On the one hand, you have someone here who is paralyzed. On the other hand, you have someone who was sort of beaten up. Why wouldnt the person who was paralyzed be the bigger player here . The answer is, it doesnt really matter as a legal matter who was injured more. It matters what was going on in the mind of the individuals who were doing it when it happened. What about the bikers . We heard how at the end how many calls came in. Weve seen the video. That cant bode well for them at all. Thats going to weigh into the polices decision. But you have to charge people based on individual actions. You cant just say, well, there was a group that did this last year. And therefore, were going to sort of charge the group this year. Could be different individuals in that group. A lot of people anxious to see whats going to unfold here. Absolutely. Thank you, dan. We have a Health Warning out of florida. Officials are sounding the alarm about a deadly bacteria that breeds in the water. Its killed nine this year. And people with open wounds are being warned to stay out of the water. Abcs matt gutman has the story. Reporter the bacteria struck silently but swiftly monday. Something that has Public Health officials here on high alert. I never heard that there was ever even a bacteria in the water. Reporter henry was crabbing with his wife, along central floridas intercoastal waterway, when he was apparently infected. When he got home, he thought he just found a spider bite. About 2 00 in the morning, he woke up. His legs were aching. And he felt like there was some sort of a burn on his ankle. Reporter by 6 00, a man who had been perfectly healthy, had developed lesions all over his body. Hes never been diagnosed with any health problems, ever. Reporter doctors told henrys wife, patty, the bacteria was eating henry alive. Shutting down his organs. He was dead only 28 hours after going to the hospital. This bacteria creeped through his body like acid. It just it was the most horrific thing ive ever seen in my life. Its extremely rare with someone without any medical problems the picture of health, to get this infection and die. Reporter the bacteria plagues the gulf coast every year, from texas all the way to florida, where officials now believe it has killed nine people so far this year. And infected at least 27 others. I cant imagine going day by day without him. Reporter folks, preexisting kidney or liver diseases are 80 times more susceptible to this bacteria. The cdc says to protect yourself, when youre in brackish water like this, wear protective boots. And above all, do not heat raw shellfish, especially oysters. Robin . Tom hanks is back on the big screen in the title role of the new drama captain phillips, playing the man credited with saving a cargo boat from a 2009 somalia pirate attack. Now, the crew has filed a lawsuit, saying the actual captain phillips is far from the hero hanks plays on screen. Abcs cecilia vega has more. Reporter it is based on a true story. Hollywoods version of captain phillips and his crew, attacked by somali pirates. Im the captain now. Reporter this morning, some of the men aboard the real maersk alabama, are lashing out at the movie captain phillips before it hits screens next week. The movie tells a highly fictionalized version of what actually happened. Reporter nearly half of the crew members are suing the ships owner and operator. To make him a hero for driving the boat and the men into piratesinfested waters, thats the injustice here. Reporter the crew members say there were warning to stay 600 miles away from somalias coast. The mearsk alabama was only 250 miles away. They said they were knowingly, intentionally, and willfully sent into an area with pirates because the route saved the company money. In the movie, captain phillips, played by tom hanks, offers himself as a hostage in exchange for his crews safety. If youre going to shoot somebody, shoot me. Reporter phillips was free when u. S. Navy snipers killed the pirates. He came home a hero. I want to thank my crew. Reporter but crew members like jimmy, say phillips put their lives in jeopardy. He told abc news overnight, captain phillips did not follow orders. The ship was attacked. And he was responsible. The case will go to trial in december. The ships owner previously called it a meritless lawsuit. This morning, neither it nor the movies makers have responded to request for comment. Neither has phillips. Though, he did attend the premiere for a movie some of his crew members now say turned their reallife nightmare into a work of fiction. For good morning america, celia vega, abc news, los angeles.
